　　紧紧围绕基础教育课程改革，通过校本培训，使广大中小学教师转变教育观念，提高教育教学能力、教育创新能力和教育科研能力，全面提升中小学教师队伍的整体素质，促进教师专业化发展，适应基础教育改革与发展需要，为提高基础教育教学质量奠定基础。形成一支具有一定规模的适应课程改革需要的现代型教师队伍。形成一批在课程教材改革的理论与实践上有一定教科研能力的研究型教师。

　　一、a、建立主动参与，开放高效，满足教师自主性选择学习需要的教师培训系统。

　　二、培训原则

　　坚持理论联系实际的原则。理论学习必须与基础教育改革发展的形势相结合，必须与学校和学习者自身实际相结合，坚持理论学习与建立学习型教研组织相结合，真正把教育理论学习落到实处；坚持针对性、实效性原则。学习教育理论，目的就是总结教育经验，反思教育行为，在实践中不断有新创造。通过学习，使教师真正转变教学行为，切实解决教育教学中存在的突出问题和难点问题，提高自己的教育创新能力。

　　三、培训对象和内容。

　　（一）培训对象：全校所有在职的正式教师。

　　（二）培训内容：

　　1、以教育法规为主的师德培训。以邓小平“三个面向”教育思想为指导，《教育法》、《义务教育法》、《教师法》、《未成年人保护法》、和《中小学教师职业道德规范》为依据，对教师进行政治思想教育、心理健康教育、法制教育和职业道德教育，使教师树立正确的世界观、人生观、价值观和教师职业观，提高思想道德修养及心理素质。建立新型的师生关系，强化教师自身修养，塑造良好的教师形象。

　　2、以新课程为主的现代教育理论培训。认真学习新的教育理论，学习新课程改革的指导思想、改革目标及相关政策等。重点以教研组为单位，以《基础教育课程改革纲要》、《学科课程标准》、《学科教材》、《解读》的学习和对新课程改革教学中问题的研究为主要内容，搜集、整理相关课改信息，组织学习、研讨交流，使理论与教学实际相结合，促进教师将先进的理念内化为教学行为。促进教师在教学实践中研究掌握实施新课程的有效教学方法和手段。

　3、以信息技术为主的教育教学技能培训。在全体教师中开展以信息技术为主要内容的现代教学技能培训；一是信息技术基础理论和设备操作的培训，二是现代信息技术应用于教育教学的培训。全员普及培训电子办公所需的基本知识、基本操作。包括四个模块的基本操作与应用，网络的基本操作与应用，课件的开发和应用。提高培训计算机和网络的管理，网页、网站的制作与应用等内容。引导教师把自己的思想观点交汇在这个可以畅所欲言、无所不谈的平台上，从而使教师养成善于交流的习惯，进一步转变其教育观念。

　4、以教育教学课题研究为主的教育科研培训。教育科研能力是校本培训的一个重要内容，教师要逐步树立教研科研意识，围绕新课程的实施，结合课堂教学，进行教育科研基本方法的培训。注重教师教学科研意识和能力的培养，根据本校、教师本人实际，针对当前教育教学中的实际问题，特别是基础教育新课程实施中的问题，围绕中心校教育教学科研课题，有效地开展课题实验。引导教师从教学实践中不断总结经验和教训，不断提高教育科研的专业技能水平。

　 　5、以组织教学、班级管理、班队活动为主组织管理能力培训。作为一个课堂教学的组织者、班级管理工作的组织管理者，教师的组织管理能力非常重要。要为教师提供交流平台，让老师组织管理中出现的问题及时得到解决，让优秀的经验能得到推广，促进教师教学组织工作水平不断提升，班级管理工作上一个新台阶。

　　四、培训方式和方法

　　每位教师都有权利和义务（校本培训小组成员每人至少准备一次校本培训内容）开展和参加各种校本培训活动。

　　校本培训采取多元培训的办法，各单位注重立足校本资源开发和利用的同时，走出去、请进来，注意吸纳校外资源并加以研究利用。通过专题培训、观摩研讨、课题研究、导师指导、远程教育、学术沙龙和“菜单”选择等模式开展适合本单位实际的校本培训。

