　 乡镇劳务输出年度工作总结

　,全面调整工作思路,全力破除思想障碍,牢固树立品牌意识,立足优势，整合资源,采取“政府推、干部带、宣传促、政策引”的措施和办法，大力推进劳务经济发展步伐,取得了一定成效。近三年，劳务输出人数累计达2.1万人（次），其中组织输出0.8万人（次），自谋输出0.5万人（次），就地转移0.8万人（次），劳务收入累计达6195万元。劳务收入占农民人均纯收入的34。全镇在东南沿海建立劳务基地3个，劳务基地累计达15个。现将近年来工作情况汇报如下：

　镇党委、政府顺应大势，切实转变对城乡二元经济结构的固有观念和思维定势，充分熟悉到新时期加快农村劳动力转移的重大意义。坚持把劳务输出做为解决“三农”问题、增加群众收入的主要途径，建立了由镇政府统一领导，镇劳务工作站牵头,各村、社区紧密配合，村民小组劳务信息员参与齐抓共管，劳务中介组织、劳务经纪人、带头人积极参与，内外协调，上下联动的劳务输转组织网络,其中:镇劳务工作领导小组下设三个职能小组,村社建立166人的劳务工作小组。为靠实责任，镇政府更加突出了劳务输出在全镇经济工作中的重要位置，加大劳务工作目标治理考,近有措施，务工人员出去有人管，挣钱有保障，为劳务输出的快速发展提供了强有力的组织保障。

　针对部分群众文化素质低、思想观念保守的现状，镇党委、政府首先从解决思想熟悉入手，不断加大宣传教育力度，采取多种措施把劳务产业喊响叫亮。一是充分利用广播、电视、远程教育网络、新闻媒体、板报、标语、报纸等多种形式，广泛宣传劳务输出的重要意义、扶持政策，引导群众转变观念，进一步增强外出务工的积极性。二是在镇、村、社干部和广大青年农民中广泛宣传县委、县政府坚持发展劳务经济的有效做法和成功经验，并展开大讨论，使干部进一步提高了自发抓劳务输出的自觉性和责任感，让群众熟悉到劳务输出是一项投资少、风险小、见效快的富民产业，是饱了肚子、挣了票子、换了脑子的“铁杆庄稼”，教育广大务工青年克服“怕”字当头，怕担风险的守旧思想。三是及时总结全镇劳务输转工作中涌现出的先进典型，组织务工能人召开座谈会和巡回报告会，现身说法，交流他们外出务工的经验、做法，用身边的事引导身边的人。四是结合“春风行动”和“再就业援助月”活动，积极开展职业介绍和“五送一落实”活动，拓展就业援助渠道，制定服务计划书份，下发“春风服务卡”228份。三年来，全镇召开各类会议近400场（次），粘贴宣传标语2244条，出黑板报12期100余块，走访居民、农户上万人（8000余份。通过宣传发动，全镇劳动力外出务工的愿望日趋强烈，外出务工的信心日益增强。

　实现劳务输转由数量型向质量型转变、苦力型向技能型转变、粗放型向集约型转变、分散型向规模型转变，提高劳动者的素质是要害。一是整合资源强化素质培训。充分利用镇农科教中心基地网络设施，紧紧依托劳动、安监、乡企、建筑等部门，有计划、分阶段对外出务工人员开展了就业知识、生活常识、法律法规等项目的素质培训。二是因需施教进行对接培训。采取依托用人单位，实行委托培训、定点培训、联合企业培训。重点开展了家电维修、家政服务、汽车、农用车辆驾驶员、安全治理等行业的技能培训，提高培训的针对性、实用性和有效性，经过培训的人员均实现了转移就业。三是立足优势进行岗位培训。在原有培训设施的基础上，今年，镇政府又挤出资金10万元，建成镇劳动力培训基地，购置了投影仪、电焊机、电动缝纫机、电工维修设备等，聘请专兼职教师17名，组织建筑公司6个项目部务工人员和有培训意愿的农民工举办了瓦工、架子工、抹灰工、混凝土工、防疫、能源沼气建设、实用电工等13个专业的职业技能培训班，有600多人参加各班次培训，按照各专业的要求，县劳动部门组织进行了资格考试，对考试合格的人员申请了职业资格证书和培训证书，实行带证输出，持证上岗。至目前，全镇共举办各类培训班109期，受训人员达7620人（次）。

