  关于部门纪检组长如何履行职责发挥作用的思考

  我从乡镇副职调整到建设交通局纪检组长这一岗位已经整整四年了,四年时间说长不长,说短不短。前三年主要是除了纪检工作,还分管新农村建设,从去年开始实行派驻以来主要分管纪工作,另外还具体分管公积金扩面、组织人事、宣传教育、信访、办公室等工作。

  实行派驻纪检监察机以来,确实加强了驻在单位的党风廉政建设,在一定程度上促进了各项工作的健康发展。但是,由于目前正处于社会转型时期,新情况和新问题不断出现,纪检监察工作其实面临的任务越来越重。部门纪检组长如何在新形势下开展好工作,充分发挥纪检监察的职能作用,就成了我们所面临的一个新的课题。下面,我结合参阅的一些资料,就从事纪检监察工作几年来的认识、实践,谈谈个人的体会和思考,与诸位领导和同仁共勉。归纳起来,其实也就两句话,六个字——想明白,做清楚。

 一、想明白,就是定位要准确。

  纪检—党内监督,监察—行政监督,部门纪检组长,是单位纪检监察工作的主管。

  1、 角色定位要准,弄明白“我是谁”,时刻牢记公仆之本。

  部门纪检组长首先是一位党员,然后是一位党员领导干部。每一位纪检组长只有真正清楚“我是谁”,才能明白履行自身工作职责的前提和基础。我们都知道,纪检监察干部是“党的忠诚卫士、群众的贴心人”,我们的核心价值观就是“忠诚、刚正、为民、清廉、创新”,担负着重要职责,所以必须经常问一问“我是谁”,经常提醒自己是公仆,自己是纪检监察干部,要经常想一想如何更好地体现作为,为民服务。在工作实践中,纪检组长围绕“我是谁”必须做到三个坚持,在两个方面通做出表率。

 做到“三个坚持”:

  一是要坚持原则性。原则性是对纪检监察干部的本质要求。坚持原则,严守纪律,严格执行各项规章制度。俗话说:打铁先要自身硬。作为纪检监察干部必须在各方面都要严格要求自己,要从自己的一言一行做起,树好榜样带好头,以身作则,率先垂范。纪检组长只有自身素质过硬,才有资格去规范、约束和监督别人,另外,还得坚持按政策、法律、规定和制度办事,按程序办事,不牵强附会,不随心所欲,以对组织、干部负责的态度开展工作。

  二是要坚持进取性。进取性是对纪检监察干部的基本要求。我觉得必须把握两点:一是要有政治敏锐性。对中央、市、区各级党委政府及省、市、区业务主管部门党组纪检组出台的有关方针、政策和规定要及时了解掌握,领会其精神实质,结合本单位实际贯彻落实。特别是对重要精神要学深学透,深刻理解,统领思想,使纪检监察工作更贴近中心,贴近实际,服务大局。二是增强工作的敏锐性。要善于按照上级要求、领导的意图,结合本单位实际创造性地做好工作,要善于观察问题、思考问题、解决问题,以推动各项工作向前发展。

  三是要坚持灵活性。坚持灵活性,就是要讲究方式方法。针对当前部门工作的特点和规律,有的放矢地开展工作,不断提高纪检监察工作实效。把是否有利于党的路线、方针、政策和决策的贯彻落实,把是否有利于维护党、国家、人民的利益,把是否有利于党纪国法的维护作为衡量纪检监察工作的标准。紧紧围绕派驻部门工作和干部队伍建设实际,有针对性地开展工作,采取有效措施抓好教育、管理、监督,落实好责任,防患于未然。

 要做好两个表率:

  一是做好勤政的表率。勤政是一名公务员、一名共产党员、一名纪检组长的基本要求,也是起码的要求。勤政的主要内容包括各种纪律和工作作风,作为一名纪检组长如果自己不以身作则遵守好上下班、财务、四条禁令等纪律,工作作风马马虎虎、敷衍了事,就没有影响力和号召力,也就很难做好各项工作。只有做到勤政,敬业爱岗,坚持身教重于言教,才能带领团队遵守好各种纪律、做好各项工作。

