　在全市农村基层党风廉政建设会上的讲话

　这次会议是全市农村基层党风廉政建设工作的阶段性总结交流会，又是抓好下一步工作的促进会、部署会和再动员会。

　　前面听取了各县区和部分市级牵头部门的工作汇报，从汇报的情况看，去年全省农村基层党风廉政建设会议后，各县区党委政府和市级牵头部门高度重视，把农村基层党风廉政建设列入重要议事日程，强化工作措施，加大工作力度，狠抓任务落实，各项工作起步早、进展快、开局良好。大家在汇报中介绍的一些做法，有特色、有新意。各县区、各部门要相互学习，相互借鉴，按照这次会议的要求，结合实际，落实措施，再添动力，再鼓干劲，努力推进全市农村基层党风廉政建设工作再上新台阶。

　　下面，我就前一阶段全市农村基层党风廉政建设情况作一简要总结，对下一步工作讲几点意见。

　　一、我市前一阶段农村基层党风廉政建设工作的简要回顾

　　一是责任明确，任务落实。去年全省农村基层党风廉政建设工作座谈会召开之后，市上及时对贯彻落实会议精神作了安排部署。各县区召开了农村基层党风廉政建设工作会议，制定印发了《关于进一步加强农村基层党风廉政建设工作的实施意见》和《农村基层党风廉政建设任务分工表》。市、县区、乡镇层层建立了联席会议制度和领导包联制度，夯实了责任，明确了具体任务。二是教育全面，培训扎实。各级党组织和纪检监察机关按照分级负责制的原则，把农村基层干部廉政教育纳入党员干部的培训计划，采取各种方法和措施，对乡镇班子成员、村“两委会”成员和基层站所干部进行了培训。截止5月底，共培训村两委会负责人、乡镇站所负责人和村党支部纪检委员8501人，占应培训总人数的86.2%。同时，各县区把教育培训与农村廉政文化建设相结合，开展了形式多样、内容丰富、生动活泼的廉政文化进农村活动，营造了良好的氛围。三是督查有力，涉农政策落实。从去年11月开始，市、县区组织有关部门对各项支农惠农资金使用情况开展了专项检查，从检查情况来看，各项支农惠农资金及时兑现。其中“两免一补”资金2.72亿元，已全部到位。全市“三落实六补贴”资金已兑现5.13亿元。全市共查处截留、挪用、私分、贪污支农惠农资金等违纪问题5件7人，给予党政纪处理3人，警示训诫4人，保证了党和政府支农惠农政策落到实处。四是专项检查不断深入，信访积案清理开始启动。各县区和乡镇普遍对乡村财务管理、涉农收费管理、农村义务教育收费、支农惠农资金监督及执行情况进行了自查和专项检查。截止目前，全市184个乡镇、1701个村的农村财务已得到清理，清理工作中，对发现违纪违规问题进行了及时纠正。启动了对信访积案的清理工作。今年以来，全市纪检监察机关对42件涉及农村基层干部的实名举报线索进行了初核，已初步清理解决2005年以来的信访积案和实名举报392件，维护了群众利益，促进了社会和谐稳定。五是制度逐步健全，“三公开”工作不断规范。目前，全市235个乡镇、2842村全部实行了政务、村务、事务“三公开”，大部分乡镇、村规范了公开的内容，建立了与“三公开”相适应的咨询制度。187个乡镇、2101个村实行了党务公开。城固县在认真总结村务公开工作经验的基础上，结合实际，狠抓了“五个规范”（即内容、程序、时间、形式、管理规范），实现了“一个满意”（即群众满意），做到了“三个延伸”（即在程序上从公开办事结果向事前、事中、事后全过程公开延伸，在时间上从定时公开向随时公开延伸，在范围上由固定点向多点延伸），从而，提高了村务公开的质量，规范了“三公开”的运行机制。六是机制不断创新，责任落实到位。市委、市政府、市纪委下发的《全市2007年党风廉政建设工作要点》、《2007年全市党风廉政建设和反腐败工作目标管理责任一览表》和《全市农村基层党风廉政建设任务分工表》中，将农村基层党风廉政建设工作列入检查考核的内容之中。各县区、各乡镇创新工作方法，完善工作机制，将党风廉政建设责任制向村级延伸，做到横向到边、纵向到底。据统计，全市落实党风廉政建设责任制的村已达2582个，占总数的91.2%；179个乡镇配齐了专职纪委副书记，占总数的76%；2642个村党支部全部配齐了纪检委员。

