 确保圆满完成2005年财政工作任务

 ____在全县财政工作会议上的讲话

  (2005年 5月 日) 同志们:

 现在开会。今天的会议是经县委、县政府研究,决定召开的一次非常重要的会议,会议的主要任务是回顾总结2004年财政工作情况,安排部署2005年工作,认清当前财政工作面临的形势,进一步统一思想,鼓劲加压,为圆满完成财政工作任务打下坚实基础。下面,我讲四个方面的问题:

 一、过去的一年,全县财政工作取得了显著成绩

 一年来,全县各级各有关部门在县委、县政府的正确领导下,按照既定部署,通力合作,狠抓增收节支,深化财税改革,强化财政监督,促进了经济发展和社会进步,也为进一步抓好我县财政工作积累了有益的经验。

 一是提前超额完成了财政收入任务。各级各有关部门认真贯彻执行县委、县政府关于财政工作的思路,依法治税管费,提升收入质量,财政收入进一步保持增长态势,2004年提前3个月超额完成全年任务,全县完成财政总收入24558万元,可比增长32.5%,增速居全市前列,地方一般预算收入完成8560万元,占调整任务的101.3%,可比增长11.7%,国地税和财政部门均超额完成全年收入任务,实现历史性突破。

 二是进一步提高了财政保障能力。根据全县改革、发展和稳定大局的需要,合理调整财政支出结构,确保了工资发放和机构正常运转,较好地保证了维护社会稳定的必要支出,基本保证了全县重点建设项目和重要工作开展的资金需要,我县财政在支持民心工程建设、增加城镇低保对象、企业退休人员、农村优抚人员等社会困难群体生活补助,进行弱势群体帮扶,以及提高机关事业单位职工工资等方面投入了大量资金,取得了明显成效。

 三是进一步深化了财税体制改革。农村税费改革进一步深化,落实了转移支付资金3279万元,降低农业税税率3个百分点,核减农业税1994万元,减幅达43.2%,人均减少39元,亩均减少 29元;圆满完成粮食直补工作,共发放粮食直补资金697万元,涉及全县274个行政村,人均补贴14元。政府采购行为更为规范,采购范围进一步扩大。全年共组织政府采购83次,实际结算550万元,节约资金80万元,节支率13%。集中支付,不断加大票据审核力度,严格执行直接支付工作规则,拒付不合理开支110万元,全年财政专户累计拨款4827万元。

 四是财政监督效果进一步明显。财政、审计、监察等部门协同作战,对行政企事业单位国有资产进行了产权登记、年检、审计,对破产企业的资产处置及安置费发放情况以及乡、村财务进行了全面清理、审计,进一步规范了财务管理秩序。加强对各单位会计基础工作的检查,加大财政票据管理力度,组织落实教育收费 “一费制”,开展落实“收支两条线”规定检查,加大了源头管理力度,有效遏制了执收单位坐收坐支及“三乱”问题。

 以上成绩的取得,是县委、县政府正确领导的结果,是广大财税干部职工戮力同心、努力拚搏的结果,是各级各有关部门高度重视财税工作,积极配合的结果。

 在此,我代表县委、县政府向辛勤工作在财政战线的广大干部职工表示衷心的感谢,向关心、理解和支持财政工作的全县各级各部门以及广大干部群众表示诚挚的谢意!

 二、认清财政工作面临的严峻形势,增强做好财政工作的责任感和紧迫感

 虽然我县财税工作取得了一定的成绩,但是我们更应当看到,当前我县财政经济发展中依然存在一些比较突出的矛盾和问题。财政增收基础不稳固,减收增支因素多,县乡财政困难,政府债务包袱沉重,收支矛盾仍然突出,财政状况还没有得到根本好转。

