  全局科技工作暨创新工作大会精神解读

 11 月18 日,路局召开了全局科技工作暨创新工作大

 会。会上,局长杨宇栋、局党委书记甄忠义分别作了重要

 讲话。会前,有关部门分别制、修定并印发了18 个配套文

 件。为方便干部职工全面学习了解,现对会议主要精神进

 行问答式解读。

 1.我局科技工作和创新工作的具体目标是什么?

 答:一是在投入保障方面。逐年加大科研专项经费投

 入。从2012 年起,全局每年科研投入必保500 万元以上,并

 根据企业发展实际,动态调增科研经费投入。二是在人才

 队伍建设方面。采取滚动发展方式,逐步培养一支素质过

 硬、技术精湛、门类齐全、结构科学、分布合理、数量充足的人才队伍,力争到“十二五”末,全局专业技术人才和高技能

 人才总量在现有基础上翻一番,分别达到15000 人和24200

 人。三是在科技研发方面。2012 年起,全局每年科研立项

 并完成300 个以上,完成企业管理现代化成果200 个以上,

 合理化建议解决重点问题100 个以上,各类技术人员发表高

 质量论文力争达到1000 篇,全局科研成果转化率达到80%

 以上。

 2.参加各类学历学位培训班,报销学费和住宿费是如何

 规定的?

 答:新出台的《关于进一步加强专业技术人才队伍建设

 的实施意见》(呼铁人〔2011〕228 号)规定:参加路局组织的各类学历学位培训班,按期完成学习任务并取得相应学历

 学位的,路局将全额报销学费和住宿费。通过自学、函授、

 远程教育等形式取得与所从事工作相关专业的在职学历学

 位证书,经路局鉴定认可,给予报销50%的学费。

 3.专业技术人员收入报酬如何体现?

 答:新出台的《关于进一步加强专业技术人才队伍建设

 的实施意见》(呼铁人〔2011〕228 号)规定:专业技术人才的收入报酬与岗位性质、业务水平和工作业绩紧密挂钩,定期

 开展“优秀科研团队”、“优秀技术攻关小组”、“先进科技工

 作者”、“优秀论文”等评选表彰活动;每年开展一次“优秀青

 年工程师”评选表彰活动。各类先进的评选结果,作为专业

 技术人才提拔任用、职称评聘的重要依据。

 4.路局专业技术带头人有年龄限制吗?

 答:新出台的《呼和浩特铁路局专业技术带头人选拔管

 理办法》(呼铁人〔2011〕229 号)规定:路局专业技术带头人

 年龄在50 周岁及以下(截止日期为选拔年度的12 月31 日)。

 5.路局优秀青年工程师评选的基本条件是什么?

 答:新出台的《呼和浩特铁路局优秀青年工程师评选奖

 励办法》(呼铁人〔2011〕231 号)规定:路局优秀青年工程师

 必须热爱祖国,遵纪守法,肯于钻研,甘于奉献,有良好的职

 业道德,模范履行岗位职责;具有2 年及以上从事本专业技

 术工作的经历;具有相应助理级及以上专业技术资格,具有

 国民教育系列本专业或相近专业大学本科及以上学历,身

 体健康,年龄在35 周岁及以下(截止日期为评选年度的12

 月31 日)。

 6.参加各类职业技能竞赛并取得名次后,如何评定职业

 资格?

 答:新出台的《呼和浩特铁路局高技能人才工作实施办

 法》(呼铁劳卫〔2011〕238 号)规定:对职业技能竞赛中涌现

 出来的优秀技能人才,在给予精神和物质奖励的同时,可按

 规定破格参加上一等级职业资格考评,或直接认定上一等

 级职业资格。

 一是获得“全国技术能手”称号的,直接晋升技师职业

 资格,已具有技师职业资格的,直接晋升高级技师职业资

 格;

 二是获得省、部级“技术能手”称号的,直接晋升高级工

 职业资格,已具有高级工职业资格的,直接晋升技师职业资

 格,已具有技师职业资格的,直接晋升高级技师职业资格;

 三是省、部级职业技能竞赛获得认可名次的,在现有职

 业资格等级基础上,提前晋升上一等级职业资格,三年内免

 操作技能考试,其中晋升技师、高级技师的,可同时免理论

 知识考试;

 四是参加部级职业技能竞赛未获得认可名次的,按照

 《国家职业标准》正常参加职业技能鉴定的,三年内免操作

 技能考试。

 7.技师、高级技师、高级工的岗位津贴标准是多少?

