　 党建示范点总结

　 商洛市辖7县（区），共有街道社区32个，街道办事处4个，已建立党组织36个，其中街道党委4个，社区党总支1个，党支部31个。今年来，我们以“三个代表”重要思想为指导，认真贯彻落实党的十六大和十六届四中全会精神，按照中、省对街道、社区党建工作的要求，紧密结合我市社区党的建设的实际，按照“试点先行、示范带动、循序渐进、逐步推进”的思路，通过抓社区党建示范点，不断强化思想认识，完善工作机制，增强服务功能，创新活动载体，规范各项管理，调动了社区单位和群众参与社区建设的积极性和主动性，有力地推动了全市社区党建工作。现将一年来主要工作做以下总结：

　 一、明确目标，创新思路，健全社区党建示范点工作责任体系

　 首先，调查摸底，确定示范点。我们在对全市32个社区进行全面调查摸底的基础上，召开专题讨论会，认真分析和筛选，把党建基础工作较好，硬、软件设施相对齐备的10个社区作为社区党建示范点，分类排队，统一考察，共确定了商州区窑头社区、洛南县柏槐社区、镇安县镇城社区等3个社区作为市级社区党建示范点，其余7个社区作为县区级社区党建示范点，通过抓点示范，探索工作方法，创新工作思路，推动整体工作。其次，明确目标，认真组织实施。年初，我们把社区党建工作纳入全市党的建设的重要内容，确定了县区委书记负总责，分管书记和组织部长亲自抓，县区委组织部组织落实，各有关部门密切配合的组织领导体系。压滤机滤布制定下发了《关于开展创建社区党建示范点的意见》，明确了创建示范点的指导思想、目标要求和创建标准，提出经过3-5年时间的努力，使全市社区党建示范点创建率达30％以上，力争创建能够达到省级社区党建示范点标准的社区。同时，对示范点社区的办公场地、活动场所和办公设备等硬件基础设施建设也提出了相应的要求。第三，狠抓责任落实。市委组织部把创建社区党建示范点工作纳入党建工作目标责任制，与农村、机关、非公有制经济组织和社区党建的其他各方面工作同安排、同检查、同考核。各县（区）委依据各自实际，制定了量化考核办法。坚持以落实社区党建示范点工作责任制为突破口，形成县（区）委常委联系抓、街道党委成员分头抓，一般干部驻点抓，各司其职，各负其责，齐抓共管，层层落实的责任体系。同时，建立了市、县区委常委、组织部领导班子成员、组织科（股）长社区党建工作联系点制度。推行社区党建示范点和联系点“两点”合一，力求通过扎实的工作，使社区党建联系点成为社区党建示范点。通过创建社区党建示范点、联系点，推动和带动面上工作，加强社区党组织建设，增强社区党组织的凝聚力、战斗力和创造力。

　 二、突出重点，强化措施，打牢社区党建示范点工作基础

　 我们把社区示范点党组织班子建设、社区党员教育管理、社区基础设施建设、社区共驻共建机制作为抓好社区党建示范点的基础性工作，强化措施，加大力度，为社区党组织开展党的活动奠定基础。一是优化社区党组织班子结构。在抓好社区党组织建设的同时，各级党组织坚持把选好配强社区党组织领导班子特别是社区党组织负责人作为搞好社区党建示范点工作的关键环节，采取选、聘、派、兼等多种办法，选拔政治素质好、熟悉党建业务、热爱社区工作的同志担任社区党组织书记，滤布同步抓好社区党组织班子建设。洛南县柏槐社区通过考试从辖区内近几年大中专院校毕业生中录用2人进入社区班子，还从镇机关、国有企业下岗党员、离退休干部中选派6名干部到社区工作，提高了社区班子成员的整体素质。截止目前，5个社区示范点党组织书记的平均年龄已下降到50岁，3个社区示范点党组织成员平均年龄48岁，社区班子成员中高中以上学历的达90%。二是改善社区党组织活动和办公条件。各级党组织千方百计加大投入，各示范点社区党组织围绕创建标准，把改善示范点社区党组织办公条件和社区党员活动场所作为加强社区党建示范点工作的重要内容，加强党员活动室建设，扩充场地，配备党员电教设备。改善办公条件，配备电脑，逐步实现社区党建工作的微机化管理。商州区西关、窑头2个示范社区已建起了办公楼，配备了彩电、VCD等电教设备。洛南县城南社区硬件设施基础已较为完备，还配备了空调、电脑等办公设施。目前，有8个示范点的党员活动室和办公场地都基本达到规范化要求，其中有4家示范点社区办公场地达200多平方米，有3家示范点社区活动场所达150多平方米，电话设备基本普及。三是形成社区党员教育管理有效机制。各示范点社区针对社区党员特点，对社区流动党员、职工党员、长期患病党员和离退休党员进行分类管理，避免了“漏管”现象。在此基础上，社区党支部坚持完善“三会一课”制度、党费缴纳等制度。各社区党组织还根据社区党员的职业特点和个人专长，普遍开展争创“五个好社区党支部”、“共建文明社区”等活动，成立了社区志愿者服务队、护绿队，开展党员在楼栋亮明身份、党员责任区、“一帮一”结对子等内容丰富、形式多样的活动，较好地发挥了党员的先锋模范作用。四是完善社区服务的整体功能。在创建示范点中，社区党组织积极开展“双重管理，共驻共建”活动，注意从群众最关心的事情做起，集中力量，多方筹资，加大投入，着力改善社区环境，完善社区服务、医疗卫生、文化体育、治安防范等功能。今年，在社区建设上已投入近10万元资金，普遍加强了社区服务站、医疗站、文化站建设，社区居民群众的生活环境得到明显改善。