  二是做好廉洁的表率。俗话说,己不正难正人。廉洁是纪检组长是否称职的主要标准。要做到廉洁,首先要加强党性修养,包括加强政治理论、思想意识、道德品质、工作作风和文化科学知识修养等。其次要严格自律,在思想上,时时做到自重、自省、自警、自励,在行动上做到:管住自己的手,不吃、拿、卡、要、报;管住自己的口,不乱吃喝,不乱说话;管住自己的腿,不该去的地方坚决不去;管住自己的家人和身边的工作人员。

  作为纪检组长,时时刻刻要提醒自己,我是一名“党的忠诚卫士、群众的贴心人”,大家的眼睛都在盯着我,只有解决好认识问题,行动才自觉,才能增强自觉性和责任感,才能够以良好的道德风尚和人格力量影响带动群众,才能担负起重任,当好纪检组长。

 2、职责定位要准,弄明白“为了谁”,时刻牢记执政之要。

  党章和行政监察法赋予纪检监察机关的职责要求纪检监察干部在惩治腐败、优化环境、教育和保护干部、维护群众切身利益等方面贡献力量。这一职责体现了以人为本、执政为民的理念,部门纪检组长弄明白“为了谁”、对于保障派驻部门党员干部践行宗旨发挥着重要作用,提供了有力支撑。

 纪检组组长是一个部门纪检工作的主管,纪检组隶属于区纪委,它受区纪委领导,具体职责概括起来有四点:

  一是监督检查职责。监督、检查驻在部门贯彻执行党的路线、方针、政策和决议情况、遵守国家法律、法规和执行政府决策情况;监督驻在部门党组及其成员。二是组织协调职责。协助驻在部门党组抓好党风廉政建设责任制和反腐败工作,纠正部门不正之风,对党员、干部进行党纪、政纪教育;协助驻在部门党组研究制定本系统预防和治理腐败措施;协同有关部门考察驻在部门干部、党员和下属单位领导班子成员的廉政情况。三是受理群众举报和查办案件职责。群众举报部门党组及其成员违反党纪政纪或存在其他重要问题,纪检组可直接向区纪委领导反映。经区纪委领导批准,纪检组可对部门党组及其成员违反党纪政纪的问题进行初步核实并协助纪委调查。四是完成区纪委和驻在部门党组交办的其他事项。区纪委和驻在部门党组有时会把一些影响驻在部门工作开展的棘手事情,交给纪检组去处理、解决,纪检组要充分发挥职能特点,创造性地完成区纪委和驻在部门党组交办的各项任务。

  部门纪检组长的工作性质从领导关系上看,它受上级纪检部门领导,又受同级党组书记和局长领导;从工作职责上看监督是派驻机构的第一位职责。驻在部门党组和行政领导班子是所属系统党风廉政建设和反腐败工作的责任主体,派驻机构履行协助组织协调的职责。从具体工作环境上看,一方面是区纪委派驻纪检组长,形式上具有相对独立工作的含意,又属同级党组班子成员之一,很大程度上具有领导职位二重性,在工作中,既有工作职责相对专业的一面,又有班子成员相互配合从属的一面。

  因此,如何当好纪检组长,我认为必须明确自己的身份和主业,必须了解自己的工作职责、权限和范围,明确工作的宗旨是“为了谁”,这样才可能确保工作精力对号入座,才能充分发挥纪检组长的作用。

