　 2012年村官工作计划:挥洒汗水,奉献青春

　 作为槐荫区段店镇的一名大学生村官，我在农村基层这个“广阔天地”里面学到了很多在课本中学不到的宝贵知识和经验，看到了农村工作中的难点与盲点，也时刻思考着自身的不足与局限。在已经到来的2012年，在即将到来的农历虎年里，我将在以往工作经验的基础上，再接再厉，突破自我局限，进一步学习实践，以更加饱满的热情投身到基层工作中，争取向各级领导交上一份满意的答卷。我想2012年的工作要以科学发展观为思想统领，以新农村建设为目标，以为民谋利益为根本，要以槐荫区“全面赶超，跨越发展，实现槐荫五年大变样”为历史机遇，还要有不辞辛劳和不畏困苦的精神，才能够将我们的村子发展地“虎虎生威”。

　 一、 不断完善自身素质，提高基层工作能力

　 1. 加强对各种知识的理论学习工作方法的学习。一方面要进一步从书本上学习农村理论知识，另一方面还要积极向镇、村领导干部们学习农村基层的工作经验与方法。

　 2. 继续开展农村调研。调查研究符合村民意愿，同时也适合本村发展的路子，同时带头学习，研究政策法规，尽自己最大的努力为村民服务。

　 3. 努力参加各种实践，增强基层工作业务水平。多角度、多渠道与外界接触，积累基层工作经验，增强解决纠纷的技巧和能力。

　 二、 从实际出发，做好本职工作

　 3. 发挥远程教育的强大效用。及时地、经常地组织村民观看远程教育资料，为群众提供各类信息，包括致富、医疗、文化等，提高村民的综合素质，帮助村民扩大就业，调整我村经济结构。

　 三、从大局出发，全面协调地做好整改工作

　 1. 改善村内环境。村内设有垃圾箱两处，但是由于村内住户较为分散，加上门头房出租等，村内自发形成几个垃圾点，影响了村内环境整洁。村里计划多设置几个垃圾箱，合理安排垃圾箱位置，方便村民的同时还要加强对村民环境意识的培养，从而彻底解决我们村的环境问题。

　 2. 招商引资。在槐荫区的大好发展势头下，结合朱庄村实际，加大招商引资力度，扩大朱庄集贸市场规模，加快旧村改造步伐。

　 3. 村委开展“十佳”评比活动，奖励那些尊老爱幼、促进邻里和睦、爱护村居环境、带头致富的村民，号召村民共建“和谐朱庄”。

　 4. 移风易俗，鼓励村民将红白事办得更加健康文明。朱庄村及周围村民遇有红白事，往往大办三天，不仅村委会每每为此耗费不少精力，而且全村甚至包括周围村落很多家庭都要出人协助办理。村委计划以后参与村民红白事的时候，号召村民在能够宣泄情感的基础上，尽量简化操办程序，缩短操办时间，控制参与范围。

　 四、从基层出发，耐心细致地做好课题研究工作

　 我所研究的课题围绕农村留守妇女展开，在经过了资料收集、走访与问卷随机调查等过程之后有了不少发现。对于槐荫区段店镇农村的留守妇女而言，其医疗、养老、就业等社会保障方面是最为重要的三个方面。其中，医疗保障方面，由于近两年政府出台政策，大力推广城镇医疗保险与新农合作医疗保障制度体系，从而使这一问题得到了有效地缓解；养老保险方面，由于槐荫区政府将商业保险引进社区的政策与活动较为成功，从而为农村留守妇女的养老问题提供了一个可行的解决办法，这一政策性举动应得到进一步的推广，从而帮助农村留守妇女在养老上得到一定保障；就业保障方面，则更多地需要依靠基层组织，借助远程教育及其它教育形式为其提供就业培训，再通过组织招聘活动、为留守妇女提供就业及创业机会、为其提供就业信息平台等手段加以解决。下面将2012年的课题研究工作做一个简单的计划：

　 1. 确定实践基地。由于课题调研阶段走访及问卷调查都是在朱庄村进行的，因此我的课题实践基地选择在朱庄村进行。朱庄村将一方面推进商业保险在村居内的推广活动，另一方面在为村里妇女提供就业培训、组织招聘活动、提供就业信息平台三方面做工作。

　　二、推进下阶段的经济工作，我们既要盯紧目标，更要精准发力，努力实现“双过半”

　　按照市委经济工作会议和市四届人大四次会议确定的目标，今年全市地区生产总值要增长10%以上，公共财政收入和地方财政收入要增长10%以上，固定资产投资要增长22%；规模工业增加值要增长11.5%；社会消费品零售总额要增长13%。对这些发展目标，各级各部门必须紧盯不放，以抓铁有痕、踏石留印的作风，精准发力，狠抓落实，确保目标实现。当前，重点要围绕“双过半”，突出抓好五个方面的工作。

　　（五）抓实“民生100工程”，强化民生保障。认真组织实施“民生100工程”项目，全面落实创业就业、社会保障、义务教育、医疗卫生等各项民生政策和农村安全饮水、“两房两棚”“两供两治”等各项民生工程项目，推动民生大提质。以罗霄山片区县为重点，继续实施精准扶贫，进一步加大精准扶贫、驻村帮扶、金融扶贫试点工作力度，积极创新扶贫机制，切实加快脱贫致富奔小康步伐。通过民生大提质，不断增加城乡居民收入，为扩大消费需求奠定基础。扎实开展安全生产“十大战役”攻坚活动，确保安全生产形势持续稳定好转。把良好的生态环境作为重大民生事业，更加重视生态建设和环境保护，扎实推进省政府湘江流域保护和治理“一号重点工程”。扎实做好防汛抗旱准备工作，对各类水利设施、尾砂库、地质灾害易发点组织开展安全隐患排查和整改，确保安全度汛。
