　 审计机关党风廉政建设工作会议讲话稿

　继省厅会后，局党组组庚即召开全市审计机关党风风廉政建设工作会议，贯彻中中、省、市党风廉政建设会议议精神，安排今年党风廉政建建设重点工作，关键抓落实。。我讲三点意见。

　一、肯肯定成绩，切实增强做好全市市审计机关党风廉政建设工作作的使命感

　2015年，全全市审计机关认真贯彻落实党党的十八大、十八届三、四、、五中全会和中、省、市纪委委全会精神，扎实开展“三严严三实”专题教育，紧紧抓住住落实党风廉政建设责任制这这个关键，全面履职尽责，强强化作风建设，深入推进党风风廉政建设和反腐败工作。

　（二）突出责任落实，，逐级传导党风廉政建设压力力。全市审计机关按照中央和和省市委的工作部署，坚持把把落实党风廉政建设责任制作作为首要政治任务放在心上、、扛在肩上、抓在手上,围绕绕构建横向到边、纵向到底的的落实体系，层层落实，逐级级传导压力，把党风廉政建设设和反腐败工作各项任务落到到实处。一是强化主体责任。。细化了党组的集体领导责任任、党组书记第一责任、班子子其他成员职责范围内分管责责任、纪检组监督责任和科室室负责人、审计组长的直接责责任。围绕落实纪检组专抓党党风廉政建设的要求，调整了了纪检组长的工作分工，形成成党组积极负责、主要负责人人自觉尽责、xx市审计局审审计廉政纪律监督办法》，建建立了审计组现场廉政纪律抓抓建机制，全面推行审计“回回访”、审计组廉政监督员和和审计“八不准”工作纪律反反馈卡制度，形成了“一把手手”抓班子成员、班子成员抓抓分管科室、科室负责人抓科科员，一级抓一级，层层抓落落实的责任落实机制。三是逐逐级传导压力。认真落实党风风廉政建设廉政谈话制度，对对党组各成员逐人进行了谈话话，分管领导分别约谈了科室室负责人，并对涉及人、财、、物的科室和廉洁从审中一些些苗头性、倾向性问

　二、问题导向向，深刻认识全市审计机关党党风廉政建设面临的严峻形势势

　加强党风廉政建设，旗帜帜鲜明地反对腐败，既是审计计机关全面履行监督职能的客客观要求，也是充分发挥审计计在推动完善国家治理体系和和治理能力现代化过程中的基基石和保障作用的重要保证。。总体来看，近年来全市两级级审计机关党风廉政建设和反反腐倡廉的方向更加明确，思思路更加清晰，审计干部队伍伍的党性和作风是好的。特别别是在应对一些重大挑战、完完成一些重大审计任务中，全全市审计机关的干部职工能勇勇挑重担，经受住各种考验，，得到了各级党委、政府的充充分肯定。但是，我们也要清清醒地看到，与审计机关和审审计干部在新时期所肩负的使使命相比，审计机关和干部队队伍中仍然存在一些不容忽视视的问题，我市审计机关党风风廉政建设和反腐败工作还面面临着严峻的形势。一是部分分党员干部的宗旨意识和廉政政意识还不够强；二是干部职职工的思想作风、工作作风和和整体工作水平还有待进一步步提高；三是个别干部职工慢慢作为、不作为，甚至乱作为为的现象还不同程度地存在着着。四是少数领导干部和审计计人员滥用职权、以权谋私，，发生了违纪违法犯罪的问题题。这些问题如果得不到有效效解决，就会严重损害审计公公信力和审计机关的形象，影影响审计职能作用的发挥，影影响审计工作创先争优、再上上台阶。

　三、狠抓落实，，全力推进全市审计机关党风风廉政建设工作

　刘家义审计计长、黄河厅长在全国全省审审计机关党风廉政建设视频会会议上的重要讲话，思想深刻刻，内容丰富，充分肯定了一一年来全国、全省审计机关党党风廉政建设和反腐败斗争取取得的成效，深刻分析了当前前审计机关反腐败斗争面临的的形势，深刻阐述了加强审计计机关党风廉政建设的重大意意义和重点任务。刘家义审计计长和黄河厅长的重要讲话，，是全市审计机关加强党风廉廉政建设的重要遵循，我们一一定要深入学习领会，切实学学深悟透、融会贯通、指导实实践、推动工作。

