　 动物疫控中心上半年工作总结

　近年来随着动物及其产品的频繁调运、规模养殖场户的迅猛发展、养殖企业主的技术力量和不完善的基础设施、周边地区动物疫病时有发生、饲料成本的上扬和畜禽产品市场价格的低迷等主客观因素的存在，对我市重大动物疫病的防控构成较大的压力。市动物疫控中心在市农委党组的正确领导和支持下，确保了全市无重大动物疫病发生，保障了畜牧业健康持续发展，为全市牧业经济的发展奠定了基础。现将我中心上半年工作开展情况总结汇报如下：

　一、工作实绩

　动物疫病防控工作情况

　1、积极投入春防工作：在市防指办的统一部署和安排下，积极投入全市重大动物疫病春季强制免疫工作，制定集中免疫、督导和监测方案，配合县区畜牧兽医局做好了应急预案和应急反应的技术处理工作，并多次参与春防督察和验收工作。

　2、科学制定疫病监测方案：根据省动物疫控中心下达的监测方案，结合我市的实际情况制定了全市动物重大疫病监测方案，把监测任务量化、细化到各县区。要求县区每月及时准确的报送监测结果，并按时向省疫控中心报送《日常监测月报表》、《半年报表》等各类监测报表。截至5月底，牲畜口蹄疫监测了33个场，抽检血清样品476份，410份抗体水平合格；高致病性禽流感监测了25个场，抽检血清722份，568份抗体水平合格；猪瘟监测了26个场，抽检血清403份，363份抗体水平合格；鸡新城疫监测了49个场，抽检血清759份，655份抗体水平合格；猪甲型h1n1流感观察了27个场，750头，未发现临床疑似症状；家畜布病监测了46个场，抽检了459份血清，未发现阳性病例；牛结核病监测了19个场，抽检210头，未发现阳性病例。

　3、积极开展春防免疫抗体监测工作：按照省防指办的要求，4月份完成强制免疫工作，5月份组织开展免疫抗体监测工作。我中心组织技术骨干奔赴县区，深入养殖场户一线，全市共采集28个畜禽养殖场、8个散养户、3个交易市场血清849份，分别检测了禽流感、新城疫、口蹄疫、猪瘟四种疫病的免疫抗体水平。经检测，达到规定效价水平的血清802份，总体合格率为%，较去年同期提高4个百分点，其中禽流感抗体合格率为%，鸡新城疫抗体合格率为%，口蹄疫抗体合格率为%，猪瘟合格率为%，并将监测结果内部通报全市。

　4、按时完成送样工作：按照省动物疫控中心的要求，上半年共送检血样423份，其中用于检测禽流感的血清50份、检测新城疫的血清50份、检测口蹄疫的血清168份、检测猪蓝耳病的血清70份、检测猪瘟的血清85份，按质按量的完成了送样任务。

　5、动物疫情网络传送工作进入常态化：我中心安排专人负责此项工作，使该项工作制度化，每月初督促县区及时准确的填报《无疫情月报》和《疫情月报》，保障疫情网络的畅通，为疫病的监测提供了科学依据。同时，认真做好了《全国兽医实验室管理系统》和《全国牲畜二维耳标追溯系统》的维护和填报工作。

　狠抓动物防疫体系建设项目实施工作：按照市农委的统一部署和安排，我中心于5月中旬组织有关专家，对全市-中央扩大内需投资动物防疫体系建设项目实施情况进行了实地专项检查。目前除了蒙城县仍有4个乡镇畜牧兽医站未建成外，全市共建成78个乡镇畜牧兽医站，总面积9968平方米，到位仪器设备3129台，累计完成中央投资650万元，地方配套万元。三县一区的县级动物防疫基础设施建设项目新建土建工程已完工，仪器设备正待省里统一招标采购。

　年度考评及调研等工作：一是3月份组织开展了市、县两级动物疫控中心工作考核和上报工作，蒙城县动物疫控中心被推荐评为省级先进动物疫控中心。二是3月份组织开展了我市肉羊产业发展现状的调研工作，4月份开展了奶牛规模化养殖情况的调查工作，并形成调研报告，将有关情况汇报给省级畜牧技术推广部门，为下一步工作提供参考。三是按照省农委《关于加强上海世界博览会期间兽医实验室生物安全监管的通知》精神，积极开展了兽医实验室生物安全管理专项活动，加强了兽医实验室生物安全管理。四是积极配合市人大常委会开展了《畜牧法》贯彻落实情况的专项执法检查。

