　 本文简简要介绍了治理和善治的基本本观点，随后用治理和善治的的理论框架分析了海关制度创创新的成就，粗线条地勾勒了了现代海关制度意识形态层面面的主要特征，从价值层面探探讨了现代海关制度发展的未未来方向。笔者认为，海关制制度变革的已有成就是海关总总署多年来积极进行监管体制制改革和创新的结果，从制度度变迁的路径角度来看，过去去7年海关创新的努力为向现现代海关制度的演进奠定了基基础并预示进一步变迁的方向向。