 (一)收入形势不容乐观

 1、国家宏观调控政策,特别是严控土地、贷款和进口商品关税调整等因素影响,县域经济发展将会受到制约。今年中央实行的最严格的土地政策和稳健的财政货币政策,对我县的项目建设和企业融资发展将带来一定的负面影响,全县经济快速发展的势头也必将会放缓;再加上为适应入世的需要,国家对一些商品进口关税的降低调整,我县的汽车等支柱产业发展将会受到直接影响,产品市场和销售利润将会发生较大变化,从目前实际来看,几家汽车企业的效益下滑趋势已经有所显现。这些均增加了完成财政收入任务的不确定性。所以说,地方可用财力面临较大挑战。

 2、县域缺乏具有较强支撑力的企业群体,财源基础薄弱,致使财政增收缺乏稳固后源。首先是工业布局不尽合理,立县大项目少,六大支柱产业发展不平衡,产品科技含量低,缺乏较强竞争力,工业呈现长城公司一花独秀的局面,如2004年纳税9347万元,占全部税收收入的51.5%。农业结构单一,畜牧业比重偏低,农业生产的只是初级产品,产品品质、附加值较低,仅有的几家龙头企业带动力不强,农业经济对县财政的贡献度很小。

 3、财政收入结构不尽合理,影响地方财力。2004年我们虽然较好地完成了年初确定的目标任务,但县级可用财力增长缓慢,全年财政总收入超收3259万元,而地方一般预算收入仅超收112万元,县级可用财力紧张状况仍未能得到缓解。分税种收入完成不平衡,消费税作为中央级收入,2004年全年完成 1799万元,超收1339万元,而地方收入的其他工商税短收,减少县级可用财力。

 4、出口退税、农业税减免、招商引资和扶助弱势群体税收优惠等政策性减收因素,也给地方收入造成一定影响,初步测算将减少财政收入2000万元左右,加之去年破产企业资产变现等一次性收入比重偏高,因此,完成今年财政收入任务压力不小。

 (二)刚性支出不断增加,进一步加大了财政压力。

 1、财政供养人员多,行政成本高。目前,全县财政供养人员12000多人,特别是一些执法执纪部门,自支人员过多,人员工资、医疗保险、增资政策出台、党政机关运转经费等必保支出,造成资金调度困难。2004年财政支出累计完成2.49亿元,同比增长26.5%,其中:一般预算支出2.35亿元,同比增长27.9%,基金支出1345万元,同比增长5.2%。地方一般预算收入每月入库资金不足以发放当月工资,缺口达500万元。虽然通过积极调度和争取上级资金支持,实现了保工资、保运转,但进一步加剧了资金紧张的状况。从今年1月起,全面落实国办发〔2001〕14号文人均增资百元政策,需1600万元,需要增加5000万税收才能保障。有些单位还要盖办公楼,更换车辆,大都负债而行,县财政面临巨大压力。

 2、社会保障、公共卫生、教育、消化债务、文明生态村建设、市政基础设施建设等专项支出,进一步加大了财政压力。

 2004年,安排税收1.7亿元,县级分成5000万元,农业税3000万元,全县一般预算收入为8000多万元,加上上级补贴、专项转移支付8000多万元,全县可用财力1.7个亿左右,其中人头费1.3个多亿,公用经费1500多万元,只剩不足2000万元,用于各项必备支出。我们过去搞的一些建设成果,基本上是靠欠款和压缩专项支出,可以说建设资金微乎其微。

 目前,县乡财政历史包袱沉重,现在已进入还债高峰期,每年都需要挤出一定的财政收入来偿还历年的债务,县级有效财力将受到极大影响。县乡债务负担达2.08亿元,县财政直接债务负担2647万元(银行贷款395万元、兑付基金会存款向市财政转贷948万元、世行贷款174万元、支出挂账275万元、欠发公教人员剩余津贴855万元),县直有关部门拖欠工程款和借贷款等14707万元,乡镇财政债务负担3468万元。尽管如此,还有教育、卫生、交通、城建等急需的重点公益事业项目“等米下锅”,进一步增加了县财政的困难程度。

