 为贯彻落实省市领导批示精神,对朝阳县矛盾纠纷排查调处工作进行再动员、再部署,为广大人民群众营造和谐稳定的生活坏境,8月2日,我县召开矛盾纠纷排查调处工作会议,部署我县今后矛盾纠纷排查工作。

 会上,县委书记冯国刚结合我县当前的治安形势做了重要讲话。他说:近年来,我县的社会治安状况基本保持了持续稳定,大规模群体性事件发生率呈现平稳下降趋势。但是,我们必须清醒的看到,由于各种因素的影响和制约,在社会矛盾化解和维护社会稳定上,仍然存在着一些不容忽视的问题。虽然将稳定工作摆上了党委、政府议事日程,形成了齐抓共管的综治工作格局,但是抓落实不够,不同程度存在着推而不动、落而不实现。各乡镇要抓住影响社会稳定的不安定因素和广大群众普遍关注的热点、难点问题,深入开展排查活动,层层梳理辖区内的纠纷苗头和隐患。要进一步发挥乡镇、村、村民组、调解员或信息员四级基层人民调解网络作用,针对高危重点人群、重点时段、重点地区开展矛盾纠纷排查化解工作,及时发现矛盾纠纷的潜在因素,变被动调解为主动排查,掌握工作主动权,力争实现发现得早、化解得了、控制得住、处置得好。要坚持边排查边调处,发现一起介入一起,排查出一起调处好一起,不积压、不耽搁、不延误,要集中时间和精力,有计划、分步骤地对常见的、多发的、带有倾向性的纠纷,尤其是那些可能激发的纠纷进行专项治理,增强工作针对性和实效性。要坚持依法调处,多做深入细致的法律宣传和思想教育疏导工作,引导群众在法律和政策范围内化解矛盾纠纷,确保在矛盾纠纷排查化解工作中不发生因调节不当或不及时而引发民转刑进而导致命案。对重大疑难复杂的矛盾纠纷,要进行挂牌督办,定牵头领导,定责任单位,定责任人,定办结时限,做到“一个问题、一名领导、一个方案、一抓到底”。要拓宽工作思路,整合人民调解、司法调解、行政调解的力量,齐抓共管矛盾纠纷调处工作,实现小矛盾不出村、大纠纷不出乡、重大疑难纠纷不出县。同时,要健全矛盾纠纷排查调处工作各项机制。要建立矛盾纠纷分析机制,在县、乡、村三级建立每月矛盾纠纷分析例会制度,及时掌握情况,分析形势,研究措施,掌握工作主动权。要建立重大矛盾纠纷预警机制,定期对可能引发重大矛盾纠纷的情况进行预测排查,全面掌握苗头性、倾向性的信息,预测可能出现的矛盾纠纷,及时采取防范措施,避免和减少重大矛盾纠纷的发生。要建立突发重大矛盾纠纷问题应急处置机制,落实好突发重大矛盾纠纷信息报告制度,针对不同情况,不同类型的突发重大矛盾纠纷,制定应急方案,研究处置方法,形成统一指挥、功能齐全、反应灵敏、运转高效的应急处置机制。要完善领导包案机制,本着谁主管谁负责、一包到底的工作原则,实行统一领导和分级负责、集中指挥和属地管理、日常办事和善后处理的有机结合,将矛盾纠纷彻底消化,不留“后遗症”。要健全对基层矛盾纠纷排查调处工作的督察指导机制,综治办作为责任部门,要帮助提供指导意见、规范调处流程、解决实际困难。对矛盾纠纷排查调处工作落实不到位的予以通报批评,后果严重、影响恶劣、失职渎职行为的,要严肃追究责任。要强化突发案件值守机制,认真落实24小时值班制度,确保信息畅通,特别是在重要时期,要由领导带班,密切关注事态发展,并及时报告情况,避免贻误最佳时机。要完善协调配合机制,各级各部门遇到突发事件,要无条件服从统一部署安排,做到快速反应、快速处置。部门之间要沟通协调、理顺关系、明确职责,搞好衔接配合。要严格信息发布机制,坚持及时、全面、客观原则,对敏感信息发布进行严格把关,防止社会谣传、误传,确保社会稳定。要严肃宣传纪律,一旦有突发事件发生,必须按预案要求发布信息,不得我行我素、各自为政。同时,要进一步加强对群众法律意识、道德观念宣传和普及工作。要大力开展普法宣传教育,普法教育的内容和形式要力求贴近实际,易于为群众理解和接受,要有针对性地开展对特殊对象、特殊群体的宣传,重点宣传与群众切身利益相关的法律法规和政策,引导广大群众自觉学法知法、守法用法,学会通过法律途径解决争端,维护合法权益,从源头上预防和减少矛盾纠纷的发生。

