　第二批党的群众路线教育实践活动开展以来，萨尔阔布乡党委紧紧围绕“为民务实清廉”主题，按照“照镜子、正衣冠、洗洗澡、治治病”总要求，认真学习习近平总书记系列重要讲话特别是兰考重要讲话精神，对照“三严三实”要求，对标焦裕禄、兰辉等先进典型，聚焦“四风”问题，狠挖思想根源，进行深刻反省，现对照检查如下。

　查找出的主要问题

　 对照习近平总书记指出的“四风”问题、中央活动办梳理的问题和省委指出正风肃纪9个方面问题，结合征求到的各方面建议和督导组反馈的意见，乡党委班子认真查找存在的问题和不足，主要反映在以下十一个方面。

　 一、政治上不够坚强的具体表现政治纪律松弛，没有始终保持共产党人的先进性。

　总的看，乡党委班子成员受党培养教育多年，感情深厚、立场坚定，能切实遵守党章和党的政治纪律，但经过认真学习、深入查摆，深刻反思，还存在不少问题。

　 一是班子成员始终同党中央保持高度一致，坚定建设中国特色社会主义的信心。但是一些同志出现了不同程度的思想迷惘，不能正确认识要把执行党的现阶段政策同坚持党的最高理想统一起来的道理，误认为强调以经济建设为中心就不需要坚持共产主义理想信念。表现在行为上不能高标准严格要求自己，缺乏进取精神，事不关己，高高挂起，好事不点头，坏事不摇头。

　 二是乡党委班子成员政治立场坚定，在大是大非面前能够做到信仰不动摇、立场不含糊、方向不迷失，但也存在政治敏锐性不强，认识不深刻的问题。对一些暴力事件没有站在政治的高度去分析、去认识。比如巴楚暴力案、乌鲁木齐七·五骚乱、4.30乌鲁木齐火车南站暴恐案、5.22乌鲁木齐爆炸案等此类恐怖事件，班子成员对恐怖分子令人发指的恶行深恶痛绝并进行了声讨。但没有透过现象看本质，没有意识到这是境内外民族分裂势力相互勾结，利用宗教信仰、民族情况搞渗透破坏活动，妄图分裂祖国、颠覆共产党领导的罪恶阴谋，淡忘了党员身份，在党忧党觉悟不高。这是理论学习不深透、政治敏锐性不强、警惕性不高、敌情观念不够表现。三是爱党护党缺乏主动。对一些邪教组织披着宗教外衣，与党组织争夺阵地、争群众、争影响等缺乏警觉，认为是一些文化水平低、年龄大、无所事事的人没事找事做，对这些人采取的办法都是教育转化，缺乏强有力手段；在工作和生活中，对一些损害党的形象的言行未进行批驳，有时甚至随声附和，有愧于党员的称号。比如，有些同志听到、看到中纪委查处了一大批腐败官员，妄议我们的党如何腐败堕落，西方国家如何民主清廉等。听到这些言论，都一笑了之，没有意识到问题的严重性，没有挺身而出进行驳斥。这是思想麻痹，缺乏在党言党、护党、爱党的表现。对党员干部执行政治纪律讲得多、抓得少,错误认为只要工作抓得好就是好干部，对一些违反纪律的现象和苗头,纠正不力,执纪不严。四是执行民主集中制不自觉。不重视会前酝酿工作，临时通知情况比较普遍，班子成员不了解议题，造成仓促议事。征求意见少，听取意见少，对一些重大问题，没有做到广泛听取群众意见，没有充分征询专业性的建议。主要领导有“一言堂”现象，党委会讨论问题时，有委员发表意见，主要领导当即否定，其他同志也就不再发表不同意见了，阻塞了言路、影响了党内正常生活。决策方式不规范，对按规定需要举手表决或投票表决的内容没有按要求进行表决，而是全部采取委员逐个表态、书记归纳总结决议的方式进行进行表决。认真反思，还是我们思想认识水平不高，缺乏贯彻执行民主集中制的自觉性，没有始终保持立党为公、执政为民的政治本色。五是党建责任制落实有差距。思想认识重视不够。对“抓好党建是本职，不抓党建是失职”的责任认识不深刻，认为经济工作是“硬指标”，经济工作做好了，党建工作也做好，有一好遮百丑的倾向。去年以来，我乡召开党委会讨论议题75个，涉及党建议题仅有11个。大学生村干部挪用比较严重，在乡工作时间多，到村社服务时间少，不接“地气”。想得多的是乡干部年龄老化，相当部分同志不会电脑，需要大学生村干部做些文字和报表工作，但主要还是我们思想认识不到位，执行政策不坚决造成的。有些支部常年不过组织生活，即使开展活动，形式和内容缺乏创新，党支部的影响力和凝聚力大大减弱，先锋带头作用不够突出。两委主要干部不能团结共事，内耗严重，村党支部难以发挥领导作用；有时具体工作不沟通、不商量，今天你拆台，明天他挑刺，造成了工作不协调捅漏子、不团结出乱子的无序状况。基层基础保障不力。阵地建设有外表，缺内功。有些村远程教育设备管理不善，运行不畅，开放时间少。村集体经济“空壳化”严重，有的甚至负债运行，严重束缚了农村集体经济的发展，阻碍了村级组织在新形势下为群众谋取利益的作用。六是党风廉政建设履职差。虽然建立了党风廉政建设“一岗双责”制度，但流于形式较多，对“一岗双责”认识不到位，片面认为抓党风廉政建设是乡镇纪委的事情，由纪委书记负责。或认为乡镇干部无权无势，缺乏腐败的土壤，不会出大问题。民主管理落实不到位。虽然制定有党务公开、政务公开、村务公开等制度，但写在纸上、挂在墙上，有的虽然公开了，但存在重形式轻落实较多，该公开的没有公开，或公开不真实、不及时，群众看不清楚弄不明白。个别村主要干部家长作风严重，大事小事都是一个人说了算，从不与党员和村民代表商量，党员和村民代表在村里作用不大。案件查处不力。对有些违纪人员留有余地，担心查处了会影响一方稳定。

