　 局党支部对照检查

　 按照县委的总体部署，重点办党支部自x月x日启动党的群众路线教育实践活动以来，认真贯彻落实中央、省委、市委和县委要求，在以xx书记为组长的县委第六督导组的精心指导下，扎实推进学习教育、听取意见、查摆问题、边查边改等工作。近期，通过群众提、自己找、上级点、集体议等方式，我办党支部对照“三严三实”要求和焦裕禄精神，针对领导班子“四风”问题和作风之弊、行为之垢，进行了深刻分析检查，明确今后进一步改进作风的整改方向和具体措施。现就对照检查情况报告如下：

　一、遵守党的政治纪律和贯彻中央八项规定精神情况

　自成立以来，重点办党支部始终自觉在思想上、政治上、行动上与党中央保持高度一致，以党章为准绳，忠于祖国、忠于人民，强化政治意识和大局意识，坚定不移地贯彻落实中央、省委、市委和县委的重大决策部署，工作取得了一定成效，但也存在一些不足：

　遵守党的政治纪律方面

　重点办班子总体较好，政治立场坚定，党性觉悟较高，组织原则性较强，但也存在政治上不够敏感等问题。如对社会上一些损害党的形象和威信的言行不能进行驳斥，缺乏维护自己政党的政治责任和担当，没有旗帜鲜明地站出来批评和抵制；对社会上的一些错误思想和偏激言论的警觉性不够，不能及时制止。

　贯彻中央八项规定方面

　坚决拥护并执行中央八项规定，总体还好，但也存在调查研究不细致等问题，下乡镇了解掌握情况不全面、不深入、为基层群众特别是拆迁户解决切身利益问题仍显不够，如因铁路施工建设影响当地群众生产生活及施工爆破导致红线外民房受损等问题；“三公”消费在八项规定出台后有所下降，但仍有下降空间等等。

　二、“四风”方面存在的突出问题

　为切实找准“四风”问题，重点办党支部通过书面发函、集中座谈、个别访谈、接访听诉、进村入户、实地调研等各种方式，广泛征求了各个层面的多方意见和建议，经梳理归纳在“四风”方面的问题有6条。虽然重点办班子多年来积极履职、扎实工作，在加强作风建设上也总体较好，但对照理论理想、党章党纪、民心民声、先辈先进这四面镜子，对照“三严三实”要求和焦裕禄精神，在“四风”方面仍然存在一些不足和问题。

　形式主义方面

　主要表现在学风不够扎实。习惯以文件贯彻文件、以会议落实工作，学习时紧时松。单位工作分解责任不够明确，跟踪推进力度不够，有时存在效率不高现象；理论学习次数不少、记录较多、效果不高，主要表现在每次都以集中开会学习方式，没有改进学习方式，创新学习内容，通过走出去或请进来，提高学习的吸引力和效果；工作安排每年大同小异、变化不大、针对性不够强、创新性不够，实效性不高。工作总结、报告、方案存在模块化现象；征地拆迁工作有时缺少跟踪督导，工作时紧时松，对制约拆迁推进的关键问题、难点问题解决、落实还不够，进展还不够快。

　官僚主义方面

　主要表现在倾听基层意见不够、深入一线调研不够、关心职工不够等问题。虽然领导班子按照县里要求，经常深入基层、深入一线、深入群众，但仍存在联系基层和本单位职工不够紧密、管理不够大胆、队伍建设抓得不够紧、对铁路沿线乡村拆迁工作管理不严等问题，具体表现为“五多五少”：在工作上要求较多、较高，生活上关心相对较少；下任务压担子较多，教方法、出点子和激励相对较少；关心大家的身体健康较多，与干职工“拉家常”交心相对较少；工作中看结果效果较多，分析原因条件相对较少；有的干职工工作量偏多，有的相对较少。如秘书股长期存在人手少、工作量大、任务繁杂等困难，业务股又存在搞拆迁又兼管资金拨付等困难。作为领导班子，要切实履行好职能，合理调配好队伍和车辆，规范人财物管理，科学民主决策，优化各项工作。

