　 两学一做方案篇一：

　 为深入贯彻落实党的十八大精神，切实加强司法行政机关纪律作风建设，根据 发[20xx]22号文件要求，从2月下旬开始在机关党员干部中开展为期两个月的“学党章党规、学系列讲话，做合格党员”集中教育活动。现结合我局工作实际，制定如下实施方案。

　 一、指导思想

　 深入学习党的十八大、十八届中央纪委二次全会、自治区纪委十一届二次全会、市纪委九届三次全会精神，认真履行司法行政职能，通过开展学习党章、严守纪律教育活动，提高司法局党组织的创造力、凝聚力、战斗力，为我区“法治城区”、“文明城市”的创建贡献力量。

　 二、目标要求

　 围绕“充分发挥司法行政机关法制宣传、法律服务和法律保障职能，为幸福文明一流城市区的建设贡献力量”这一主线，坚持集中教育和推动工作相结合，统筹兼顾，合理安排，激励全局党员干部自觉学习党章，严格遵守各项纪律，切实改进工作作风，努力建设一支政治坚定，纪律严明的司法行政队伍，为我区的和谐稳定提供坚强的法律服务和保障。

　 1.进一步坚定信念树立党章意识。坚定中国特色社会主义道路自信、理论自信、制度自信，增强贯彻落实党的路线方针政策的自觉性和主动性，在理想信念上不犹豫、不含糊、不动摇。自觉遵守和维护党章，严明各项纪律，切实做到“六个决不”，在思想上、政治上、行动上与党中央保持高度一致，确保中央、自治区、市和区委、政府各项决策部署不折不扣地落实到位。

　 2.进一步改进工作作风。认真贯彻执行中央八项规定、自治区、市若干规定和大武口区《关于改进工作作风 密切联系群众实施办法》，厉行勤俭节约、反对铺张浪费，自觉抵制庸懒散软奢和吃拿卡要等不良风气，牢固树立以人为本的理念，坚持贯彻党的群众路线。

　 3.进一步加强组织建设。以加强党的执政能力建设、先进性和纯洁性建设为主线，全面加强局机关党的建设。进一步强化执法业务培训和职业道德建设，全面提升工作人员的政治业务素质。进一步加强学习型党组织和学习型机关建设。

　 三、活动安排

　 学习教育阶段

　 1.学习内容。认真学习《中国共产党党章》，习近平同志在十八届中央纪委二次全会上的重要讲话，王岐山同志在十八届中央纪委二次全会上的工作报告，张毅同志在自治区纪委十一届二次全会上的讲话，彭友东同志在市纪委九届三次全委会上的讲话，洪涛书记在区纪委八届三次全委会上的讲话，大武口区《关于改进工作作风密切联系群众实施办法》，大武口区司法局《改进工作作风 密切联系群众八项规定》等，把思想和行动统一到党的十八大精神和中央、自治区、市和区的具体要求上，自觉维护大局、服务大局。

　 2.学习方法。结合我局工作实际，制定学习方案，定期举办党员干部培训班，把党章列为主要内容，搞好思想发动，使广大党员充分认识开展集中教育活动的重要意义，强化党员的党章意识，动员全体党员参加集中教育活动。采取集中学习、个人自学等多种形式。

　3.展示学习成果。为突出教育活动成果展示，我局党员干部要积极参加区委组织的“六个一”活动，即举办一次学习党章专题报告会;组织一次学习党章知识竞赛;组织一次主题理论征文;组织一次学习党章理论测试;组织一次党组织负责人讲党课评比活动;党支部为基层群众办一件实事，每个党员为基层或所在社区做一件好事。

