　疫情报告和疫情控制专项检查工作方案

　按照《传染病防治日常卫生监督工作规范》的要求，为进一步加强我县医疗服务市场日常监督，强化对医疗机构传染病防制方面的监督执法，保障人民群众身体健康和生命安全，推动我县传染病疫情报告和疫情控制监督工作的进一步开展，结合我县实际，现制定《2015年响水县传染病疫情报告和疫情控制监督检查专项工作方案》如下：

　一、工作任务：

　1、按照依法防治工作要求，进一步落实传染病防治法律、法规规定的各项措施，建立健全辖区内传染病监督执法工作制度，辖区内传染病防治监督检查覆盖率达100%。

　2、开展对医疗卫生机构的传染病疫情报告、疫情控制措施及消毒隔离制度执行情况进行2次监督检查。

　3、对全县医疗卫生机构、疾病预防控制机构在传染病防治中的违法行为的查处。

　二、检查对象和内容：

　（一）、检查对象：全县所有医疗、疾控、采供血机构。

　（二）、主要内容：传染病疫情登记、报告制度执行情况，特别是登记报告内容、时限、登记名称等符合规定情况。疾控机构对辖区网络直报的传染病疫情信息审核确认，并开展疫情分析、调查与核实情况。建立传染病预检、分诊制度及应急处理预案；二级以上医疗机构设置感染性疾病科；对医疗卫生机构内被病原体污染的场所、物品、污染物以及医疗废物实施消毒或无害化处置等情况。疾控机构开展传染病监测、流行病学调查、控制措施落实情况。

　三、检查依据和时间：

　（一）、检查依据

　《中华人民共和国传染病防治法》、《消毒管理办法》、《传染病防治日常卫生监督工作规范》、《医院感染管理办法》法律、法规、规范和标准等。

　（二）、检查时间

　开展医疗卫生机构传染病疫情报告和疫情控制措施检查，全年两次，上下半年各一次。

　工作要求：

　 （一）卫生监督人员要学习并掌握相关法律、法规、规范标准要求。

　（一）根据传染病疫情报告和疫情控制检查工作方案，加强配合，周密安排，结合全县实际及2014年监督检查存在的突出问题，认真组织实施。强化工作质量管理，实施过程中要加强督导。

　（二）在组织开展传染病传染病疫情报告和疫情控制检查时，要将2014年检查不合格的单位和基层医疗机构作为重点。同时，加大执法力度，对违法行为依法严肃查处。

　（三）对于检查中，发现问题提出整改意见，并及时复查整改意见落实情况，加强与疾控、院感、实验室生物安全等主管部门的沟通协调，及时通报有关情况，提高监管效能。

　（四）、认真做好工作的总结上报。