 各乡镇党委、政府在日常工作中要注意发挥司法所人员的作用,抓好乡级综治、信访、维稳工作中心和村级综治工作站规范化、制度化建设。要加强对从事社会矛盾纠纷调解人员的业务培训,提高他们对各类社会矛盾纠纷的调处能力,要抓好信访接待大厅、调解室、联席会议等基础设施建设,充分发挥基层政法综治组织在矛盾纠纷排查调处中的主力军作用。

 冯国刚最后在讲话中说,矛盾纠纷排查调处工作事关人民群众切身利益,事关社会和谐稳定。希望大家振奋精神、鼓足干劲,开拓进取、扎实工作,为加速县域崛起、突出贫困重围营造和谐稳定的社会环境。

 据悉,县委将组成九个督察组,由综治委各主任带队,于近期对各乡镇贯彻落实会议情况进行督察检查。

 县委副书记、县长曹以民、县委常务副书记张志军、县委常委、政法委书记徐平、县委常委、常务副县长于仁礼等四大班子领导,县综治委主任、副主任,各乡镇(场)党委书记、综治办主任、派出所长、司法所长、和县直各部门主要负责人参加了此次会议。

 8月6日建平镇召开矛盾纠纷排查工作会议,集中半个月时间,再次进行深入细致地矛盾纠纷排查工作。参加会议的人员有党政领导、各村书记、综治维稳、派出所、司法所、信访等28人参加。

  会上镇长陈俊华作了具体安排,书记巩俊生做了总结和重点强调。此次明确排查的重点是邻里、酒友近期有仇、刑释解教人员、精神病、无职业人员、流浪人员、留守儿童、未成年子女、婚姻恋爱、企业改制、劳动保障、征占地、交通事故、安全隐患、退役等引起的潜在的矛盾纠纷;2004年机构改革遗留的问题;涉法涉诉案件;与学校幼儿园有关的矛盾纠纷;有可能引起群体性事件和上访事件的矛头。要求一是做到边排查边化解,实事求是,不准瞒报漏报,要登记造册;二是务必做到三个“及时”:及时汇总、及时分类、及时处理;三是实施各部门联调联动机制,不能及时处理的要报到党委,党委给予协助解决

 会议指出要按照“排查得早、发现得了、控制得住、解决得好”的原则,全面掌握、有效调处全镇的各种矛盾纠纷和不稳定因素,要求通过排查调处,实现“三个明显减少”,即:群众越级集体上访明显减少,群众不满意的热点难点问题明显减少,影响经济社会发展稳定的群体性事件明显减少。具体做到四个到位:一是排查到位。对全镇的各种信访问题、矛盾纠纷及苗头隐患等社情动态,通过全方位排查,做到全面掌握并记录在案。二是调处到位。对排查出的问题,逐一进行调处化解,能够解决的,抓紧予以解决;不能马上解决的,要制定解决方案,明确解决时限,落实解决措施,使排查出的问题都经过调解处理。三是防控到位。建立健全排调、防控相结合的工作机制,制定应急预案,有效防止突发性大规模群体事件的发生。四是宣传教育到位。在矛盾纠纷集中排查调处过程中加强《信访条例》等法规政策宣传,教育群众通过正当渠道反映诉求,不参与非法组织活动。