 (三)国资监管存在漏洞,财经秩序有待加强,涉财违法违纪现象时有发生,加强监管任务艰巨。

 从2004年审计工作和日常监督检查掌握的情况来看,我县财务管理中存在一些问题尤为值得重视。在国有企业改革改制过程中,还存在着随意处置土地、房产、物资等国有资产的行为和财务收支不符等现象。在一些机关企事业单位还存在随意挪用公款、坐收坐支、截留挪用转移支付资金和专项资金的行为,还存在私设小金库、账外账问题和超范围超限额使用现金、不合规票据入账的问题,有的单位招待费、公务用车以及其它维护运转的费用远远超出正常标准,甚至有的单位不写请示,不打报告随意处置车辆,靠借贷来购置大宗物品等;去年处理的几名领导干部,有部门领导,有股级干部,还有村干部,几乎全是涉财违法违纪行为。

 对粮食系统的清产核资审计发现,各库站均不同程度的存在亏库情况,仅2003年底的统计数字,11个库站亏库金额就高达200多万元。对破产企业财务审计发现,存在个别主管部门领导私吞职工安置费数万元的违法行为和安置费发放过程中不合理开支等问题。对教育系统财务审计发现,教育中心、中学大都存在代收费不入账、自立项目和自定标准乱收费、收费不开票等问题,甚至个别单位有私吞公款现象。

 出现上述问题,说明我们监管还不到位,还有漏洞,还有大量工作要做,尽管我们有多项财经制度约束,但落实的还不够好、不够实,出了问题再亡羊补牢这样后患无穷。所以在2005年伊始,我们开这个会,目的之一就是要从开始就严格标准从制度落实、日常工作就严格起来,务必做到有令即行,有禁则止,坚决避免随意花公家钱、胆大妄为的现象,严防国有资产流失,这也是为了教育和保护干部的需要,为干部健康成长的需要,发现苗头问题,即时处理整改,完善提高,避免酿成大祸,很有必要。尽管我们在多种场合再三强调,但毕竟有少数人仍心存侥幸,人们常说:“手莫伸,伸手必被捉。”全国、省、市相继召开廉政会议,就反腐倡廉、加强财经秩序提出了明确要求,并且加大了惩防力度,这要求我们勿当儿戏,勿敷衍塞责,必须高度重视,认真遵守制度,落实责任,确保政策措施到位,切实解决这些问题。

 对于上述问题,有些是个别单位、个别人私心作怪,弄虚作假,贪污腐败;有些是普遍存在的。有些是历史形成的,也有发展过程中出现的,既有主观原因,也有客观原因。但我县财经领域的主流是好的,大多数干部是禁的起考验的,所以大家应辩证看待。可怕的是我们不能正确对待,今天用大篇幅讲了许多问题,主要就是想引起大家警觉,通过分析问题,照准症结,制定对策,促进财政工作健康运行。

 此外,财政改革运行状况有待加强。我县有些财政改革存在不到位的问题。如在落实“收支两条线”政策方面,对大多数收费项目仍实行“收支挂钩”,收取的资金大部分返还给原收费单位使用。部门预算制度虽已全面推开,但预算不够细化,追加预算较多的问题仍程度不同的存在。实行政府采购制度方面,机制不够健全,管理办法相对滞后,致使政府采购规模小,效益不够明显等等。通过揭露问题、提出对策来促进深化改革,这应作为财政监督当前和今后一个时期的工作重点。要善于运用审计获取的详实资料与改革的目标相比较,衡量改革运行状况,分析存在的问题和差距及其原因,向县委、县政府提交有说服力的审计报告,为领导决策当好参谋。

 总之,我们既要看到取得的成绩,又要看到前进中的各种困难,进一步统一思想,认清形势,增强做好财政工作的信心和决心,增强责任感和紧迫感,作好打硬仗、攻难关的思想准备,发扬迎难而上、不怕吃苦的拼搏精神,全力抓好今后的财政工作。