　充分利用已建立的劳动力市场服务网络，立足城郊、信息畅通、建筑工程企业多、劳务输转灵便的优势，坚持把就地输转一批、季节性输出一批、能人带动输转一批、有组织输出一批作为工作的主要形式，扩大劳务输转的规模和渠道。一是稳定就地劳务转移。围绕城郊做文章，开拓眼界搞三产。全镇在县城范围内从事餐饮、商业、娱乐、修理等各类个体从业人员达1800人；沙建公司6个项目部常年组织本镇1600多名劳动力参与建筑工程，并有31个小型建筑工程队活跃在张掖、高台及本县参与小康住宅建设，常年带动劳务输出800人（次）。二是能人带动继续巩,继续同老基地保持良好合作关系,劳务输出呈现出常年性“东南飞”与季节性“走西口”的喜人局面。全镇培育出五三村王淑珍、西头号村贾天海、东寨村顾学明、张华林、沙河村汪世明等36名劳务带头人，赴青海、酒泉、敦煌、新疆、张掖等地，从事工矿企业、铁路电气化改造、高速公路建设。三是主动联系拓展东南沿海劳务基地。镇上继续坚持领导外出考察基地、与用工单位联系、及时发布用工信息等措施，把有组织向东南沿海输出作为今年劳务输出的重头戏，充分发挥镇、村两级职能作用，积极与深圳百灵职业介绍所、深圳900多人，占有组织输出人员的10，使有组织输出成为劳务输出的重头戏。四是探索输转新途径。依托在外务工的“劳务带头人”、“劳务能人”，发挥他们丰富的市场信息和广泛的社会关系，开展带动式输转；依托深圳永信职介所，新疆餐饮业张华林，化音村在新疆天然气公司的宋瑞，西头号村在奥瑞金务工的贾天海，先后向深圳、新疆、成都等地带出本镇青壮年劳力700多人，带动了劳务输出，为外出务工人员创造了良好的务工条件，避免了外出务工人员的盲目性和回流率。

　今年，按照劳动力市场建设要求，我镇挂牌成立了沙河镇劳动力市场，配备专职工作人员，完善了服务设施，开展了求职登记，职业介绍，职业指导，政策咨询，职业培训等一条龙服务。一是强化信息服务。进一步健全完善了劳动力资源数据库和劳务用工信息库，实行动态治理，对准确真实的用工信息，及时编印下发《沙河信息服务》62期4200多份，为前来求职的人员开展了职业指导，为2000多人提供了用工信息，做到信息上下衔接、内外沟通、快捷高效；二是加强维权服务。认真开展农民工维权活动，督促用人单位依法与农民工签订规范的劳动合同，配合劳动310万元；三是提供组织服务。对每一批外出人员镇上都举行隆重的“劳务大军欢送仪式”，镇上领导全部参加，并由领导或干部带队护送，与用工单位协作沟通，先后向外输送务工人员8000人（次），使外出务工人员输得出、留得住、挣上钱；四是开展优质服务。开辟劳务输出绿色通道，免费为外出务工人员体检、统一办理证件；协调各村为外出人员家庭开展了农忙互助、解决生产生活中的实际问题，解除了外出务工人员后顾之忧。五是提供政策服务。认真落实就业再就业、灵活就2万多个，下发劳务信息400多条，有1200人实现了再就业。六是大力发展民营劳务组织。镇上积极培育劳动力市场载体，建立规范的劳务派遣组织,鼓励支持民办职业介绍所和劳务经纪人的发展。作为劳动力市场建设的有力补充，选择信誉较好、关系广泛的劳务能人汪淑珍、和常年开展缝纫工培训的樊金花,免费办理各类证件,提供办公场地，指导开展求职登记、职业介绍、职业培训、择业指导、维权服务等业务，提供劳务供求信

　存在的问题：

　一是外出务工人员组织化程度低，由于中介组织发展缓慢，规范的劳务中介组织在群众中的影响不够，部分群众盲目外出创市场，导致就业率、稳定率和收益率差，导致外出人员有组织输出率仅达40，从根本上影响了群众外出的积极性。

　8283人，有技术技能的2989人，占36，无技术技能的5294人，占64，由于务工人员没有一技之长，大部分外出从事苦、累、脏、险、重的体力劳动，季节性多，长期性少，自发、零散、季节性、体力型的输出所占比例大，而大规模集中组织输出、常年输出、技能型输出所占比例小，个别输出人员素质低，吃苦精神不强，输出质量低，还不能适应工作的需要，尽管我镇的培训基地购置了部分设施，但还是比较单一，使培训有一定的局限性。

　下一步的打算：

　按照“巩固西部，扩大沿海，拓展规模，提升层次”的总体工作思路，继续把劳务输转工作作为发展镇域经济，增加农民收入的重要措施来抓，全镇积极培养劳务输转明星和劳务输转骨干，支持和鼓励发展民营劳务机构，使输出劳务进入市场化运作，年输转劳动力8900人（次），力争实现劳务收入2500万元。

　1、进一步理顺有组织劳动力转移渠道。加强与东南沿海劳务中介组织的联系，有计划的选择一批务工基地，以劳务基地的进一步拓展，保证劳务输转的持续发展。

　2、树立品牌意识，抓好特色培训工作。坚持市场引导培训，培训促进转移的原则，大力开展劳动技能培训，充分发挥培训网络和阵地作用，提高务工人员素质，以需定培，让更多的人学到一技之长，计划在三年内，将全镇40岁以下富余劳动力全部培训一次，动员有特长的人做好技能鉴定，提高技能型输出比例。

　3、狠抓劳动力市场建设。加大基础设施投入，加强工作人员培训，大力开展宣传，按照竞争公平、运行有序、调控有力、服务完善、城乡一体的目标，实现公共就业服务体系的制度化、专业化和社会化。
