　 一年来，在县委、县政府的坚强领导下，本人自觉坚持以邓小平理论、“三个代表”重要思想、科学发展观和“三个全面”精神为指导，认真贯彻落实党的“八项规定”和党的群众路线教育实践活动要求，带头执行党风廉政建设责任制等有关规定，认真履行工作职责，以园区发展为己任，针对园区建设所面临的新形势、新要求、新情况、新问题、新目标，紧紧围绕建设和打造省级工业园区和“百亿工业园区”的工作要求，全力推进园区建设。

　 一、加强学习，努力提高自身素质

　 二、强化廉政自律，勤政为民

　 一年来，我坚持以自律为本，以廉洁从政为起点，在园区实际工作中，从严要求自己，今年园区建设项目众多，但我从不陷入不正当利益格局，严格执行项目招投标相关法律法规，不断强化自律意识，努力勤政、廉政，积极起到好的表率作用。注重自己的言行，不做与领导干部要求不相符的事情。严格遵守党的纪律和国家的法律，时时警告自己不要有任何越轨的行为。在工作、学习、生活中保持良好的精神状态，积极投入到园区发展建设中。今年是园区建设项目最多、投资规模最大、工作量最繁重、协调任务最多的一年，华泓新材料公司年产20万吨石膏粉系列产品项目一期已正式投产；亿欣新材料公司年产80万吨环保功能性复合新材料项目已建成投产；盈德特种气体有限公司3000吨电子级高纯六氟化硫生产项目正在准备设备调运和安装，预计年底可建成投产；位元云谷公司数据中心项目已完成15000台设备安装并于5月投入运行；柏森科技公司3000吨碳化硼项目已于10月正式投产；高锗再生资源公司高纯锗项目,主体工程基本完成，正在进行办公楼和管线施工，预计2015年12月份投产；天钰公司高氯酸钾与人造蓝宝石项目厂房主体和钢结构彩瓦基本完成，正在进行综合楼和复分解车间建设，预计2016年2月建成投产。另外，今年还完成了园区绿化、核心区休闲运动广场等建设工程，除此外还要负责企业安全、环保、产业研究院、办公室、财务、依法治县、综合协调等工作，工作量大、任务繁重，本人只有顶住压力，迎难而上，经常都要带领大家到园区施工现场三四次，现场化解矛盾纠纷，解决建设施工问题，为企业和施工单位提供协调服务，接待群众上访、信访达150余件，800余人次，按照相关政策积极做好协调、解释工作，成功劝访和处理信访案件，全年无一起因协调服务不力而导致施工停工的事件，通过园区全体干部的致努力，确保了园区各项工程建设和工作顺利推进。

　 另外，本人还全程参与了产业技术研究院的筹建工作。一是牵头完成了产业技术研究院有限公司工商登记注册和前期筹建工作，组建了由县国有公司控股的“攀西产业技术研究院有限责任公司”。公司股东7家企业、注册资本金1000万元。公司制定了章程，确定出资比例。完成工商注册、银行开户、税务登记等，今年股东筹资80万元作为2015---16年研究院运营管理经费。并与大学、成都理工大学、中国地质科学院矿产综合利用研究所等4家科研院所形成合作联盟，共同组建产业技术研究院，其主要目的是开展产业开发检测方法研究，制定快速、权威检测技术标准，为全省及相关产品提供检测服务。目前，研究院现已完成装修设计和检测中心设备采购招标，预计2016年2月建成。二是积极组织园区企业参加2015年省发改委、科技厅攀西战略资源开发产业化和科技攻关项目调研和申报工作。帮助县东顺锌业有限责任公司申报的“电积锌废渣中4N碲和铋产品电积技术工艺研究”项目和县亿欣钙业有限责任公司的“钙化焙烧提钒专用粉体制备工艺技术攻关”项目分别得到600万元立项支持。目前，研究院正在指导县阔山科技有限公司、攀西产业有限责任公司、贡嘎雪新材料有限责任公司等企业申报2016年（第三批）攀西战略资源开发试验区重大科技攻关项目。

　 三、认真落实党风廉政建设责任制，加强管理

　 作为园区管委办班子成员，我在加强自律的同时，按照要求全力落实党风廉政建设责任制。

　　二、推进下阶段的经济工作，我们既要盯紧目标，更要精准发力，努力实现“双过半”

