  一季度工作小结

 随着经济的发展和城市化进程的加快,县委政府提出了“四城同创”的宏伟目标,其中,创建文明卫生城市的目标与我们环境卫生工作密切相关,这对我们环卫工作又提出了更高的要求。一季度,环卫所针对环卫工作管理中存在的问题及如何进一步强化环卫各项管理工作,从源头抓起,从细节入手,取得了明显成效,现将主要工作情况汇报如下:

  一、抓好日常管理,落实争创实效

 1、实现了清扫保洁全覆盖,真正做到了无卫生死角。

 我们把邺州城区茨泉西路、二街、茨泉酒厂小区、西街等39条背街小巷纳入了常规化的清扫保洁范围,解决了城区道路清扫保洁空档和边角死角的问题。

 2、进行了对城郊结合部积压的生活垃圾和建筑垃圾的整治工作。我们一是对城郊结合部长年积存的生活垃圾进行了彻底清理。二是火车站连接线路边违章乱倒的建筑渣土进行了彻底清理。三是配合城管大队对拆除违章乱搭乱建后残留的垃圾进行跟踪现场清理。四是对整治废品收购站违章占用人行道后残留的垃圾进行了清理。

 3、紧紧围绕城市环境综合整治这项重点工作,加大日常清扫保洁、加大冲洒水频率,做到精细作业,不留空挡,不留死角。坚持每天上午十点至十一点,下午三点至五点,分别对路面进行洒水作业,按照民意我们增加了对朝阳隧道的洒水,以减轻洞子及路面扬尘污染状况。

 4、实现环卫管理责、能、绩、效的有机结合,在细致周到上狠下功夫,三月,我所对全城破损的垃圾桶进行了更换,在城区主要街道的两旁门店配发的500个垃圾桶已经全部到位并投入使用,为市民提供了方便,也促进了街道的保洁效果。

 二、注重长效,进一步健全环卫工作管理机制

 建立长效机制是确保工作质量、提升工作水平的根本保障。一季度,我们将环卫工作纳入制度化、规范化、长效化发展的轨道。一是将城区所有的背街小巷全部纳入了常规化的清扫保洁,杜绝垃圾死角。二是改革清运人员工资制度,实行统一量化任务、按垃圾量核定劳酬价格,对事不对人,任务承包,多劳多得,以钱养事。三是开展了好先进门店、示范路段、先进队集体评选活动,激励了广大职工的积极性和创造性。

 三、大力加强环卫工作宣传力度

 注重宣传,树立典型,以点带面,促进环卫工人整体素质提高。一线保洁工人王大梅被湖北省住建厅评为首届“湖北十佳城管人”、修理工人聂兴茂被恩施州人民政府评为“十佳环卫工人”,成为了我所所有员工的标杆和学习榜样,大大地激发了所有职工爱岗敬业的热情。

 四、开展“学雷锋、巾帼创新业活动”

 深入开展“学雷锋活动月”活动。为进一步弘扬雷锋精神和志愿服务精神,推动文明城市创建工作,继承和发扬雷锋同志爱岗敬业、无私奉献的精神,要求环卫所得每位职工认真履行职责,脚踏实地的干好每一项具体工作,把工作岗位当做学雷锋的大舞台。环卫所投资一万余元,对209国道、建恩路邻城五公里内的河道进行了彻底整治。此次活动,反响强烈,深受市民好评。配合局机关,执法大队,市政园林局去福利院进行慰问、义务清理卫生、为老人服务,让福利院的老人们感受到春天般的温暖。

 五、进行专项治理整治

  随着县城建设步伐的加快,工程建设项目不断增多,建筑垃圾、工程渣土等运输车辆“抛、撒、滴、漏、扬”问题日益突出。为此,我所成立了由李峰任组长的建筑渣土专项治理领导小组,组建了有环卫所渣土办人员、业州城建服务中心人员、综合执法大队人员共同参与的治理工作专班,办公室设在环卫所渣土办,业州城建服务中心人员已经到位。并已经初步制定了《关于业州城区建筑垃圾、渣土专项整治的工作方案》,整治时间为两个月,即4月日——6月30日。分三个阶段进行。目前,正在对业州城区范围内建筑工地,砂场和运输建筑垃圾,工程渣土、建筑材料的车辆进行统计摸底。拟在四月通过宣传车、横幅、网络、电视等媒体进行广泛宣传,让每个相关业主都明白专项整治活动的内容和要求。工作中做到晓知以理、动知以情。督促施工单位自查自纠,并签订承诺书,对拒不按要求执行的单位或个人,我们也将根据《湖北省城市市容和环境卫生管理条例》的相关规定进行惩处。

 六、下一步的工作重点

  我们将继续坚持以科学发展观为统揽,紧密围绕中心工作,深入开展创先争优活动。重点开展好以下几项工作:

  1、加大宣传力度。利用网站、新闻媒体等多种渠道加大城市环境卫生的宣传,同时开展“门前四包责任制”活动、签订门前四包协议书、“建筑垃圾、工程渣土车辆整治”活动,达到改善城市环境的目的,使得深入人心,并得以在广大群众中延续和拓展。

  2、加大硬件设施的投入。对垃圾处理厂二期工程进行申报或者是申报建一个新的垃圾处理场。对化肥厂旁简易的垃圾中转站进行改造,在人民医院院内、星豪广场、县职高等大型单位院内建立新的垃圾中转站,目前,已与各单位初步达成拟建意向协议。

  3、加大环卫作业精细化、规范化。努力打造精品环卫;落实好必要的设备配备、采取常规和专项检查相结合的方式,加大巡查、督查的力度。

 4、加强干部职工队伍建设,特别要加大环卫工人的素质教育力度,全面塑造环卫优质形象,实现环卫事业又快又好发展。
