高博,2013年05月23日①②③④?图①?许勇研究员研究成果——西瓜基因组序列图谱?图②?张宏科教授研究成果——一体化标识网络系统?图③?冯仲科教授研究成果——北京三维绿量三维表达效果图?图④?白净教授研究成果——Fibro?Touch?无创肝纤维化诊断系统?自北京市政府令235号《北京市自然科学基金管理办法》(以下简称《管理办法》)颁布以来,北京市自然科学基金制定配套管理办法,优化相关管理规程,发布基金发展规划,完善网络化工作平台,建设廉政风险防控体系,在营造自主创新氛围、孕育创新思想、培养科技创新人才、助推优势学科发展等方面开展了卓有成效的工作,为首都经济社会发展做出了重要贡献,赢得了首都广大科技工作者的广泛赞誉。?坚持“三公原则”,打造基金品牌?2012年,《北京市自然科学基金管理办法》的颁布是北京市自然科学基金多年来探索实践的一个里程碑。《管理办法》为北京市自然科学基金的可持续发展提供了法律保障,也为基础研究提供了法律保障。?《管理办法》不仅从规范制度的角度强化了北京市自然科学基金评审与立项,实施与验收工作的规范性,完善了评审程序和规则,细化了评审与立项程序,更在公告异议制度、复审制度、随机遴选专家等管理机制方面有所突破,为北京市自然科学基金进一步深化科技体制改革,创新管理机制提供了制度保障;同时,也进一步促进和强化了北京市自然科学基金的精细化和信息化管理水平。?注重信息公开,增强基金管理透明度。根据《管理办法》的有关规定,基金资助项目实行公告异议制度,对拟资助项目的基本信息在“北京市科委网站”和“北京市自然科学基金网站”上公布,接受社会监督。《管理办法》明确了项目申请人按相关规定提出复审申请的权利,增加了异议处理程序相关内容,明确了异议处理各方的职责、权利和义务。《管理办法》实施的第一年,北京市自然科学基金委员会办公室(以下简称“北京市基金办”)共收到针对初步审查结果的复审申请17份,针对不资助通知的复审申请4份,公告异议制度的建立,为首都的科研人员搭建了更加公开、公平、公正的科研平台。?加强网络化工作平台建设,提升管理信息化水平。网络化工作平台的建设有力地推进了北京市基金项目评审与管理工作的规范化进程,极大地提高了北京市基金办的工作效率、服务质量和管理水平。网络化工作平台实现了计算机依据学科代码随机遴选评审专家,避免了人为因素的干扰,充分体现了基金公开、公平、公正的原则;将选择评审专家时间由原来的10个工作日缩短到4个小时,大大提高了工作效率;实现了操作的全痕迹管理,以技术手段保障了项目评审的公平和公正。?推进专家库建设,加大投入力度提升工作水平。为了建立一支具有较高学术水平、良好职业道德的评审专家队伍,做好申请项目评审和基金资助项目验收工作,北京市基金办积极推进专家库的整理、扩充和动态管理,目前专家库总人数已达到12000余人。基金专家库为实现科委系统内专家共享提供了有力支撑。?在“科学基金制”和“公开、公平、公正”原则的正确引导下,在《管理办法》等制度体系的有力保障下,北京市自然科学基金事业保持着蓬勃发展的活力,基金资助项目纷纷取得了可喜的成果。?例如,北京市农林科学院许勇研究员承担的基金重大项目“西瓜果实品质形成的基因表达谱与品质改良分子设计研究”,完成了高质量的西瓜全基因组序列图谱,成功破译了西瓜遗传“密码”,研究成果发表在《自然·遗传》上(影响因子35.52),标志着我国在这一领域取得国际领先地位。?解放军总医院叶玲教授承担的基金资助项目“量子点在糖尿病伴发的老年痴呆症分子机理研究中的应用”,研究结果发表在《自然·纳米技术》(影响因子30.306)上,文章下载量已成为该杂志最具影响力论文前5位,其研究结果对新型纳米材料的研发及其在医学活体成像、癌症早期检测、纳米药物传输等方面的临床应用研究具有开拓性意义。?