　 加强高校基层党组织建设的经验调研

　——中国青年政治学院关于加强制度建设的一些做法和经验

　?党的建设是一项系统工程。从横向看，它包括党的思想建设、组织建设、作风建设、制度建设和反腐倡廉建设。从纵向来看，它包括中央党组织的建设、地方党组织的建设和基层党组织的建设。其中，基层党组织作为构成中国共产党的组织系统最基本的单位和构成细胞，它不仅是党的全部工作和战斗力的基础，还是党在社会基层组织中的战斗堡垒，更是我们党执政的基础。中国共产党过去八十多年的建设和实践表明，党的执政地位能否坚如磐石，党的事业能否蓬勃发展，都与基层党组织这一基础是否健康牢固有着密切的关系。

　?加强党的建设、推动科学发展，重心在基层，基础在基层，活力在基层。而随着社会经济的进一步发展，新的形势、新的要求，对于基层党组织提出了更高的期望。党的十七大报告特别强调了基层党组织建设在党的建设新的伟大工程中所处的基础性地位，要求“全面巩固和发展先进性教育活动成果，着力加强基层党的建设”。

　?在新时期下，如何适应变化了的世情、国情和党情，进一步加强和巩固基层党组织建设工作，使基层党建工作与时代要求紧密联系起来，显得尤为紧迫。针对这些问题，笔者在此就如何加强基层党组织制度建设的一些有关要求进行了初步探讨，并结合中国青年政治学院党委相关制度建设的工作为例，谈了一些做法和经验。

　?一、加强制度建设对于基层党组织建设具有重要意义

　?“党的制度建设”就是指把长期以来党的领导工作中和党内生活中的经验教训加以总结和概括，形成党的成员必须共同遵守的党内法规、条例、规则等党的制度，并狠抓贯彻落实。制度建设的作用在于调节党内关系，指导党内生活，规范领导行为，保证党的事业顺利发展。

　?一般说来，党的制度建设工作具有根本性、强制性和稳定性的特点。首先，党的制度具有根本性。“没有规矩，不成方圆”，制度本身就是一种规范,党的制度在调整党内生活和党内关系时,对有关的职责、权限、权利、义务、程序等,或是作质的界定,或是作量的界定,对于哪些能做,哪些不能做,哪些怎样去做,规定得清清楚楚,使人一目了然；其次,?党的制度具有强制性。制度一经颁布,对每个党员、党的干部都产生强制性、约束力,并有一定的机构保证其实行。无论何时何地,只要违反制度搞不正之风,就会受到批评,情节严重的,还会受到纪律的制裁；再次,?党的制度具有稳定性,从制度制定之后到其修改之前,始终保持其应有的效力,它不会因领导者的更迭而废止,也不会因领导者的看法和注意力的改变而改变,在党的建设中可长期发挥作用。

　?制度建设具有的这些特点，决定了其在基层党建工作中具有不可替代的重要地位。在实践中，只有把基层党组织的思想建设、组织建设、作风建设、反腐倡廉建设与基层党组织的制度建设相结合起来，共同努力，才能实现基层党建工作的整体目标。

　?在新形势新要求下，加强制度建设对于基层党组织建设具有重要意义：

　?第一，在基层党组织的思想建设中，要靠完善的制度来保证它的经常性和它的成果。

　?在党的建设体系中，思想建设和制度建设都具有非常重要的地位，两者相互影响、相互依赖、相互促进。在基层党组织建设中，一方面，思想建设是党组织各项建设的前提条件。没有正确的理论指导，离开了共产主义理想信念，离开了中国特色社会主义的共同理想，党组织的一切建设都无从谈起。如果没有抓好党组织的思想建设，党组织的制度建设也不可能取得成功。另一方面，各级党组织思想上的统一是通过党组织的各项制度来形成和保障的，只有在形成科学的经常性的制度基础上的教育才能落到实处。

　?在基层党建工作中，基层党组织思想建设的成果需要靠完善的制度来保证，基层党组织思想建设的一些做法也需要通过固化的制度来保证它的经常性。没有执行制度的一致性，思想上的统一就是一句空话。可以这么说，加强基层党组织的制度建设就是提升基层党组织思想建设的保障，制度问题不解决,思想作风问题也解决不了。

