　家长学校章程向家长传授科学的家庭教育知识，帮助家长转变教育观念，改进教育方法

　家长学校的教学根据家长的年龄特点和接受能力，由近及远，由浅入深，从具体到抽象，从现象到本质。同一教学内容对不同年龄的孩子家长采取适当反复的办法，不断深化。

　2、理论联系实际、知行统一原则

　家长学校的专家要注重调查研究，教学要有针对性，讲究实效，了解掌握家长对孩子的教育是否科学。

　3、科学原则

　家长学校的教学力求观点鲜明，讲清道理，注重把知识性、趣味性、实践性与科学性相结合。教学观念与时俱进，不断更新。

　4、经验交流原则

　家长学校对教子有方的家长进行大力表扬，并请他(她)现身说法，对教子不当、不力的家长个别交换意见，进行引导教育。

　（二）主要任务：

　1、宣传党和国家的教育方针、政策、法规，让家长了解并把握国家教育发展的最新动向，提高家长的教育法制意识。

　2、传授家庭教育知识，使家长掌握家庭教育的基本原理、规律和方法，帮助家长树立正确的家庭教育观念，提高家长自身的素质，提高家庭教育水平。

　3、加强家庭教育与社区教育、社会教育的联系。

　4、促进儿童少年的全面和谐发展，推动家庭和社区的社会主义精神文明建设。

　第四章 学习形式

　1、每两月以社区为单位集体授课一次。

　2、每季度召开“家长委员会”会议一次。

　3、开展家长问卷调查、家教咨询、座谈交流、专题研讨、家访、致家长的一封信等灵活多样的活动形式。

　第五章 经费

　1、除办事处每年拨一定数额的经费外，接受企事业单位，社会团体和个人的捐助，用于家长学校的正常活动。

　2、经费主要用于家长学校的资料、图书费用，专家讲学费用以及家长学校的正常开支。

　家长委员会章程

　第一章 总则

　1、为了形成学校教育、家庭教育、社会教育三位一体，同步育人的格局和进一步提高教育质量，特成立“明达社区家长委员会”。

　2、家长委员会是社区家长自愿参加的群众组织，其宗旨是配合社区教育，全面实施素质教育，为培养“合格+特长”的人才服务。

　第二章 权利和义务

　（一）家长委员会的权利

　1、听取社区家长学校的工作报告，了解学校工作计划，收费情况，有权对学校有关工作提出咨询，并随时提出办学的意见和建议。

　2、制定家长学校的办学纲要和办学计划，聘请家长学校教师并负责组织教学。

　3、运用各种形式总结和交流家庭教育的经验，评选和表彰好家长。

　4、有权向上级主管部门反映意见和建议或向家长提出有关要求。

　5、有对学校任课教师进行综合评价的权利。

　6、向学校提出合理化意见和建议。

　（二）家长委员会的义务

　1、有以各种可能的形式协调和帮助学校搞好教育改革，提高教育质量的义务。

　2、有通过各种渠道了解家长对学生教育的要求，宣传学校教育工作的成果和向学校提出教育改革的信息，形成全社会尊师重教的义务。

　3、有以各种方式呼吁社会各界在财力物力上支持学校，帮助学校改善办学条件的义务。

　4、有与妇联、社区、街道、关工委和青少年组织保持横向联系，以推动教育工作，建设社会主义精神文明的义务。

　5、有以各种方式呼吁社会各界在政策上向学校倾斜的义务。

　6、有向有关部门呼吁采取措施协助学校管理的义务。

　7、定期对家长进行系列授课与咨询。

　第三章 组织机构

　（一）家长委员会的成员由学校根据实际情况确定,要有广泛的代表性，选出3人组成班级家长委员会设主任1?人，副主任人（其中1名副主任兼秘书长），设常务委员人有一定的议事谏言能力,具有大局观念,具备客观地分析和处理实际问题的能力。能够及时沟通与协调学校与家长的有关工作。1、热爱祖国、热爱中国共产党、热爱社会主义，坚持四项基本原则，拥护改革开放。?

　2、严格遵守法纪法规，做到不赌博，不吵架，文明礼貌，处处做孩子的表率。?

　3、尊师重教，认真学习家庭教育理论和方法，遵循教育规律，与学校社会密切配合，共同教育好下一代。?

　4、尊重孩子的人格，不体罚，不讽刺挖苦，不溺爱，与孩子建立民主、平等、亲密的关系。?

