 工 作 实 施 细 则

 (2011年度)

 为积极贯彻省、市、县民生工程工作会议精神,进一步提高群众对教育民生工程工作的知晓度和满意度,进一步加强对我校教育民生工程工作的管理,认真贯彻落实5月11日全县教育民生工程工作会议精神,确保我乡小学民生工程各项工作任务的按期顺利完成,并达到预定成效。特制定本实施细则。

 一、组织领导。

 为进一步加强对我校民生工程工作的管理,强化工作责任,经学校行政工作会议研究决定,成立“洲头中心小学民生工程工作领导小组”。

 组 长:余素龙

 副组长:宗富洪、李水罗、蔡贤书

 组 员:田先明、柯勇奇、余玉峰、程立根、吴山水、张海桃、高宁波、石军民、龚绍明、叶培荣、吴尔央、司涛波、张松林、周建春、叶靖华、夏金才

 具体分工:

 宗富洪,负责校安工程工作,余玉峰协助;

 李水罗,负责留守儿童之家工程工作,吴山水协助;

 蔡贤书,负责义务教育经费保障工程工作,余玉峰协助;

 余玉峰,负责负责学生资助工程工作,柯勇奇协助;

 田先明,负责四大民生工程的档案管理工作,程立根协助;

 吴山水,负责四大民生工程的信息报送及宣传工作;

 各完小校长具体负责做好本校四大民生工程的各项工作。

 二、实施细则。

 (一)、义务教育经费保障机制改革实施细则

 为确保农村义务教育经费保障机制改革的顺利实施,加强农村中小学资金和财产物资管理,进一步明确职责,提高资金使用效益,促使义务教育持续健康发展,根据《宿松县义务教育经费保障机制改革实施细则,结合我校实际,制定本实施细则。

 1、实施内容

  农村义务教育经费包括教师工资、日常公用经费、校舍维修改造资金和“两免一补”经费。

  2、措施和办法

  (1)健全组织领导机构

  中心小学成立农村义务教育经费保障机制领导小组,校长任组长,书记、副校长任副组长,中小行政人员、各完小校长为组员,并按要求明确岗位职责,制订工作制度,完善相关的制度和规章。

  (2)加大宣传培训力度,采取多种形式向社会进行深入宣传,每学期期初要致学生家长一封信,使党和政府的政策家喻户晓,深入人心。

 (3)规范学校收费行为。学校只能收取作业本费,不搭车收取任何费用,不强迫学生订购报纸刊物,严禁收费办班、补课,学校不代收印制作业校服费、保险费等,但可以协助做好宣传工作,在严格遵循学生或家长自愿的前提下,由新华书店、校服厂、保险公司组织实施。

 (4)强化预算和资金管理

 ①、健全预算编制制度。严格按照“两上两下”的工作程序编制教育部门预算,按照“内容要全、数据要实、安排要细、执行要严”的要求,规范编制年度财务预算,严格按批复的预算用款。合理安排使用资金,确保专款专用,切实提高资金使用效益。

 ②、严格执行中小学公用经费开支范围。严格按公用经费的开支范围使用资金,不用于人员经费、基本建设投资、偿还债务等方面的开支。按学校公用经费总额的5%安排教师培训费,按公用经费总额的10%安排校舍维修费,按公用经费总额的10%安排图书仪器设备购置费,学校业务招待就餐费用不超过公用经费总额的2%。

 3、监督检查

 学校要切实加强资金和财产物资的管理,依照政策法规安排各项收支活动,自觉接受有关部门的监督检查,对因工作不力、措施不到位或挤占、截留、挪用等违规违纪行为的,按照《财政违法行为处罚处分条例》严肃查处,并依法追究相关人员的责任。

 由学校工会牵头,每年至少安排一次检查,检查的主要内容,一是政策法规的贯彻落实,二是管理制度的建立和落实情况,三是资金和财产物资的安排使用,四是危房及其危房工程的改造实施情况。

 (二)、留守儿童之家建设和管理实施细则

 1、指导思想

 以《宿松县2011年农村留守儿童之家建设与管理实施细则》为蓝本,具体落实省委省政府所确定的民生工程的相关精神,关爱留守儿童,建设留守儿童之家,为广大留守儿童健康快乐地成长创造更好的环境和条件,促进社会和谐发展,更好地发挥学校的育人功能。