 2010年3月30日,太和县桑营镇召开了矛盾纠纷排查调处工作会议,传达县纪委有关文件精神,制定工作方案。参加会议的有该镇镇村全体干部、镇矛盾纠纷排查调处领导小组成员。会议传达了县纪委有关文件精神,传达镇制定的矛盾纠纷排查调处相关文件,并要求各村成立以村主要领导担任正副组长、村两委班子任成员的矛盾纠纷排查调处领导组织,加强领导,明确责任。该镇将把信访稳定工作纳入到年终考评当中。

  3月30日上午,汤口镇召开今年一季度社会治安形势分析会。四个村(居)治保、调解主任及派出所、中心学校、社会事务办、为民服务中心等相关负责同志参会。会议由镇党委委员、武装部长、政法委书记郭峰主持。

  会上,社会事务办主任对一季度治安总体形势进行通报,本季度社会治安形势总体稳定。村(居)治保、调解主任等详细汇报了一季度综治暨平安建设主要工作、存在问题及下部安排。派出所就全镇治安状况进行了分析,结合近来频发的盗窃案件,提示各村居做好治安防范,下步将加强茶季治安巡逻力度和治安防范宣传工作。

  会上还学习了司法所 “双百日维稳攻坚行动” 方案主要精神,司法、信访、劳保等部门就具体业务工作进行了指导,对下步工作也作了安排。

  郭峰传达了区委(政法)工作会议领导讲话主要精神和今年工作重点,要求全体综治维稳干部要加强学习,深切领会讲话精神,安排部署并指导做好各项具体工作。要求各村(居)及相关部门要紧紧围绕党委政府中心工作,围绕上海世博会的顺利召开,认真开展矛盾排查,落实化解措施,抓好各项工作的开展,如“五五”普法工作验收、“双百日维稳攻坚行动”、学沈浩“百名干警访平安、百名综治维稳干部进万家”活动、重点人员监管工作、防范和处理邪教、重大节假日维稳安保工作等,扎实稳步推进全镇社会治安综合治理工作,为“两个重镇”建设营造稳定和谐的社会环境。

  创平安的会议: 4月15日,威远县小河镇召开了2010年政法暨平安创建工作会议,镇党委主要领导、镇村两级干部、各企事业单位负责人参加了此次会议。

 会议总结了该镇2009年政法暨平安创建工作,并从六个方面,对2010年政法工作及争创省级平安先进镇相关工作进行了部署。

 一是服务发展大局,投身经济建设主战场。全镇各部门要坚决落实县委十二届十一次全委会议精神及镇五届四次会议精神,充分发挥法律调节和保护作用,有效维护社会主义市场经济秩序,切实维护人民群众利益。

 二是致力维护稳定,营造和谐的发展环境。全镇上下要牢固树立国家安全意识,不断提高对敌斗争的整体水平。

 三是锁定创建目标,当好平安建设主力军。在新一轮“平安小河”创建活动中,镇派出所和镇司法所作为主力军,主动与各部门配合打击犯罪、打击敌对势力、整治突出治安问题,大力开展法治宣传,确保创建工作到位有效,达到省级平安先进镇验收标准。

 四是健全调解体系,有效化解矛盾纠纷。在抓深化、抓规范、抓落实上狠下工夫,充分发挥“大调解”工作体系的作用,努力化解老矛盾,有效预防新矛盾,实现“小纠纷不出村社、大纠纷不出镇、疑难纠纷不出县、矛盾纠纷不上交”的目标。

 五是着眼开拓创新,不断提高社会管理水平。加强社会治安重点地区排查整治,做到整治先行、服务到位、管理落实。并加强重点人员的管理,关心、关爱城乡“留守儿童”、帮教特殊人群等等。

 六是进一步发挥政法部门职能作用。全力化解矛盾纠纷,打击预防犯罪,管理社会秩序,维护公平正义,服务改革发展的职能,保障和促进该镇经济社会全面、协调、可持续发展。