　“四风”方面存在的突出问题主要表现在工作作风漂浮，没有扎扎实实地把党的决策和工作落到实处。

　 （一）形式主义方面。一是执行政策搞变通。对上级指示简单执行，满足于上传下达，习惯于开开会、出出文件，当“邮递员”、“传话筒”。在落实上级决策部署上有本位主义、实用主义倾向,对领导强调得严的、对地方有利的就抓在手上、放在心上，对落实难度大的决策部署,则能拖就拖,能变通就变通，缺乏一以贯之的执行力。比如，在向上级报统计数据时，没有认真搞好调查研究，而是大概加估计；向上级报灾情时，往往夸大事实，为的是多争取点资金。出现这些现象，是我们的思想出了问题，缺乏实事求的务实工作作风。二是工作落实打折扣。认为自己基层工作时间长了，基层干部工作累，没想头，没奔头，没搞头，发展无望，安于现状。下村蹲不住，不能入户同群众交流。工作缺乏主动性。存在着“三多三少”问题，即被动接受任务的多，主动找事干的少；遇事推诿扯皮的多，主动出主意想办法的少；行动滞后的多，超前行动的少。在去年征兵工作中，由于县武装部错发了入伍通知，要求乡武装部及时收回，我们的干部推诿扯皮，都当“二传手”，谁都不愿去落实，没有及时上门做好解释工作收回通知，给老百姓也造成了一些经济损失，导致老百姓到乡上要说法，要求赔偿损失。所以仔细反思，出现这些问题，还是我们干部缺乏责任意识和担当精神。三是扶贫帮困形式化。在对困难群众的结对帮扶中存在“做样子”“花架子”等形式主义，导致帮扶效果不尽如人意。例如，我们帮扶困难群众往往只写在文件里、挂在墙上，但很少落实到行动上。平时不闻不问，春节就送点温暖或发生天灾病患时送钱送物慰问，常态化帮扶制度没有建立或落实不到位。在开展“送温暖”等活动时，也是坐着车子、拿着相机，前呼后拥，形式隆重，现场大张声势，只为送点大米送桶油，成为华而不实的扰民添乱之举，我们对此应当认真反思。四是便民服务落实较差。村居值班制度坚持不好，经常大门紧闭，群众办事不方便；乡村两级工作经费紧张，无钱列支代办费用，群众事务代办落实不到位；村居远程教育、阅览室、医务室等开放不定时、不及时，服务不到位。有些同志对老百姓的咨询要么缺乏耐心，说一遍勉强回答、说两遍脸色就不好了、声音也高了，说三遍就不理不睬了。要么就照本宣科，一本正经讲政策，听得老百姓是云里雾里，最后不知所以。这些都是对老百姓缺乏感情、缺乏尊重的表现。五是社情民意沟通不畅。有的部门在实施项目时，没有充分听取群众意见，造成项目实施与群众需求脱节，好事没办好，群众不满意；个别干部对群众反映的问题不及时处理、不及时反馈回复，对群众诉求漠不关心、不放在心上、不认真帮助解决；有的地方对群众诉求未及时掌握，有效化解，造成群众越级上访等现象。现在看来，我们在服务群众方面还是下的功夫不够，还必须想对策、思良策，畅通社情民意沟通渠道。六是惠民政策缩水走样。深入基层、深入群众不够，关心群众疾苦不够，没有把老百姓当成是自己的亲人，当官做老爷的现象较为突出。