　11月22日全市工作作风整顿再动员会议后，我局高度重视，立即进行了传达贯彻，要求全体班子成员认真落实xxx书记的讲话要求，从纪律观念、责任意识、组织观念等方面对自己近两年来的作风情况进行一次认真的“回头看”，对存在的问题深刻反思，查明原因，积极改进。根据全市的总体要求和我局的具体安排，现将我本人的总结反思情况报告如下：

　一、近年来的主要工作

　我从xxx年x月任xxx局长,期间能够任劳任怨、兢兢业业地履行职责，严格执行各项纪律，为全市的安全生产形势持续稳定好转和充分发挥科技引领经济社会发展作用尽职尽责。

　(一)狠抓制度建设。xxx年市xxx局新设之初，面对当时我市连续几年都发生较大以上安全事故的被动局面，在市委、政府的有力领导下，我与全体班子成员一道，团结带领全局人员克服机构新设时的人员紧缺、装备不足、经费匮乏等诸多不利因素，从制度建设入手，对全体干部职工进行了认真的作风纪律整顿，制定了一系列的工作制度，明确了重大决策、行政许可、现场执法、安全检查以及日常行政工作的规章制度，做到了令行禁止。在全市安全生产综合监管方面，积极为市政府领导建言献策，先后制订出台了《xxx市安全生产委员会工作规则》、《xxx市安全生产隐患排查治理制度》、《xxx市安全生产联合执法制度》、《xxx市安全生产行政问责制度》、《xxx市重点行业领域联席会议制度》等10项制度。在xxx的倡导下，具体组织实施了全市安全生产网格化监管和隐患逐月排查治理机制，全市的安全生产形势保持了持续稳定好转。

　(二)狠抓作风纪律建设。作为市xx部门的主要领导，始终把队伍作风纪律建设放在重要位置，制定了严格的纪律制度。要求机关分管副局长外出，必须向市政府分管市长请假，科长出差或外出，必须向分管局长请假，科员下乡检查或外出必须向科长和分管局长请假。局应急值班人员必须坚守岗位，认真作好值班记录。我本人任职期间，除经xx市长批准参加省局组织的各市局长在xx召开的全国xx会议外，没有离开过xxx。特别是重大节日和政治敏感期间，每次都是或坚守在机关岗位，或带领执法人员深入基层企业开展安全检查。较好地履行了工作职责。

　(三)狠抓工作落实。作为全市xxxx保障部门，在xx局新设之初，我们就一直强调工作措施一定要落到实处。xx监管来不得半点虚假，特别是在企业和基层监管一线，必须认认真真、老老实实、不折不扣地把各项安全保障措施执行好、落实好。我们对所有工作人员都要求“认真”二字，从业务科室对企业的安全资料审查，到现场执法检查，必须细致、严谨，做到不疏漏、不应付，严格审查，严格执法。绝不让事故隐患在自己的手里漏过。从而在市级安监部门养成了严谨认真、注重落实的良好风气。全体工作人员自觉履行监管职责，培养了在其位谋其政的责任意识。

　正是有了这样的管理和队伍，才使我市安全生产工作在2007-2008年连续两年获省政府“安全生产工作先进单位”称号。市安监局连续三年获省安监局先进监管监察单位荣誉。

　二、存在的主要问题

　尽管通过努力，全市安全生产形势保持了较好的平稳态势，但是，按照11月22日全市干部作风整顿再动员大会上xx书记的要求，对照全省干部大会精神，以及《廉政准则》的“52个不准”和省市纪委的“五个不准”、“四个严禁”要求，深刻反思，认真总结近年来我本人的工作，感到还有一定的差距。主要表现在：

　(一)认识还不到位。在干部队伍作风纪律建设方面，还存在管理不够严格的问题。如机关定期学习制度执法的不够好，因为工作性质和人员短缺的关系，经常出现科室全体人员下乡检查的情况，无法组织学习。在请销假方面，有的同志出xx范围以外时未请假等，虽然是节假日期间，但是没有严格按市政府的要求请假，出现了擅离职守的现象。出于人情关系，也没有太多的追究，这也反映了我们在作风纪律上的认识还需进一步提高。

　(二)措施还不够硬。在重大项目的安全许可等事情上，因为有的项目由于部门之间的不协调，造成了项目建设未能按照规定做到安全设施设备“三同时”。有的项目因为涉及民生，安全生产许可证到期未能及时换证或延期，实际上形成了违法违规生产经营。对这此企业，因为涉及有关部门，涉及几十万人的供热、供气等，因此在执法上有时跟不上，不能严格按规定实施处罚。虽然积极向市政府报告情况，提出关停建议，但实际上落实不了。

　(三)协调不够有力。作为全市监管部门，在职责方面，既要严格履行直接监管的行业领域的安全监管职责，又要对负有安全监管职责的市直其它部门进行监督、指导、协调，由于安监部门新设时间不长，在原来的政府部门序列中又是直属部门，加之分属于不同的市政府领导分管，而且有的部门主要领导资历高，资格老，相比安监部门有很多优势，因此在协调有关部门共同联合执法时，难免会出现不一致现象。尽管采取各种办法积极协调，但仍有协调不动、指导不灵的时候。影响了安监部门工作职能的发挥。

　(四)问责不够严厉。虽然近年来，安全生产责任追究越来越严，我们在对待事故上也采取了不少办法措施，如按照国务院493号令进行事故查处，我们对3人以下事故在由县级调查处理的同时，对每一起事故都派出督导组，深入事故企业督导事故调查处理工作。帮助县级搞好事故调查处理，帮助企业认识存在的问题，做好整改工作。但仍存在问责不严现象。在事故责任人的处理上，由于种种原因，不能严厉处罚，有的事故很长时间不能结案批复，起不到教育惩戒的作用。

　三、下步整改措施

　针对上述存在的问题，按照全市干部作风整顿再动员大会的要求，结合市科技局的职能工作特点，制定以下措施。

　首先在工作纪律上要更加严格。对机关工作制度作进一步的修订完善。全体工作人员必须严格执行外出请销假制度，特别是班子成员一定要严守纪律，绝不能出现擅离职守的现象。我本人只要出xxx范围以外，一定要向市政府主要领导请假，其它班子成员外出，要向分管市长和局主要领导请假。特别时期，机关领导要坚守岗位，加强政务值班。，保持通讯畅通，确保万无一失。

　其次要严格问责。要按照xxx的工作职能，进一步细化各内设机构的工作职责，提出明确的工作标准和要求，强化全体工作人员的履职尽责意识，坚决杜绝在其位不谋其政的行为。凡不认真履职、敷衍应付贻误工作的，不管是什么人都一律严格问责。