 三、狠抓增收节支,确保圆满完成财政工作任务目标

 针对当前财政经济工作形势,确定全县今后一段时期财政工作的总体思路是:以邓小平理论和“三个代表”重要思想为指导,认真贯彻落实党的十六届四中、省委六届六次全会、中央、省、市的经济、财政工作会议和县委全会精神,紧紧围绕全面建设小康社会总目标,全面落实科学发展观,狠抓增收节支不放松,进一步深化财政改革,完善公共财政制度,加强财政监管,加大对重点部门、重点专项资金和重点项目的审计监察力度,通过改进和完善工作方法、技术手段,努力提高财政监督工作质量和效率,严防国有资产流失,发挥财政资金最大效益,确保实现“保工资、保运转、保稳定、促发展”的目标,为推进建设“行为规范、运转协调、公正透明、廉洁高效”的法治政府,促进经济和社会全面、协调、可持续的发展做出贡献。

 2005年的财政预算安排已由县人大十二届三次会议批准。

 全县安排财政总收入2.7亿元,一般预算收入9298万元,其中国税部门1.2亿元,地税部门9000万元,代征养老金1250万元,财政部门4858万元。

 2005年按收入计划测算县级可用财力为20209万元,安排当年财政支出20209万元,同比增长18.8%。人员经费安排14167万元,同比增长7.6%,主要是考虑公务员正常滚动增资和全部兑现国办发[2001]14号文增资政策。公用经费安排1691万元,同比15.7%。专项支出安排4351万元,同比增长82.1%,主要是增加了破产企业职工安置费、偿还市政基础设施建设的欠账。

 这样安排,充分考虑到国家宏观政策和我县经济发展情况,进一步提高了税收收入的贡献度,并体现出适当留有余地的原则,基本上能实现保工资、保运转、保重点支出的需要 。

 当前,我县财政经济正在进入一个较快发展的重要时期,各级各部门要增强加快发展的信心。我国自去年起通过实施宏观调控,扩大内需、调整经济结构,经济自主增长能力进一步增强,国民经济进入了新一轮增长周期。我县以积极的、有作为的态度,落实国家宏观调控政策,抓住经济结构调整这条主线,注重扶持民营经济发展壮大,大力抓好项目建设和招商引资工作,将有力地促进经济更快更好发展。同时,随着国家缓解县乡财政困难的“三奖一补”政策出台,我县财政困难的局面有望得到缓解。预计2005年及今后一个时期,全县财政经济将继续保持良好态势。在今后工作中应把握好以下几点:

 (一)加强组织收入工作

 收入是财政工作的重中之重。要把千方百计促增收作为一项重点工作抓紧抓好。

 一是要强化税源调查。建立税源台账,及时掌握税源发展动态,特别要抓好县域内六大支柱行业和长城、大等重点企业的调查工作,对企业的发展进行跟踪问效,扫除征收死角,提高税收征缴率和入库率。要强化收入分析,及时掌握本县和周边县市的税收收入进度,做好数据的分析和比较。特别要注重经济发展数据与税收收入增长不同步,甚至出现较大反差的状况,加强调研,查找原因,及时堵塞税款征收漏洞。

 二是要加强税收征管。要坚持依法治税,财政、国税、地税等相关部门要搞好协作配合,严格控制税收减免政策,全面清缴各种欠税。要强化监管机制,坚持以查促管,加大对偷税、逃税、漏税的打击力度。要继续完善纳税申报制度,严格退税审批程序,最大限度地避免税收流失。要加强行政性收费和政府基金的征收管理,完善国有资源(资产)有偿使用收入、国有资本经营收益和罚没物品拍卖收入等管理办法,严格按规定纳入预算,实行规范化管理。

 还要注意做好以下几项纯地方可用税种的征收:1、今年要继续按照上级部署做好农业税征收和减免工作,特别要注意深挖税收潜力,加强对耕地占用税、契税的征收,据了解这“两税”在大中城市和周边县市已成为常规税种纳入收入计划,目前在我县还是税收工作的薄弱点。据初步测算尚有 近千万元的潜力可挖掘,并且这全是地方财力。县委、县政府将其作为今年的一项硬性工作已做出安排,希望各有关部门要和县里统一思想认识,提起高度重视,认真对待,按照县里部署,制定工作方案,做好宣传发动工作,开展好摸底调查和数据测算,明确任务,落实责任,确保足额征收到位。