 二、做清楚,就是履职要到位。

  (一) 工作开展要到位,要明确“做什么”,抓好五个重点

  作为派驻纪检监察机构,积极主动地开展工作,主要是抓好五个重点,把纪检监察工作融合到各项工作之中,把党风廉政建设和反腐败的任务落到实处。

  1、要在党风廉政建设、组织协调方面发挥牵头作用

  作为部门纪检组长,既是一个领导职务,更是一份政治责任。不仅要具有强烈的责任心和使命感,更要在党风廉政建设、组织协调方面发挥牵头作用。一要增强主动性。要善于做好协调工作,坚持多请示、多汇报、多请教,主动争取派驻部门党组的支持,既要努力“有为”,用自己的工作实绩实现“有位”,又要及时了解本部门、本单位的中心工作的进展情况和上级纪检监察机关提出的工作要求,主动向单位的党政主要领导和上级纪检检察机关汇报、沟通纪检监察工作情况,积极牵头协调反腐倡廉各项工作和任务。二要增强规范性。在找准工作定位的基础上,既要正确履行监督职责,把党风廉政建设和反腐败工作贯穿整个业务工作始终,又要防止形式主义和工作上的越位、缺位,不是我做过了,而是考虑要做好了。三要增强有效性。通过纪检的协调,切实发挥党组的领导作用,部门的主体作用,群众的参与作用,形成齐抓共管的局面。就纪检业务工作来说,第一位的工作是抓好党风廉政建设责任制的落实,这项工作抓好了,就等于抓住了“牛鼻子”,就能起到提纲挈领的作用,起到事半功倍的效果。从派驻的部门工作实际出发,要把重点放在加快构建重点工程建设保廉体制和机制上,从建章立制着手,以规范从业行为为切入点,以阳光政务建设为重点,积极探索从源头上防治腐败的有效措施和办法。

  2、要在围绕中心、服务大局方面发挥保障作用

  紧贴本系统、本单位以及区委、区政府的中心工作,服从服务于经济建设这个中心,是纪检监察工作任何时候都要唱响的主旋律。作为纪检组长,必须把服务发展作为反腐倡廉工作的首要职能,切实发挥纪检监察工作的服务保障作用(政治保障和纪律保障)。要围绕贯彻落实科学发展观、构建社会主义和谐社会的要求,围绕区委、区政府的工作大局,加强对上级重大部署的监督检查,把纪检监察工作贴近吴兴发展的实际,贯穿整个建设、交通、人防业务工作的始终。通过反腐倡廉工作,维护经济又好又快地发展,营造健康和谐的发展环境。要严格执行党的纪律,确保党的路线、方针、政策的贯彻执行,确保上级部门和区委、区政府的决策部署的贯彻落实。积极推进东部造新城三年行动计划,推动“经济强区、科技新城、生态家园、幸福吴兴”。就纪检论纪检的观念,往往使纪检监察工作局限于干部监督工作这个小范围,必须拓宽视野,联系行业中心工作,联系全区大局,用发展的眼光正视纪检组工作,把全行业的工作纳入到纪检监察中工作之中。如要对相关行业方针政策的执行和落实情况,行政审批,执法监督,项目审批和建设,干部选拔等情况进行监督,做到有行政权力就有监督。这就是平时我们常说的“围绕中心转,服务大局干”。

  3、要在关注民生、联系群众方面发挥带头作用

  作为纪检组长必须把维护人民群众的根本利益作为反腐倡廉工作的重要性内容,努力推进社会主义和谐社会建设,这是个大目标,具体到部门,就要按职责范围内在工作开展过程中,体现为基层乡镇、企业、群众服务好,力所能及解决好困难。要深入基层、面向群众,诚肯虚心地听取群众的呼声和要求,要在一些事关人民群众切身利益的政策和措施出台之前,听取社会各方面的意见,保障人民群众的民主权利。通过设置监督箱、公示举报电话、聘请监督员等要注重群众对部门反腐倡廉工作的评价,另外,要特别关注信访问题,要从群众的投诉反映中体察所在部门工作开展实情,找出与群众利益最直接、最突出且为群众最迫切要求解决的问题,新农村建设、保障房建设等关注人民群众的切身利益,把民生问题作为纪检监察工作的重要内容。要解决损害群众利益的突出问题,把治理损害群众利益的突出问题放在反腐倡廉工作的突出位置。