　 学习阶段结束时，每名党员要将撰写的学习笔记、心得体会文章进行交流，优秀学习心得和理论研讨文章将推荐到区委参加评选。

　 对照检查阶段

　 一是要对照党章规定的基本任务，结合落实“八项规定”改进工作作风总体要求，认真查找在发挥司法行政职能作用，密切联系群众，维护党员权益，推动经济社会稳定发展等方面存在的突出问题。二是要对照党章规定的六个基本条件，结合自身思想和工作实际，重点搞好“六查六看”，即：查思想，看理想信念树立的牢不牢;查纪律，看政治上是否与党中央保持高度一致，是否做到令行禁止、政令畅通;查作风，看“八项规定”是否落实到位，是否存在“庸懒散软奢”等不良风气;查业绩，看是否按照科学发展观的要求，履职尽责，治庸提效;查服务，看是否服务发展、改善民生;查廉洁，看是否落实《廉政准则》和廉洁自律各项规定。三是要广泛征求各方面意见，认真查找自己在思想、工作、生活中存在的主要问题，通过对照剖析，党组织和党员个人分别撰写一份党性分析报告，通过召开组织生活会等形式，深刻剖析问题产生的根源，制定切实可行的整改措施。

　 落实整改措施阶段 要将整改措施细化分解，明确整改时限和责任领导，对存在的违反政治纪律、组织纪律和“庸懒散软奢”等突出问题进行专项治理。严格执行中央“八项规定”和我区《关于改进工作作风 密切联系群众实施办法》，切实转变工作作风。要探索建立党员干部学习党章、遵守党章、落实党章、维护党章的长效机制，以此教育和引导我局党员干部争做勤奋学习、爱岗敬业的模范，进一步巩固和扩大“学党章党规、学系列讲话，做合格党员”集中教育活动成果，为建设幸福文明一流城市区提供坚强的思想保障和法律服务。

　 四、工作要求

　 成立领导小组。成立以党支部书记为组长的领导小组，办公室具体负责此项工作。

　 高度重视。要切实提高认识，保证每名党员人手一册《中国共产党章程》，把开展好“学党章党规、学系列讲话，做合格党员”集中教育活动作为重要政治任务，认真按照活动方案，精心组织实施;支部主要负责人要认真履行第一责任人职责，扎扎实实地抓好集中教育活动。

　 加强考核。局党支部将把集中教育活动开展情况列入个人年度评先评优的重要依据。办公室要高度重视信息报送工作，及时报送活动信息，注重总结开展活动的好经验、好做法，确保信息报送实效和质量。

　 “学党章党规、学系列讲话，做合格党员”集中教育活动结束后，局党支部集中教育领导小组要进行书面总结，将书面总结材料于5月4日前报区集中教育活动领导小组办公室。

　 为全面贯彻落实科学发展观，加快构建社会主义和谐社会，巩固和扩大保持共产党员先进性教育活动成果，进一步促进党的建设和街道的发展，坚定共产党员理想信念，加强共产党员的道德修养，促进广大党员先锋模范作用的发挥，经街道党工委研究决定，在全街道党员干部中集中开展“学习党章、遵守党章、贯彻党章、维护党章”主题教育活动。现结合工作实际制定如下实施方案：

　 一、指导思想

　坚持以邓小平理论和“三个代表”重要思想为指导，全面贯彻落实科学发展观，紧密联系当前改革发展稳定工作的具体实际，紧密联系党的建设特别是党风廉政建设和反腐败斗争的现实需要，认真学习党章，自觉遵守党章，切实贯彻党章，坚决维护党章，进一步强化党的政治纪律、组织纪律，努力推进党的执政能力建设和先进性建设，提高党的领导水平和执政水平，提高拒腐防变和抵御风险能力，推动街道各项工作持续快速健康发展。

　 二、总体要求

　 充分认识开展此项活动的重要性、必要性党章是规范和制约全党行为的总章程。能不能学习党章、遵守党章、贯彻党章、维护党章，关系到能否进一步增强党的创造力、凝聚力、战斗力，关系到能否巩固党的执政地位和保持党的先进性，关系到党的事业兴衰成败和党的生死存亡。我们党是一个拥有近7000万党员的大党，把全党同志的思想统一到党章上来，自觉按照党章行动，具有十分重要的意义。党章是把握党的正确政治方向的根本准则，是坚持从严治党的根本依据，是党员加强党性修养的根本标准。只有把党章学习好、遵守好、贯彻好、维护好，确保我们党始终沿着正确的方向前进，始终成为中国特色社会主义事业的领导核心，才能凝聚起全党同志的意志和力量，为实现党的理想和目标而共同奋斗，才能保证全党严格执行党的制度和纪律，才能有效地引导党员加强党性修养，严格遵守党员标准，使广大党员在推动党和人民事业发展中充分发挥先锋模范作用。