　5、上课不迟到、不早退，无特殊原因不随便请假。认真听讲，积极发言，家长之间互相尊重，团结友爱、共同提高。?

　6、关心学校，为家长学校建设献计献策，努力争做合格家长和优秀学员。?积极配合学校、社区加强对子女的教育，经常与学校、教师联系，了解情况，及时改进教育措施。

　、积极参与家长会、家长委员会会议、家长学校等活动，努力学习科学的家教知识，提高教养水平。

　、针对孩子的个性特点，采用主题教育、传统教育、参观、社会实践等活动，教育孩子爱祖国、爱人民、爱党、爱社会主义、爱家长，帮助孩子树立振兴中华的远大理想。重视对孩子的创新能力和实践能力的培养。要教育子女遵守市民文明行为十不准，讲文明、讲礼貌，尊老爱幼，遵守公共秩序，具有良好的文明习惯。教育孩子要正诚实守信，注重对孩子的赏识教育，自信教育，自立教育，培养孩子勇敢、开朗、有毅力、负责任、自尊自爱的品格。鼓励自己的孩子多与其他同学友好相处，同学间发生争执家长要严于律已，妥善处理。关心孩子的身心健康，鼓励孩子参加各种体育锻炼和文娱活动，让孩子看电视要有选择性，有限制。要教育孩子不进“三厅一室”和网吧，保证孩子的健康成长。乐于为教育下一代工作，对社会有强烈责任感和奉献精神。?贯彻理论联系实际的原则。收集素材。认真备课，教学内容贴近生活，有科学性、针对性、时代讲课力求生动，适合大多数家长文化水平，努力提高讲课质讲课时，提前一刻钟到达教室，作好课前准备。?五、虚心听取家长的建议，不断改进教学工作。

　明达社区家长学校指导思想

　以“三个代表”重要思想和党的十六大精神为指导，认真落实省、市《儿童发展规划纲要（2001-2010年）》和《鞍山市家庭教育工作“十五”计划》中提出的家庭教育的任务和目标，按照“家庭教育进社区”要求，在社区中加大家庭教育工作力度，扩大家庭教育覆盖面，提高家庭质量和科学教子的水平，为儿童、青少年健康成长创造一个良好的社区环境，使家庭教育与学校教育、社会教育紧密配合，形成合力，努力培养“四有”新人。

　明达社区家长学校总体目标和任务

　社区作为家庭教育工作的阵地，向广大社区内的家长宣传党和国家的教育方针、政策和法规；帮助家长树立正确的家庭教育思想和观念，掌握科学的教育方法和技能，向家长介绍孩子的心理、生理发展特点及营养知识、教育方法；指导家长为儿童及青少年身心健康发展创造良好的家庭环境，为社区的社会主义精神文明建设做出贡献。

　明达社区家长学校的宗旨

　通过对家长讲授有关儿童教育学、心理学、营养学等家庭教育知识，宣传党和国家的教育方针和政策，介绍现代教育理念，提高家长的自身素质和家庭教育水平，落实学校、家庭、社会教育三种教育的结合，形成共同施教，共同育人的教育模式。

　明达社区家长学校教学评估制度

　1、教职工要按时到班，保证上课时间，授课质量，为学员建立考核档案；

　2、每课时要有规范、系统的教案，授课内容一定要慎重选择，符合授课对象的要求；

　3、带头学习家教知识，提高家长素质和家教水平。

　4、协调或帮助学校搞好教育改革，提高教育质量。

　5、了解家长对教学方面的要求，及时与家长沟通孩子的成长情况；

　6、每学期末要写出一份操作性强的家教方面调研报告。

　明达社区家长学校考核、考评制度

　1、按时到校上课，不迟到，不早退，有事请假；

　2、尊敬老师，勤于思考，听课不吸烟，不喧哗；

　3、根据出勤、学习成绩、教育孩子情况等内容进行考评；

　4、针对不同年龄段的教学对象，采取分类分层次的考评办法。期末结合听课笔记，采取座谈和研讨、写学习体会、经验等方式作为本学习的考核成绩，合格者发给合格证书。

　明达社区家长学校表彰制度

　1、学习态度端正，专心听课，认真记录；

　2、坚持出全勤；

　3、认真参加社区辅助性、公益性活动；

　4、学到的家教知识有机地应用于教育孩子中，有良好的收效；

　5、优秀学员占学员总数的20%。