北京交通大学张宏科教授承担的基金资助重点项目“下一代移动互联网理论与关键技术”,在国际上首次设计并实现了完全自主知识产权的基于身份与位置分离的新型移动互联网络体系架构,成功研制出移动互联网的原型实验系统。?2012年已验收的369项基金资助项目,共计发表论文3170篇,其中SCI收录914篇,EI收录699篇;培养硕士研究生1283人,博士研究生560人,博士后58人。在2012年北京市科学技术奖的获奖项目中,有16个项目曾获得过北京市基金资助,其中一等奖6项,二等奖2项,三等奖8项,涉及信息、能源、环境、农业等多个领域。?基金资助项目在首都经济建设和社会发展中发挥了重要作用。例如,北京林业大学冯仲科教授承担的基金资助重点项目“北京地区三维绿量测定及其数字模型与虚拟现实表达”,研究设计出三维绿量测定方案,快速准确的测定并反演北京市三维绿量,为北京市生态功能、环境效益评估提供了详实的数据。?清华大学白净教授承担的北京市基金资助重点项目“新型定量肝组织弹性成像方法研究”,项目建立了不同硬度肝组织的有限元弹性力学模型和声学模型;研究了新型定量肝组织弹性成像方法;研制开发了检测软件、关键部件及功能样机。该功能样机在国家药监局指定的医疗器械检测中心通过了性能和安全验证,并在中日友好医院进行了临床试验,验证了其安全性、可靠性和有效性。临床试验结果表明,该研究成果能为众多慢性肝病患者的肝纤维化诊断提供新型无创诊断工具。?推进管理创新,拉开改革序幕?在深化科技体制改革,坚持创新发展战略的大局中,北京市自然科学基金任重而道远。2013年,北京市自然科学基金在已有工作的基础上,积极开展深入调研,全面推进管理改革工作,从加强青年科技人才的培养、建立多元化基金投入体系、引导科技工作者集中精力、专心致志开展研究工作等多角度出发,启动了一系列管理创新的新举措。?设立青年基金,完善人才战略。人才是自主创新中最根本、最活跃的因素,是建设国家创新体系的重中之重。完善人才发展机制,激发科技人员积极性和创造性是深化科技体制改革的重点任务之一。?北京市科委主任闫傲霜同志在2012年6月23日《科技日报》文章中指出:“要改革政府科技部门支持创新就是选项目的管理理念,把更多精力放在充分发挥人才作用的机制建设上。调动社会力量,围绕重大科技创新战略绘制世界人才地图,采用发现人才、培养人才与引进人才相结合的工作方法,围绕领域找人才、围绕人才建团队、围绕团队聚资源,构建‘人才(团队)—项目—机制’共同关注的科技服务体系”。北京市自然科学基金正是基于这一转变逐步启动完善人才培养体系的战略布局。?北京市自然科学基金一直以来都非常重视基础研究人才及人才团队的培养。从申请项目的审核到评审,从资助项目的实施到验收,北京市自然科学基金一直把项目负责人和团队的培养作为重点予以关注。?2012年完成验收的300余项基金资助项目中,就有3名基金项目负责人获得国家杰出青年的称号,10人被评为新世纪人才,3人获霍英东基金,24人获得北京市科技新星计划支持。?很多科研人员科研事业的起步,很多科研团队的建设和成长,都得益于北京市基金的“第一桶金”。?“北京市自然科学基金的资助金额不算很多,但我的多项重大成果的启动经费都来自于北京市基金。对我来说,北京市自然科学基金就像‘天使基金’一样,给我初期的基础性科研工作提供了极大支持。”中国工程院院士、中国农业大学教授李宁说。自1998年起,李宁向北京市自然科学基金申请了多项生物技术领域的研究项目,并得到资助。李宁介绍说:“北京市自然科学基金对生命科学领域前沿的准确把握、及时立项,直接促进了我后续的研究队伍建设和成长。”?北京市自然科学基金资助的项目负责人里,类似的例子屡见不鲜。?“1999年我申请到北京市自然科学基金资助项目,经费5万元。”北京理工大学管理与经济学院院长魏一鸣教授回忆说:“虽然经费十分有限,但却是我博士后出站后的第一桶金,给了我自主选题从事研究工作的启动经费,给了我能够组建自己科研团队的机会。”