　?第二，在基层党组织的组织建设中，要靠完善的制度来保证党内民主生活的正常化。

　?对于一级组织来说，制度愈健全，组织也就愈健全。在一定条件下，制度是组织的保护力量，更为重要的是，制度的健全将给组织带来升级和活力，因此健全制度所形成的制度化规范，可能有效的将个人的行动结合起来去承担组织的义务。

　?在基层党组织的组织建设中，由于受到各方面条件因素的制约，以往的制度建设相对比较匮乏，导致了基层党组织工作随意性比较大，党内民主生活不正常，缺乏制度约束，干部队伍发展和建设迟缓，党员的整体素质不高等现象，给党建工作带来了一定的影响。在今后的基层党建工作中，只有依靠完善的制度才能保证党内民主生活的正常化，才能保证党员队伍的素质得到不断提高，确保组织建设的正确、稳定和有效。

　?第三，在基层党组织的作风建设中，要靠完善的制度来扶持党内优良作风，防止和克服不良作风。

　?要有一个好的党风，广大党员、干部的个人素质固然重要，但制度往往起根本作用，是加强党风建设的重要保证。制度严格、科学、合理，有利于在党内形成一个既有集中又有民主，既有纪律又有自由的政治局面，反之，制度不健全或不合理则会造成思想僵化、不求进取、官僚主义等恶疾。

　?在基层党组织工作中，一些党员干部工作方式简单，工作作风散漫，不能够深入群众，经常遭人诟病。而究其根本原因，就在于缺乏制度的规范，没有受到相应的约束。加强制度建设是改进基层党组织的作风建设的依托，将党的优良作风包括民主作风用条文的形式保存下来,流传下去,是行之有效的办法。在基层党组织建设工作中，只有通过不断加强制度建设，用完善的制度来扶持党内优良作风，才能防止和克服各种不良作风的抬头和蔓延。

　?第四，在基层党组织的反腐倡廉工作中，要靠完善的制度来构筑防腐抗变的屏障。

　?“腐败”现象的存在造成人民对执政党和政府权力认同度降低，导致社会主流的价值理念受到冲击，容易诱发政治和精神危机，直接威胁着我们党的执政地位和国家政权。近几年来，在已经查处的腐败案件之中，腐败案件所涉及的人数之多、涉及金额之大、涉及犯罪主体职务之高，令人震惊。如果腐败现象不能得到根除，任其自由发展，那将会进一步危及和破坏国家法律的权威性和有效实施，进一步破坏我国社会主义的经济基础，甚至动摇着我国社会的政治基础，正所谓“腐败不除，亡党亡国”。

　?“治国必先治党，治党务必从严”，从严治党、惩治腐败的关键在于建立一整套便利、管用、有约束力的机制，使党的各级组织对党员、干部实行有效的管理和监督，及时发现矛盾、解决问题，使党的肌体保持健康。在基层党建工作中，反腐制度设计缺漏，监督机制失灵，干部权力过大，约束惩治太弱，是腐败案件频发的根本原因。在新形势和新要求下，要想在基层党组织反腐倡廉工作方面有新的突破，必须要在制度建设上有新的突破。只有不断改革基层党组织防腐败监督机制，建立健全教育、制度、监督三位一体的惩治和预防腐败体系，使制度架构真正形成对权力的监督和制约,才能从根源上去除产生腐败的土壤，在防治腐败中起到标本兼治的深远作用。

　?二、加强基层党组织制度建设的基本要求

　?事物的发展都是有一定规律的，每个事物的发展都要经历一个从无到有、从小到大、由弱到强、由巩固到创新的过程。加强党的制度建设，首先要通过健全的制度章程使得基层党组织在工作中做到有制度可依，有制度可循，以制度保证基层党组织工作的正常运行；其次要认真执行，保证各项制度落到实处，并通过及时的监督和检查，保障党的制度建设不偏离方向；最后还要通过不断完善和创新基层党组织的制度建设，使得规章制度与时代要求紧密相连，保持各项制度的生机和活力，永葆基层党组织的生命力和战斗力。