　（一）强强化理论武装，筑牢思想防线线。理论上的成熟是政治上成成熟的基础，理论上的清醒是是政治上清醒的前提。加强政政治理论学习，是提高理论素素养和工作能力的重要途径。。放眼当前我们审计机关的反反腐败形势，一些领导干部违违法乱纪、身陷囹圄，归根结结底就是因为放松了政治理论论学习，理想信念动摇，宗旨旨意识弱化，丧失了党性原则则。刘家义审计长指出，有些些审计干部借口工作忙、没时时间学；有些在学习中不辨真真伪、不重思辨，囫囵吞枣、、人云亦云；有些不学法、不不懂法，无知无畏；有些刚愎愎自用、自视清高、目中无人人；有些死记硬背、照抄照搬搬、学无致用；有些无事生非非、牢骚满腹、胡乱议论。这这些问题，在我们审计机关和和审计干部身上都或多或少地地存在着，有些还比较严重，，如果不重视解决，必然会导导致思想滑坡、灵魂污染、能能力退化，甚至坠入违法犯罪罪的深渊。为此，全市审计机机关和广大审计干部要认真开开展“两学一做”教育，学党党章、党规，学习近平系列讲讲话，做合格党员、做合格审审计干部。要大力发扬理论联联系实际的学风，深入思考研研究经济发展新常态下发挥审审计职能作用的方法和途径，，努力将学习的成果转化为实实际工作的成效。

　（二）落落实“两个责任”，深化廉政政建设。从目前情况看，我市市审计机关在落实“两个责任任”中仍然存在一些问题，主主要是个别单位领导班子和领领导干部对履行党风廉政建设设主体责任认识还不到位、办办法还不多、力度还不够；有有的对主体责任的内容到底是是什么还没有完全搞清弄懂，，认为只要管好自己就是落实实了主体责任；有的对发生的的违纪问题失之于察、失之于于宽、失之于软；有的纪检组组长监督意识不强，履职经验验和能力不足，不会抓、不敢敢管；有的单位重业务、轻党党建问题比较突出，没有把党党风廉政建设融入日常工作和和生活的方方面面，审计业务务工作与党风廉政建设“两张张皮”，存在较大风险隐患；；有些单位对“两个责任”的的宣传教育不到位，导致一些些干部对党风廉政建设重要性性认识不足，落实的自觉性不不强，被动应付。对上述这些些现象，我们必须高度重视。。要把落实“两个责任”作为为今年工作的重要任务，层层层传导压力，务求抓实见效。。一是党组要牢固树立主体责责任意识，始终把党风廉政建建设摆在重要位置，与审计业业务工作同部署、同落实、同同检查、同考核。进一步健全全完善责任体系，做到职责划划分清晰，责任要求明确，工工作任务具体，完成时限清楚楚，保障措施有力。二是纪检检监察干部要聚焦党风廉政建建设和反腐败主业，集中精力力履行好监督执纪问责的职责责，坚持以零容忍的态度惩治治违法违纪行为。纪检组要认认真履行好提醒和报告的职责责。三是党组书记要履行好第第一责任人的职责，敢抓善管管，做好表率，管住手脚，守守住底线，自觉接受监督。四四是其他班子成员既要自觉遵遵守党风廉政建设各项规定，，协助党组书记抓好本单位党党风廉政建设，又要履行“一一岗双责”，抓好分管科室的的党风廉政建设。要注重抓早早抓小，防微杜渐，确保党风风廉政建设警钟长鸣。五是审审计组长要抓好审计现场的党党风廉政建设，重点抓好审计计“八不准”工作纪律、廉政政承诺、廉政风险防控各项制制度的落实。六是全体审计人人员都要时刻牢记自己是一名名共产党员、一名审计人员，，自觉规范和约束自身行为，，遵章守纪、坚守底线，清白白做人、干净审计。