  4、要在宣传教育、反腐倡廉方面发挥引导作用

  纪检监察工作是教育人、挽救人的工作,它一个很重要的任务就是要加强干部的党纪条规的思想教育,要爱护、保护干部。我们要摒弃纪检监察工作就是找毛病、找纰漏、处理干部的观点,要牢固树立起纪检监察工作是爱护干部、保护干部、培养干部的理念。把保护干部作为纪检工作落脚点。纪检监察工作及时发现和指出干部的苗头性和倾向性的问题,不是为了打击报复,而是为了不断修正干部缺点和错误,促使他们健康成长,使之真正做到干成事、不出事。一要注重教育方法。要坚持和完善已有的学习制度,健全学习体系,改进教育方法,加大对建立健全惩治和预防腐败体系的宣传力度,不断丰富反腐倡廉教育的内容和形式,把宣传正面典型与反面案例教育结合起来,把传统的方法与现代化手段结合起来,把思想理论学习与党纪条规教育结合起来,把重点专题学习教育与经常性学习教育结合起来,把思想教育、纪律教育与社会公德、职业道德、家庭美德教育和法制教育结合起来,,努力使宣传教育工作更具有针对性和实效性。二要树立正反典型。一方面要树立正面典型。对那些洁身自好、清正廉洁、甘于奉献、一身正气的党员干部,要大力宣传其先进事迹,成绩特别突出的要给予一定表彰奖励,着力营造良好的舆论氛围,以推动和促进反腐倡廉工作。另一方面,也要利用一些查处的大案要案和腐败分子等反面典型,特别是同系统、同单位的案例,对广大党员干部进行案例教育和警示教育,以增强党员干部的廉洁自律意识,努力实现良好的教育、警示、震慑效果。三要防微杜渐。要见微知著,明察秋毫,具备敏锐的洞察力,善于从一些细节、一些苗头性、倾向性的问题发现深层次问题,透过现象看本质,及早采取工作措施,防患于未然,牢牢把握工作的主动权。

  5、要在总结经验、开拓创新方面发挥推动作用

  在工作实践中,要勤于思考,善于调研,积极探索党风廉政建设和反腐败工作规律,不断总结新经验,提出新思路,推出新举措,拿出新办法,努力开创纪检监察工作新局面。要把上级的部署同本部门、本单位的实际结合起来,既总结和坚持过去行之有效的好的经验和做法,又根据新形势、新任务的要求,找准解决问题的切入点和工作的着力点,创造性地开展工作,使党风廉政建设与改革发展稳定的各项工作更好地结合起来,努力做到纪检监察工作与社会稳定、单位发展同步考虑、与工程建设领域专项治理同步实施、与建立监督管理的长效机制同步推进。说起来简单,真正要做到确实是要用心、用力的,但这是纪检组长必须发挥的作用。

 (二)工作方法要到位,要明确“怎么做”,处理好五种关系。

  纪检监察工作不是孤立的,而是在同级党委(组)领导下,在上级纪检监察部门领导与指导下、在本级各部门的紧密配合下、在全局同志们的支持下开展工作。从这个意义上讲,纪检监察干部要想履行好职能,必须摆正位置、理顺关系、搞好协调,否则就会遇到阻力,处于孤立状态,影响其工作效果。

  派驻各部门的纪检组长,在履行职责时,需要准确把握职能定位,正确处理好五种关系。

  一是处理好纪检组与被派驻部门党组的关系。纪检组长作为派驻机构成员,编制待遇在派驻部门,担任被派驻部门的党组成员,接受被派驻部门党组的领导,同时又接受区纪委的领导。既要对纪委负责,又要对被派驻部门党组负责,部门纪检工作的开展需要纪检组长主动与党组书记协调沟通,取得党组书记的支持,重大问题需要及时向纪委做好汇报。要多沟通,及时搞好协调,积极争取局党组特别是“一把手”的理解和支持,积极为局长当好参谋。纪检组长应发挥主动性,组织纪检组成员根据上级业务部门和区纪委工作的部署,结合本单位工作实际,提出年度党风廉政建设的意见、纪检监察工作要点和重点工作建议,向单位主要领导汇报,形成主要领导的意图,召开班子会议,形成班子成员的共识,变成全局的工作,由局发文贯彻执行。纪检组长在工作中,要做到“六个主动”:主动向党组传达市纪委及上级纪委的指示精神及工作安排; 主动对驻在部门党组及党组成员进行监督;主动提出本单位反腐倡廉工作的计划和安排,争取党组支持;主动向党组汇报群众信访、本单位在工作中出现的矛盾和问题,为党组分忧解难;主动提出反腐倡廉工作的新路子、新招数,拓宽工作局面;主动承担党组交办的其他事项。

