危险化学品安全生产百日督查专项行动工作方案

　 危险化学品安全生产百日督查专项行动工作方案

　一、工作目标

　通过危险险化学品安全生产百日督查专专项行动，进一步认真贯彻执执行党和国家的安全生产方针针政策和法律法规，落实安全全监管主体责任，强化安全生生产监督管理，认真组织开展展危险化学品从业单位隐患排排查治理工作，建立健全重大大隐患政府挂牌督办制度和重重大危险源分级监控制度；督督促危险化学品从业单位认真真落实安全生产主体责任，加加大安全投入，强化安全基础础管理，完善安全生产规章制制度，加强员工安全教育培训训，加强隐患排查治理工作，，全面治理隐患；加大对易由由自然灾害引发事故灾难的隐隐患排查治理和除险加固工作作，全面加强应急管理，提高高防范和应对事故灾难的能力力，促进我街道危险化学品安安全生产形势的稳定好转。

　二、督查步骤

　督查工作采采取企业自查与监管部门督查查相结全的方式进行。在企业业全面自查的基础上，监管部部门有重点地进行督查，我街街道将对危险化学品生产、使使用(储存)企业进行全面督督查，督查面达到100％，，督查发现的重大隐患政府挂挂牌督办率达到l00％。

　(一)对各各地督查的重点内容

　1、危危险化学品隐患排查治理工作作部署和开展情况；

　2、危危险化学品从业单位存在的重重大隐患整改及提请政府挂牌牌督办情况；

　3、落实省安安监局《关于规范危险化学品品生产、经营(储存)安全生生产监督检查工作的指导意见见》和日常监督检查情况；

　4、组织开展危险化学品生产产、经营、使用企业和化工企企业安全生产专项整治工作情情况及取得的成效；

　5、指指导危险化学品从业单位加强强安全基础管理工作的具体措措施，组织开展危险化学品从从业单位反“三违”活动，开开展危险化学品生产储存企业业安全标准化工作试点，开展展危险化学品登记，督促企业业建立和落实定期隐患排查治治理工作制度和重大危险源分分级监控制度情况；

　6、落落实《危险化学品建设项目安安全许可实施办法》(国家安安全监管总局令第8号)，严严格危险化学品建设项目安全全许可和试生产备案制度情况况；

　7、周边安全防护距离离不符合要求的危险化学品从从业单位搬迁工作进展情况；；

　8、开展重点易制毒化学学品品种生产、经营情况的专专项检查，完善非药品类易制制毒化学品管理制度的情况；；

　9、开展危险化学品道路路运输专项整治及有关部门落落实危险化学品道路运输监管管职责情况。

　(二)对生产产经营单位督查的重点内容

　1、企业工艺管理、设备管管理、仪表联锁管理等情况；；

　2、企业开、停车，检修修及特殊作业(动火、进入受受限空间等)安全管理情况；；

　3、企业防火、防爆、防防泄漏、防自然灾害引发事故故的措施落实情况；

　4、企企业贯彻执行《安全生产法》》等有关法律法规，落实安全全生产主体责任、健全安全管管理机构、完善各项安全规章章制度、加大安全投入、加强强安全教育培训、组织开展隐隐患排查治理及各项安全管理理制度落实情况；

　5、企业业重大危险源监控和应急救援援预案完善、演练以及和地方方政府衔接等情况；

　6、企企业隐患排查治理、取证企业业取证时做出的整改、限量储储存、空置等承诺的落实情况况：

　7、氯酸钾生产、经营营企业加强氯酸钾流向管理，，建立并落实氯酸钾购买、销销售、登记制度和记录。严禁禁违规销售氯酸钾的情况；

　8、危险化学品发货环节对运运输车辆、人员资质等有关证证件查验、登记情况；

　9、、现场检查内容按照安监总协协调[2008]35号文件件中有关危险化学品企业要求求的内容进行。

　（一）听取汇报，查查阅资料。全面听取所到各单单位关于隐患排查治理及安全全生产工作情况汇报，认真查查阅相关文件、记录和资料。。
