　 廉洁从政党课讲稿

　腐败：：运用公共权力谋取私人利益益。腐败伴随权力而产生，是是一种历史现象，也不是发展展中国家特有的产物。腐败是是一种全球现象，是社会的毒毒瘤。

　从大处想，党员领导导干部能否做到清正廉洁，直直接关系到改革发展稳定大局局，人民群众的利益，干部队队伍建设，以及党和政府形象象。从小处想，党员领导干部部能否做到清正廉洁，关系到到个人的成长，家庭的幸福，，同事之间和睦。因此，必须须不断加强党员领导干部廉洁洁自律工作，促进党员领导干干部廉洁从政，廉洁从业。

　一是党委履行党风廉政建设主主体责任不够好，对党员干部部督促检查不力，监管不严；；二是相关制度和工作流程还还不够完善；三是重大事项决决策不够规范，有的领导干部部独断专行，民主集中制原则则坚持不够；四是有些领导干干部素质不高，业务水平不强强，法律意识淡薄。产生以上上问题，既有主观方面的原因因，也有客观方面的原因。主主要有以下几点：

　1、放松松政治学习。思想认识出现偏偏差，经不起各种消极思想的的影响 ，一些工作人员平时时不关心政治，不加强学习，，不注意思想道德修养，不注注重自己世界观、人生观、价价值观的改造，没有正确的是是非界限，分不清哪些东西是是好的，是应该提倡的，哪些些东西是坏的，是应该抵制的的。导致世界观蜕变，人生观观错位，价值观扭曲，把全心心全意为人民服务的思想抛诸诸脑后，在改革开放的浪潮中中，经不起权、钱、色的诱惑惑，丧失原则，铤而走险。

　2、法制观念淡薄。自律意识识不强，少数干部没有牢固树树立依法行政的思想观念，责责任意识淡薄，在实际工作中中也就不可能自觉遵照法律规规定做到依法办事。一是有些些人往往存在“侥幸”心理，，明知自己的行为是违纪违法法的，但仍自以为行为隐蔽、、方法巧妙、手段高明，却不不知“天网恢恢，疏而不漏””。二是还有些人自以为“收收点回扣、拿点酬谢、要点好好处”是“流行做法”“社会会贯例”，“不捞白不捞”，，把陋习当成常情，把腐败当当成习惯，从被动接受，到乐乐在其中，最终上瘾不能自拔拔。

　3、检查管理不到位。。执行规章制度不严格 ?单单位在日常工作中存在着重业业务工作，轻思想建设；重完完成任务，轻行政管理；重布布置工作，轻监督检查的现象象。工作上只满足于一般化的的部署和要求，缺少深入地检检查和管理，对涉及违纪违法法苗头性问题，发现不及时，，处理不严肃，措施不得力，，从而导致一些干部胆子越来来越大，最后走上违法犯罪的的道路。另外重制定制度，轻轻制度执行的现象仍然存在。。

　 “廉洁从政行为规范”是廉廉政准则的核心内容。在这一一部分规定了8条，即“8个个禁止、52个不准”。个人人结合学习《廉政准则》谈谈谈个人对8个禁止的理解：

　 ?最最典型的腐败行为。我们党的的信念和宗旨是始终与腐败现现象水火不容，坚决对立不可可调和，所以要坚决禁止。

　禁止假公济济私、化公为私的行为，在《《准则》里面规定了八个方面面的禁止。其中，公款报销或或者支付应当由个人负担的费费用，处理时还应要求个人自自付相关费用。

　禁止违反规规定选拔任用干部的问题，这这里提出了八项禁止性规定。。从党政干部本身来说，八个个方面做到了，就不会出现问问题。干部人事当中的腐败是是最大的腐败。这里讲的“非非组织活动”，是指在干部选选拔任用工作当中，搞拉票、、感情投资等活动。

　禁止利利用职权和职务上的影响为亲亲属和身边工作人员谋取不正正当利益，这是防止利益冲突突问题。身边工作人员是特指指按照规定由组织上配备为领领导生活服务的人员，比如秘秘书、司机等。
