　 领导干部研讨班政法委书记讲话区委举办这次研讨班，深入学习贯彻党的十七届五中全会和省市全委会议精神，全面谋划未来一个时期全区经济社会发展大计，非常及时，十分重要。下面，根据今天会议安排，重点谈三个方面的工作。一、关于政法综治工作今年以来，按照年初常委会专题研究意见和政法工作会议部署，全区政法机关紧紧围绕社会矛盾化解、社会管理创新、公正廉洁执法三项重点工作，在服务发展大局中全面履行职能，各部门都较好地完成了年初确定的各项目标任务，部分工作走在了省、市前列，为加快发展创造了和谐稳定的社会环境。“十二五”时期，如何为再造新西固保驾护航，推进经济社会率先跨越发展，全区政法机关既面临难得历史机遇，又面对诸多可以预见和难以预见的风险和挑战。这种风险挑战来自多个方面、多个领域，特别是影响社会和谐稳定的因素仍然大量存在，人民内部矛盾凸显，刑事犯罪高发的总体态势仍未根本改变，我们在很多方面、很多时候，仍然处在应急、应对的被动状态。这种情况下，要实现再造新西固战略目标，必须更加主动、更加有效地维护社会稳定。其中重中之重的任务，就是要大力排查和化解各类社会矛盾纠纷，从源头上减少不稳定因素，切实履行维护稳定的第一责任。具体讲：一要抓源头。现阶段的社会矛盾大多与民生问题紧密相联，其中很多是由决策不当或政策不合理、不连续造成的。因此，作决策、上项目，不仅要进行经济效益评估，而且要进行社会稳定风险评估，从企业改制、征地拆迁、食品药品安全等容易引发社会矛盾的重点领域入手，将稳定风险评估作为进行决策的必经程序，切实增强决策的科学性和可操作性，真正从源头上预防和减少社会不稳定因素。二要强基层。社会矛盾排查化解的重心在基层，要大力整合综治、维稳、信访、司法行政等方面力量，完善人民调解、行政调解、司法调解“三调联动”机制，建设排查、调处、化解工作的统一平台，做到“小事不出村、大事不出乡、矛盾不上交”。三要建机制。一些乡街和部门，干群关系紧张，矛盾问题突出，甚至把小事拖成大事，大事拖成难事，难事拖成缠事，最根本原因就是没有建立行之有效的矛盾化解工作机制。要充分发挥乡镇(街道)矛盾纠纷调解中心平台作用，探索建立部门、企业、行业以及和“两新”组织仲裁调解网络，形成依靠基层党政组织、行政管理组织、群众自治组织，协同化解社会矛盾的工作机制，做到哪里有人群，哪里就有调解组织；哪里有矛盾，哪里就有调解工作。四要清积案。实践证明，90%左右的矛盾纠纷都能被逐级化解，多数在乡街、村社两级就能得到及时调解。剩下10%左右的问题，多是积累下来的“骨头案”、“钉子案”和一时难以解决的重大矛盾问题，有些相当棘手，而这些问题往往形成反反复复的越级访、集体访，并引发很多群体事件。下一步，对这些“骨头案”、“钉子案”，要分级建立台账，逐案明确责任领导、责任部门和工作时限，力争在尽可能短的时间内把大部分问题和矛盾解决掉，最大程度地减少不和谐、不稳定因素。二、关于综合经济工作(一)全区经济运行分析。总体看，截止目前，全区主要经济指标在全市排名都比较靠后，形势严峻。要实现全年预定的各项目标任务，争取年终全市排名位次有所前移，要抓好两个方面工作。一方面，加强协调，积极争取支持。区统计局要加强与市统计局的沟通协调，及时吃透掌握市上和各县区的情况，争取市上给予我们一定支持。同时，进一步加大协调力度，力争明年能够在城维费、增值税、教育费附加返还等方面取得突破。另一方面，挖潜堵漏，多渠道筹措力争全覆盖。区商务局和工商分局要尽快落实统计局排摸的12家商贸企业注册地变更工作，将5亿元的总量拿进统计范围。同时，由国土局和城投公司负责，加强与市城投公司和有关工程项目部衔接，争取将区内在建铁路、公路、输油输气管道等过境工程的固定资产投资留在西固。同时，各乡街和工商、税务等部门，要对各自辖区和管理范围内的生产经营性企业进行一次全面摸底，将注册地在区外、生产经营在区内的企业全部排摸出来，力争纳入统计范围，做到应收尽收。(二)项目工作。截止目前，全年今年计划实施的143个项目，省市列10个重大项目全部开工建设，完成投资亿元；32个实施指挥部模式项目开工建设13项，19个项目未开工，开工率为41%。下一步，我们要围绕这些项目，深入一线，扎实做好协调服务工作，确保各类项目顺利实施。对于进行前期准备工作的46个项目，要指定专人，积极衔接，抓紧报批、立项、环评等前期工作，力争尽快开工建设；对42个在建项目，要保证质量，加快进度，确保完成年度投资计划；对已建成的55个项目，要跟踪服务，力争早日产生经济效益。