　近年来，中央在解决决“三农”问题方面采取了一一系列颇具力度的政策措施，，支持农业、农村经济的发展展，我国农业、农村经济发展展呈现出了几个可喜的变化特特点：

　在农业、农村经济不断向好好的方向发展的同时，我们还还必须看到，当前国民经济运运行中还存在着四个制约因素素，对今年“三农”产生较大大的影响，可能将导致农民收收入增幅比去年有所下降。