　　在回顾总结全市农村基层党风廉政建设所取得成绩的同时，我们也要清醒认识到当前我市农村基层党风廉政建设工作还存在一些亟待解决的问题：一是工作发展不平衡。个别县区、乡镇工作进展缓慢，一些牵头部门的工作相对滞后，有的不够深入。二是教育培训任务还未完成。对村两委会负责人的廉洁从政培训和村党支部纪检委员的培训工作，在一些地方还未全面展开，没有完成规定的培训任务。三是两项清理工作不够彻底。一些地方财务清理不够认真，对发现的问题解决措施不够有力，白条现象、审批把关不严和账目不清等问题依然存在，特别是城乡结合部的问题比较突出。由于信访积案的清理工作刚刚起步，群访、缠访、越级上访等问题还未得到很好解决。四是“三公开”不够规范。有的地方还存在着公开项目不全面、公开内容不真实、公开方式不规范等问题，影响了群众监督的效果。五是对各项惠农政策的落实和涉及群众切身利益问题的监督检查不够有力，截留政策、损害农民利益等问题时有发生。这些问题影响了农村基层党风廉政建设的深入有效开展，必须引起各级领导的高度重视，采取有力措施认真加以解决。

　　二、突出重点，狠抓落实，深入推进农村基层党风廉政建设工作

　　1、狠抓工作推进，务求取得实效。中、省《关于加强农村基层党风廉政建设的意见》，是党中央和省委对农村基层党风廉政建设工作作出的全面系统的部署，是当前和今后一个时期加强农村基层党风廉政建设的指导性文件。市委《关于进一步加强农村基层党风廉政建设工作的实施意见》，明确提出了狠抓“一项教育”、开展“两项清理”、推行“三个公开”、落实“四项制度”、坚持“四个结合”、强化“六项检查”的农村基层党风廉政建设的总体思路和工作重点。对此，今后一个时期，各级要按照市委要求，进一步深化认识、总结经验、查找不足，在抓推进、抓深入、抓完善上下功夫，在树典型、求实效上做文章，突出重点，创新思路，狠抓落实。

　　第一，强化廉政教育，狠抓干部培训。加强党风廉政建设教育，是促进农村基层党风廉政建设的基础性工作。各县区要以乡镇领导班子成员、村两委会主要负责人、基层站所负责人、村支部纪检委员为重点，把反腐倡廉教育纳入农村基层党员、干部培训的总体规划，集中进行廉政培训。按照中、省和市上的要求，各县区要在七月底前全面完成培训任务。培训形式可以灵活多样，但一定要注重实效，该集中的人员一定要全员集中培训。教育这个基础搞好了，就可以保护大多数干部，就可以防患于未然，达到干部受教育、农民得实惠、发展见成效的目的。同时，要把基层干部的廉政培训与农村廉政文化建设结合起来，抓住组织部门正在进行的村级组织活动场所建设和“三级联创”等活动的机遇，采取灵活多样的方式，进一步建立和拓展村级廉政文化阵地。