  二是处理好监督检查与部门业务管理工作的关系。纪检组的监督职能主要是通过监督检查来体现的,纪检组长工作方法合适,才能达到“到位”不“越位”、监督检查促发展的目的。一是要主动参与有关业务工作,认真了解学习部门业务工作的相关知识与法规,重点掌握业务工作环节,对容易出现问题的地方,提前介入、关口前移,在本单位党组的支持下,把违法违纪的苗头消灭在萌芽状态。二是熟知业务工作性质,不受单位业务性质的不同,放松监督检查工作。作为纪检组长不论到什么部门,工作职责是一样的,只要爱岗敬业,做好针对性的监督,提高了单位工作效益,转变了工作作风,树立了良好的行业形象,造就了一个“廉洁的政府部门”,同样是发挥了纪检作用。三是要善于发现问题,在日常工作中要采用多种方式发现问题,将自己发现的问题进行认真分析后,进行归类,主动向党组负责人汇报,力求得到班子成员的支持,共同研究,提出解决问题的措施办法,一定要避免监督检查代替管理。

  三是处理党风廉政建设总体部署与部门重点工作的关系。认真贯彻中央、省、市、区委关于党风廉政建设的总体要求,督促部门落实党风廉政建设责任制和《实施纲要》,是纪检组长的日常工作任务。为此,一是要组织部门广大党员干部,深入学习上级反腐倡廉的重要精神,深刻认识建立健全惩治和预防腐败体系的重要意义,使党员干部通过各种形式的学习教育,做到党纪党规入心入脑。二是根据部门工作性质和特点的不同,有针对性的开展好部门的党风廉政建设,形成自己的特色,创造性的落实好班子成员“一岗双责”。三是积极营造行业廉政勤政环境,要按照“为民、务实、清廉”的要求,结合上级党风廉政建设主题教育活动,积极开展有特色、有影响的宣传活动,拓展反腐倡廉教育的效果,营造有利于党员领导干部廉洁从政的道德环境。就建设局而言,正确处理好加快城市建设和加大惩防力度的关系,建立健全教育、制度、监督并重的惩治和预防腐败体系,为行业监管和重点工程建设营造大胆干事、干净干事的良好环境。

  四是处理好监督与协助的关系。纪检组长协助部门党组抓好系统党风廉政建设和反腐败工作,是现行各部门纪检组长的主要职责。为了做好此项工作,一是要把廉政建设制度与业务管理紧密结合起来,纪检组长要先从做好监督的角度,积极发现部门在管理方面容易产生腐败以及存在的问题,提出治理的意见和建议,用加强廉政建设完善管理,建好行之有效的制度,落实廉政建设责任制。二是把廉政建设融入到加强党的先进性建设之中,机关工作人员中,党员占很高的比例,纪检组长还要协助支部扎实开展党员理想信念、党的宗旨、正确的权力观教育,增强支部的战斗力和凝聚力,充分发挥好党员的先锋模范作用。

  五是处理好履行监督职能与自身建设的关系。纪检组长要履行好监督职能,就必须不断提高自身的业务能力和工作水平。一是要努力学习纪检业务知识。对党的方针政策,党纪党规要做到熟知于心,这是自己的看家本领,用学以致用树立可亲、可信、可敬的自身形象。二是做好“风向标”。纪检组长一定要台上台下相一致,提倡什么,反对什么,学习什么,鄙视什么,在什么场合都要鲜明,用实际行动兑现诺言,让党员干部相信“风向标”。三要坚持走群众路线。纪检工作人手少,工作任务繁重,监管工作难以面面俱到,因此,要加强同业务科室的联系,尽可能地参与他们的一些工作,多同群众交流和沟通,听取他们的意见和建议,在参与中服务,在服务中监督,这样既密切了纪检部门同业务部门的关系,又能及时发现不良的苗头、及时加以制止和防御。