　享乐主义方面

　主要表现在安于现状、进取不够。近年来经过大家的努力，单位工作在很多方面都取得了一定成绩，工作基础也上了一个台阶，班子取得了一些荣誉，班子成员也获得了一些荣誉，工作中逐渐有自满思想，创新力度渐弱，享乐主义思想有所抬头。具体表现在随着工作时间的不断增长，工作激情、工作劲头有所衰退，有松懈想法；担当精神不够，吃苦精神削减，自满思想萌发，小满即安；进取创新精神不足，思想解放的力度不大，推进工作中存在思维定势和惯性做法依赖，有时还会满足于“将就将就过去了”等现象，工作精细化水平还有待提高。比如在老赣龙站前广场拆迁安置户土地证办理等一些历史遗留问题的处理上，存在敢担当、愿负责的勇气和胆识不够的问题，有回避思想，致使问题久拖不决，部分群众有意见。

　奢靡之风方面

　具体表现在整治铺张浪费力度不够。由于赣龙铁路扩能工程建设的需要，干部职工下乡较多，外来办理业务人员不少，公务用车油费修理费、公务接待餐费、办公用品支出仍不少。虽已严格控制标准，厉行节约，但仍存在问题和不足：如来客较多时会超出“四菜一汤”标准，有时其它陪餐人员较多。单位2部办公用车的油费、修理费在保证公务需要的基础上，仍需合理控制支出。办公资源浪费行为仍然存在，办公时间有些办公室灯火长明，空调长开。在办公用品方面，偶尔会出现文件资料重复超量印刷，用水用电不节约等浪费现象，今后要进一步厉行节约。

　三、产生问题的原因分析

　针对查摆出来的“四风”问题，本办经过深刻剖析，充分认识到这些问题只是症状，病根还是在党员领导干部的思想灵魂深处和单位管理制度层面。抛开客观因素，从主观方面深挖思想根源、剖析制度病灶，原因梳理如下：

　责任意识不强。形式主义的实质是主观主义、功利主义，根源是政绩观错位、缺位，没有用科学发展观指导实践，责任意识不强。作风建设永无止境，学习风气不够实在问题的存在，表明重点办班子成员在思想上还没有彻底摒弃主观主义、功利主义和经验主义，没有用科学发展观来指导实践，没有活到老学到老的思想和行动，直接导致工作水平和创新能力的下降。近年来，单位在人少的情况下，承担了大量的职能工作和中心工作，虽然大多卓有成效，社会反响也不错，也表明了大家都尽心尽力履行职责，但确实存在重工作轻学习、重服务轻管理现象。虽然在学中干、干中学，但工作与学习总是一只手硬、一只手软，对学习的重要性认识不足，学风建设未能抓紧抓实，导致班子总体能力不断透支，干部水平没有可持续发展，存在吃老本现象。学习永无止境，作风建设永远在路上，没有最好，只有更好。随着会昌加快振兴发展步伐的新形势、新要求，对各级各部门，对各位领导干部的要求会就高，工作会面临不断涌现的新问题、新挑战、唯有树立科学发展观、端正学风、不断强化学习内容与效果，才能逐渐摆脱思想僵化、办法老套、效率不高、能力不强的现状，才能切实解决好自身理论素养提高与服务群众水平提升问题，才能抓工作真正抓到点子上、抓到群众心坎上，才能切实担当起振兴会昌发展的历史责任。

　服务意识不强。官僚主义的实质是公仆意识、服务意识缺失和群众观点的淡薄，根源在于“官本位”思想。我办在官僚主义方面主要表现在倾听基层意见不够、深入一线调研不够、关心职工不够等问题。这些问题的出现，表明“官本位”思想仍然残余在班子成员心中。我办班子成员全部出身农村，对基层有较为深厚的感情，但随着权力的加大、环境的变化，有的思想仍有所变化，群众观点出现一定偏差，虽没有故意刁难群众、吃拿卡要等不良行为，但离全心全意为人民服务的宗旨仍有一定差距。如有的深入基层、深入群众不够，没有面对面认真细致地倾听群众疾苦与呼声，掌握第一手资料，缺乏焦裕禄同志“嚼别人吃过的馍没味道”的求实精神，这往往会导致工作质量的下降，甚至于对工作的基本分析判断与决策；有的有时对群众来信来访不够耐心细致，没有换位思考，未能及时为群众排忧解难，解决影响他们生产生活的切身利益问题；有时还会滋生自满情绪和优越心理，没有与广大干部职工、基层群众打成一片，思想上行动上没有密切联系群众，保持党与人民群众的血肉联系，待遇上要求特殊化，工作中摆官架子。这些都是宗旨意识不够牢、群众感情不够深，党性觉悟不高的具体体现，没有很好地践行“领导就是服务”、“党员干部的权力是人民给的，必须全心全意为人民服务”的工作誓言，这说明在世界观、人生观、价值观等方面不同程度地出现了偏差，容易为享乐主义的滋生提供思想土壤，要坚决纠正。

