　　    一、学习作风方面，个人作风自查报告。

　　    应该说我还是比较喜欢学习的，过去爱看书，爱写作，学习的时间也多一些，现在学习的时间相对少一些了，但空下来的时候也还是进行了一些学习。一是喜欢上网看新闻，了解时局变化，掌握政策动向，特别是广播电视方面的内容。二是看书。去年看了好几本书了，有管理方面的书籍，也有广电方面的刊物，还有小说、散文，包括邹书记的散文集，省作协王主席的几本赠书，谢部长的回忆录，马平的书，以及《论语》都是今年看的，国庆节到成都还专门到四川最大的书市去购买了经营管理方面的书，主要的目的就是适应自己当前分管的工作。三是调研。对广电行业的发展，不仅是在县内，而且到其它周边县区学习和借鉴，在任何进一步理顺广电管理体制方面形成了一些粗线条的想法和思考，并动笔写了一些文章,其中还有一篇有幸被省广播局的《西部广播电视学刊》刊载。但是，由于下乡和外出时间较多，晚上的应酬也较以往增多，客观上导致用于学习的时间还不充裕，还应该在这方面挤出一些时间来加强学习，要坚持活到老学到老，书到用时方恨少，知识永远是没有止境的，何况自己早就到了进行知识全面更新换代的时候了，不抓紧学习就不会适应快节奏的工作，就会落后于时代。

　　    二、工作作风方面。

　　    工作上是认真负责的，特别是上半年工作是十分辛苦的，主动思考和落实了不少方面的工作，主要是在抓管理服务上重点进行了落实，而且很多东西也是落到了实处的，比如延长了城网部夜间值班时间，公司服务规范的制定，考核办法的细化，都收到了明显的成效。下半年工作方式和环境转变后，重点抓了安全和法制工作，也是抓住了要害的，组织对火灾和播出等安全隐患进行了拉网式的排查和整改，对取缔非法“小天锅”的工作亲自拟宣传标语，带人抓点带面，态度鲜明的支持执法工作，尽可能的完善执法程序和手段。吃苦精神方面也进步较大，今年夏天，在高温天气下基层搞检查和慰问，人都晒黑了许多，春节前的安全大检查也是带病坚持至始至终参加。上下班作息制度也坚持的比较好。

　　    三、领导作风方面。

　　    对分管的事业建设这块工作，基本上是做到了大、小事情商量、研究着办，没有搞过那种命令式的瞎指挥，而且很多工作是经过反复思考后才安排的，对分公司主要是多到下面去了解情况、分析和座谈，掌握了不少的情况，06年基本上把全县分公司跑遍了，个别地方达4、5次的都有，到了基层就进机房、入农户实地调查了解，摸真实的情况。作为局班子成员之一，自觉服从领导，顾全大局，讲求民主，该讲的该说的从工作大局出发做到了知无不言言无不尽，没有和稀泥或故意去针对某人或某事，就是在工作上有不同意见和看法的时候，也是求大同存小异工作上保持了高度一致。做到了与班子成员的经常交流和和谐相处，能忍的则忍能让的则让，从良心上讲没有站在个人私心的立场去循私情搞对立，自己认为对得起良心，对一些不和谐的事情，自己经常是暗自告戒自己抑制自己。在与下属的沟通上，做到了平等待人，和谐共处，除极个别同志外，有什么都能够主动谈心交心和化解，到目前看没有大的问题存在。不足之处主要是在给主要领导的主动请示汇报工作沟通上存在一些问题，在某些时候有带着思想情绪说话和做事的现象发生。

　　    四、生活作风方面。

　　    廉正上从严要求自己，远离业务客户，谢绝客户的吃请、邀请多次，就是到成都出差也从未给有关客户打过招呼。在交友方面没有那种吃喝朋友，主要是同事、同学、老乡，在交往中也比较注重分寸，对那种带有目的来的人能够果断拒绝。也没有什么低级趣味的爱好。存在的问题是在外面吃饭打牌的时间相对以前要多一些，忽视了对家庭成员的关爱和照顾，应该引起足够的重视和改进。

　　    贯彻落实中央“作风纪律八项规定”教育活动，是局党委、局针对部门发展的现实状况，在全体干部职工中中开展的一项重要活动。目的是通过全员作风纪律的根本转变，以崭新的精神风貌，在党的十八大精神的指引下，又好又快的促进局的发展。现对照自身实际，自查不足，改进提高。