 答:新出台的《呼和浩特铁路局高技能人才工作实施办

 法》(呼铁劳卫〔2011〕238 号)规定:聘任的技师、高级技师,

 以及具有高级工职业资格证书的在岗高级工享受高技能人

 才技术岗位津贴。其中,技师、高级技师技术岗位津贴标准

 比照中级、副高级技术人员岗位技术津贴标准执行,高级工

 技术岗位津贴为每月30 元。

 8“. 首席技师”的岗位津贴标准是多少?

 答:新出台的《呼和浩特铁路局高技能人才工作实施办

 法》(呼铁劳卫〔2011〕238 号)规定:被聘为“首席技师”的技

 师或高级技师,除原享受的技师或高级技师技术岗位津贴

 外,每人每月享受400 元的首席技师技术岗位津贴。

 9.获得各级技术能手后,路局是否给予奖励?

 答:新出台的《呼和浩特铁路局高技能人才工作实施办

 法》(呼铁劳卫〔2011〕238 号)规定:获得国家级技术能手、部

 级技术能手、省级技术能手称号,以及铁路局职业技能竞赛

 认可名次的,按照路局有关规定给予一次性奖励。

 10.大学毕业生能否参与科研项目的研发?

 答:新出台的《呼和浩特铁路局科研计划管理办法》(呼

 铁科委〔2011〕19 号)规定:为培养年轻科技人才,课题承担

 单位要有意识地安排新毕业的大学生和研究生参与研发,

 有一定工作和实践经验的研究生可作为课题负责人,科委

 办将把培养年轻科技人才作为课题立项的主要条件之一。

 允许课题承担单位跨部门、跨单位择优聘用课题组成员。

 允许在铁路局工作的全日制研究生、本科生个人直接向局

 科委办申请课题。

 11.局增收节支合理化建议和技术改进奖励标准是多

 少?

 答:新出台的《呼和浩特铁路局增收节支合理化建议和

 技术改进奖励办法》(呼铁劳卫〔2009〕49 号)规定:奖励等级

 和奖励标准如下表:

 12.我局培养高技能人才总的思路是什么?

 答:我局培养高技能人才总的思路是:“创新方式,做大

 总量,提高待遇”。

 13“. 十二五”期间,我局培养高技能人才目标是什么?

 答:“十二五”期间,通过名师带徒、高校送培、自学成才

 等途径,全局年均增加高技能人才2500 人以上,5 年总量翻

 一番。

 14.专业技术人员的月岗位津贴标准是多少?

 答:新出台的《关于进一步规范专业技术人员津补贴待

 遇的通知》(呼铁劳卫〔2011〕233 号)规定:专业技术人员的月岗位津贴标准为正高级300 元,副高级280 元,中级150

 元,助理级60 元,员级50 元。

 15.路局优秀青年工程师可以享有那些待遇?

 答:新出台的《呼和浩特铁路局优秀青年工程师评选奖

 励办法》(呼铁人〔2011〕231 号)规定:给予路局优秀青年工

 程师一次性奖励2000 元,并作为干部选拔任用的重要依据,

 在职称评聘中优先考虑。具有较强管理能力的,作为后备

 干部人选重点培养。

 16.路局技术拔尖人才可以享有那些待遇?

