　 二○○八年全市人才人事工作总结

　2008年是改革开放30周年，是极不平凡的一年。我市人才人事工作在省人事厅、苏州市人事局的关心指导下，在市委、市政府的正确领导下，始终坚持以党的十七大精神为指导，以邓小平理论、“三个代表”重要思想和科学发展观统揽全局，以推进“人事人才”向“人才人事”转变为方向，全面客观把握形势，积极应对困难和挑战，不断深化各项改革，进一步加大人才队伍建设力度，全力打造全国一流人力资源市场，全面推进和谐人事建设，为经济社会在紧环境中平稳较快发展提供了强有力的人才人事保证。

　一、以服务发展为己任，创新人才队伍建设取得新突破

　我们紧紧围绕经济转型升级、自主创新和重点园区、基地、载体建设大局，把握机遇，创新实践，大力推动，有力地加强了创新人才队伍建设。一是进一步完善人才政策体系。出台《昆山市关于加快优秀人才引进与培养的若干政策》和《关于引进领军型创新创业人才计划的实施意见》，设立优秀人才专项资金，占当年度财政预算的1%，每年不低于1亿元。按照政策规定对引进和培养的优秀人才、领军型创新创业人才，在创业启动、生活津贴、购租房津贴、继续教育津贴等方面给予资助，推进人才结构转型升级。《人民日报·海外版》、《中国人事报》头版头条进行报道，近300家网站予以转载，在海内外高层次人才中产生强烈反响。出台《关于引进和培养服务外包人才的实施办法》，旨在促进我市服务外包人才队伍建设，推动服务外包产业发展。二是组织第八届百所高校昆山行产业科技人才合作洽谈会。北京大学、清华大学、复旦大学、南京大学等国内161所高校有关人员莅临昆山，昆山5家特色产业基地与5所高校签订产学研合作协议，10家企业与10所高校签订项目合作协议，昆山人力资源市场与12所高校签订人才合作协议。活动突出“产业科技”主题，更加有利于人才工作与经济社会发展的紧密结合。三是大力搭建国际国内人才交流平台。成功举办“2008武汉高校毕业生（昆山）专场招聘会”和美国“昆山日”、美国硅谷中国留学人员创业协会访问团来昆考察等活动，通过内外联动，大力宣传“人才昆山”，扩大昆山影响，吸引海内外高层次人才来昆创业就业。四是抓好专技人才队伍建设。全市共有5944名专业技术人员参加了各级各类职称、执业资格考试，3320人评审职称资格证书，其中高级200人，中级778人，初级2342人。4名优秀经营管理人员直接认定高级经济师。向11名省级以上专家发放了12800元的生活医疗补助，向11名在站博士拔发人才开发资金66万元，用于生活、住房补贴。五是积极组织人才培训工作。全年共开设专技人员继续教育、学历教育、技能、职业资格等各类培训班65个，培训学员4560名。人事干部上岗培训班3期，培训学员403名；“海关业务知识培训班”11期,培训学员1329名；外语培训班16期，培训学员512名；会计及电脑技能培训班，培训学员560名。六是积极做好博士群体工作。先后举行了“2008昆山博士迎春茶话会”、发放免费体检卡、图书借阅卡和旅游年卡、苏州市博士联谊会赴昆山考察交流活动，加强政府与博士、本地博士与外地博士的交流沟通，引导和鼓励博士为地方发展献计献策；继续开展博士昆山暑期社会实践活动，吸引清华大学、北京大学、西安电子科技大学等海内外著名高校的博士、硕士研究生162名，征集实践项目42个，有效解决了企事业单位的一些攻关课题；丹尼斯克（昆山）有限公司获准设立博士后科研工作站，为我省第一家外资企业设立的博士后工作站，使我市博士后科研工作站总数达4家，分站11家；共引进锐芯微电子、毅志方成、尤尼康等6个以海内外博士领军的研发团队落户昆山创业，极大提升了我市的自主创新能力和形象。七是建立企业人才服务立户制度。现正在300家外资企业、100家内资企业进行试点。按照我市行政审批制度改革“两集中、三到位”的要求，市人事局挂牌设立“行政服务科”，进驻市行政服务中心，开展立户服务。