　进取意识不强。享乐主义的实质是革命意志衰退、奋斗精神减弱，根源是世界观、人生观、价值观没有正确牢固树立。我办的享乐主义问题主要表现在安于现状、进取不够。总的来讲，面对单位人少事多的工作现情，班子成员们都能做到吃苦耐劳，尽心尽力，工作也有条不紊，平稳有序。但由于单位管理的一些客观原因和主观上的低调求稳务实心理，单位工作的整体积极性没有得到充分发挥，创新机制和能力欠缺，亮点特色较少，没有更好地提升单位形象和地位。班子成员有的产生“船到码头车到站”的消极想法，不能时刻保持旺盛的进取心和奋斗精神；有的认为守好摊子不越位要紧，工作上有顾虑，不敢想不敢干；有的以老经验处理新问题，自我感觉良好，工作上生活中放松要求。对艰苦朴素优良传统的继承和发扬有所放松，对社会上的物质享受攀比思想有所抬头。一定时期存在着“小节影响不大”的思想误区，对正风肃纪放不开手脚，没有正确运用批评与自我批评这个有力工具，领导班子成员间还存在谈心交心不够充分，相互提醒拉不下面子、怕不利于团结、怕影响和谐等思想顾虑等等。这些问题产生的直接原因除了制度上的缺失、管理上的缺位，主要在于没有牢固树立马克思主义的人生观、价值观和社会主义的荣辱观，有的理解不深，有的出现了偏差。思想出现了偏差，行动自然偏离正常轨道。

　制度约束不够。奢靡之风的实质是物欲膨胀的结果之一。奢靡之风问题的存在，表明重点办班子成员还没有完全在思想深处彻底革除拜金主义、享乐主义的影响。重点办的奢靡之风主要表现在八项规定出台前铺张浪费整治不力。由于铁路建设需要，来客较多，也因领导干部热情好客心理影响，重点办的招待费一定时期内确实较高，在用餐用车管理上没有有效的管理制度和方法约束，执行又往往不严。八项规定出台后，县里也采取了各项有效措施，单位根据实际情况，大力整治公款吃喝、公车私用、公物私占等问题及行为，取得了一定成效。领导班子成员率先垂范，以身作则，在贯彻执行中央八项规定及省委、市委、县委若干规定上对自身要求应该说是严格的，但在公务接待中会有担心接待标准下降会影响上下级关系的心理；也还存在在“小节”上对自身要求不够的行为和现象。

　四、今后努力的方向和整改措施

　坚持从领导带头做起，发挥好的示范带头作用，弘扬苏区精神和焦裕禄精神，按照“照镜子、正衣冠、洗洗澡、治治病”的总要求，对查摆出的“四风”方面问题即知即改、立行立改，以实际效果取信于民，以作风转变推进各项工作的有效开展。

　1.抓好常态学习与调查研究，培养创新能力。一是持之以恒抓好理论学习，打牢思想基础。要时刻打牢马克思主义理论功底，坚持终身学习。要把中国革命历史、马克思主义经典著作、中国特色社会主义理论体系、党的优良传统、先进典型等，原原本本学、逐字逐句学、反反复复学，特别是要紧密结合重点办实际，深入学习党的十八大和十八届三中全会精神及习近平总书记系列讲话精神，努力掌握主要内容和精神实质，切实领会新观点、新论述、新要求，时刻保持政治上的坚定和思想上的清醒，真正用先进理论武装头脑，指导实践，切实把学习成果转化为推进我县重点项目建设快速发展的思路和举措；二是要结合本职工作，优化学习方式与内容，加强调研与思考。要在全体党员干部中牢固树立活到老学到老的思想，创造条件采取“走出去引进来”的方式，优化学习内容，提高学习的针对性和实效性，引导大家广泛学习各方面新知识，强化大家实地调研。坚持每周下基层调研制度，提高学以致用水平。培养创新思维，增强创新能力，努力实现能力的不断提升，开拓进取，与时俱进，为铁路建设服务好，为推动我县经济社会发展做出应有的贡献。

