　 换届选举党支部书记述职报告

　三年来，在乡党委、政政府的正确领导下，我认真贯贯彻落实区、乡党建责任制目目标要求，立足我村实际，以以同步小康驻村工作组的指导导为后盾，团结带领全村广大大党员干部群众务实进取、扎扎实工作，提升了党建工作水水平，确保了全村各项工作顺顺利推进。下面，我代表***村党支部就三年来的工作开开展情况作如下述职汇报：

　一是加强政政治理论学习。充分利用远程程教育开展好“两个定期”的的学习，组织党员干部学习党党章、习近平总书记系列重要要讲话精神、党的十八届三中中、四中全会精神、省委十一一届四次、五次全会、市委九九届四次全会、区委九届六次次全会精神以及省、市、区有有关重大决策部署。二是加强强党员的教育管理。坚持“三三会一课”制度，认真落实民民主生活制度和党员评议制度度，定期召开民主生活会，开开展批评和自我批评，对党员员进行民主评议，对不合格党党员要进行处理。三是增强村村干学习业务知识、经济知识识的自觉性，不断增强创业带带富的能力。

　加强班子建设设，提升党支部的凝聚力和战战斗力。

　一是配班子、强队队伍。自上届换届选举以来，，由于原2名支委委员常年在在外务工，不能很好履行职责责而提出辞职申请，经乡党委委研究同意后，我们于去年77月份以民主推荐的方式，推推荐出2名在村委会任职且工工作能力强的党员作为支委委委员，配齐了支委班子。二是是加强班子成员之间的沟通。。村两委班子通过经常开展交交心谈心，做到有话当面讲，，有事当面说，有误会的消除除隔阂；在工作上互相支持、、互相配合、互相理解、互相相包容。三是加强后备干部的的培养。按照“控制总量、优优化结构、提高质量、发挥作作用”要求认真做好党员发展展工作，这一届，我们从本村村致富能手、村干2名，入党积极分子子2名。

　一是进一步完善民主生生活制度、理论学习制度和村村民议事制度等相关制度，搞搞好村两委分工，明确工作职职责，细化工作量，责任到人人，做到工作不扯皮、不推诿诿、团结协作、相互补位，进进一步调动村两委班子干事的的积极性和主动性，营造良好好的工作氛围。二是加强村务务财务管理。深入推行村务党党务公开制度，按照“党员、、群众想知道什么，就公开什什么”的原则，坚持做到规定定公开事项按季度公开、重大大事项及时公开、不定事项随随时公开，并由村监督委员会会负责监督公开的内容，接受受群众的监督。

　加强阵地建建设，更好服务群众

　一是投投入7100元，完成全村村村级综合楼规范化建设，完成成各项制度上墙，办公室功能能分区等工作。二是协调上级级部门帮扶资金共10万元扩扩建村级办公楼，提升服务群群众水平。

　按照省省、市、区关于对软弱涣散党党组织排查的要求，**村被被列为2015年软弱涣散党党支部。在乡党委和同步小康康驻村工作组的指导帮助下，，我们通过查找分析，梳理出出我村软弱涣散的主要问题并并认真抓好整改。

　其主要原因在于：一是班子子不团结，内耗严重，工作不不能正常开展；二是组织制度度形同虚设，不开展党组织活活动。班子成员平均文化水平平低，对一些政策、制度学习习不透、理解不深，党员干部部的集中学习、“三会一课””等执行情况差，党组织活动动开展少。

　强化整顿转化工工作措施。一是加强学习教育育，提高党员干部整体素质；；二是加强班子建设，提升党党支部的凝聚力和战斗力；健健全完善各项规章制度，提高高党员干部的约束力；三是加加强阵地建设，更好服务群众众。

　确保成效。通过整改工工作作风得到了进一步转变；；树立了发展观念，为推动村村级经济发展奠定了基础；工工作的主动性进一步增强班子子团结性进一步增强；切实为为老百姓办理了一些实事好事事。

　二、抓经济发展，促进进农民增收

　一是建设好村文文化配套建设。积极争得文化化部门的支持为我村综合楼文文化小广场配备完善了健身器器材，进一步抓好村远程教育育农家书屋的运行，积极组织织开展好丰富多彩群众文化活活动，把思想道德、社会公德德、职业道德、家庭美德教育育贯穿到各项活动中去，引导导村民移风易俗。二是抓好计计划生育工作。认真按照区计计生局和乡计生部门下达的各各项任务，做好准生证、新生生小孩登记、妇检、流动人口口计生资料；结合全省计生检检查工作要求认真清查我村计计生工作，为省检做好充分准准备；根据新时期村级的工作作特点，确立计生工作应是我我们每个村干部的中心工作之之一，明确了村党支部书记负负总责，村主任、分管村干部部具体抓，实行计生工作一票票否决的措施，杜绝计生工作作中的人情风，谁开后门谁负负责。注重协会会长和妇女主主席的学习和培养，提高他们们的思想素质和业务水平，分分责到岗，岗位到人，使他们们人人有责任感、压力感，督督促他们完成好各项计划生育育指标。加大计生知识宣传力力度，在显要位置张贴宣传画画报、悬挂宣传标语。制定计计划生育村规民约，使我村的的计生工作走上了正常轨道。。落实计生户帮扶，为我村110户计生户争取到帮扶资金金1万元。