 答:新出台的《呼和浩特铁路局技术拔尖人才选拔管理

 办法》(呼铁人〔2011〕230 号)规定:路局技术拔尖人才任期

 内,在担任科研课题、工程项目技术负责人方面,优先安排;

 在人力、经费、设备、资料等方面,优先支持;在业务进修、学

 术交流和境内外学习考察活动中,优先考虑。并且任期内

 每月享受技术津贴800 元。

 17.路局专业技术带头人可以享有那些待遇?

 答:新出台的《呼和浩特铁路局专业技术带头人选拔管

 理办法》(呼铁人〔2011〕229 号)规定:路局专业技术带头人

 任期内,每月享受技术津贴2000 元;并且至少参加一次路局

 组织的出国技术培训、学习考察、学术交流。

 18.大学毕业生见习多长时间?

 答:新出台的《呼和浩特铁路局大学毕业生早期培养管

 理办法》(呼铁人〔2011〕232 号)规定:大学专科(高职)毕业

 生见习期为六个月,大学本科生见习期为一年,硕士研究生

 见习期为三个月。博士研究生工作后直接定职到中级专业

 技术岗位,并根据工作需要和本人意愿安排三个月左右的时间熟悉相关业务。

 19.签订师徒协议的师傅是否有奖励?

 答:新出台的《呼和浩特铁路局大学毕业生早期培养管

 理办法》(呼铁人〔2011〕232 号)规定:各单位(部门)要为每

 名大学毕业生在每个见习岗位分别指定一名指导师傅,签

 订师徒协议。对认真履行师徒协议的指导师傅每月给予

 100 元的奖励。

 20.大学毕业生挂职锻炼文件是如何规定的?

 答:新出台的《呼和浩特铁路局大学毕业生早期培养管

 理办法》(呼铁人〔2011〕232 号)规定:对于见习效果明显、表

 现突出的见习生,硕士研究生见习期满、本科生见习半年

 后,可安排到合适车间挂职主任助理职务。

 21.大学毕业生见习期满后如何安排?

 答:新出台的《呼和浩特铁路局大学毕业生早期培养管

 理办法》(呼铁人〔2011〕232 号)规定:大学毕业生见习期满

 后,对铁路主专业的大学毕业生实行在生产一线主要岗位

 或车间专业技术岗位实职锻炼,锻炼期限一般不少于2 年。

 其他专业的大学毕业生可视情况比照执行。

 22.取得哪些专业技术资格证书就可以享受专业技术津

 贴待遇?

 答:新出台的《关于进一步规范专业技术人员津补贴待

 遇的通知》(呼铁劳卫〔2011〕233 号)规定:凡通过考试取得

 计算机技术与软件专业技术(含信息系统项目管理师、系统

 分析师、系统构架设计师、网络规划设计师、系统规划与管

 理师;软件评测师、软件设计师、软件过程能力评估师、网络

 工程师、多媒体应用设计师、嵌入式系统设计师、计算机辅

 助设计师、电子商务设计师、系统集成项目管理工程师、信

 息系统监理师、信息安全工程师、数据库系统工程师、信息

 系统管理工程师、计算机硬件工程师、信息技术支持工程

 师;程序员、网络管理员、多媒体应用制作技术员、电子商务

 技术员、信息系统运行管理员、网页制作员、信息处理技术

 员)资格(水平)证书,会计、经济、统计、审计、翻译、卫生、出

 版资格证书等,经铁路局认定合格后,均享受专业技术津贴

 待遇。

 23.通过国家统一组织的资格考试,并考取与从事专业

 相符的执业资格证书,路局给予的资格补贴标准是多少?