　?具体说来，在加强基层党组织制度建设工作中应遵循以下一些基本要求：

　?第一，建章立制，使基层党组织有制度可依。

　?我们党在七十多年的发展中积累了丰富的建党经验,有着优良的传统和作风,如何发扬光大,如何持之以恒,很重要的工作就是使之制度化,建立一整套科学严密的组织制度。虽然党的队伍是不断更新的,但是有了健全的科学的制度,就能够保障党在长期斗争中形成的优良作风不断继承发展,代代相传。

　?在党的制度建设工作中，党的制度以党章为根本依据，其内容相当广泛，包括了党员工作生活所涉及的方方面面，对于各级党组织和党员具有普遍的强制力和约束力。在新时期下，对于基层党组织而言，加强制度建设最核心的环节莫过于建立相关制度，如果在党内没有明确的制度，每个党员都不按规矩办事，所谓制度建设不过是空谈而已。因此，加强制度建设的首要任务就是建章立制，使基层党组织的各项工作有据可循、有章可依。只有在制度的保障下，才能保证基层党组织的各项工作不偏离方向，如果没有相关的制度约束，基层党组织建设很难走上规范化的道路。同时，由于在实际工作中，各个基层党组织面对的情况是不同的，因此，各基层党组织在制定规章制度的同时，一定要充分考虑自己的实际情况，因地制宜，不能生搬硬套。

　?第二，认真执行，保证基层党组织的制度落到实处。

　?制定制度的目的是为了执行。如果制定的制度不能得到认真的贯彻执行,或是执行起来弹性很大,那么所谓制度建设不过是一纸空文而已。加强党支部建设,必须保证制度的执行和落到实处。

　?在基层党组织工作中，认真执行和落实基层党组织的各项制度，需要建立和完善严格执行制度的领导体制和工作机制。首先，要把党支部的制度建设和本单位的党建工作一起纳入党委的全局工作之中。党委一把手要对职责范围内的制度建设负总责,重大问题要亲自动手解决；其次，各级党组织要进一步提高制度建设对于党支部建设的重要性、必要性和紧迫性的认识。只有在提高认识的基础上,才能在党务工作中自觉地贯彻执行基本制度。此外,还要利用各种新闻媒体,加大对制度建设的宣传、教育力度,为制度的实施营造良好的舆论环境和社会氛围,并结合支部学习会、民主生活会等活动,向广大党员进行广泛、深入的宣传教育,为保证基层党组织基本制度的实施打下良好的思想基础。最后，要保证基层党组织各项制度的贯彻落实并取得好成效,还要有一套责任明确、目标具体、上下贯通、左右协调的具有可行性和可操作性的配套措施作为保证。在基层党组织建设中，要根据各自的实际情况,制定出具体的实施办法,并完善必要的配套措施。

　?第三，完善监督，加强对基层党组织制度的检查。

　?党的每项制度从最开始的制定到最后的终结，都是一个长期的过程。基层党组织在执行党的制度的同时，为了保证制度不偏离原来的方向，为了保证制度没有半途而废，为了保证制度的落实质量不打折扣，需要及时对制度的落实情况进行监督和检查。

　?首先，在制度实行过程中，基层党组织各领导班子成员要按分工,对职责范围内的制度建设负直接领导责任，形成上级对下级的制度建设负“指导、监督、检查”责任。各党支部要按照“谁主管,谁负责”的原则,认真担负起本支部制度建设的责任。通过层层分解责任目标,把制度实施的各项任务落实到具体人,使每个党务工作者都能明白抓什么、怎样抓,抓不好负什么责任,从而形成主要领导总负责,分管领导各负其责,一级抓一级,一级带一级,层层抓落实的齐抓共管局面。其次，要在党委的统一领导下,依靠党员群众的支持和参与把基层党组织制度建设不断推向深入。要积极探索党员群众监督的有效形式,进一步拓宽群众监督的渠道,完善群众监督机制。最后，为了保证基层党支部制度的实施,各级党委还要对下一级党支部执行制度情况进行认真考核,加强监督检查。在基层党组织制度建设的具体考核中，应该坚持三个结合:支部自我评价与上级组织考核、群众监督相结合,定期考核与平时检查相结合,定量考核与定性考核相结合。依据考核结果,把抓制度实施责任制与党务干部的政绩奖惩、提拔使用、评先创优挂钩。

