　 XX年，在上级党委政府的正确领导下，以党的十八大精神为指引，坚持“重点工作求突破、中心工作抓主动，常规工作讲实效”的工作方针，对照年初制订的各项目标和任务，经过支部和全体党员的共同努力，同心同德的真抓实干，促进了全村经济社会全面协调发展，回顾一年来所做的工作总结如下：

　 一、坚持党员学习制度，抓好基层队伍建设

　 今年是深入学习“十八”大精神，贯彻落实十八届三中、四中全会精神的关键之年，为了丰富党员的学习内容，保证学习质量，确保学习效果，支部组织全体党员开展了形式多样的学习活动，采取常规教育学习和电化教育学习的形式。

　 一是组织党员继续深入学习十八届四中全会精神，深刻领会四中全会提出的新任务、新目标、新使命，用全新的理论武装全体党员的头脑，不断提高党员的理论水平和自身素质的提升，使每个党员在不同岗位上发挥着重要作用。

　 二是开展一次革命历史教育，在“七一”前夕，组织全体党员外出参观学习。使全体党员再次接受了一次革命历史教育，通过这次活动，进一步了解了在及其艰难困苦的条件下，坚持斗争浴血备战。领导全国人民打败日本侵略者，推翻蒋家皇朝，建立新中国的光辉战斗历程。从而更加激发了广大党员的爱国热情，加深了理想信念的认识，增加了党支部的凝聚力和向心力。三是抓好队伍建设，发展和培养新鲜血液，在发展上坚持标准，严格把握发展质量，坚持做到“一测评、二公示”制度，接受

　党内外群众监督。今年3名积极分子已按期转为预备党员、4名预备党员按期转正，使我村的党员队伍不断壮大。

　 2、抓好党风廉政建设，争做勤廉好干部

　 在抓党风促廉政的活动中，对照党委，政府的廉政建设责任书，以“三个代表”重要思想为指导，切实转变工作作风为重点，建立健全廉政建设目标管理责任制度，提高执政为民的思想意识，坚持做到勤政廉洁，依法办事。健全个人廉政自律自述机制，加强民众监督制度。做到村务、财务公开制度化。在廉政自律上结合民主生活会，对照廉政建设责任书的要求，开展批评和自我批评，以提高克服缺点的勇气，增强自身抗腐拒变的能力，使全体党员干部在勤政廉洁，拒腐昌廉中起到了表率作用。

　 3、抓好民心工程，为民办好实事

　 一、抓好村组二级财务公开和民主理财制度，全村八个村民小组全面通过民主理财和财务公开，没有因经济和分配问题发生矛盾，受到了村民的一致认可。

　 二、抓好社会事业工程，解决群众关心的实际问题，特别是群众关心的饮水问题。在村委和自来水公司的配合协调下，筹资30余万元，对xx一、二两个个村民小组300多户村民全面进行了自来水改造，到目前全村已百分之百用上了清洁卫生的自来水，受到村民的一致好评。

　 三、稳定农村医疗保险和农民养老保险工作，增强村民因病致贫的抗风险能力以及老有所养的后顾之忧，参加农村合作医疗率为90%以上。在去年为820多名失地农民办理了养老保险的基础上，今年又办理了新型农村养老保险495人，有效地改善了村

　民的养老问题。

　 4、中心工作抓突破、条件工作创业绩

　 一、突出重点配合镇政府做好中心工作，xx拆迁征地工作面广量大，由于时间紧，任务重、要求高、支部、村委团结一致、分工合作，妥善处理解决在拆迁中的各类矛盾。

　 二、着力推进社会主义新农村建设，提升和优化农村居住环境。

　 三、继续发挥村计划生育工作的职能，健全计划生育的信息网络管理，提升计划生育服务功能，对服务对象进行有效的跟踪服务。并加强对外地流动人口的服务与管理，定期做好农村妇女病的检查和防治，关心妇女的心身健康，积极做好妇女重大疾病的保险和独生子女父母的奖政策，确保了全村计划生育各项指标的完成。

　 四、土地管理工作坚持依法管理，严禁乱占滥用土地。建房工作以镇政府建设办的规划要求严格审批制度，坚决制止无证建房，使违章建房得到了有效的制止。

　 五、稳定农业生产大力发展多种经营，近年来由于建设需要，征地面积较多，耕地面积相对减少。在稳定传统农业得基础上，积极提倡产业结构得调整，扩展经济形特色农业的发展，目前已有果树、香葱等经济作物400多亩，为增加农民收入起到了积极的作用。