个别村落实惠民政策不公开、不公正、不到位，低保工作中错保漏保、人情保、关系保、重复保也有发生。虽然作了及时纠正，但也反映出我们对关系群众切身利益问题过问不细、把关不严、抓得不实。这方面的工作，大家要举一反三，多调研、多核查，多作深入细致的工作，避免类似情况再发生。二是群众诉求久拖不决。对群众的诉求不能换位思考、感同身受，一些信访问题久拖不决，群众很不满意。七是部分片区无自来水站，群众饮水困难、苏克托海片区没有医生等这些问题没有解决，主要是我们缺乏焦裕禄、兰辉同志身上那股对群众的亲情、抓工作的热情、干事业的公仆情怀，没有把这种无私奉献精神化作为推动我们发展的强大正能量。八是干部失位缺位突出。虽然制定了工作纪律，也经常检查干部工作状态，给予了处理。但上班迟到、早退，聊QQ、打游戏现象没完全杜绝。有的干部长期请假不在岗。比如，信访办的的工作人员那木加普，因个人原因多次请假，长期不在工作岗位，乡上在多次联系催促无果的情况下，停放了其工资，未严格按照有关纪律规定给予处理，干部管理失之于宽。干部选拔任用不严。有些村干部明知在党员中有意见，但因缺乏合适人选和确保换届平稳过渡，在换届中没有按要求坚决换掉。九是制度执行失之于软。虽然近几年我们拨乱反正，在制度建设上下了很大功夫，先后制定和修订了《干部考勤制度》、《公车管理使用制度》、《党务政务村务公开工作制度》等各项规章制度，但制度执行不严格，发现了违反制度的情况，也没有带头批评指正或按制度执行，或执行存在随意性，没有强调按制度办事的重要性，如办公用品采购制度、公车管理制度等，要求填报审批单，逐级审批和报告，但在实际操作过程中，对违反这一规定的现象，没有引起足够的重视和充分的纠正。村居党务、村务公开不规范、不完善、不及时，流于形式，虽然发现了问题，也进行了多次强调，但没有严肃问责，没起到警示作用，一些地方问题依旧。

　 （二）官僚主义方面。一是存在“官本位”思想。大家当干部时间长了，听喊“书记”、“乡长”的时间多了，有时自觉不自觉就把自己当成了“官”，“官老爷”思想也随之膨胀。办公室坐得多了、会上安排的事情多了、电话指挥人的多了，而下基层少了、亲力亲为的少了；交通方便了，但住农村、入农户和干部群众面对面交流少了，群众意见是越来越大，反映的问题越来越多。一些村干部办公在家里、茶馆里，对群众办事冷硬横推、敷衍塞责，甚至不拿好处不办事、拿了好处乱办事。有的村干部，官不大架子大，霸气外漏，独断专横，村上的事情一人说了算。一些窗口部门大门敞开、办事无人，或程序复杂、手续繁琐，群众办事不方便。这些问题的出现，主要是党委班子存在官僚思想，抓党建不力，抓党风廉政建设不力造成的。二是工作决策脱离实际。到基层调研时间少，了解基层情况不多，喜欢坐在办公室里编文件、分任务、发通知，衙门作风日益滋长，导致一些工作决策脱离实际，存在“一刀切”现象，盲目给村上下达指标等，强压硬推，惠民政策不惠民，村干部和群众都有意见。