　　（二）着力抓好企业帮扶，提振实体经济。突出经济建设主战场，突出发展实体经济，以工业为重点，以园区为主阵地，着力推进园区经济特别是主导产业、骨干企业的发展，更好地发挥园区在稳增长中的主体作用。围绕全省创新创业园区“135”工程，全力抓好创新创业园区“1655”工作计划实施，在优化政府服务中支持大众创业、万众创新。要认真落实各项优惠扶持政策，完善企业帮扶工作机制，严格落实领导和部门的帮扶责任，大力开展企业帮扶活动，坚持问题导向，坚持因企施策，实打实地为企业在要素供给、政策落实、环境优化等方面解决实际问题，确保企业平稳运行，推进工业生产持续稳定发展。严格清理规范涉企收费，帮助企业降低成本。大力推进银企对接合作，实行政府性资金存款与金融机构纳税、中小企业贷款发放情况挂钩，进一步调动金融机构支持地方经济发展的积极性；大力推进企业上市，扩大直接融资规模，促进企业提质升级。要围绕促进农村新型经营主体做大做强，着力帮扶解决土地流转、农资供应、农技服务、生产资金和市场流通等方面的困难和问题，推进现代农业发展。

　　（三）培育壮大新兴产业，谋求多点支撑。以“十大新增长点”为重点，扎实开展“产业建设突破年”活动，全面推进创新创业，加强科技、管理、市场、产品、商业模式等创新，加速培育和壮大新的增长点。当前，重点是举全市之力办好第三届矿博会，加快发展宝石产业和会展经济，提升对外开放水平。要“像抓工业化和城镇化那样抓旅游”，在现有“吃、住、行、游、购、娱”旅游六要素基础上，围绕“商、养、学、闲、情、奇”旅游新六要素，创新旅游发展体制机制，加强旅游项目建设和整体营销，研究建立旅游发展目标考核机制，推动旅游文化产业的大发展大提升。同时，要精心筹办好2016年中国（湖南）红色旅游文化节和中国（郴州）国际休闲旅游文化节，以“节”促项目、以“节”促营销、以“节”创品牌。要认真落实中、省相关政策，促进房地产业持续稳定发展。要积极发展电子商务，扶持本土电商企业做大做强，拓展新型消费模式。要大力推进新型城镇化，在城乡统筹发展中发现和培育新兴产业，特别是结合规范农村建房，积极推进农村住宅产业化。

　　（四）全面深化改革开放，激发市场活力。要认真落实中央、省、市关于简政放权的各项改革举措，以实施“三清单一目录”为重点，进一步深化行政审批、商事登记制度、“三证合一”登记管理等各项改革，加快转变政府职能，不断激发非公有制经济活力和创造力，为掀起大众创业、万众创业新浪潮搭好平台。突出抓好财税体制、投融资、农村金融、国企国资、公共资源交易管理、人力资源市场等各项经济体制改革，破解资源要素等制约发展的瓶颈问题，切实增强经济发展后劲和抗风险能力。扎实推进湘南承接产业转移示范区建设，实质性推动湘粤开放合作试验区建设。加大罗霄山片区区域合作力度，积极探索与海西经济区、东盟自由贸易区开放对接，重点推动交通互联互通，引导企业“走出去、请进来”，构建对外开放新通道。创新招商引资理念和方式，突出引进大企业、创新型企业和大项目、科技创新项目，加强招商项目跟踪服务，促进签约项目履约落地，进一步提高招商引资实效。

　　（五）抓实“民生100工程”，强化民生保障。认真组织实施“民生100工程”项目，全面落实创业就业、社会保障、义务教育、医疗卫生等各项民生政策和农村安全饮水、“两房两棚”“两供两治”等各项民生工程项目，推动民生大提质。以罗霄山片区县为重点，继续实施精准扶贫，进一步加大精准扶贫、驻村帮扶、金融扶贫试点工作力度，积极创新扶贫机制，切实加快脱贫致富奔小康步伐。通过民生大提质，不断增加城乡居民收入，为扩大消费需求奠定基础。扎实开展安全生产“十大战役”攻坚活动，确保安全生产形势持续稳定好转。把良好的生态环境作为重大民生事业，更加重视生态建设和环境保护，扎实推进省政府湘江流域保护和治理“一号重点工程”。扎实做好防汛抗旱准备工作，对各类水利设施、尾砂库、地质灾害易发点组织开展安全隐患排查和整改，确保安全度汛。