如今魏一鸣已经是教育部“长江学者”特聘教授、国家杰出青年科学基金获得者、国务院政府特殊津贴专家。?在基金项目的支持下,在医学、信息、能源、环境、农业等北京市优势特色领域涌现出30余个优秀创新团队。?例如,北京宣武医院神经科学团队目前已形成八大研究团队,包括认知障碍研究团队、神经电生理与脑疾病调控研究团队、神经外科与介入治疗研究团队、功能神经外科治疗研究团队、神经康复研究团队、神经影像学研究团队、血管超声诊断研究团队及神经科学基础研究团队。以陈彪为带头人的“帕金森病的基础与临床研究”团队2006年入选教育部“长江学者与创新团队发展计划”;吉训明、陈凌、蔡艺宁入选教育部“新世纪优秀人才计划”;陈彪、李勇杰入选国家级新世纪百千万人才工程;陈彪、李勇杰、王玉平、宋为群、吉训明、张兰等入选北京市新世纪百千万人才工程;贾建平、凌锋、陈彪、李坤成入选卫生系统领军人才,陈彪入选“科技北京”百名领军人才培养工程。?类似的优秀创新团队层出不穷。如医学领域,中国人民解放军耳鼻咽喉科研究所韩东一教授领衔的创新团队;信息领域,中国科学院自动化研究所田捷研究员领衔的创新团队;建筑节能领域,北京建筑大学王随林教授领衔的创新团队;尤其是生态环境材料领域,北京工业大学左铁镛院士领衔的创新团队,成功地将研究成果用于建材等大宗基础材料行业的节能减排,累计增收节支10亿元以上,取得了良好的社会效益和经济效益,荣获国家科技进步二等奖。这些现今活跃在科研领域的领军人才和创新团队,为首都基础研究科技人才的储备和可持续发展凝聚了力量。?2013年5月初召开的北京市自然科学基金委员会全委会全票通过了设立青年科学基金的决议,把加强对青年科研人员的培养提高到了制度层面,这标志着北京市自然科学基金在创新基金管理工作,转变科技管理理念的路程上迈出了坚实的一步。?将青年科学基金对青年科研人员的资助喻为“雪中送炭”再恰当不过了。设立青年科学基金,为刚刚走上科研道路的青年科研人员提供宝贵的第一桶金,旨在加强对青年科研人员的培养,帮助青年科技人员尽早确立研究方向,培养青年科技人员独立主持研究工作的能力。?设立青年科学基金项目并非北京市自然科学基金资助体系的单纯调整,除了对资助体系的补充和完善,更蕴含着北京市基金为未来发展涵养潜力人才,造就拔尖人才,培育创新团队的深远谋划。可以说,北京市基金已将其着眼点定位于建立高效的基础研究人才培养机制。以资助项目为出发点,以发现和培养人才为落脚点,这正是北京市自然科学基金多年探索和实践后的战略定位。?联合社会力量,共助基础研究。作为地方基金,北京市自然科学基金在争取财政投入的同时,积极探索基金投入体系多元化的新模式,引导社会力量资助基础研究,扩大基金总体规模。?早在2002年,北京市自然科学基金就开始在“政府间资源联合资助科研计划”方面进行有意义的探索。北京市自然科学基金与北京市教育委员会共同设立联合资助项目——“北京市自然科学基金项目暨北京市教委科技发展计划重点项目”,2002年至今共资助项目200余项,投入总经费约1亿元,取得了系列的科研成果。?北京工业大学韩晓东教授2007年申请了北京市自然科学基金项目暨北京市教委科技发展计划重点项目“一维纳米单体材料应变下物理性能与显微结构相关性研究”,并获得资助。在项目的资助下,他组建了微纳技术实验室,开展了一系列创新性研究,并取得了阶段性成果。该项目为韩晓东获得国家杰出青年科学基金、国家自然科学基金重点项目、科技部国家重大基础研究专项等奠定了良好基础。2011年,他指导的博士生论文荣获全国百篇优秀博士论文奖;2012年,他荣获“郭可信”杰出学者奖和教育部特聘教授。他带领的研究团队在国际著名期刊(IF﹥7)发表学术论文20余篇。?