　 5、明年的工作目标

　 回顾一年来得工作，虽然取得了一些成绩，但与党和人民的愿望还有差距，在明年得工作中将进一步以追求发展得眼光，创

　新思路，改进工作作风，争取在各项工作中取得更大的收获。

　 一、党建工作由新的起色，按照党建工作目标管理的要求，高标准，严要求完成党员学习计划。开展正常的组织活动，着力培养有文化、年纪轻、由工作能力的积极分子入党，提高支部的战斗力，凝聚力。

　 二、各项工作一起抓，分工负责抓落实，对各条工作实行分工负责，建立工作责任考核制度，把责任考核与全年报酬挂钩，充分调动责任人的积极性，以确保各项工作的顺利完成。

　 三、重点解决工业生产发展中存在的问题，千方百计开拓工业经济增长的路子，争取明年要有较大幅度的增长。

　 在新的一年里，我们将在党委政府的领导下，认真学习党的十七届四中全会精神，深入学习科学发展观，对照新的工作目标任务，继续发扬克难求进的精神，不断创新，脚踏实地，精心工作，以优异成绩圆满完成上级下达的各项任务。

　 xx把开展“两学一做”学习教育，作为推动全面从严治党向基层延伸、保持发展党的先进性和纯洁性的重大举措，认真贯彻落实中央《关于在全体党员中开展“学党章党规、学系列讲话，做合格党员”学习教育方案》和省上有关会议精神，精心谋划部署，创新实践载体，“两学一做”学习教育迅速展开。

　 一是迅速传达学习，精心研究部署。中央“两学一做”学习教育方案印发后，州委高度重视，迅速行动，先后两次召开常委会议，专题传达学习中央、省委关于开展“两学一做”学习教育的有关会议和文件精神，准确把握开展学习教育的总体要求、学习内容、主要措施，认真谋划部署全州学习教育工作，下发了《关于认真做好“两学一做”学习教育有关工作的通知》，研究拟订了学习教育实施方案，进一步明确目标任务，细化措施要求，各县、各单位迅速启动了学习教育工作。

　 二是落实三个带头，层层示范带动。州委常委会班子带头，以身作则、率先垂范，坚持逢会必学，认真学习《党章》、《廉洁自律准则》、《纪律处分条例》、地方党委和党组工作条例，深入学习总书记系列重要讲话精神；坚持“领导干部上讲台”制度，州委各常委结合各自分管工作，分别在州委党校为主体班全体学员上党课作辅导。党员领导干部带头，认真学习贯彻中央、省委和州委的部署要求，自觉增强政治意识、大局意识、核心意识、看齐意识，做到先学先知、先悟先行，发挥“关键少数”的示范引领作用，为其他党员开展学习教育做出表率。各级党组织书记带头，认真履行第一责任，结合“三会一课”、农村党员“冬训”、集体学习等，以党支部为单位组织党员开展学习。

　 三是坚持四个结合，加强党性教育。坚持个人自学与集体学习相结合，州委组织部下发了《关于推荐党员学习书目的通知》，不断丰富学习内容，引导广大党员自觉加强学习。坚持理论学习与研讨交流相结合，州上计划3月份举办领导干部学习辅导班，对州直各单位、县党员领导干部进行集中培训；州县分级负责，年内对基层党组织书记进行一次全员轮训。坚持学习教育与党性锤炼相结合，把3月份作为党性集中教育月，开展以“亮身份、亮标准、亮承诺、亮服务、争先锋”为内容的“四亮一争”活动，教育引导广大党员增强宗旨意识，树立工作标杆，争做党员先锋。坚持典型引领和警示教育相结合，深化先锋引领行动，在xx电视台、民族日报、xx党建网开设专栏，先后宣传报道各行业各领域涌现出的先进基层党组织、优秀共产党员和表彰命名的“xx先锋号”典型事迹72期；同时，认真组织开展警示教育，引导党员从周永康、薄熙来等违纪违法案件中汲取教训，增强纪律自觉，严守党规党纪。

　 四是突出问题导向，推动边学边改。坚持带着问题学，针对问题改，对照中央列出的一

　些党员理想信念模糊动摇等五个方面的问题，组织广大党员自查自纠、边学边改。针对党组织隶属关系不顺、党费收缴使用不规范、一些党员“空挂”等问题，制定出台了《xx处置不合格党员暂行办法》、《xx党费收缴使用管理办法》，组织开展了党员组织关系集中排查，处置不合格党员17名，进一步加强了党员队伍的从严管理。采取明察暗访、挂牌督办等方式，继续推进领导干部“为官不为”等四项专项整治，一些党员群众反映的突出问题得到有效解决。持续抓好不严不实问题整改，目前县处级以上领导班子已整改%，个人已整改%，干部队伍作风进一步改进。