　　    一、存在的不足

　　    1、学习有待加强。日常工作中，自己虽然能够自觉地通过各种方式学习，但仍感觉学习的效果不好。究其原因：一是学习的钻研精神不够，对所学的东西深入不够、思考不够，学以致用，学用结合方面做得不好；二是主动学习主动意识不强，常常是感到缺乏什么，才急急忙忙去学，有学习应付的倾向，标准不高；三是没有系统的学习规划，目的性不强，没有做到学习和工作完美结合。

　　    2、工作中执行力偏软。有想了说了没做到，没执行落实到位的现象。对一些谋划好的工作思路，在执行过程中因为这样那样的困难和原因，没落实下去，也不去认真分析研究，寻找对策；对落实的一些工作，因为能力和思想上缺乏认真精神，标准不高，质量有折扣。

　　    3、原则性不强，有好人主义倾向。在团队建设中，能够顾大局，讲团结。能够正确处理团队、个人、同事之间的关系。但工作中有时也有原则性不强和好人主义倾向。对一些歪风邪气 ，认为只要不涉及自己，就可以不管，没有积极去抵制；干工作想问题，有本位主义现象，不能以全局视野的目光考虑问题，缺乏系统科学的工作方法；有瞻前顾后的现象，主动性有待提高。有时认为只要干好领导安排的工作就行，缺乏提高一级想问题，降低一级抓落实的精神。

　　    4、作风纪律不够硬。在自己身上，多多少少存在一些自由主义、个人主义和浮躁等问题。主要表现在工作标准不高，缺乏争第一意识，有时候只注重形式不注重内容，只注重结果不注重过程，只讲客观不讲主观，应用辩证法的方法想问题、干工作的能力有待进一步提高。

　　    5、党性修养需进一步增强。党性修养是一名共产党员在政治、思想、道德品质和知识技能方面，按照党性原则进行的自我教育、自我锻炼、自我改造和自我完善能力。通过参加强化作风纪律建设活动。我深刻感觉到，自己在理论修养、政治修养、思想道德修养、文化知识和业务能力修养、作风修养、组织纪律修养等方面。尚需不断地得到提高。已适应局的发展形势和岗位要求。

　　    6、克己慎行、勤俭节约意识有待增强。作为一名党员干部，虽然能够时时刻刻注意维护党的形象，但是感觉还是做得不够好。在廉洁自律、遵守社会公德、保持克勤克俭品性、增强职业道德等方面，仍有很大的提升空间。

　　    二、改进措施

　　    学习是伴随一生的事情。尤其在当社会，作为一名普通党员，只有自身做到不断学习，不断思考，不断完善，不断提高，才能履行好企业、家庭、社会赋予自己的各种责任和义务。我将以此次学习教育活动为契机，严肃认真地审视自身存在的不足，努力完善和改进。

　　    1、在学习上下功夫。树立科学系统的学习观，学政治、学哲学、学科学，学经济，学管理，用马列主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观和党的十八大精神武装头脑。努力学习专业知识、企业管理知识和市场经济知识，不断提高自己的政治理论水平和实际工作能力；努力学习国家的法律法令和党的纪律，严格要求、率先垂范，清正廉洁、恪尽职守，真正做到让上级领导放心和职工群众满意。坚持理论联系实际，尤其是要联系市场发展和党群工作的实际，着力提高解决实际问题的能力。

　　    根据区委、区政府《关于加强党员干部作风建设突出治理庸懒散问题的通知》（x委办[2016]63号）要求，我局结合实际认真开展了此项治理工作，现将工作自查情况总结如下：

　　一、开展情况

　　我局将专项治理工作作为当前的一项重要任务来抓，加强领导，精心组织，狠抓落实。

　　（一）健全工作机构，加强组织领导。成立了治理庸懒散问题工作领导小组（简称治庸领导小组），局党支部书记、局长聂诗成任组长，其他支部成员任副组长，各科室负责人为成员。领导小组下设办公室在局办公室，具体承担专项治理日常工作。

　　（二）明确工作职责，狠抓工作落实。我局的专项治理工作在局治庸领导小组的领导下，由领导小组办公室具体负责，机关各科室积极配合，领导小组办公室成员按照责任分工抓落实。坚持主要领导亲自抓、负总责，分管领导具体负责、直接抓，层层抓落实。坚持领导带头自查自纠、带头改进作风、带头真抓实干，形成全局上下推进治理工作的强大合力。

