　 机关干部工作作风建设之我见

　机关干部工作作风建设之我见

　县委将定为“作风转变年”，工作力推“三法一制”，其中针对“作风转变”，主要是推行领导干部“一线工作法”、即情况在一线了解、工作在一线落实、问题在一线解决；机关干部“六办工作法”，即闻风而动马上办、知难而进主动办、深入基层上门办、多方合作积极办、阳光操作公开办、创新思维跟踪办。提法很好，也很得民心，在县委的安排部署下，各单位的方案相继出台、去向牌相继挂出，“改进作风树形象、服务中心创佳绩”主题活动在全县机关单位全面推开。机关干部工作作风建设在“中心工作”的支撑下，正在如火如荼地开展。

　但据笔者了解，转变机关干部作风建设仍存在一定难度，主要表现在以下三个方面：一是多个岗位流动性强，不便监督；二是信息化办公，娱乐办公穿插性强；三是少数单位重视不够、执行不力，干部工作积极性不强。

　"作风建设”是我们党一直非常重视的工作，为加强干部队伍建设，转变干部工作作风，党开展了不少活动，以期发扬党的优良传统、建立长效机制，就作风建设而言，除了加强领导、加强学习、加强督查等传统性的基本措施外，还应从以下四个方面着手：

　一、规范干部管理制度。怎么搞好干部管理工作，一直是大家都比较关注的问题。在我县，首先要搞好三项清理工作，尤其是关乎于县级领导的：一是在职领导、干部从事第二职业的清理，为在外谋好第二职业，领导、干部都想好各种“托词”，从而不能兢兢业业做好本职之事，“不正之风”也从中产生；二是常期在编不在岗干部的清理，我县经过鼓励待岗创业、在编在岗清理等政策变更后，一直没有进行过透彻的清理，形成了“做事的干部还挨批、不做的干部才自由”的局面；三是借调借用干部的清理，不论超编不超编、不论是事业还是行政编，不论单位接收不接收，只要领导同意批准，便可任意借调、借用干部，这一现象引起了多数干部的不满。以做好此三项清理工作为前提，再进一步规范和完善干部管理细则，如实行上下班打卡制等，是作风建设的基础。

　二、发挥领导表率作用。以上清理工作与领导干系重大，所以领导的表率作用是搞好作风建设是关键。近段，在整顿干部作风时，纠出的和要通报的又基本上是一般干部，上班时间聊天、玩游戏，真是一石激起千层浪，干部们议论纷纷：不会抓也抓不到领导，就拿起“小萝卜头儿”开刀，空岗窜岗的人不是更好吗？之所以有怨气，是因为干部有了“执法不公正”的看法，领导带头配合作风建设，不是“拿起石头砸自己的脚”，而是为树新风起着相当大的表率作用，在一般干部群众中的反响可是举足轻重啊。

　三、科学发放干部福利。我县自实行机关干部津补贴以来，干部不因增加福利而高兴，相反哀声怨道不断。原来，大多数单位发放津补贴采取的是“均衡化”方法，无形中照顾了少数干部的情绪，而挫伤了大部分干部的积极性。行政机关的待遇总与“绩效”不挂钩或不好挂钩，因此各单位无论单位大小都要建立一套科学的福利发放机制，改变干与不干一个样的现状。科学发放干部福利是作风建设的有效举措。
