　 XX年上半年妇联信访情况分析

　 2015年1到6月份，**市妇联共接待来信来电来访案件101件。与去年同期96件案件相比增加了%。其中来信2件，来电55件，来访44件。从反映的类型来看，婚姻家庭权益类77件，占到信访总量的%。劳动和社会保障权益类11件，占到信访总量的%，人身权益类有4件，占到信访总量的%。财产权益类有1件，占到信访总量的%。综合类有8件，占到信访总量的%。

　 1、婚姻家庭权益类仍占信访总量的首位。

　 家庭暴力形势严峻。26件，占到婚姻家庭权益类的%。比去年同期15件相比增加了%。集中表现在丈夫对妻子实施家庭暴力。受当前一些社会风气的影响，丈夫在外有外遇的现象日益增多，有的很隐蔽，有的就明目张胆，还有的已经生子过着两个家的生活，有的妻子因为经济上过分依赖丈夫只能忍气吞声，但就这样第三者为了达到合法目的给男方施加压力，丈夫回家就会对妻子百般挑事，妻子一旦表达不满或不同意离婚，丈夫就会对其施加暴力；有的是妻子提出离婚丈夫不同意，在极度焦虑下也会对妻子施以暴力；有的因双方不信任，怀疑妻子不忠，发生语言暴力，甚至上升到肢体暴力；还有一部分因家庭生活琐事，女方语言犀利，男方在语言上占不到便宜便用武力解决；还有一部分男性酒品不好，喝酒过后就会对女方施暴等等，家庭暴力发生的原因多样化，处理此类案件的法律边缘化，使身陷家暴的广大妇女的人身权益得不到很好的保护。

　 离婚投诉仍很突出。24件，占到婚姻家庭权益类的%，占到信访总量的%。比去年同期34相比减少了%。在这些离婚案件中，因丈夫有外遇、遭受家庭暴力、婆媳不和、家庭财产纠纷而提出离婚的居多。其中因遭受家暴和丈夫有外遇而提出离婚的所占比例最大。在离婚投诉的过程中他们反映的问题集中体现在财产分配上、孩子抚养权、抚养费和探视权上。离婚后的夫妻在探视孩子时，拥有抚养权的一方往往不遵守当时协议和法院判决的结果，另一方探视孩子的权利都不到保障。有的双方离异后重新组建了家庭，因为负担的加重和对彼此的怨恨对孩子相互推脱，造成孩子两边都没管，特别是过了十八岁的而且还在上学的孩子，这些孩子一般都需要有关部门多次与其父母调解甚至起诉到法院问题才得以解决。

　 家庭纠纷占有一定的数量。12件，占到婚姻家庭权益类的%。与去年同期14件相比减少了%。突出表现在再婚家庭中。由于再婚家庭人物关系的复杂性，出现的问题相对就复杂得多。有的夫妻离异后，由于种种原因孩子的抚养费两边推塞，孩子的生活费、教育费都不能及时到位；因不能处理好继子女关系而发生冲突，引起家庭纠纷，严重影响夫妻感情，最后导致婚姻的再次危急；再婚夫妻因经济纠纷产生的家庭纠纷更是多见，特别是中年再婚夫妻，儿女已成年，需要大笔资金购房、结婚，这时往往站在自己的角度去处理财产分配问题，替自己的儿女考虑得多，发生争执往往伴随着家暴现象发生。

　 恋爱同居纠纷有上升的趋势。10件，占婚姻家庭权益类的%。比去年同期5件相比增长了50%。随着改革开放的深入，人们观念的改变，未婚同居、未婚先孕、未婚生子现象越来越多。青年、中年、老年都有，由此产生的债务、孩子、赔偿问题。需要特别说明的是有些年轻女子草率与男友同居，怀孕后男方不想负责任，对女方不管不问，通过网恋认识的男方竟然一走了之，女方根本不知道对方的任何信息，对女方的身心造成很大的伤害，维权也变得非常艰难。

　 2、劳动和社会保障权益类数量降低。11件，占婚姻权益类的%。比去年同期8件相比增加了%。突出反映出农村妇代会主任待遇政策的落实、生活困难救助、大病救治、女职工劳动保护等方面。由于资金有限、单位的职能有限和整个大社会的改变，在维护他们权益的时候，更多是指导和协调。

　 3、人身权益类占有一定的数量。一共4件，占到信访总量的%。反映在替人作证被打；替业主上访遭到侵权单位的暴力行为；医疗事故等。这类案件由于身体伤害程度有限，或者是收集证据困难使得他们很难通过司法途径来维护自己的权益。

　 4、综合类维权多元化。8件，占到信访总量的%。法律咨询涉及的范围比较广。有咨询企业退休人员独生子女费用一次性补助政策的，有检举工作人员违法违纪、执法不公的，有要求心理疏导的，有咨询未婚生子户口安置问题等等，上访咨询问题的多样化，反映了维权需求的多元化趋势。

　 一、完善信访工作机制。为进一步提高信访工作实效，市妇联在原有工作的基础上，结合当前的信访发展形势和工作要求，进一步规范并完善了信访人员接访、热线接听、来信来访来电登记、重大信访案件会办、矛盾纠纷排查调处情况统计分析、首问负责及领导接待日、下访约访、网上受理信访案件制度等，坚持主要领导和分管领导轮流接访，每周一次、特殊情况随时接待，权益部全天接待，有力地夯实了信访工作保障。

　 三、开展多渠道宣传。一是做好信访接待。以信访窗口为抓手，把普法作为一项重要内容渗透到信访接待中，做到百问不烦，耐心周到，使上访妇女的上访过程成为排泄心中矛盾纠结的心理疏缓过程和接受法制宣传教育的学习过程。二是利用节日、节点积极开展维权宣传活动。今年“三八”维权周，我们市妇联在连云区举办了“法治港城、家庭先行”宣传主题活动，活动现场举行了文艺演出、法律咨询和有奖法律竞答等系列活动，现场为广大妇女发放《妇女权益保障法》、《婚姻法》、《妇女法律援助服务手册》、《男女平等基本国策宣传手册》、反家暴宣传画等宣传资料2000余份。进一步提高广大妇女自觉守法、遇事找法、解决问题靠法，依法维护广大妇女的合法权益和特殊利益。二是表彰**市首批“娘家人”婚姻家庭矛盾调处示范点。让示范点更好地发挥示范、引领、辐射作用。使婚姻家庭矛盾调解工作在建设平安**、幸福**的伟大实践中贡献更大的力量。三是发挥行风热线作用。在市行风热线联动直播活动中，领导现场接访，帮助群众耐心细致地解答他们的问题并开展法律宣传，发放宣传手册500余册。

　 在各级妇联和相关单位的协调配合、共同努力下，妇女儿童权益受侵害的问题得到较好的解决，有效促进社会的稳定和谐。下一步，我们将继续加大普法宣传力度、完善疏导化解机制，争取妇联信访工作再取新成绩。