　 （三）享乐主义方面。

　享乐主义在我乡一些干部身上不同程度存在，这种腐朽的人生观、价值观在党内的滋生，必然带来以权谋私、贪赃枉法、挥霍浪费、腐化堕落等现象的蔓延。

　一是敬业奉献精神减弱。现在办公条件好了、生活条件好了，但我们的精气神却没有了。下村怕脏、工作怕累、雨天怕淋、晴天怕晒，平时健身就想多走几步，工作时出门就要车，计较个人待遇，贪图安逸的享乐主义不断滋生。有的同志满足于既有“业绩”，认为自己劳苦功高，安于现状，于是勇争一流的信念淡薄了。有的同志满足于既有“地位”，认为自己再升迁的可能性很小甚至已经丧失，因而锐意拼搏的劲头削减了。有的同志满足于既有“能力”，认为自己的素质能力足以应对工作，不立新目标，不思进取，小富即安，缺乏新动力。二是攻坚克难勇气衰退。我乡生产条件差异大，发展极不平衡。要改变这种现状，必须要依靠我们的党员干部苦干加实干，勇于担当。但在工作中，有些同志做事情考虑个人多、考虑困难多、考虑客观多，没有应有的担当。工作中不敢较真碰硬，不愿攻坚克难、勇挑重担，不愿到困难和矛盾多的地方去，遇到困难绕着走，碰到问题往上交，不敢当“主攻手”，归根到底，还是我们干部的担当意识、担当能力欠缺，缺乏攻坚克难的勇气和措施。三是开拓创新意识缺乏。我们萨尔阔布乡的库尔库德克村、莫英台村旅游资源、交通条件都非常好，但却没有很好利用和开发，农牧民还是老观念，还是以原始农牧业为主，效益低下。干部因担心市场波动风险，农牧民的产品卖不掉，到时自找麻烦，而没有深层次去研究如何规避风险，带领群众发展产业，增收致富。细想起来，还是我们干部缺乏开拓进取精神，缺乏引领带头示范，干部存在畏难退缩、怕担风险的心理，抱有“多一事不如少一事”、“宁可少做、不能做错”的思想。

　（四）奢靡之风方面随着经济的发展和物质的充裕，一些干部放松对自己的约束，一味追求更豪华、更高档的享受，奢靡成风，这不仅腐化干部队伍，更腐蚀了党的各项制度规章。一是存在奢侈浪费现象。中央八项规定出台后，我乡各类接待明显减少。经费宽裕了、接待少了，有时反而“讲排场”、“摆阔气”。在接待上级部门和兄弟单位的时候，有时会担心招待不周，会给客人留下不好的印象，给今后工作开展造成不必要的麻烦，而忽略了用餐标准，不安排一只“羊羔子”不喝几瓶“伊犁老窖”就觉得对客人不热情、丢面子，没尽到地主之谊，存在超标准接待的现象，造成了一定浪费。二是办公浪费现象突出。在日常工作中，节约使用办公用品的意识不强，没有做到纸张正反面使用，打印纸费每年消耗3万余元；没有养成出门随手关灯、关空调的习惯，乡上每年的电费支出近3万元；报刊杂志征订费近2万元，但翻阅很少，甚至还没打开就变成了废纸垃圾，浪费严重。认真反思，还是我们的干部的思想出了问题，认为是公家的，用一点是应该的，浪费点也没有啥，没有养成勤俭节约的好习惯。