 答:新出台的《关于进一步规范专业技术人员津补贴待

 遇的通知》(呼铁劳卫〔2011〕233 号)规定:通过参加国家统

 一组织的专业技术人员资格考试,考取与从事专业相符的执业资格证书,路局视情况分类给予一定的资格补贴。A

 类:包括注册咨询工程师(投资)、一级注册建筑师、投资建

 设项目管理师、注册资产评估师、注册公用设备工程师、一

 级注册结构工程师、一级建造师、房地产估价师、造价工程

 师、注册会计师,每月补贴280 元;B 类:包括注册税务师、注

 册设备监理师、注册安全工程师、一级注册计量师、注册土

 木工程师、注册电气工程师、二级注册结构工程师、招标师,

 每月补贴150 元;C 类:包括二级注册建筑师、监理工程师、

 管理咨询师、物业管理师、企业法律顾问,每月补贴100 元。

 其他未列的执业资格证书名目,根据我局今后发展建设需

 要给予相应的资格补贴。

 24.全日制博士研究生可以享有那些待遇?

 答:新出台的《关于进一步规范全日制毕业生相关待遇

 的通知》(呼铁人〔2011〕234 号)规定:全日制博士研究生在

 自愿与路局签订为期十年的服务协议后,可按照专业对口

 的原则,根据本人意愿,协商安排合适的工作岗位;参加工

 作后,直接定职为中级专业技术职务;给予一次性安家补助

 5 万元;每月给予120 元的电话费补贴;可优先购置一套不

 少于120m2 的铁路保障性住房;科研项目优先安排,并提供

 适当的科研经费。

 25.全日制硕士研究生可以享有那些待遇?

 答:新出台的《关于进一步规范全日制毕业生相关待遇

 的通知》(呼铁人〔2011〕234 号)规定:全日制硕士研究生在

 与路局签订为期十年的服务协议后,给予一次性安家补助3

 万元;可优先购置一套不少于90m2的铁路保障性住房;科研

 项目优先安排,并提供适当的科研经费。

 26.全日制大学本科毕业生可以享有那些待遇?

 答:新出台的《关于进一步规范全日制毕业生相关待遇

 的通知》(呼铁人〔2011〕234 号)规定:对定职到我局二类、三

 类地区的全日制大学本科毕业生,在与路局签订为期五年

 的服务协议,并认真履行协议的情况下,给予一次性安家补

 助(二类地区1.5 万元,三类地区2 万元)。

 27.局科学技术进步奖奖励标准是多少?

 答:新出台的《呼和浩特铁路局科学技术进步奖励办法》

 (呼铁科委〔2011〕21 号)规定:局科学技术进步奖设四个等

 级,特等奖,颁发奖励证书,奖金10 万元;一等奖,颁发奖励证

 书,奖金5 万元;二等奖,颁发奖励证书,奖金2 万元;三等奖,

 颁发奖励证书,奖金1 万元;局科技优秀项,奖金2000 元。

 28.局企业管理现代化创新成果奖励标准是多少?

 答:新出台的《呼和浩特铁路局企业管理现代化创新成

 果评审奖励办法》(呼铁劳卫〔2011〕237 号)规定:企业管理

 创新成果奖,分为五等。一等奖,颁发荣誉证书,奖金3 万

 元;二等奖,颁发荣誉证书,奖金1 万元;三等奖,颁发荣誉

 证书,奖金5000 元;优秀奖,颁发优秀奖证书,奖金1000

 元。对全局影响重大、有特殊贡献的企业管理创新成果,可

 授予特等奖,奖金5 万元。同时,对被铁道部、自治区认定

 为省部级企业管理创新成果一、二、三等奖的,铁路局分别

 奖励7 万元、6 万元、5 万元。对认定为国家级二等以上企业

 管理创新成果的,铁路局奖励10 万元。

 29.局优秀论文奖励标准是多少?

 答:新出台的《呼和浩特铁路局优秀论文评审奖励办

 法》(呼铁劳卫〔2011〕236 号)规定:路局优秀论文设五个等

 级,特等奖,颁发荣誉证书,奖金2000 元;一等奖,颁发荣誉

 证书,奖金1000 元;二等奖,颁发荣誉证书,奖金500 元;三

 等奖,颁发荣誉证书,奖金300 元;优秀论文奖,颁发荣誉证