这一制度的推行，将对满足企业人才需求、及时提供个性化的服务、有效推进全市人力资源的整体开发产生重大影响。八是突出指导服务业集聚区的人才工作。重点支持花桥国际商务城，充分利用省“人才特区”的有利因素，按照“浓缩版、试验田、先行区”的要求，加快建设商务人才特区，帮助指导制定了三年人才预测规划和服务体系建设规划；出台了《花桥经济开发区现代服务业人才政策（试行）》；全力支持设立昆山人力资源市场花桥国际商务城分市场；经省人事厅批复同意，挂牌设立江苏省现代服务业人才（昆山）培训基地，积极推进安博（昆山）教育实训基地建设。通过政策导向、积极引进、加大培养等措施，有效解决花桥国际商务城的快速发展对商务人才的需求，受到花桥国际商务城的普遍好评，“建设国际商务人才特区”被评为二00八年度苏州市人事编制系统亮点工作和2008年昆山市机关效能建设创新奖。九是认真做好创新创业人才项目的申报工作。成功申报并获批苏州澳昆智能机器人技术有限公司李政德和华道数据处理（苏州）有限公司杨鹏共两项“省高层次创新创业人才”项目，各获得100万元资助，位列全省县市前茅；成功申报并获批昆山天瑞仪器有限公司刘召贵博士为省突专家坚持围绕中心，服务大局，突出以人为本，充分发挥职能作用，通过和谐人事建设促进社会和谐发展。147名学员参加了历时一个月的培训，有效提升了新录用工作人员的综合素质和能力；会同市委组织部、市级机关工委、市委党校联合举办了市级机关中层副职干部培训，共有近400人参加了培训；首次举办机关事业单位技术工人继续教育培训，全市共计2450人参加培训，有效提升了我市技术工人队伍整体素质和能力。另外，根据国家和省、市人事部门对工考工作的要求，继续组织举办了计算机文字录入员、收银员、保育员、中式烹调师、维修电工等工种的工人技术等级培训班，共有390名学员获得职业资格证书和技术岗位证书。七是加强中层干部队伍管理。认真落实《关于进一步加强和推进中层干部队伍建设的意见》，进一步规范全市中层干部任免审核备案工作，涉及20个部门221人；加强对中层干部轮岗交流、到龄让岗等问题的督查，共涉及35个部门（单位），对在同一职位任中层正职满5年的165人，副职满8年的38人和已到龄让岗的28人发出轮岗交流和到龄让岗的书面通知；会同市委组织部、市纪委对全市30个部门469名机关中层正职（含主持工作的副职）以及承担行政执法职能与管理人财物等重要科室的副职干部进行评议。通过评议，中层干部的民主监督、民主管理的意识进一步加强，工作作风进一步转变，工作能力进一步提升，有效地促进了机关效能建设。八是军转安置工作全面完成。始终把军转安置工作作为一项重要的政治任务，切实加强指令性安置力度，不折不扣地完成上级交给的军转安置任务。认真传达贯彻全国“703”和省“716”关于做好企业军转干部稳定工作会议精神，部署我市企业军转干部稳控工作，确保了奥运会和残奥会期间我市企业军转干部无一人上访。组织召开纪念建军81周年暨军转干部工作总结表彰大会，30名优秀军转干部、10名优秀军转工作者和5个军转安置工作先进集体受表彰。九是毕业生就业指导工作扎实开展。大力组织资深专家、企业博士、总裁、劳动法专家赴本地高校开展就业宣讲团活动，努力提高就业指导成效；积极筹建昆山地区高校毕业生就业合作联盟，进一步发挥整合优势；加强毕业生职前诚信档案建设，有效解决毕业生信用缺失问题；充分发挥市场就业主渠道作用，举办5期昆山籍毕业生专场招聘会；出台《关于促进昆山籍大中专毕业生就业的若干意见》，对本籍应届毕业生的专业培训、见习补助和就业援助方面实行政府资助；配合组织部门完成省派进村任职高校毕业生16个，本市公招进村大学毕业生20人，进一步加强农村基层干部队伍建设，增强农村基层组织活力；认真开展情系灾区毕业生就业促进活动，共安置地震灾区高校毕业生128人，其中四川籍重灾区毕业生63人。

　四、以争先创优为目标，人事系统自身建设水平取得新提高