 2、工作目标:

 (1)、建立留守儿童之家领导机构和工作机构,进一步明确责任和落实任务,制定有关工作措施。

 (2)、进一步健全规章制度。根据学校工作实际,制定留守儿童之家管理制度、留守儿童生活制度、学习制度、安全管理制度和结对帮扶制度等,并按照各项制度要求开展对留守儿童的关爱工作。建立留守儿童档案,对留守儿童变动情况及时进行了调查摸底,登记造册,实行动态管理。

 (3)、进一步完善硬件建设。根据工作需要,为留守儿童之家活动室配备一定数量的图书、报刊和文体器材,能基本满足留守儿童的文化娱乐需求。

 (4)、开展结对帮扶。采取“一对一”、“一对多”等方式,对留守儿童在学习上悉心辅导,生活上热心照顾,适时进行谈心交流。

 (5)、积极开展各种活动,丰富留守儿童生活学习内容,内容既注重品德培养又注重心理疏导。

 3、组织领导

 为认真落实“宿松县2011年农村留守儿童之家建设与管理实施细则”,加强对学校对留守儿童之家工作的管理,充分发挥领导小组、各成员的职能作用,不断改善学校的办家条件,给留守儿童的学习生活提供良好的后勤保障,经研究决定,成立留守儿童之家建设领导小组:

 下设办公室,办公室设在教导处,吴山水同志兼任办公室主任。

 4、实施要求

 (1)、硬件方面

 第一,活动用房不低于40平方米,房舍安全、方便、实用。活动室可单独设立,也可以与校内图书阅览室、多媒体教室、会议室、各类活动室等合并设立。要加强对活动室的布置与装饰,真正形成家的氛围。同时,有不少于100平方米的室外活动场地。第二,配备电视和一定数量的图书、期刊、报纸和文体器材,基本满足留守儿童的学习和娱乐需求。按规划将室内要配备不少于500册图书,或每两个月流动图书不少于100册,10种报刊、20件文体器材,其中围棋、象棋不少于4件。第三,配备电话或电脑等设备,方便留守儿童与父母交流联系;配备基本的课桌、简单的生活应急用品(如开水、雨伞等)。亲情电话必须安装在活动室,要有完整的电话记录。教育局配备的电脑电视也要放入活动室,并真正投入使用,有使用记录。第四,挂标志明显的“留守儿童之家”牌子;有图文并茂、能够反映留守儿童工作情况的宣传栏,内容包括基本情况、工作机构、工作计划行事历、工作制度、活动内容、活动剪影、图片等。另外,还有好的工作环境,内部安全防护到位、周边社会秩序井然,确保安全,确保留守儿童身心健康。

 (2)、软件方面

 ①建立健全机构。主要包括领导机构、工作机构。领导机构要切实担负起领导、管理、督查责任,工作机构要承担各项具体工作任务。

 ②完善管理制度。一是认真制订工作制度、学习制度、教育管护、管理制度、活动制度、心理辅导制度、生活管理制度、亲情电话使用制度、工作考评制度等;二是制度要上墙。

 ③做好工作安排。年初要制订工作计划,明确各项工作任务、要求、措施、责任人,各项教育活动要安排到月、落实到人,年中要有检查整改,年末要进行总结

 ④建立关爱队伍。要通过学习培训、挑选确立一支具有较强社会责任心、具备一定教育管护能力、相对稳定的管理人员和关爱队伍,确保留守儿童安全、健康成长。

 ⑤加强日常管理。学校要确定专人负责,保证活动室正常开放,亲情电话随时通话,电脑电视经常使用,室内活动随时记载。

 ⑥加强培训提高。学习留守儿童之家建设有关文件,熟悉、掌握其软硬件要求、工作内容、考核办法等,不断增强留守儿童之家建设工作的针对性、实效性、创新性。

 ⑦构建关爱网络。成立和完善协调领导小组,建立联系会议制度,多与洲头乡镇政府、村委会联系协调,营造学校、社会、家庭共同关爱留守儿童的环境氛围,实现全覆盖、全关爱。

 ⑧拓展关爱外延。要将留守儿童之家作为学校教育教学工作的一部分,将其各项建设与学生日常教育教学相结合,可将留守儿童之家与学校图书阅览室、科技活动室等结合使用,资源共享,形成合力。