 2、要抓好零散税的征收,3月初县里已安排部署了此项工作,下发了征收通知,今年县里研究实行全额返还政策用以缓解乡镇财政困难,各乡镇要利用好优惠政策,抓住机遇,强化依法征管举措,要注意严格遵守纪律,只能按标准任务收,不能多收,坚决禁止违法施政,要力争完成任务,尽而增加自己可用财力。

 三是要进一步改善和优化财政收入结构。税务部门还要强化服务地方经济的意识,努力增加税收收入占财政收入的比重,逐步降低非税收入的比重,强化地方财政收入中主体支撑税种的征收,使财政增收与可用财力增长同步,尽可能的增加地方可用财力,为地方多做贡献。

 四是广辟收入渠道。要建立项目库,多跑善争,借力发展。目前,专项资金主要集中在部、省两级,谁的项目好,谁的环境好,谁的力度大,谁就能够争取到专项资金。在这方面,财政部门做得很好,上下关系密切,争取的资金一年比一年多,弥补了我县经济建设、社会事业发展资金的不足。各部门要彻底摒弃等靠要的思想,特别是农林、水利、交通等部门,要加大跑部进厅工作力度,及时掌握部、省的专项资金投向信息,结合实际谋划好项目,沟通好感情,积极争取上级资金支持,增强地方财政调控能力,争取每年都能为老百姓办成几件看得见、感受到的大事、实事,体现执政为民。

 (二)严格控制支出

 我县目前整体财政实力还较弱,基本上属于“吃饭”财政,人均水平处于全市中下游,同时,支持改革、促进发展、维护稳定需要大量的财政投入,财政支出压力会越来越大,收支矛盾紧张的状况将长期存在,短期内难以缓解。因此,全县各级各部门要继续认真贯彻节俭理财的思想,强化依法理财,深化财政改革,规范财务管理秩序,量入为出,量力而行,用改革的办法解决发展中的问题。重点要做好以下几项工作:

 一是深化部门预算改革,整合财力办大事。要建立和完善财政支出标准体系,硬化预算约束,禁止部门追加经常化。要按照公共财政要求,调整优化支出结构,区别轻重缓急,合理安排支出顺序。各部门要进一步规范收支行为,搞基建、大项购置等必须报县政府研究决定。要大力压缩行政事业经费,严格控制行政事业单位建办公楼,大力压减会议费、招待费、差旅费等一般性支出,遏制花钱相互攀比、办事铺张浪费等不良风气。要继续深化“收支两条线”管理改革,通过编制财政综合预算,逐步将预算外资金纳入预算管理,加大对行政事业收费和罚没收入的管理力度,对于违反“收支两条线”规定、设立“小金库”的,要严肃查处,维护财经制度的严肃性。

 去年有几个部门写请示,要求减免政府调控金,追加经费。考虑到全县财政形势严峻性和财经制度的严肃性,经政府研究没有批准,希望这些部门能够正确认识。今天我向大家说明,今后除预算安排的经费,如没有重大紧急情况,其它的一律不予考虑。刚才,我已讲到县里没有多少可用财力,所以各部门不要总抱有这种思想,不要把眼光只盯在县里这个层次上,而要把视野放宽,放到向上级向国家、省、市争取资金上。

 二是深化集中支付改革,发挥资金使用效益。逐步建立健全国库单一账户体系,扩大范围,向乡镇延伸。在大宗购置和专项支出上,全面实行政府采购制度。要抓规范、上规模、强监管,凡属政府采购目录规定范围内的一切采购商品,必须通过县财政局采购办办理。要提高采购质量,降低采购成本。要严格预算约束,控制随意追加预算问题,通过严格程序,严格审查,规范报批,防止部门间相互攀比和追加预算经常化。