　（三））加强制度建设，堵塞风险漏漏洞。没有规矩，不成方圆。。制度建设是反腐倡廉的治本本之策，是规范和正确行使权权利的重要保证。全市审计机机关要进一步加强制度建设，，不断健全完善既相互约束又又相互协调的权力运行机制，，努力形成靠制度管权、用制制度管人、按制度办事的良好好氛围。当前，要着力解决现现行审计规章制度存在的数量量过多但相互之间不衔接配套套、过于笼统缺乏可操作性、、刚性约束不够缺乏科学性、、重制定轻执行等突出问题，，防止制度制定和执行中出现现先紧后松、上紧下松、外紧紧内松现象。要重点抓好以惩惩防体系建设为主的各项审计计廉政制度建设，特别是要健健全完善审计业务管理和质量量控制制度、廉政风险防控制制度、重大事项报告制度、目目标管理考核制度等，更加注注重将廉政制度的建立和落实实有效地融入到审计质量控制制和工作程序中去。要认真贯贯彻执行党内监督条例，加强强对民主生活会、组织生活会会等制度执行情况的监督检查查。要加大对以财务检查为核核心的自查自纠力度，对审计计机关的内部管理状况、依法法办事程序以及执行审计纪律律的情况定期进行检查，把问问题暴露出来，把工作规范起起来，注重从体制机制制度和和管理层面制定有针对性的措措施办法。

　（四）抓好作风风整顿，务求取得实效。今年年，针对我市审计机关在作风风上存在的“庸、懒、散、浮浮、骄、贪”问题，市局党组组将今年定为“作风整顿年””。全市审计机关要把作风整整顿作为今年重点工作，抓好好落实。一要做好结合的文章章。要把作风整顿工作和审计计业务工作紧密结合起来，贴贴近审计工作实际，认真完成成规定动作，积极创新自选动动作，在要求上从严，在践行行上求实；自觉践行“三严三三实”的要求，高起点、高标标准、高质量完成作风整顿各各个阶段的任务，做到两手抓抓、两不误、两促进。二要以以优良的作风来保证。经过党党的群众路线教育实践活动和和“三严三实”专题教育查找找问题和整改提高，全市审计计机关的作风有了很大改进，，但还存在一些问题，比如有有的审计人员口大气粗，以监监督者自居；有的任务重就抱抱怨不想审，阻力大难度大就就绕着走不敢审，涉及新情况况新问题能力不足不会审；有有的不思进取，庸政、懒政、、怠政，当一天和尚撞一天钟钟，甚至连钟也不撞；有的热热衷于发号施令，光动嘴不动动手，说得多、做得少；有的的做事情、看问题沉不下心，，总是浮在面上，浅尝辄止；；有的骄傲自满，进取意识淡淡化，调查研究不够，破解问问题的办法不多；有的大局观观念、责任意识和“一盘棋””思想不强，因小失大，本末末倒置;特别是个别审计干部

　（五）发挥审计作用用，促进反腐倡廉。党的十八八大和十八届三中、四中、五五中全会、习近平总书记和李李克强总理的重要讲话，以及及国务院《关于加强审计工作作的意见》都明确要求要加强强对领导干部的监督和管理，，敦促领导干部按本色做人、、按角色办事；要推行权力清清单制度，公开权力运行流程程，防止权力滥用；要放权限限权，消除权力“灰色地带””，扎紧管权限权的制度“围围栏”；要严管严控，所有公公共资金一律接受审计监督，，长期趴窝的沉淀资金一律调调整收回，加强对国有资产国国有企业的监管；要勤政有为为，推动重大决策落实，加大大督查落实力度，对懒政庸政政怠政行为要严肃问责；要标标本兼治，坚定不移惩治腐败败，对腐败分子零容忍、严惩惩戒。所有这些，都与审计工工作息息相关。全市审计机关关要按照全国、全省审计机关关党风廉政建设会议的要求部部署，紧紧围绕“反腐、改革革、法治、发展”，大力推进进对公共资金、国有资产、国国有资源和领导干部经济责任任审计监督全覆盖，坚持一手手抓重大违法违纪、重大损失失浪费、重大风险隐患、重大大履职尽责不到位等问题的查查处，一手抓促进深化改革、、推进法治、提高绩效，守住住公共资金安全的“底线”和和防腐败的“红线”，切实增增强做好审计工作的责任感和和使命感，努力当好“国家利利益的捍卫者，公共资金的守守护神，权力运行的紧箍咒，，反腐败的利剑，深化改革的的催化剂”，充分发挥审计作作用，推动反腐倡廉建设。