　　（三）加强监督检查，坚持边整边改。坚持把监督检查和边整边改贯穿整个治理工作的全过程。坚持边查边改，强化整改措施和整改效果。通过边整边改，以整促改，以改促建，不断解决活动中出现的突出问题，确保治理工作取得实效。

　　（四）加强统筹协调，全面推进各项工作。坚持把开展治庸与当前的各项工作结合起来，统筹兼顾，整体推进。一是与安全监管业务工作相结合。特别是要与安全隐患大排查大整治活动、“打非治违”专项行动、安全监管执法行动结合起来，把治庸专项行动的要求融入各项重点业务工作中，做到相辅相成、互促共进。二是与深入开展创建学习型党组织活动结合起来。三是与加强党建工作结合起来，促进干部增强党性、增长才干、提能去庸，解决精神和能力的问题。四是与开展创先争优活动结合起来。五是与民主评议政风行风“回头看”结合起来，不断推进公正执法、文明执法、廉洁执法。确保治理工作和其他各项工作有序有力推进，做到“两手抓、两不误”。

　　（五）加大宣传力度，营造浓厚氛围。我局坚持面向群众，开门治庸，发动群众积极参与，主动接受群众监督。坚持把群众是否满意、是否赞成、是否高兴作为衡量治理工作成效的重要标准，充分发挥群众及社会舆论的监督作用。及时宣传各科室在治理工作中的新思路、新举措、新成效；大力宣传在优化安全发展环境、转变工作作风、服务基层群众方面表现突出的先进典型。

　　二、存在的问题

　　通过自查自纠工作，查找我局仍然存在以下问题：一是干部职工队伍思想作风教育需加强；二是服务能力建设需强化；三是制度体系需完善；四是监督检查工作需加强。

　　三、主要措施

　　（一）进一步加强干部职工队伍思想作风教育。

　　深入开展政治思想教育、反腐倡廉教育、群众工作纪律教育，引导全体党员干部强化宗旨意识、责任意识和廉政勤政意识，提高以人为本、执政为民的使命感和责任感。深入开展解放思想、改革创新教育，引导机关党员干部牢固树立“变化、变革、创新、突破”的理念，坚决摒弃不符合科学跨越发展要求的惯性思维，不断开阔眼界、开阔思路、开阔胸襟，创造性地开展各项工作。深入开展真心为民服务教育，引导干部职工牢固树立“机关就是服务、领导就是服务、公务员就是服务员”的意识，把主动服务、创新服务、尽责服务、高效服务和廉洁服务转变为干部职工的自觉行动。

　　（二）进一步强化服务能力建设。

　　以“治庸提能力、治懒增效率、治散聚合力”为工作目标，牢固树立“作风就是生产力，效能就是竞争力”的思想，进一步加强机关效能建设，进一步强化党员干部能力意识、危机意识、责任意识、服务意识和奋发有为意识，形成解放思想、勇于担当、敢抓敢管、真抓真管的良好氛围，与当前正在开展的“创先争优”活动结合起来，做到内容与形式、目的与效果相互融合、相互促进。围绕全局重点工作，努力在四个方面取得成效：

　　一是强化服务意识，着力于为企业服务、为经济发展服务，为全区安全生产监管工作的科学发展提供强有力的组织保证和作风保障。努力为企业和服务对象提供快捷、优质、高效的服务。

　　二是依法行政，提高行政效能。紧紧围绕解决“吃、拿、卡、要”、加强道路交通安全、项目建设“三同时”落实、消防安全、食品安全、非煤矿山安全生产监督管理等重点工作，提升依法行政、服务发展水平。

　　三是关注民生，提高为群众办实事、解难题的能力。加大安全生产监管，不断提高群众的满意度。

　　四是强化监督，规范权力运行。采取专题检查、重点抽查、信访举报、问卷调查等方法，加强对行使公权的监督，确保权力运行规范。着力强化薄弱环节，解决突出问题，通过明察暗访、发放调查问卷、举办座谈会、设置意见箱、开展网上留言和在线投诉等形式，广泛征求广大群众的意见建议，认真查找自身存在的问题，有针对性地制定整改措施。通过规范服务程序、创建示范岗等形式，把“文明执法、微笑服务”的理念和行为融入到全体干部职工的具体工作中，努力为群众提供诚信友善、热情周到、优质高效的服务。推动全局效能建设水平进一步提高