　　第二，围绕热点问题，抓好两项清理。农村财务是农民群众最为关心的敏感问题。清理农村财务，其目的是加强对农村集体资金、资产、资源的管理，规范农村集体收支程序，防止集体资产流失，维护农民群众的切身利益。农村财务清理要逐乡逐村进行，通过财务清理，建立健全村民民主理财制度，切实落实好“村财民理乡监管”和“乡财乡用县监管”两项制度，进一步规范完善农村财务管理。清理农村信访积案，主要是清理2006年以来实名信访件的处理情况，特别是群访、缠访、越级上访等问题的解决情况。刚才，明星同志已对全市农村基层信访积案专项清理排查工作作了具体的安排部署，各县区要按照要求，周密部署，精心组织，认真清理排查。对各乡镇的信访积案和实名举报（包括线索具体、可查性强的举报）要逐件进行清理，限期解决，做到件件有着落、事事有回音。市、县区要加强检查指导，建立领导干部信访接待日制度、下访和包抓案件等制度，下功夫解决矛盾、处理问题、清除隐患，努力完成专项清理任务。要通过农村信访积案的专项清理排查，拓宽农村社情民意表达渠道，规范完善信访件的受理督办制度，建立健全矛盾纠纷的排查调处机制，妥善解决苗头性、倾向性问题，做到早发现、早劝阻、早解决，促进农村和谐稳定。清理农村财务和信访积案这两项工作，是当前农村基层党风廉政建设的重点，问题较多，困难也较大，各级一定要加强领导、夯实责任、集中时间、集中力量，真抓实干，认真清理，绝不能留死角，更不得走过场，务必使清理工作取得实实在在的成效。

　　第三，深化“三个公开”，规范权力运行。实行乡镇政务公开、村务公开和基层站所办事公开制度，是强化群众监督、规范权力运行，密切党群关系，使群众明白、干部清白的“阳光工程”。近年来，我市“三公开”工作推进力度较大，覆盖面广，积累了一些成功的做法和经验，受到中、省的肯定。但是，实事求是的讲，一些地方和单位仍然存在着公开制度不健全、内容不全面、时间不经常，甚至弄虚作假、搞形式主义等突出问题。这些问题严重损害了基层干部乃至党和政府的形象，影响了基层党风廉政建设，激化了社会矛盾，甚至引发干群关系对立，必须引起高度重视。公开是为了让群众监督，不公开、假公开，实质上就是怕群众监督，不愿意让群众监督。因此，实行“三公开”，首要的是领导干部要自觉树立接受监督的意识，胸怀坦荡，干干净净做人，光明磊落干事。其次，要抓紧健全完善“三公开”的各项制度。各县区要针对社会主义新农村建设和农村基层党风廉政建设的新情况、新问题，紧密结合实际，积极研究探索落实和推行“三公开”有效方法和途径，制定实行“三公开”制度的指导性文件规定，把“三公开”工作列入党委、政府的重要议事日程，进一步扩大公开范围，深化公开内容，规范公开形式，落实公开责任，强化监督检查，力求公开内容全面、真实，形式简捷、明了，使“三公开”的程序更规范、形式更多样、工作更经常、群众更满

　意、干部更清白。

　　第四，加强监督检查，防止问题反弹和其它侵害农民利益问题的发生。近年来，党和国家出台了一系列支农惠农政策和改善农民生产生活条件的扶持性措施，这些政策和措施，惠及广大农民群众，关系广大农民群众的切身利益，对新农村建设将产生积极的推动作用。落实好这些政策措施，既是各级党委、政府和各级领导干部的职责所在，也是加强农村基层党风廉政建设、维护农村社会稳定的重要工作。随着社会主义新农村建设的深入推进，今后党和国家还会出台一些新的支农惠农政策，这也需要很好落实。各县区在抓这项工作上，要坚持对国家直接补贴农民的资金和政策实行公示制，加强监督检查，确保各项支农惠农政策不折不扣地落实到基层，落实到农户，绝对不能有丝毫的懈怠。