　2.主动了解群众的诉求，增强工作的预见性。树立正确的政绩观和群众观，不断改进群众工作方法，进一步密切同人民群众的血肉联系。一是主动深入群众了解诉求。针对这次活动中梳理出来的民生突出问题特别是关系到铁路沿线群众的生产生活问题，要根据原先建立的问题台账和整改措施，及时落实整改时限。要真正扑下身子，深入基层了解单位业务开展情况及当地群众疾苦，努力在群众反映前，切实把问题解决好，不能解决的耐心跟群众解释好，有效减少来信来访数量，切实改进作风；二是多办为民之事。无论在县城中心城区拆迁，还是三送，无论是铁路拆迁，还是办公用品，要牢记为民务实清廉的总要求，始终坚持把群众利益放在首位，把集体利益放在首位，摒弃个人主义思想，领导干部要带好头，紧紧围绕群众最关心、最直接、最现实的问题多办暖民心、稳民心、得民心的好事实事，如关心挂点村教育事业、群众就医难、因病致残致贫等民生突出问题，关心单位干部职工思想和工作生活等问题，让群众深切地感受到党的关爱和温暖，感受到党员领导干部作风的转变。

　3.规范规章制度，民主决策，提升整体形象。一是抓好机关制度建设。科学制定绩效考核和日常管理制度，杜绝干好干坏一个样、干与不干差不多的现象，有效激发大家的工作积极性；二是领导干部要坚持讲党性、重品行、作表率。增强廉洁从政意识，做到工作上积极有为，生活上勤俭节约、行为上稳重大气，班子成员间要互相尊重、互相支持、互相理解、互相监督，切实珍惜和维护班子的团结和谐。班子成员与分管股室和职工要经常性谈心交心，形成提醒与相互提醒、批评与自我批评的良好氛围。要坚持民主集中制原则，多征求大家的意见和建议，做到民主决策、科学决策。班子成员在部署工作后要主动过问工作进展情况，做好传帮带工作，主动解决工作中遇到的难题，努力形成领导带头抓、一级抓一级、层层抓落实的工作格局；三是要加强“三公”经费管理，规范用车管理和后勤保障等。领导干部要从自身做起，带头严格控制好公车使用和“三公”经费的消费支出等，严格遵守执行好“三公”经费的有关规章制度的具体标准和细化措施，严格执行中央八项规定。必要时，要定期通报单位主要支出情况，提高干职工的知晓度。

　整改措施

　为确保重点办党支部在加强作风建设上取得实效，拟制定具体措施，落实相关责任，健全工作机制。

　1.扎实开展专项整治。为集中解决一批群众反映强烈的民生突出问题，自今年6月起至12月底，分时段、有计划地开展系列专项整治活动。主要是：控制“三公”开支问题专项治理；党员干部“慵、懒、散”问题专项治理；切实解决侵害群众利益问题专项治理。

　2.着力解决民生问题。着力帮助挂点村群众解决一些尖锐的邻里矛盾纠纷问题、修复硬化白埠村上角黄泥塘村组道路的出入路问题、新建垃圾池问题以及关爱留守儿童和留守老人等问题，兑现服务承诺。切实解决赣龙铁路征地拆迁后的遗留问题，维护社会稳定。

　3.切实抓好建章立制。坚持立足当前、着眼长远，按照科学管用、简便易行的原则，努力用好的制度来有效管理人、财、物，巩固作风建设成果：一是梳理已有制度。根据反对“四风”要求，对已有制度进行全面梳理，行之有效、群众认可的继续坚持并抓好落实，对不适应新形势、新任务、新要求的抓紧修改完善；二是进一步健全财务管理制度和信访工作机制。

　4.及时公布整改情况。坚持开门整改，重点办领导班子整改方案讨论通过后，按规定在一定范围内公布。