　 按照中央“两学一做”学习教育的部署，xx县坚持从严从实要求，采取“四个突出”工作举措，扎实抓好“两学一做”，推进党内学习教育从“关键少数”向广大党员拓展、从集中性教育向经常性教育延伸。

　 一是突出责任落实，强化示范带动。各级党组班子和领导干部坚持“一岗双责”，承担起做好单位干部职工的思想政治工作的责任，深化推行“落实党建主体责任时序管理法”，将“两学一做”的主体责任细化实化具体化，纳入各级党组织书记述职评议重要内容，按照“年初谋划科学定责、季度报告监督尽责、半年研判对标晒责、年度述职评议问责”，形成“两学一做”责任落实的压力传导机制，促使各级党组织把学习教育抓在手上、扛在肩上。

　 二是突出形式多样，丰富学做内涵。党的根基在基层，党的机体细胞是党员，抓好抓实“两学一做”，要聚焦基层党员学习教育。针对整体文化素质较高、接受新生事物能力强的青年党员群体，采用党建微信公众号、QQ公众号、党建论坛等现代化信息手段，实行“智能式”的教育，把党章党规、系列讲话发送至信息终端，让党的新政策、新理论、新思想在能够以更快的速度、更广的覆盖面在全体党员内迅速普及；针对文化水平偏低、学习主动性较差的党员群体，尤其是农村、老年和贫困地区党员采取“引领式”的党内教育，由各级党组织在开展“三会一课”、民主生活会等组织生活时，引领此类党员群体自觉参与到“两学一做”中来；针对那些居住分散、党员行动不便的党员群体采取录制精品课程、开办电视栏目、编制乡土材料等方式进行“送学式”教育，使每名基层党员都能及时的开展“两学一做”，真正读懂、学会、悟透党章党规，系列讲话精神。

　 三是突出抓常抓细，推进常态长效。坚持以党支部为基本单位，以组织生活为基本形式，以落实党员日常教育管理制度为基本依托，把党的思想政治建设抓在日常、严在经常，将“两学一做”制度化，融入全面从严治党的战略部署，；领导干部紧紧围绕党的中心工作和全党工作大局开展好学习教育，以上率下、以身作则，以普通党员身份参加所在支部的组织生活会，带头讲党课、带头学习，发挥引领示范作用；广大党员要主动参与到“两学一做”学习教育，立足工作岗位、履职尽责，时刻铭记党员身份，自觉爱党护党为党，敬业修德，奉献社会。

　 四是突出问题导向，狠抓整改落实。“两学一做”，基础在学，关键在做。坚持问题为导向，带着问题学，针对问题改，在解决问题中深化学习，检验实效。严格“挂号督办制”，持之以恒纠正“四风”，抓好不严不实突出问题整改，解决不同程度存在的理想信念模糊动摇、党的意识淡化、宗旨观念淡薄、精神不振等问题，补足精神之钙、扫除行为之垢、强化担当之责，推动党的作风不断好转，在决战脱贫攻坚、决胜全面小康中取得长足进步。

　 猴年春节长假后的第一个工作日，县委组织部召开部机关全体干部会议，传达全国组织部长会议关于“学党章党规、学系列讲话，做合格党员”学习教育讲话精神，研究谋划在全县党员中开展“两学一做”学习教育工作。

　 正宁县在农村党员中，结合“冬训”工作，认真组织实施“五个一”，推动“两学一做”学习教育抓实见效。讲一堂“党课”。充分利用农村冬闲时节，外出务工和流动党员大量返乡的大好机会，结合“冬训”工作要求，重点对今年没有参加学习教育的党员进行大量集中“补课”。采取巡回宣讲、专题研讨、书记领学等多种方式，围绕党章、十八届五中全会精神、习近平总书记系列讲话、省市委决策部署、各项惠农政策、农村实用法律法规、精准扶贫精准脱贫的政策等内容，组织农村在家党员、外出流动党员、入党积极分子和有入党意愿的年轻群众，在村部、农家院落、农家书屋、农民文化广场集中开展学习活动。乡镇党委书记精心准备专题，对辖区村“全覆盖”讲党课;乡镇班子成员和科级干部每人联系一个村，结合村情实际选好

　 开展一次走访慰问。开展“党建扶贫送温暖”春节慰问活动，走村入户慰问建国前入党老党员、生活困难党员、困难大学生村官70人，了解他们的生活、家庭及困难情况，给他们送去春节的问候和新年的祝福，每户送慰问金2000元，县委组织部共发放慰问金14万元 。