　　第五，抓典型树样板，推进农村基层党风廉政建设取得新成效。农村基层党风廉政建设涉及面宽、工作量大、任务繁重。因此，我们在推进工作中，一定要讲求方法，拓展思路，创新工作，抓典型、树样板，发挥示范点的引导作用，以点带面，推进农村基层党风廉政建设整体推进。各县区要按照社会主义新农村建设、农村基层组织建设和党风廉政建设的要求与标准，认真选点，精心发现培育一批综合工作、单项工作和“勤廉兼优基层党员干部”的典型，注意选择一些班子战斗力强、经济发展基础好、建设项目较多、辐射带动作用较大的乡镇、村组作为基层党风廉政建设的示范基地，从领导力量、政策落实、基础建设、资金物资等方面予以支持倾斜，引导他们在开展教育培训、健全完善“三公开”制度、抓好专项清理、加强文明村镇建设方面高点起步，抓出成效，做好表率，并及时总结推广好的做法和经验，扩大示范带动作用。要落实包抓工作责任制，各县区委书记、纪委书记和乡镇党委书记都要包抓一个示范点，明确包抓任务，落实包抓措施，定期督促检查、指导工作，不断总结完善，推动示范基地建设。被省、市纪委确定为农村基层党风廉政建设联系点的县区、乡镇和村，要强化工作措施，深化工作内容，创新工作方法，完善制度机制，把工作做深、做细、做实，以更高的标准、更严格的要求，落实好基层党风廉政建设各项任务，逐步使这项工作经常化、制度化、规范化。

　　2、切实加强制度建设，努力推进制度创新。制度带有根本性、全局性、稳定性和长期性。中纪委和中央领导对加强制度建设极为重视，前不久，中央政治局常委、中纪委书记吴官正同志视察汉中时，专门就制度建设进行了调研，并强调指出：要针对反腐倡廉中的新情况、新问题，加强制度建设，把反腐败寓于各项政策措施之中，努力形成用制度管权、用制度管事、用制度管人的有效机制，从源头上防止腐败现象的发生。吴官正同志的重要讲话，充分说明随着反腐倡廉工作的深入推进，新情况、新问题不断出现，制度建设十分重要、十分必要。加强制度建设，一是坚持并完善被实践证明的、行之有效的好制度、好形式、好办法；二是以推动基层民主政治建设、强化基层民主监督、促进基层干部廉洁勤政为目的，积极探索行之有效的具体工作制度和工作方式，建立健全农村基层党风廉政建设的长效机制；三是要强化对制度落实情况的监督检查，坚决执行制度，努力维护制度的严肃性。制度建设不单纯是建立制度、制定规范，更重要的是要抓好落实。从一定意义讲，有制度而不认真贯彻执行比没有制度所产生的后果更加严重。因此，抓农村基层党风廉政建设，一方面要总结农村基层党风廉政建设工作中的好做法、好经验，逐步建立完善那些符合实际、便于操作的好制度。如以村民会议、村民代表会议为主要形式的民主决策制度、“一事一议”制度、村务公开制度，农村基层党员干部承诺制和任职廉政谈话、诫勉谈话、述职述廉制度、农村基层干部任期经济责任审计制度等。另一方面必须认真抓好制度的落实和执行。从实践来看，这些制度具有一定的科学性和可操作性，对规范管理，保障廉政起到重要作用。各级领导干部一定要充分认识到制度建设在农村基层党风廉政建设工作中的重要作用,教育广大农村基层干部提高执行制度的自觉性。要通过抓制度的落实，严格约束和规范农村基层干部的从政行为，维护好农民群众的合法权益，保证中央和省市各项政策规定及改革措施落实到位，使之真正惠及农民群众。

　　3、加强组织领导，完善工作机制。农村基层党风廉政建设是一项长期而艰巨的任务，涉及面广，任务较多，责任重大。各级一定要认真分析形势，切实增强责任感和紧迫感，把此项工作摆上重要位置，进一步加强对农村基层党风廉政建设的组织领导。