　 三、加强领导，以帮促创，增强社区党建示范点工作的示范带动效应

　 我们在开展创建社区党建示范点的过程中，既加强宏观指导，又注重具体帮促，统筹兼顾，鼓励创新，有力地推动了创建活动深入开展。一是构建机制，加强领导。为确保工作落实，市委组织部确定由县（区）委统一领导，建立组织部门牵头，民政、社会保障、卫生、扶贫等有关部门协调配合，社区党组织分级负责的工作机制，落实了县（区）委书记“第一责任人”、示范点社区党组织书记“直接责任人”的责任。市、县区委组织部坚持定期派员深入社区调研，及时协调解决社区建设和社区党建工作遇到的困难和问题，保证了社区建设和社区党建工作的顺利进行。二是共驻共建，形成合力。各示范点社区在抓好党建工作中，注意充分调动、发挥社区单位的作用，整合资源、形成合力，以共建促创建。通过建立社区党建联席会、加强与驻社区单位党组织的联系，用主动服务来赢得社区单位的理解和支持，从社区共同利益、共同需求出发，吸引社区各方面力量投入社区建设。三是结合实际，形成特色。在创建示范点社区中，我们在坚持统一标准的前提下，充分考虑各社区在居住环境、居民构成、工作基础等方面的实际情况，引导各社区在党建工作上努力形成自己的特色。商州区借鉴农村党的建设“三级联创”活动的经验，以创建“五个好”党组织为目标，结合“争创社区党建工作示范点”、“小康先进示范社区”、“文明小区”等活动，扎扎实实地开展多种形式的党建主题活动，增强了示范点社区党组织的创造力、凝聚力和吸引力。今年，在2个社区创建了社区党组织科技致富示范基地11个，党员致富示范户206户。洛南县柏槐社区深入开展了“好公婆、好媳妇、好儿子、好女儿、好女婿”等“五好家庭”评选活动，现已有15户达到了社区文明户标准。此外，在中青年党员中开展了以争创“党员带头领办集体企业、带头创办民营企业、带头发展第三产业”为主要内容的建功立业活动。通过活动的开展，该社区共兴办集体企业8户、合作制企业16户、私营企业49户，发展工商个体户216户，集体企业实现总收入3800万元，工业总产值达2000万元，集体固定资产达1000万元，非公有制经济总收入在2500万元以上，增强了社区发展后劲，夯实了为民服务的经济基础。四是搞好宣传，形成氛围。为扩大示范点社区的带动影响，发挥示范点的典型作用，最近，我们对全市社区党建示范点情况进行了全面检查验收，对经过各级联评、居民评议、验收合格的社区给予命名、表彰、授牌，激发了创建社区党建示范点的积极性。同时，利用《商洛日报》、广播、电视等媒体，加大对示范点的宣传，扩大影响，使示范点社区在全市产生良好的辐射、示范作用，有效地推动了社区党建工作的深入开展。

　 建立社区党建示范点工作一年来，尽管在实践探索中取得了一些成绩，但也存在一些亟待解决的困难和问题：一是我市社区党建工作起点较低，县区、镇社区党建基础还十分薄弱，工作开展好的中心城区也有待进一步提高完善。二是有些地方党组织对街道、社区党建工作重要性认识不高，重视不够，缺乏长远规划和投入。三是有些街道干部、社区工作人员的工作水平和工作作风与新形势的需要不相适应，缺乏转变观念、改革创新精神，党组织的领导核心作用不够明显。四是有些驻区单位和党员参与社区建设的积极性不高，模范带头作用不强，社区党建工作协调机制还不完善。五是城市化水平不高，经济发展相对滞后，造成社区建设投入不足，使社区示范点基础设施、阵地建设、干部工资待遇难以保障和党的活动难以开展的“三难”问题十分突出等等。

　 为进一步加强和改进我市社区党建工作，我们按照党的十六大、十六届四中全会精神，认真贯彻落实中共中央办公厅转发《中组部关于进一步加强和改进社区党的建设工作的意见》和全省街道社区党的建设工作座谈会精神，正确把握社区党建工作的指导思想和目标要求，针对不同县（区）、不同类型的社区党建工作特点，集中调整组织设置，改进工作方式，创新活动内容，加大工作力度，在抓好社区党建示范点的基础上，注意学习借鉴一些地方社区党建工作经验，积极发现、培养和选拔社区党建工作先进典型，及时总结推广他们的经验，切实把示范点工作抓实抓好，使社区党建示范点逐步走向标准化。通过抓点示范，树立样板，充分发挥示范点的典型效应，努力把示范点的个体优势扩展为群体优势，以点带面，不断推动和提高我市社区党建工作的整体水平。