　　（三）进一步建立完善制度体系。

　　1.建立完善岗位责任制。进一步明确各科室工作职责，以及科室之间相关工作的衔接、续办、配合等事项的界定。探索建立权责对称、层级清晰、奖罚分明的岗位责任制，对每个岗位的责任进行细化，要求每个岗位必须有明确的履职要求，以及权责对应的后果代价，着力解决职能交叉、责任不清、事权分离、多头管理等问题。

　　2.建立完善工作目标考核评价制度。制定完善科室和个人工作目标综合考核评价办法，建立绩效考核体系。进一步增强干部考核考察的准确性，将考核结果与干部选拔任用、培养教育、管理监督和评先评优结合起来。

　　3.是建立完善工作督查问责制度。建立严格的“问责制”，实行有责必负、失责必究。对工作落实有力、办事效率高、工作绩效显著、考核结果优秀的科室和个人予以表彰奖励；对工作推进慢、办事效率低、群众意见大、考核结果差的科室和个人严肃处理；

　　4.建立健全日常管理制度。建立健全绩效记载考核、差错管理、工作考勤以及会议、学习、值班等制度，进一步规范干部的行为，使机关保持良好的工作秩序，干部保持良好的精神状态和工作作风。

　　5.建立健全密切联系群众、服务基层制度。建立健全服务承诺制、首问负责制、限时办结制，构建听民声、访民情，问计于民、问政于民，排民难、解民忧，联系群众、服务群众的长效机制。

　　（四）进一步加强监督检查工作。

　　公开效能投诉电话、信箱和网站，按照上级有关规定，及时受理效能投诉，认真查实，严格处理。同时要充分发挥舆论监督作用，对机关党员干部“庸懒散”问题进行经常性明查暗访，对服务态度差、损害群众利益以及群众意见大、造成不良影响的，要及时曝光，严肃查处。对恶意诬告、乱告、打击报复、损害他人名誉的，也要采取措施进行调查处理。

　　四、下步工作打算

　　（一）加强组织领导，落实责任制。我局将高度重视治理庸懒散问题的重要性和必要性，切实强化机关效能建设。单位一把手要切实履行单位第一责任人职责，既要严于律己、率先垂范，又要管好下属，做到认识到位、责任到位、措施到位、工作到位，确保我局专项治理“庸懒散”问题工作落到实处。

　　（二）加强督促检查，严肃查处违纪行为。局治理庸懒散工作领导小组要加大对“庸懒散”等问题的查处力度，敢抓敢管，敢于批评和制止机关干部职工中的不良倾向，做好转化工作，对通过自查、互查，切实掌握本单位存在庸懒散的岗位和人员，对存在的突出问题要作为岗位风险开展三早预警（早发现、早预警、早纠正），做好庸懒散人员的教育转化工作，通过教育仍对问题认识不到位，屡教屡犯的人员给予诫勉谈话、通报批评等处理，及时引导全体职工提高自身素质，认真履行岗位职责。

　　（三）加强制度建设，确保廉洁高效。进一步建立完善学习、会议、管理、公开、监督、处理等六类制度。认真查找制度建设中存在的薄弱环节，有针对性地完善，增强制度的约束力和可操作性，切实解决管理制度落实难的问题。通过加强制度建设和约束力，增强效能，达到廉洁，提升形象，服务经济，作出更大贡献。

　　我局在加强党员干部作风建设突出治理慵懒散问题的工作中，虽然取得一些成效，但我局领导班子和党员领导干部始终认为，党员干部作风建设是一项事关党和人民的事业能否兴旺发达、党能够长期执政并永葆先进性、科学发展观能否得以全面落实、社会主义和谐社会能否顺利建成的长期而艰巨的重大政治任务，必须率先垂范、坚持不懈、始终如一地搞好作风建设。我们坚信，在区委、区政府的正确领导下，我局领导班子和干部职工将牢固树立“以人为本、执政为民”的理念，在推进我区安全发展、实现东区跨越式发展、建设区域性中心城区的伟大征程中作出积极贡献。