目前，自己担任指挥长的180万方原油储备库项目，已建成13个储罐，另5个储罐涉及的73户搬迁正在进行，已与34户签订协议，19户完成拆迁；兰州宏马循环经济产业园已与投资方宏马铜业进行了对接，正在进行前期调研，企业老总将于近日来兰与我区开展进一步商洽。三、招商引资工作(一)总体工作形势今年以来，全区招商引资工作在区委主要领导的高度重视下，总体保持了良好发展态势。兰洽会，我区签约项目21项，签约金额193亿元，目前已到位资金43亿元。下一步，将加大对签约项目的跟踪落实和协调服务力度，积极协调解决项目落地中的各种困难和问题，使项目早日开工建设，发挥经济效益。(二)今后重点工作方向按照区委此次全会提出的未来产业发展方向，一是围绕发展壮大石化产业，对以大乙烯为主的石化产品左右延伸，上下拉长，加快发展合成树脂、合成橡胶、精细化工等产业链延伸项目，在各种招商活动中集中推介，发挥集聚效应，形成产业集群，力争将西固建成战略性石化工业基地。二是围绕发展新能源新材料产业，依托现有蓝星集团、中核集团和已签约的西门子低碳工业园、宏马循环经济产业园等项目基础，吸引汽车制造、电子信息、航空航天和太阳能等方面的生产加工项目落户物流新城，力争把西固打造成产业集聚、链条完整的新能源新材料和循环经济基地。三是围绕物流新城建设，吸引综合物流、货运仓储、出口加工、消费品配送等方面的配套项目，不断完善物流新城综合功能。四是围绕发展现代商贸业，吸引先进业态和知名商贸企业入驻西固，建设各类高端综合体，不断完善城市功能。五是围绕沿黄河经济带开发，大力向外宣传推介，吸引国际、国内综合实力强、发展理念新的旅游开发企业，对区内的黄河生态旅游资源和工业旅游资源，进行深度开发，将西固打造成省内重要的旅游目的地。comprehensive coordination ability, writing ability, supervision ability, logistics ability, innovation ability, continuously consolidate and maintain the education on Party members'advancement activities and enhance awareness of the Communist Youth League education achievements, and vigorously promote the construction of civilization advanced units, units and staff home building activities, balanced, focused, pragmatic, innovation, high standard, high quality, high level, high efficiency to complete various tasks throughout the year.First, pay close attention to research information, efforts to improve decision-making servicesIn accordance with the "information reflect the information, promote the work of information leading work" requirements, adhere to grasp the team construction, mechanism construction and quantitative assessment, give full play to the assistant role of leadership, actively promote the innovation of research information development, and vigorously promote the research work of information to mention upgrading, efforts to improve the ability and level of decision-making.(a) adhere to the decision in the first place.