　?与此同时，在制度实施过程中，为保证制度落到实处，各级纪检监察机关要充分发挥组织、协调作用,协助党委抓好基层党支部制度执行情况的监督检查工作,对于在执行制度方面出现重大失误,不按制度的程序办事,必须追究有关责任人,特别是主要责任人的责任,以防止执行制度流于形式和走过场。

　?第四，审时度势，不断改革创新基层党组织的各项制度。

　?任何事物都是发展变化的，没有一成不变、绝对静止的事物。同样，任何一项制度都是与特定的时期、特定的环境相联系的，没有永恒不变的制度。随着党所面临的历史情况发生了不断的变化，党的各项制度建设也应该进行相应的修订和完善。

　?与时俱进，改革创新，既是新时期社会主义建设最突出的标志，也是推动党的建设不断向前发展、走向新的胜利的法宝。在党建工作中，党的建设要有创新之举，首先要在制度建设环节有所创新。特别是在基层党组织建设工作中，面对各种纷繁复杂的工作局面，更需要我们具备勇于实践、勇于探索、勇于求真的改革创新精神，以开拓创新的眼光修改和制定党的各项制度。当然，党的制度创新有一个前提，就是不能脱离实际。党的制度必须要与基层实际情况相结合，必须依据当时当地的现实情况来探索创新。在探索制度创新的同时要具备科学的精神和长远的眼光，创新制度既不能拘泥于眼前，但也不能脱离现实；既要体现事物发展的客观趋势，也要符合现实需求；既要强调制度的灵活性和创新性，也要保持制度的稳定性和连续性。只有依据一套与时俱进的、不断创新的制度，才能永葆党的制度建设充满旺盛的生机和活力。

　?三、关于加强制度建设的一些做法和经验

　?中国青年政治学院是在中央团校基础上于1985年12月成立的，是共青团中央所属的唯一一所普通高等学校。中国青年政治学院（以下简称“中青院”）作为团中央的直属高校，历来重视党的建设工作。近几年来，学校党委高度重视党建工作，始终坚持“围绕中心抓党建，抓好党建促中心”的思路，坚持把党建工作与培养青年马克思主义者结合起来，全面落实学校的人才培养目标；坚持逐步建立和完善具有中青院特点的党建工作机制，增强各级党组织的创造力、凝聚力和战斗力；坚持从严治党，努力加强党的组织建设、党员队伍建设和党风廉政建设；坚持把服务师生员工摆在更加重要地位，在党建工作实践探索、理论研究和制度建设方面下功夫，积极促进和谐校园建设和学校的可持续发展。在党的思想建设、组织建设、制度建设、作风建设以及和谐校园建设等方面均取得了较好的成绩。

　?在以往的党建工作中，学校党委充分认识到制度建设对于学校党建工作的重要性，针对党建工作中出现的新情况、新问题，就制度建设采取了很多措施。一方面与时俱进、梳理修订原有的规章制度，另一方面探索创新，出台一批新的规章制度，逐步建立起了一套相互衔接、系统配套，务实管用、符合学校实际需要的制度体系。形成了以下一些做法和经验：

　?第一，梳理现有制度，规范工作环节。近几年来，针对高校党建工作出现的新情况、新问题，学校党委依据变化了的形势对原有的党建工作规章制度进行了全面梳理和修订。

　?从2003年至今，校党委先后修订完善了《关于进一步加强和改进基层党组织工作的意见》、《关于加强学院党委、党总支两级中心组理论学习的规定》、《党总支、党支部目标任务管理细则》、《关于加强宣传工作的若干意见》、《对外新闻宣传工作规则》、《关于密切联系群众坚持民主办学的若干措施》、《关于全面推行校务公开工作的意见》、《关于进一步加强统一战线工作的意见》、《关于贯彻落实〈中共中央纪委、教育部、监察部关于加强高等学校反腐倡廉建设的意见〉的决定》等一系列文件，使学校的党建工作更加规范科学、有章可循。

　?同时，为了加强和提高学校党委的集体学习能力，学校将两级理论中心组的学习制度化、规范化，出台了《关于加强学院党委、党总支两级中心组理论学习的规定》，对学习的组织、内容、方式、保障、要求等做出明确规定，要求学习时间有保证，学习内容有安排，学习方式有多样、学习过程有记录，学习效果有考核。在过去的几年中，学校两级理论中心组按照制度认真组织、定期学习，发挥了良好的带头示范作用。