　畜牧技术推广工作

　1、大力推广 发酵床生态养猪技术：我中心下发了《关于推广发酵床生态养猪技术的指导意见》，要求在 全市范围内推广发酵床生态养猪，发酵床生态养猪技术是用锯末、秸秆、稻壳、米糠等农林业生产下脚料配以专门的微生物制剂来垫圈养猪，又称为“自然养猪法”、“零排放养猪法”。猪在垫料上生活，垫料里有益微生物能够迅速降解猪粪尿；同时，有益微生物的发酵产生热量，能有效的杀死有害病菌，不需要冲洗猪舍，少用消毒药，从而减少了废弃物的排出，饲养几批猪出栏后，垫料清出圈舍就是有机肥，做到了无污染、零排放，较好地解决了规模养猪场以及农村养猪户的环境污染问题。要求每县、区选择条件较好的3－5家养猪场、规模养猪大户进行示范推广，全市新增10家发酵床生态养猪场，推广生物发酵猪舍㎡。截至目前据不完全统计，全市有6家利用了生物发酵床生态养猪技术，推广生物发酵床面积达1200多㎡，效果比较明显。

　2、积极组织开展畜牧科技进万家活动：按照省活动办的实施方案，我中心负责起草下发了全市的畜牧科技进万家活动的实施方案，并动员组织了全市124名畜牧专业技术人员，帮扶633个养殖场，重点推广“三大集成八项技术”即：生猪标准化生态养殖集成技术、奶牛快繁双增集成技术和种草养畜集成技术。生猪标准化生态养殖集成技术主要包括种猪生产性能测定技术、生猪人工授精技术、生猪发酵床养殖技术和母猪繁殖障碍防治技术。奶牛快繁双增集成技术主要包括奶牛细管冻精冷配技术和奶牛日粮科学配制技术。种草养畜集成技术主要包括农作物秸秆青贮技术和种草养畜技术。《实施方案》要求每名技术人员全年累计入户帮扶时间不少于60天。采取面对面、手把手地传授、指导及现场观摩等方式，其根本目的是培育一批具有思想观念新、生产技能好、带动能力强的科技示范场和技术能人，并带动广大养殖场户发展畜牧规模生产。近期，我们将组织有关人员进行督导。

　3、积极开展奶牛良种补贴项目实施工作：元月份，我中心在利辛县、蒙城县、谯城区三个项目县共选择71个改良设施齐全、人员素质较高、技术水平较高的品种改良站点，开展了国家奶牛良种补贴项目实施工作。截至6月中旬，全市共发放肉乳兼用西门塔尔牛冻精细管28000支，已使用18040支，配种母牛10010头，妊娠9648头，受惠农户7602户；发放荷斯坦奶牛冻精细管6400支，已使用4435支，配种母牛3142头，妊娠2732头，受惠农户307户。该项工作我们近期也开展了专项自查，形成了专项督查材料。

　4、做好畜牧业公共信息的录入和更新工作。目前完成了畜牧技术支撑机构信息、职业技能鉴定机构信息、养殖合作社信息、大型规模养殖场信息、大型养殖小区信息、专家库信息的采集并录入上报工作。为我市畜牧行业的发展提供了电子信息服务。

　二、工作过程中存在的问题和不足

　1、以化验室为主抓手的动物疫病防控工作，一是仪器设备配备不完善，仅局限在常规化验和检测工作；二是检测工作经费较紧张；三是防疫物资储备少。

　2、畜牧兽医技术推广工作一是人手少，知识更新的慢，全方位的服务理念没有形成；二是没有技术推广经费，仍靠行政手段来推动工作，不能采取“技物结合”的方式，去引导示范和推广。

　三、下半年工作计划

　1、继续开展畜禽疫病监测和流行病学调查工作，强力推进我市动物疫病防控与监测工作的全面展开，尤其夏季猪高热病的防控，为畜牧健康发展提供技术支撑。

　2、继续做好秋季重大动物疫病强制免疫工作和抗体监测工作。

　3、开展疯牛病、家畜布病和奶牛结核病的集中检测工作。

　4、全面深入推进畜牧科技进万家活动的开展，以此活动为主抓手，重点开展畜牧兽医技术推广工作；同时，做好活动的督查和年度的总结考评工作。

　5、加强机关效能建设，改进工作作风，提高工作效率，创建学习、务实、精干的技术服务团队。

　6、积极完成省畜牧主管部门和市农委交办的任务。