　 认真学习党章，全面深刻地掌握党章的内容和实质。

　 全面系统地学习党章，切实领会和掌握党章的主要内容、基本观点和精神实质。坚持把学习贯彻党章同学习贯彻邓小平理论和“三个代表”重要思想紧密结合起来，与学习党的十六大和十六届三中、四中、五中全会精神紧密结合起来，与树立和落实科学发展观、推动教育快速、和谐发展紧密结合起来，做到融会贯通、学以致用。把学习贯彻党章作为深化先进性教育、巩固先进性教育成果、建立党员学习教育长效机制的重要内容，组织广大党员进行专题学习，查找问题，明确重点，整改提高。

　 自觉遵守党章，严格依照党章规范言行。

　广大党员特别是党员领导干部要严格按照党章的要求规范自己的言行，增强党的观念，坚持党性原则，在任何时候任何情况下，都要牢记党员身份，铭记党员标准，履行党员义务，执行党的决定，正确行使权利，始终做到在党章允许的范围内行动，始终将自己置于党章的制约和监督之下。要切实加强自我教育，进一步增强党性意识和宗旨意识，做到“影响街道发展与稳定的话不说，影响街道发展与稳定的事不做，影响街道发展与稳定的活动不参与”，把智慧和精力集中到街道发展上来。

　 切实贯彻党章，增强党组织的凝聚力和战斗力。

　进一步发扬党内民主，在民主的基础上实行正确的集中，精心维护街道领导班子和党员队伍的团结。大力培养和选拔政治上靠得住、工作上有本事、作风上过得硬、人民群众信得过的优秀人才，并推荐到领导干部的岗位上，努力建设一支高素质的街道干部队伍。

　 坚决维护党章，防止和纠正违反党章的行为。

　按照党章规定，把维护党章作为重要职责，进一步严明纪律，在从严治党中确立党章的权威。进一步加强党风廉政建设，加强对党员干部的反腐倡廉教育，促进领导干部廉洁从教;严肃查处损害街道发展、损害群众利益的突出问题;加大执行纪律的力度，对违反党章、违反教师职业道德要求的言行，严肃批评教育，对屡教不改的，将作出严肃处理。

　 三、学习内容

　 强化对党章的学习。重点学习和加深理解党的性质和宗旨、党的路线和纲领、党的指导思想和奋斗目标;党内政治生活、组织生活的重大原则和各项基本制度;党员的权利和义务以及党员领导干部应具备的基本条件。

　强化理想信念教育。重点学习马列主义、毛泽东思想、邓小平理论、“三个代表”重要思想和胡锦涛总书记在党的十六大和十六届三中、四中、五中全会上关于党的建设、科学发展、建设和谐社会等方面的重要讲话。

　 强化党的作风教育。重点学习《中共中央关于加强和改进党的作风建设的决定》、《关于改进党的作风》，江泽民、胡锦涛关于作风建设的重要论述，领导干部廉洁从政各项规定和省、市委关于加强作风建设方面的要求。

　 强化党内民主教育。重点学习《关于党内政治生活的若干准则》、《中国共产党党员权力保障条例》、《党政领导干部选拔任用工作条例》等党内规章制度。

　 强化党的纪律教育。围绕党的政治纪律、组织纪律、经济工作纪律、群众工作纪律，重点学习《中国共产党纪律处分条例》、《中国共产党党和国家机关基层组织工作条例》、《中国共产党基层组织选举工作暂行条例》等党纪条规。