 5、日常管理

 留守儿童之家的日常管理要坚持责任明确、安全第一、严格有序、关爱到位的原则,加强力量配备,明确专门人员,切实加强管理,保证在课余和节假日开放,有计划开展活动。要通过家校联系、心理抚慰、生活关心、学习辅导、结对帮助、亲情电话等方式给予留守儿童关爱。积极争取农村基层组织、群众团体参与留守儿童之家建设和管理。动员组织志愿者队伍与留守儿童之家实行定点、定向、定期挂钩,协助教育管理,尽力提供服务,为农村留守儿童之家开展活动提供帮助和支持,丰富活动内容,扩展活动空间,使农村留守儿童得到更好的关爱。

 6、活动开展

 要充分发挥留守儿童之家作用,针对留守儿童的身心特点,根据实际需要,帮助留守儿童解决日常生活困难,积极探索和开展丰富多彩、生动活泼的教育活动,提高留守儿童的综合素质,着重做好以下几项工作。

 (1)、加强道德品格培育。注意研究和把握留守儿童思想品德形成规律和特点,充分利用各种德育资源,通过开展各种主题德育活动,培育留守儿童的感恩之心、进取之心、文明之心。

 (2)、抓好健康文化熏陶。注重适应和满足留守儿童精神文化生活的需要,开展好快乐活泼、娱情益智的文化活动,通过收看电视、播放少儿影像、读书竞赛、排演节目、书法绘画、兴趣小组、网上学习等活动,对留守儿童寓教于乐、潜移默化,使留守儿童在健康有益的文化活动中情感得到熏陶、精神得到充实、境界得到升华。

 (3)、开展体质体能锻炼。注重关心和增强留守儿童的身体健康,开设防病健身卫生常识讲座。根据不同年龄段和个体特点,科学制定体育锻炼计划,坚持开展体育锻炼活动。组织各类体育运动小组,开展有益身心的兴趣体育,使留守儿童养成体育锻炼的习惯,具备锻炼健身的能力、一定的运动技能和强健的体魄。

 (4)、组织社会实践活动。注重引导和拓展留守儿童与社会接触,开阔眼界、开阔视野、开阔心胸,增长见识、增长知识、增长才干。有计划有目的地组织开展夏令营、冬令营、调查走访、劳动体验、科技探秘、关爱老人、保护环境、公益活动等各类社会实践活动,让留守儿童尽可能地走进自然、走进城市、走进企业、走近名人、走近故事,使留守儿童广泛汲取社会生活的丰富营养,强基固本,茁壮成长。

 (5)、培养独立合作能力。注重培养和增强留守儿童自尊、自信、自立、自律的意识,提升他们善于沟通、和睦相处、团结协作的本领。通过开展“自己的事情自己做”、“困难面前我能行”等活动,培养孩子动手操作能力、独立自理能力、人际交往能力和团结合作能力。

 (6)、进行心理健康疏导。注重了解留守儿童产生的心理问题,针对存在问题,抓好人文关怀,促进心理健康。组建一支心理教育队伍,与留守儿童面对面、心贴心地开展工作。对带有倾向性、易发性、规律性的心理问题,实施重点教育疏导,把解决心理问题与抓好生活关怀结合起来,做到及时发现、正确疏导、悉心矫正、有效化解。

 7、工作要求

 (1)、把“让留守儿童满意,让外出父母放心,让社会舆论认可”作为衡量留守儿童之家建设效果的标准和工作目标。

 (2)、整合资源,形成合力。要动员全社会力量广泛参与留守儿童之家的建设工作,做到人、财、物、智的有效集聚,发挥整体效应。要积极争取妇联、乡政府的支持,广泛发动、精心组织爱心妈妈、青年志愿者,积极投入留守儿童关爱工作,担任留守儿童之家的临时父母、兼职教师和知心朋友。要会同司法部门加强法制教育,维护留守儿童的合法权益,提供相关安全保障,强留守儿童的归属感,广大家长的认同感,社会各界的责任感。

  (三)、农村义务教育阶段家庭困难学生资助工程工作实施细则

 为全面落实上级主管部门各项资助政策,充分保障义务教育阶段家庭困难学生接受义务教育的权利,促进社会和谐发展,现结合我校实际,特制定本实施细则:

 1、资助范围及资助对象

 (1)、资助范围:义务教育阶段在校学生

 (2)、资助对象:孤儿、残疾学生、单亲贫困户家庭子女、家庭受自然灾害或突发性意外事故家庭主要成员、患重大疾病或丧失劳动能力造成生活困难的学生。

 2、申报及审核

 (1)、每学期初,各完小根据实际情况,如实上报符合资助对象的学生家庭详实情况,坚决杜绝瞒报、虚报现象。

 (2)、各完小校长带领符合资助对象的学生以及监护人到中心小学,负责审核人员将资助对象的各项证明材料进行逐一审核,通过严格审核,学校将符合资助对象的学生详实情况在学校网站上进行一周公示,经公示无异议后,再确定最终资助对象。

 (3)、凡资助对象将接受社会各界监督,如发现瞒报虚报现象,中心小学将对该校校长进行严肃处理,并取消虚报对象的资助资格。坚决确保公平、公正、公开的申报原则,学校对社会公布监督举报电话:7560043

 3、资金管理及发放程序

 每学期,学校将收到的资助款和相关的资助用品后,学校负责此项工作人员,将及时通知各受助学校的负责人带领受助学生以及监护人到中心小学领取资助款或资助用品。资助学生或该监护人在受助证上如实填写领款时间、受助金额,并签名。

 4、建立完善的资料档案

 学校严格按照上级主管部门的要求,建立完善的受助学生资料档案,并将受助对象的各项资料整理规范,存放在学校资料室,永久保存,接受各级部门审查和监督。

 5、监督管理及责任追究

 学校对受助资金将进行严格管理,规范操作。凡对克扣、挪用、挤占受助学生款项的相关人员,一经发现,学校将予以严肃查处,触犯法律的要依法追究刑事责任。

 (四)、校安工程工作管理实施细则

  校安工程被列为教育四大民生工程的重点,为确保我乡小学校安工程的顺利实施,切实加强对每一个项目实施过程的管理,有效地促进各项目能按“宿松县2011年实施校安工程‘路线图’及时间表”按时、按质、按量完成任务,经中心小学行政会议和校安工程工作领导小组研究,特制定本细则。

  1、加强工程组织领导,强化管理职责。

  为严把项目工程质量关,我们根据全乡民生工程工作会议精神和《宿松县中小学校舍安全工程管理实施细则》的要求,分别成立了以中小校长为第一责任人的“洲头中心小学校安工程工作领导小组”和 “项目工程建设管理领导小组”,且分工明确,责任到人。

  2、把好项目工程建设基本程序关,严格规范操作。

  按照县《校安工程管理实施细则》的规定,做好项目选址、立项,勘探、设计,规划、报建,招投标和工程监理,工程进度与质量监督,施工安全管理,项目资金管理,竣工验收、决算与审计,资料归档等基本程序的管理工作,严把“五关”,推行“四制”,建立健全工程质量保证体系。

  3、严把工程质量关,严肃工作纪律,实行责任追究制。

  毫无疑问,中心小学是项目实施的主要责任主体,“校安工程工作领导小组”成员的责任已经明确;分项目的“项目工程建设管理领导小组”成员,均以组长为第一责任人,副组长为第二责任人,组员为第三责任人。组长全面负责该项目的各项工作;副组长负责该项目的各项管理工作及工程质量、进度、施工规范、安全等各项工作的监督管理,关键部位的施工、分步验收都必须亲自把关;督察员负责该项目建设基本程序的操作和管理,并负责相关资料的收集和信息报送;工地代表必须在项目开工后常驻工地,负责工程日志的记载、钢筋水泥等材料的进场与抽检送检、混凝土混合砂浆的配比与试块的随机抽样及工程进度等一切具体工作。严明工作纪律,不得收受贿赂徇私舞弊,该项目建设中哪个环节出了问题,一律追究相关责任人的刑事或法律责任。

 4、严格执行县“校安工程路线图”,制定本乡“校安工程路线图”。

 我乡2011年计划项目10个,其中加固项目7个,重建工程3个,还有2010年2个重建项目未竣工和1个县政府安排的“以奖代补资金”项目,共计13个项目。为把对各个项目的管理工作落到实处,在县校安办规定的时间内按时或提前完成各个项目工程建设任务,使管理做到稳步有序,特制定我乡校安工程路线图和时间表。