北京市教委《政府间资源联合资助科研计划实施效果评价》的调查报告显示,北京市基金与北京市教委的联合资助项目,不仅获得了一批优秀的科研成果,为北京市的经济建设提供了智力支持,同时也培养了一批科研实力雄厚的研究人才。该报告认为,这一联合资助是“高水平科研人才和高水平科研成果、项目的孵化器”。?北京市自然科学基金并未满足于“政府间资源联合资助科研计划”取得的成绩,又进行了更广泛和深入的调研,开始了将企业资金引入基金资助体系的探索。?2013年,北京市基金启动了“北京市自然科学基金—北京市科学技术研究院”基金管理改革试点工作,由北京市自然科学基金与北京市科学技术研究院下属企业按1∶5的比例共同出资,采用科学基金制的运作方式,资助北京地区高等院校、科研院所和企业,更有计划性的强化面向首都重大发展需求的基础研究。?将企业资金引入基金体系是北京市自然科学基金的一次大胆尝试,这一举措,使北京市自然科学基金更加社会化,资助体系更加多元化,为真正实现多元化基金投入体系奠定了坚实的基础。?在今后的工作中,北京市自然科学基金将在总结试点工作经验的基础上进一步制定设立联合基金的标准、条件、合作方式等,为后续面向社会广泛征集基金合作单位做好充分准备,鼓励自然人、法人或者其他组织向北京市自然科学基金捐资,鼓励各方与北京市自然科学基金设立“联合基金”,引导社会资源投入首都基础研究。?5月13日的北京市自然科学基金委员会全体委员会上,委员和顾问们对联合社会力量资助基础研究的改革试点工作一致给予了充分肯定,鼓励自然科学基金积极调动社会资源,面向首都需求和重点发展方向开展联合资助工作。?在北京市自然科学基金扩大基金规模,建设多元化基金投入体系的不懈努力中,我们能够预见北京市自然科学基金的美好未来——从联合政府资金开始,逐步加大改革力度,引导社会资源进入基金体系,最终实现基金的多元化投入。?强化成果对接,探索连续支持。基金资助项目成果对接机制和资助项目连续支持机制的探索也是北京市自然科学基金一直以来工作的着眼点。?北京市自然科学基金非常重视在资助领域方面的前瞻部署,并通过连续性支持,为北京市在若干重点领域实现突破奠定基础。早在1996年,北京市自然科学基金便在项目指南中部署了农业籽种领域的相关研究方向,1997年北京杂交小麦研究中心赵昌平研究员获得北京市基金资助,开始了二系杂交小麦的研究。截至2013年,赵昌平研究员及其研究团队共获得11项市自然科学基金资助。在北京市自然科学基金前期资助的基础上,赵昌平研究员主持了北京市科技计划重点项目北京农业育种基础研究创新平台一期项目“二系杂交小麦理论基础与关键技术研究”,其研究团队主要成员作为课题负责人或骨干参与了项目研究。在北京市基金连续稳定支持和北京市科技计划链条式连续支持下,二系杂交小麦研究取得了重大突破,“中国二系杂交小麦技术体系创建”获2011年北京市科学技术奖一等奖。?在下一步的工作中,北京市基金将进一步加强对基金资助成果追踪和再培育,选择一批具备成长潜力的科研领域进行稳定支持。依据“主动沟通、主动培育、主动输送、主动服务”的工作原则,启动建立“双基金研究成果数据库”(即国家基金与北京市基金数据库),研究基础研究成果与市科技计划对接的沟通机制、信息共享机制、对接方式与工作机制,探索基础研究成果稳定性支持、链条式连续支持的有效途径,推进基础研究成果的价值利用。与此同时,北京市基金将更关注促进创新资源高效配置和综合集成,实现多部门协同创新局面的形成。?基金的生命力,来自于基金项目的科学化、规范化管理,来自于基金制度体系的不断完善,来自于科研管理理念的大胆创新。在总结经验的基础上,北京市自然科学基金将继续建立长效人才培养机制,积极推进基础研究人才培养及团队建设;进一步强化成果对接机制,完善连续资助和衔接机制,提高基金使用效益;加强多元化投入体系建设,引导社会资源投入基础研究,多途径、多角度、分层次推进和深化自然科学基金管理改革,更好地发挥激励创新、服务首都科技的作用!staff