 三是大力推进乡镇财政管理方式改革,促进基层执政能力建设。全市财政会议已明确指出,对经济欠发达、财政收入规模小的乡镇,实行由县财政统一管理其财政收支的办法;对一般乡镇,原则上都要大力推行“乡财县管”财政管理方式,在保持乡镇资金所有权和使用权不变、财务审批不变的前提下,采取“预算共编、账户统设、集中收付、采购统办、票据统管”等管理方式。这是趋势,我们要有思想准备。去年年底,针对乡村财务问题,财政局已发文做出明确规定,在全县要深入实施村财乡管制度,各乡镇要积极负责的开展好此项工作,为深化改革打好基础。

 此外,要通过深化财政体制改革,积极争取国家优惠政策。省政府在今年初下发通知中规定,市对县的激励性财政体制(四税收入超收全返)延长至2007年,在此基础上,财政等有关部门要研究新情况、新问题,不断完善这一体制。还要根据财政部确定的“三奖一补”政策,全面、真实、准确地核实财政供养人数、基本支出标准、可支配财力等相关基础数据,积极做好申报工作,力争获取补贴资格。

 (三)加强财政监管

 深化财政监督改革,化解财政风险。财政监督要跟着政策走,跟着改革走,跟着资金走。要实行全过程监督,将监督延伸到预算编制、收入解缴、资金拨付、使用管理等各个环节。

 加强国有资产管理。县政府已制定了《关于行政企事业单位国有资产管理暂行办法》,要求各行政企事业单位建立资产台账,健全领导机制,明确资产管理责任。任何单位和个人无权对行政企事业单位国有资产擅自进行处置,比如更换汽车,出售房产等大件物品,单位负责人不能擅打主意,自作主张。如确需处置的,要严格按规定程序,报县政府审批。这是纪律,也是一名领导干部最基本的素质要求。这里说明一点,再发现违反规定私自处置国有资产的,决不姑息迁就,纪检监察等有关部门要严肃查处,并追究有关人员的责任。

 加强财务管理。县政府出台了《关于加强党政机关事业单位财务管理的暂行规定》,各单位要严格按照文件精神,抓好落实。把本单位收支全部纳入财会机构统一管理,其中:各项收费罚款、上级部门拨入的专项经费、有关单位交纳的抵押金、保证金等必须按规定交入财政专户。内部职能科室不准经管财务。各单位要结合县里的规定,建立健全《财务管理制度》和《内部控制制度》,强化内部会计监督。各级各部门负责同志和财会人员要珍视自己的岗位,认真遵守制度,不要辜负组织的信任,要用制度约束自己和他人,当好家理好财,做国有资产的捍卫者,这是高压线不能碰。

 大力推进政务公开。各部门、各乡镇要不断完善制度和措施,进一步把政务公开落到实处。各级各部门办理行政事项,要以公开为原则,能够公开的都要向社会公开。要通过推进政务公开,提高政府工作的透明度,保障人民群众对政府工作的知情权、参与权和监督权,使政府与人民群众和社会各界的沟通更加通畅。推进政务公开,要从人民群众普遍关心和涉及人民群众切身利益的问题入手。学校、医院和供电、供水、供热、环保、城建等与群众利益密切相关的公共部门和单位,要全面推行办事公开制度,向群众公开服务承诺、收费项目和标准。特别要严格规范各类学校的收费,义务教育阶段公办学校要全面实行“一费制”,坚决制止重点学校与招生挂钩的乱收费。要严格管理药品价格和医疗检查收费,切实解决群众上学难、上学贵和看病难、看病贵的问题,解决医药购销中的不正之风。

 下决心控编减员。财政、人劳、编制等有关部门要加强对财政供给人员经费的核查工作,坚决控制财政供养人员数量。前不久,中央、省、市相继召开关于严控编制的会议,特别是1月份,中央为深化农村税费改革,出台了对乡镇编制的清理文件,对严格编制提出了更加明确的态度。全省3年内要压减20万在编人员,市里下达我县压减1300名财政供养人员,县里已经研究,正按计划推进,希望各级各部门高度重视此项工作,提前做出安排。