　　第一，加强领导，落实责任。中央指出，加强农村基层党风廉政建设，县委是关键，乡镇是基础。只有县区委、乡镇党委真正把农村基层党风廉政建设工作摆上重要议程，切实履行职责，各项工作任务才能得到很好的落实。因此，各县区一定要明确县区、乡镇党委抓农村基层党风廉政建设的具体任务，明确县区委书记、县区长、乡镇党政主要负责人是第一责任人，主要领导要亲自抓，分管领导、特别是纪委书记要具体抓、抓具体，相关部门和纪检监察机关有关业务科室都要各负其责，抓好落实。各县区要按照省、市的要求，制定阶段性工作计划，围绕群众反映的突出问题和薄弱环节，扎扎实实抓责任、抓落实、抓推进。乡镇党委、政府要特别重视加强自身的党风廉政建设和领导作风建设，身教重于言教，以自己的模范行为为村干部做好样子。市、县区都要建立农村基层党风廉政建设绩效考核机制，健全完善县区、乡镇、基层站所和村三级责任网络和责任体系，将县区党委、政府和乡镇抓农村基层党风廉政建设工作的情况纳入年度目标考核，与经济工作一起部署、一起检查、一起考核。

　　第二，强化组织协调，完善工作机制。农村基层党风廉政建设涉及的领域广、部门多，政策性、业务性都很强，必须充分发挥各职能部门的作用。目前，市、县区、乡镇三级都建立了由纪检监察机关和其他党政部门组成的联席会议制度。实践证明，联席会议这种形式，有利于加强对具体工作的组织领导；有利于整合力量，搞好组织协调；有利于成员单位之间及时互通信息，加强工作沟通，相互促进；有利于把农村党风廉政建设任务与本部门业务工作结合起来一起抓，是个好制度。各成员单位要按照《全市农村基层党风廉政建设责任分工表》确定的任务和要求，切实履行职责，强化措施、细化任务、夯实责任，既牵头、又抓落实，既参与、又抓组织协调和督促检查，做到牵头抓总，协作配合，整体推进。各县区要充分发挥联席会议的作用，进一步健全完善工作机制，坚持定期或不定期召开联席会议，听取有关职能部门工作进展情况汇报，及时了解情况，掌握动态，分析研究形势，协调解决重大问题，督促指导工作，组织开展专项检查活动，市县联动、部门参与、协调一致，形成抓好基层党风廉政建设工作的整体合力，促进各自工作任务的顺利完成。

　　第三，切实转变领导作风，求真务实创新思路。农村基层干部的作风，体现着农村基层组织的党风政风。我市开展的以“树正气、讲团结、求突破”为主题的干部思想作风纪律教育整顿活动，取得了明显成效，对于深入推进农村基层党风廉政建设，有着非常重要的促进作用。各级党组织和党员干部一定要巩固发展好教育整顿活动的成果，切实转变作风，求实创新，真正把农村基层党风廉政建设各项任务落到实处。一是真正树立公仆意识，把农民群众当成自己的衣食父母，坚持权为民所用，情为民所系，利为民所谋，急群众之所急、想群众之所想、谋群众之所需，建立和完善为群众服务的机制、制度，真心实意为群众办实事、办好事。二是坚持求真务实，紧密联系实际，创造性地开展工作。切忌浮躁之气、浮夸之风，做表面文章，要深入实际，调查研究，从理论和实际的结合上积极探索加强基层党风廉政建设的新思路、新办法，扎扎实实地抓推进、抓深入、抓落实。三是一定要敢抓真管，认真负责，敢于吃苦，勇于解决棘手问题。只有这样，才能遇到问题不推诿，遇到矛盾不回避，困难面前不低头，以良好的作风和奋发有为的精神状态，努力推动农村基层党风廉政建设不断深入发展。

　　加强农村基层党风廉政建设工作任重道远。上半年已经过去，下半年时间紧、任务重，大家一定要以吴官正同志视察汉中的重要讲话精神为动力，认真贯彻落实省十一次党代会精神和省纪委七次、市纪委二次全会部署的反腐倡廉各项任务，认真进行回头望，全面查漏补缺，切实增强紧迫感和责任感，以求真务实、开拓进取的精神和饱满的工作热情，齐心协力，狠抓落实，确保年初安排的各项工作任务圆满完成。