　　    自市委、市政府开展整顿机关作风活动以来，通过认真学习，发现自己还有许多方面存在不足，需认真加以改进和提高。现就对照市委作风建设活动要求，从思想上、工作上、学习上进行了自查。

　　    一、存在的问题

　　    一是学习的要求和动力不够。对学习的要求不够高，学习的内容较浅，学习的范围较窄，系统性、专业性、深入性不强，从而使得学习的效果不明显。动力不足，缺乏学习的主动性。主要表现在：一方面，学习的自觉性不强。没改变那种“要我学”为“我要学”的良好学习习惯。自己较注重单位安排的各种政治、业务学习，而对其他学习的主动性不够；另一方面，学习的钻劲不够。学习过程中，我认真做了笔记，但往往浅尝辄止，没有作深入消化，领会内涵，全面贯彻；第三，学习重点不清。自己没有认真把握学习重点，但求面面俱到，结果忽视了直接相关工作需要的重点学习。

　　    二是责任意识不够强。由于大局意识不够，往往只管自己职责以内的事，其它的事就少有过问。有时，自己明明看见其它同志工作中存在的问题，因碍于面子或是认为不该自己管，也就没有主动提出来帮助改正，而是放之任之；有时自己认为无足轻重、无碍大局、可干可不干的事，也就无动于衷；有时本该今天干完的事，也随便拖到明天干。

　　    三是处理问题理论联系实不够。尽管我也经常学习，但学习的深度不够。我经常告诫自己要用辨证的观点和方法去分析和处理问题，可总是讲在嘴边，忘在手边，结果分析和处理问题的方法简单，对具体问题分析力度不够，不能全面运用发展的、联系的、辨证的眼光看待和处理问题。

　　    二、产生问题的原因分析

　　    一是平时疏于学习。在知识结构日新月异的今天，不学习，就要落伍。以往我总认为，只要能把本质工作干好，其他学习都无关紧要，殊不知，学习与工作是相辅相成的。只有深入地、系统地、全面地学习，才能更好地胜任自己的工作。在日常工作中，我认为只要能干好本职工作就行了，而放松了对其他知识的学习。理论知识的学习上也只满足于看看党报党刊、听听时事新闻，读读书本，偏重于时事了解，而对于马列主义、毛泽东思想、邓小平理论的学习不够，致使理论基础薄弱。由于忽视了对党的路线、方针、政策的学习和掌握，对于自己所学的东西，也没有认真去深入消化，吸收，也就不能很好地做到把自己所学贯彻到实践中去，落实到行动上来，致使在实际工作中政策水平较低。加之学习的主动性不够，对于学习制度坚持不够，老爱犯“三分钟”热情的毛病，这一不良习惯致使学习收效不大。

　　    二是思维局限，认识落后。思维局限，认识落后，进取意识不够强，认为工作上过得去就行，不求冒尖，但求稳而不乱，奉行多一事不如少一事的原则。按部就班，认为只要规规矩矩地按条款、按规章制度办事，工作不出错，不给组织添乱子，也就问心无愧。没给自己树立起跨越的高标杆，让自己朝着目标坚定地走下去，反而缺乏向更高目标追求和奋斗的激情与勇气。

　　    三是群众观念弱化。我们的一切出发点应着眼于广大人民群众，想人民群众之所想，急人民群众之所急，真正做到情为民系、权为民用、利为民谋。由于我们工作经常直接与企业职工接触的机会多，与他们之间的交流较多，看到群众的疾苦多，听到群众的呼声多，渐渐地麻木了、习以为常了，群众观念弱化，为人民服务的意识弱化。

　　    三、整改措施

　　    随着机关作风整顿活动的不断深入，通过对自身存在问题的排查，更加清醒地认识到自己存在的问题，也更加增强了我改正错误、提高自己思想素质的信心和决心。在今后的工作中，我决心从以下几方面进行改进：

　　    一是加强理论学习，提高政治素质。全面认真系统地学习党的方针政策，毛泽东思想、邓小平理论、“三个代表”和科学发展观的重要思想，认真学习党的有关政策和省委十届九次全会以发市委五届十一次全会精神，在工作和学习中牢记共产党员的六条基本要求，按照合格共产党员的标准要求自己，时刻把坚定共产主义理想信念放在首位，把它作为自己的立身之本、奋斗动力和行为坐标，立党为公，甘于奉献。