　　教师的工作经历、教学经验、教学水平、自身素质、年龄不同，决定了校本培训的形式和内容也不同。按照自主、开放的原则，运用课题带动法，充分体现人人都是培训者，处处都是培训地，刻刻都是培训时的特点，主要采取以下三种方式。

　　（一）基于网络的开放的培训方式。建设学校网站，开发"全、精、新、活"的教育网络资源，建设教师校本培训资源库，在网站内开设校本培训专栏，为教师发展导航、鼓劲、解惑、铺轨。促进教师自主学习。在网上设立了课程改革、校本讲座、课题研究、和业务档案等栏目。任课教师随时将学习研究的成果发布到网上相应的栏目内，丰富、共享培训资源、信息。定期由学校推荐并筛选出一个反映教育教学热点、难点、疑点、焦点的问题，学习主题，让教师围绕主题进行学习讨论。

　　二）基于校园的培训方式。以专题讲座、论坛、课例、实验、研讨、观摩、小组交流、答辩、案例分析等形式，积极探索“参与、互动、合作、探究”的培训模式，倡导以学习型团队为载体的自主学习，合作学习、网络学习和研究性学习等灵活多样的学习方式，使教师在“做中学”在实践中反思、研究、进步、提高。

　　采用三级培训机制：

　　1、校际培训：学校经过调查了解，根据教师普遍性实际需要，组织开展全校性的校本培训活动。

　　2、教研组培训：根据各教研组特点，开展与各教研组专业紧密关联的培训内容。

　　3、自我培训：老师制定个人发展计划表，根据自己发展计划，为自己设计个性化的培训方案（方案经校本培训工作小组审核通过后方可执行，并进行评价考核学分）。

　　（三）校际之间合作培训形式。与兄弟学校组织开展合作培训活动，共享各校优秀资源，促进共同发展，让我校老师得到更多培训机会，得到更多收获，同时也可以宣传我校优秀的教育人才和资源，提升学校形象。

　　四、措施：

　　一）提高对校本培训的认识是做好工作的关键，要加强学习，把校本培训与教师的专业发展和学校办有特色结合起来，切实搞好培训工作。

　　（二）加强校本培训的组织领导，加强过程监控管理和考核评价工作，做好相关纪录，认真落实培训方案。

　　（三）走出去，请进来。与育才小学每学期进行有计划的互动交流。如：交流教改观念→互听教改课并进行研讨→教改展示课。

　 四）发挥骨干教师的带头作用，指派他们承担校本培训任务，设计方案，组织实施，在理论与实践两层面都提高，促其向研究型教师发展。

　　（五）校本培训与课题研究相结合。围绕课题研究工作，把每一位一线教师依据任教学科和专业特长编入课题小组，定期开展活动，加强交流，互帮互学，共同提高。

　　（六）推动"五个一"活动。即教师每学期研读一本教育理论专著；每月研读一本业务杂志；每月上交一篇教学一得；每周写教学随笔；每人开放一节教改课。

　　（七）学校根据课题和业务研究需要，购买相关教育书刊，供教师借阅。

　　八）充分利用每月两次教师例会的时间组织教师培训、研讨。

　　五、管理与考核：

　　（一）管理

　　校本培训继续实行学时学分管理和网络化管理。中心校规定各种培训的学时学分，各校负责组织实施，培训者进行记录，学期末，由中心校负责继续教育人员记录教师参加培训的学时和学分。

　　培训过程中要做好培训记录（包括：培训时间、培训内容、参培教师、培训形式、主讲教师等）。各项培训统筹安排，统一协调，培训对象、内容、时间、形式，及早公布，使培训明确有序，进展顺利。核结果纳入教师业务考核内容。每年培训结束后要写出书面总结。

　　（二）考核。

　　每月末、学期末由教研组长与教研主任对每位教师参与校本培训活动情况进行考评，并将考核结果分别纳入月末、期末学校教职工工作综合考评。考评采取记分制，具体细则如下：

　　（1）月度考核细则：

　　1、按时参加每次校本培训活动记6分，缺席一次扣2分；

　　2、参加校外各级培训活动每次记2分；

　　3、按时上交各类材料，每份记1分；

　　4、每月按教研组长工作完成情况，每月加2或4分；

　　5、主持校本培训活动每次记3分；

　　6、对学校校本培训工作有特殊贡献者酌情加2、4分；

　　（2）期末考核细则：