　三、产生问题的原因分析

　一是忽视理论武装，理想信念弱化。乡党委班子在“四风”方面存在的诸多问题，根本原因在于班子成员忽视理论武装，导致“四风”问题滋生。都认为对乡镇工作了如指掌、轻车熟路，农村干部是“跑田坎”的“泥腿子”，给老百姓讲这些“大道理”，他们也听不懂，只要抓好了经济发展，老百姓得到了实惠，就完成了党交给我们的任务，不需要理论武装，导致对理论学习提不起兴趣，即使学习也是三心二意，蜻蜓点水，没有主动及时地加强针对性学习，及时弥补思想和认识的不足。都认为自己受党培养了多年，为党奉献了青春、挥洒了热血，一生追求理想信念，现在都熬成了“阿胶婆”，久而久之，理想信念淡化了、入党誓词忘记了，享乐主义、功利主义等不良风气慢慢滋生了，对自己要求降低了，对一些损害党的形象的言行，不敏感、不批评、不抵制，甚至随声附和。对标周恩来、焦裕禄等先辈先无限忠于党和人民的精神，无比高尚的坚定的理性自觉精神。我们深刻反思，为啥经常都在参加学习，乡上学、县上学，有时甚至到市上、省上学，但还是没有根本性提升素质呢?归根到底还是我们学习表面化、图应付，没有通过学习解决理想信念、群众观点、思想方法、精神状态、执政能力问题。放松了思想理论武装和主观世界改造，在世界观、人生观、价值观上不同程度出现了偏差，难以做到“三个自信”，精神上缺“钙”，患了政治上的“软骨病”、“糊涂病”。

　二是宗旨意识模糊，群众观念淡漠。乡党委班子在“四风”方面存在的诸多问题，主要原因是宗旨意识模糊，群众观念淡漠，没有完全摆正人民公仆的位置，导致脱离群众的骄娇之气和优越感滋生。我们这班人，大多数是农民家庭出身，最应该了解老百姓的艰辛，最应该与群众打成一片。但随着环境的变化、职务的升迁，思想变化了，工作虚化了，群众感情淡漠了。调查研究坐在车上转、隔着玻璃看，问需于民流于形式。总觉得自己是乡干部，跟村干部和群众比，自己学历高、阅历广、见识多，不愿意深入基层，与群众同吃同住同劳动，促膝谈心、嘘寒问暖，对群众诉求反应不敏感、反馈不及时。久而久之，身不沾土、脚不沾泥，做群众工作的能力就退化了。想事情、干工作只注重上级的“口味”，没深刻认识到下级要对上级负责，而全党上下都要对群众负责，导致有时主要照顾小团体以及个人利益，而忽视群众利益。虽然也经常讲“一切为了群众、一切依靠群众；从群众中来、到群众中去”，但落实到具体工作就认识模糊、表里不一。对标文建民、兰辉、毕世祥等先进典型“一心为民、敢于担当”的精神，认真反思，还是我们的宗旨意识淡漠了，与群众的感情疏远了。三是党性锻炼缺乏，工作作风漂浮。乡党委班子在“四风”方面存在的诸多问题，重要原因在于党性锻炼缺乏，没能坚决落实讲老实话、办老实事、做老实人的要求，导致“四风”问题特别是形式主义和官僚主义方面的问题滋生。习总书记强调作风建设“三严三实”，并语重心长地指出，作风建设永远在路上，如果前热后冷、前紧后松，就会功亏一篑，这表明了中央对狠抓作风建设持之以恒的决心和制度建设的长远打算。习总书记对作风建设“三严三实”的要求言简意赅，对我们基层干部来说，有很强的针对性。我们天天与农民打交道，一言一行，一举一动，大家看得清清楚楚，作风如何、能力怎样，关系到一级党组织的形象。必须以身作则、拿出榜样，离开了这一点，大家就不会信任你，就没有人跟你干。我们要以总书记的讲话为指针，以好的作风用权，以好的作风律己，更要以好的作风谋事创业，实实在在做人，实实在在做事。?但在工作中，我们却犯糊涂。比如，上面安排的一些项目，明知不合理，没有据理力争，加以修正，认为只要在坚持实施，实施总比不实施好，做了一些“面子工程”、“路边工程”。反思起来，我乡区域发展不平衡，山区落后的面貌改变不大，与我们身上的形式主义、官僚主义有直接关系。四是艰苦奋斗弱化，从严要求松懈。乡党委班子在“四风”方面存在的诸多问题，重要原因是在于艰苦奋斗不足，从严要求松懈，没能真正牢记“两个务必”，放松了贯彻党的厉行节约的要求，导致享乐主义和奢靡之风滋生。思想上自我约束不够，存在重奋斗轻艰苦的意识，认为当了这么多年领导干部，只要工作干好了，吃点、喝点、享受点不是大问题，只要不离谱就可以了。认识上简单算“经济账”，认为公务接待本身少了，为了显示热情，必要时讲讲排场、讲讲气派，喝点好酒、抽点好烟、吃点好菜不算什么，既有了“面子”，又融洽了关系，对一些铺张浪费行为，睁一只眼闭一只眼。工作中自我减压，自我感觉良好，不愿意再俯下身子、下深水做艰苦的工作，没有认识到还有一些群众的疾苦需要我们去努力帮助解决，对一些进入“深水区”的工作和敏感问题，各种顾虑较多，导致大胆提出问题和操作措施的动力有所减弱。薄熙来、苏荣等之所以走上违纪违法的道路，究其原因，就是在市场经济大潮中，在金钱、官位、名利的诱惑下，放弃了对主观世界的改造，放松了对自身的要求，贪图安逸、追求在做人做事上，遇事往往私字当头、本位主义，考虑对自己是否有利多，没有真正用党员标准、好干部标准要求自己，没有严格按照总书记“三严三实”要求约束自己。我们必须引以为戒，永葆共产党员先进性和纯洁性。