　?2007年初，为了进一步规范党员发展工作，学校党委以出台《组织员工作细则》为契机，召开了党的组织工作研讨会，对学生党员发展、组织员工作中的热点、难点问题进行了深入研讨，进一步规范了组织员管理办法。针对学生党员发展中存在的问题，学校还组织专人对100多名学生党务干部进行了学生党员发展和学生党支部建设等方面的培训，并出台了相关的规章制度，取得了很好的效果。

　?2009年，为了认真贯彻落实第十七次全国高校党建工作会议和北京市2009年高校党建工作会议精神，部署推进学校党建工作，学校党委专门召开了年度的党建工作会议，针对学校党建中存在的有关问题，进行了认真研讨。在党建工作会议上，不仅学习了《第十七次全国高校党建会议和2009年北京高校党建会议相关文件摘录》等有关文件，并对《系（院）党政联席会议制度暂行条例（试行）》（征求意见稿）、《关于进一步加强思想政治理论课教师队伍建设的实施意见》、《中国青年政治学院辅导员队伍建设实施办法》和《中国青年政治学院教学部门党总支负责人工作职责》等4个文件进行了研讨，进一步完善了学校基层党建的制度建设。?

　?第二，落实责任制度，完善工作格局。为了保证制度建设能够落到实处，在制度执行过程中，学校党委高度重视党建工作责任制的落实，进一步完善了主要领导亲自抓、一级抓一级、层层抓落实的党建工作格局，从校党委到基层党支部，从党的工作部门到相关职能部门，分工明确，责任明晰，齐抓共管，形成合力，确保党的各项制度真正落到实处。

　?在党建工作中，校党委领导进一步健全了领导体制，班子7人中，有3人直接负责党建工作——党委书记作为党建工作第一责任人，主持全面工作并主管党建工作；党委副书记、纪委书记负责纪委等工作；党委常委、院长助理协管党建工作；其他领导班子成员相互配合。校党委重视把党建工作放到加快学校科学发展，实现育人目标的大局中整体谋划推进。每年以一个重点工作或主题活动为载体，强化基层党组织的保证监督作用和党员的模范带头作用，使党建工作在服务大局、促进业务、创建和谐、保持稳定等方面发挥积极作用。常委会每年都多次研究党建工作，通过调整组织、完善制度、选配干部、健全队伍、拓展阵地、投入经费等措施推进工作。每年初都单独制定下发党的工作要点，每学期都多次召开党总支书记会议布置推进工作。

　?针对高校工作中不断出现的新问题，学校党委领导班子努力加强民主集中制建设，增进班子团结，改善领导方式。学校健全了集体领导和个人分工负责相结合的决策机制和执行机制，完善了党建工作领导责任制度、党委、行政议事规则、民主生活会制度、领导干部联系基层制度、廉洁自律制度等一系列制度和规定，加强和坚持集体领导。凡属重大事情、涉及全局性问题、干部的推荐任免和奖惩等，充分发扬民主，由集体讨论决定，对集体研究决定的事坚决认真落实。

　?第三，探索制度创新，固化工作经验。为了进一步固化工作经验，创新制度。在每项制度落实之后，学校党委都会仔细检查，及时总结经验，通过认真调研，以党建研究课题立项的形式，深入研究党建工作中出现的新情况、新问题，探索应对形势、解决问题的方法和措施。通过不断探索，学校党委建立了一批既符合党建工作现实需要又适应制度建设长远要求的规章制度：《贯彻落实〈团中央直属机关保持共产党员先进性长效机制〉实施细则》、《组织员工作细则》、《学生党员发展和学生党支部建设工作细则》、《毕业生党员组织关系和组织档案管理办法》、《新闻宣传工作管理办法》、《精神文明建设“五个一工程”申报评选办法》、《关于北京奥运会及其筹备期间接受外国记者采访的意见》等，固化了先进性教育活动的成功经验和基层党建创新探索的成果，使贯彻落实长效机制文件精神工作落到实处。