　 强化制约监督教育。组织全校党员干部认真学习《中国共产党党内监督条例》、《教师法》、《义务教育法》等法律法规。

　 强化党的制度教育。在党员干部中开展党的制度的学习和宣传教育，认真组织学习中央颁布的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》，加强以党章为核心的党内法规制度体系建设。

　 四、任务目标

　 党员干部作风进一步转变。党员特别是领导干部不断深化对科学发展观的认识。想问题、办事情、作决策坚持一切从实际出发，讲实话、办实事、求实效，坚决反对形式主义、官僚主义作风，坚决克服弄虚作假不切实际的形象工程、面子工程等急功近利行为。

　 党员理想信念得到进一步强化。通过活动的开展，努力使广大党员的共产主义远大理想和中国特色社会主义的信念更加坚定，始终保持清醒头脑、辨明前进方向，在理想信念上不犹豫、不含糊、不动摇。

　 党员的道德修养得到显著增强。党员干部特别是领导干部要自觉加强道德修养，牢固树立马克思主义世界观、人生观、价值观和正确的权力观、地位观、利益观，模范遵守社会公德、教师职业道德、家庭美德，坚决抵御各种腐朽文化思想的侵蚀，永葆共产党人的高风亮节。

　 党内民主得到充分发挥。党内议事和决策程序健全完善，民主集中制得到全面贯彻，广大党员的积极性与创造性得到充分发挥。

　 五、重点解决的问题

　 一是解决个别党员干部不注重学习，缺乏必要的法律法规知识，理想滑坡、信念动摇、党员意识和服务意识淡薄等方面的问题。

　 二是解决个别党员、干部道德修养不够、作风浮飘、情绪昏沉、私心作怪、个人英雄主义膨胀等方面的问题。

　三是解决个别党员干部纪律观念淡薄、自由化行为、非组织行为;对错误言行不报告、不抵制、不斗争;阳奉阴违、搞当面套、背后一套的两面派行为。

　 四是解决制度建设不完善、不健全、系统性不够，贯彻落实不到位，制度权威性不强的问题。

　五是强化党内监督问题。完善监督机制，建立健全决策权、执行权、监督权既相互制约又相互协调。党支部正确行使监督权，监督和支持街道领导干部按有关规定行使职权，保证他们正确决策，保证各教研组、各办公室认真贯彻党的教育方针。强化一个中心：即坚持以教学为中心不动摇，全面提高教育教学质量。每个党员都必须接受党内外群众的监督，不允许有任何不参加党的组织生活、不接受党内外群众监督的特殊党员。教育广大党员敢于监督、善于监督、乐于接受监督。

　 六、组织领导和保障措施

　 “学习党章、遵守党章、贯彻党章、维护党章”活动是全街道教育系统政治生活中的一件大事。街道将切实加强领导，精心组织，狠抓落实，确保活动顺利开展，取得实效。

　 加强组织领导。为加强对教育活动的组织领导，街道成立“学习党章、遵守党章、贯彻党章、维护党章”活动领导小组，由张军平同志任组长，黄建玉同志任副组长，李超军、徐见远、曹秀芳为成员。领导小组下设活动办公室，黄建玉同志兼任办公室主任，具体负责活动的组织开展，沟通情况，布置任务，协调运作。

　 建立党员领导干部联系点制度。按照“一岗双责”要求，街道领导干部分级部承包办公室，深入办公室指导工作，了解情况，发现问题，及时处理问题，使问题消灭在萌芽状态。各办公室设联络员一名。

　 加强督导检查。活动领导小组办公室切实负责活动的开展，搞好调度，实行周检查周评比，并将检查结果通报。

　 强化理论宣传。街道将牢牢把握正确的导向，把宣传学习党章作为当前和今后一个时期工作的重点，积极加强与新闻媒体的联系，充分发挥街道黑板报、街道广播站、街道网、宣传栏等载体的作用，把握亮点，拓宽宣传渠道，努力营造学习贯彻党章的浓厚氛围。