　 四、今后努力方向和改进措施

　 这次教育实践活动使我们认识到，解决“四风”问题事关人心向背、事关党的事业兴衰，等不得、拖不得。对于查找出来的问题，我们要对作风之弊、行为之垢来一次大排查、大检修、大扫除，立说立行、立查立改，切实转变作风，以优良的党风带政风、促民风。为确保问题整改见实效，我们决心从5个方面，采取16项措施努力整改。

　 （一）强化理论学习，努力提高政治素质。

　一是强化理论武装。首先要解决思想问题，根除班子成员身上的的“空乏”、“消沉”、“满足”现象，把群众路线教育作为班子成员的必修课，持之以恒、全面系统地深入研读《党的群众路线教育实践活动学习读本》等重要书目，强化政治理论学习、提高党委班子成员政治素质。深入学习焦裕禄、兰辉同志视群众如亲人的公仆精神，树立正确的政绩观，杜绝“面子工程”、“路边工程”。组织学习评选张勇式的基层好党员好干部，深学、细照、笃行，引导党员干部躬身践行，自觉担负起建设小康社会的重担。同时，要加强对市场经济知识，法律法规等知识的学习，努力提高党委班子成员的综合素质。?二是严格学习纪律。乡党委班子原则上每季度安排1次集中学习，时间不少于1天；每次党委会前组织学习法律法规30分钟。要建立集中学习考勤制度，完善学习记录和档案，班子成员不得无故缺席。要积极参与研讨交流，结合工作实际撰写发言提纲或研讨文章，增强学习效果。

　 （二）大兴务实之风，着力解决具体问题。一是坚持深入基层。始终围绕“实”字做文章，做人要实、说话要实、干工作要实。建立领导班子调研工作制度和督查制度，统筹规划年度调研课题，确定班子成员调研任务和目标责任，把开展调研、解决问题、推动工作的情况作为班子成员年度考核的重要内容，促进领导人员深入机关、深入村社、深入农户，体察实情、收集实况、寻找实策、求得实效的工作作风，努力做到面向群众零距离、沟通交流心贴心。认真克服调研坐在车上转、隔着玻璃看，问题收集“一箩筐”，到头来一场空的不良倾向。班子成员每月下基层调研指导工作?不少于4次，每年至少完成1篇高质量的调研文章。二是注重“四风”问题整改。针对收集和查摆出的“四风”问题，要建台账、促整改。党委班子的 “四风”个性问题，书记是第一责任人，集体研究，分批整改。班子成员的 “四风”个性问题，对号入座、认领归帐、具体到事、责任到人、限时整改，整改一个、销号一个。认真落实县委群教活动专项整治方案，重点是治理干部“走读”、“公务用车、办公用房”等问题。在此基础上，着力解决收集查摆到的“四风”问题。