　?第四，重视廉政建设，健全反腐制度。学校党委历来高度重视廉政建设，为了形成有效的制度，深入开展党纪党规宣传和反腐倡廉教育活动，坚持从严治党，认真落实领导干部廉洁自律的各项规定，制定了《处级以上领导干部廉洁自律细则》、《处级以上领导干部汇报个人事项》、《中国青年政治学院党风廉政建设责任制》、《中国青年政治学院新任职干部廉政谈话制度》、《中国青年政治学院内部审计工作实施办法》和《中国青年政治学院中层领导干部任期经济责任审计实施办法》等规章制度，建立健全了反腐倡廉的领导机制和工作机制。此外，学校党委还通过不断完善党内民主生活会制度、干部述职述廉制度、经济责任审计制度、决策失误责任追究制度等制度体系，不断提高反腐倡廉的工作实效，形成了完善的预防和监督体系。

　?第五，将制度建设与党员先进性教育相结合，建立长效机制。胡锦涛总书记在中国共产党成立85周年纪念大会上指出：“党的先进性建设，必需要坚持党要管党、从严治党，保证党始终具有蓬勃生机和旺盛活力，保持和发展党的先进性，必须坚持加强和改进党的自身建设，保证党永远充满生机和活力”。

　一个组织如果没有一套行之有效的制度，那么组织的运转就会出现问题。如何使党的先进性长久保持下去，除了不断改进、提高和创新外，关键是建立长效机制。在基层党组织建设中，如何建立一套行之有效的保持党的先进性的长效机制，巩固和扩大党的先进性教育成果，是基层党组织面临的一个严峻问题。

　针对这一问题，学校党委以健全先进性建设制度体系为重点，建立教育长效机制，党建工作规范化、科学化水平持续提高。一方面，在党员先进性教育整改提高后续工作中，学校结合整改方案中作出的“梳理修订学院党建规章制度，建立党员教育、党支部活动的长效机制”承诺，对已有的党建工作制度进行全面梳理。先后修订完善了《关于进一步加强和改进基层党组织工作的意见》等一系列文件，使学校的党建工作更加规范科学、有章可循。另一方面，校党委及时总结先进性教育活动的成功经验，以建立党建研究课题的形式，深入研究党建工作中出现的新形势、新问题，不断探索应对形势、解决问题的方法和措施，建立了一批既符合党建工作现实需要又适应制度建设长远要求的规章制度，如《贯彻落实〈团中央直属机关保持共产党员先进性长效机制〉实施细则》等，固化了先进性教育活动的成功经验和基层党建创新探索的成果，使贯彻落实长效机制文件精神工作落到实处。

　?第六，将制度建设贯穿深入学习实践科学发展观活动始终，着力完善制度，切实创新机制。用制度来规范、保障日常工作的有序有效运转，是校党委在科学发展观学习实践活动中达成的共识。从学习实践活动一开始，为解决好发展中的重点问题，学校专门成立了“学校发展思路”、“干部队伍建设”和“体制机制建设”三个专项工作组，分别由校领导牵头，相关院系、部门负责人参加，开展调研，听取意见，征求建议，查找当前影响和制约学校科学发展的主要问题，提出解决问题的思路和办法。

　?其中，“体制机制建设”专项工作组具体负责对学校的制度建设进行梳理和研究。科学发展观学习实践活动开始后，由专项组对校内文件进行了梳理，补充修订、细化完善、登记造册，力求做到凡事有章可依，有据可查。同时，进一步细化了行政教学部门领导职责，理顺了中层党政事务间的关系。通过规范程序、健全制度，学校不断加强体制机制建设。同时，为了进一步发挥教代会、工会在民主办学和科学决策中的作用，学习实践活动结束后，学校进行了广泛调研论证，对《教职工代表大会提案工作暂行规定》进行了完善修订，同时制定了相关配套操作性程序并经教代会通过。在确保校园网“政务平台”及时更新的基础上，学校重新修订了《院务工作规则》，细化完善了《校务公开制度》，规范了校务公开的范围、形式，并正在研究整合制定《党务、政务会议制度》和《“三重一大”制度规定》。此外，为了进一步健全和完善校、系（院、中心）二级管理体制，理顺系（院）党务、政务之间的关系，加强集体领导，学校党委还认真贯彻中央和北京市高校党建工作会议精神，决定试行系（院）党政联席会议制度。

　?在各项规章制度的修改中，学校党委充分结合学校实际，重点突出了党建工作服务教学科研这一中心工作的职责，突出了党建工作“把握方向、凝聚力量、服务成长、提供保障”的作用。