 今天,再次强调,对未经县政府研究同意,擅自进人、超编进人,以及采用不正当手段将差额单位人员调入全额单位的,坚决停止对所调人员的财政供给,并将所调人员退回原单位。特别是教育系统作为一个大系统,在编的6500多人,包括退休在内达7500多人,占全县财政开支的67%,更应加强对人员的管理。据掌握的情况看,目前教育系统在编不在岗现象还尤为值得注意,有的人事关系在教育系统,开一份工资,而人却在另一个单位又开一份,尽管有的把工资拿出全部或部分交关系所在学校或中心,但毕竟占了全县的财政供养人员编制,学校或中心暗箱操作,小范围得利,属于变相套取财政资金的行为,对此,教育系统必须在加强监控基础上,进一步加大清理整治力度,教育引导基层单位杜绝此类现象。各级各有关单位要树立大局意识、政治意识,进一步规范对行政事业单位人员经费管理,切实加强对人员变动情况的监控,堵塞支出漏洞。

 认真对待债权债务。上面已讲到,目前我县各级负债非常沉重。去年,县里就给有关部门打招呼,没有经过县政府同意,不得以任何理由新增债务。但是,个别单位还没有提起重视,还在试图向金融部门申请贷款或其他形式的借款。今天,我再次重申,全县各级行政事业单位要控制新债的发生,不准擅自向金融部门贷款,向其他单位和个人借款、集资。这是纪律,必须遵守。对有令不行,擅自举债的,一切后果由举债人自行承担,并且还要对有关人员给予党政纪处分。对历史性债务,要摸清底数,按照“谁借款,谁归还,谁收益,谁还款”的原则,分清责任主体,落实偿债责任。要树立“减债就是政绩”的观念,克服发展靠借钱,政绩靠举债,前人举债,后人还债,新官不理旧债等短期行为。每年要从机动财力中安排一定的资金,建立偿债准备金,逐步消化债务。要加强监督,强化管理,严格控制新增债务,不能不顾财政承受能力,盲目举债,增加财政风险。在这方面,财政、审计等有关部门,要给政府出主意,当参谋,想办法,解难题。

 四、强化监管举措,确保财政工作健康运行

 明确监督责任,增强监督合力。财政部门要发挥牵头抓总作用,协调审计、税务、监察等行政执法部门做好监督工作。财政部门主要负责抓好对预算编制的审核监督和对预算执行过程的重点监督;税务部门主要负责抓好对纳税义务人执行税法、履行纳税义务的行为进行监督;监察、审计部门要敢于坚持原则,严格执纪执法,切实加强对行政机关运用权力、履行职责情况的监督检查。监察部门要加强廉政监察、执法监察和效能监察,促进政府工作人员廉洁从政,保证政令畅通,同时,做好收支两条线情况的监督检查和对涉财违法违纪行为的查处。审计部门要加强对各部门和乡镇财政预算执行和收支、政府投资和国有资产的监管,及时发现问题,报告情况。各级各部门都要积极配合监察、审计等监督机关依法履行职责,自觉接受监督,切实改进工作。各部门及其所属单位主要负责抓好对本部门和本单位内部监督制度执行和财务收支行为的监督,并对财政资金管理使用的规范性、安全性和效益性负直接监督责任。

 改进监督形式,提高监督效果。随着部门预算、国库集中支付和政策采购制度改革的不断推进,财政收支管理的形式发生了很大变化,财政监督应该适应这种变化而随之调整。一是由局部监督向全面监督转变。财政监督的重点要在以往重收入监督转向收支监督并重,并逐步加大对支出管理的监督。同时,要适应部门预算管理改革,将监督延伸到收支预算编制、收入解缴、资金拨付、使用管理等各个环节。二是由事后监督向事前、事中全过程监督转变。财政监督要把监督的着力点更多地放在财政管理过程中,突出事前预防、事中控制的财政监督特点,通过监督关口前移,尽量把问题解决在萌芽状态。三是由重点监督向日常监督和重点监督相结合转变。在有针对性地开展一些重点监督工作的同时,要坚持不懈地抓好日常监督工作。特别是财政部门要把对各部门收支预算管理的日常监督作为一项重点工作,通过加强对日常管理工作的监督检查,发现问题,提出整改意见,促进财政管理水平的提高。
