　一、客观认识和估价机关党组织监督工作的现状

　客观认识和分析机关党组织监督工作的现状，对照条例找差距，是贯彻落实好条例的前提。党的十五大以来，特别是《中国共产党党和国家机关基层组织工作条例》颁发以来，各级党组织对加强党内监督工作重大意义的认识不断深化，发挥监督职能的自觉性逐步提高，经过努力探索和积极工作，逐步实现了监督工作从被动监督向主动监督的转变，从事后监督向重视抓源头、把关口、堵漏洞的事前监督转变，从不会监督向善于监督的转变。但是，由于种种原因，机关党内监督工作还存在一些问题，特别是机关党组织对党员领导干部的监督还比较薄弱。

　1、部分党员领导干部不能坚持参加所在党支部组织生活制度。有的总是以工作忙、事情多为借口，拒绝参加支部组织生活，常年不参加支部生活，长期不接受党内监督的现象仍然存在。此外，一些机关仍然存在党内生活庸俗化的倾向，不讲政治，不讲原则，不分是非，好人主义盛行，组织生活不痛不痒，批评与自我批评难以开展。

　2、一些机关党组织对党员领导干部民主生活会管理职能落实得不够好。主要表现在：会前不能广泛征求意见，很难听到比较尖锐的、“原汁原味”的批评意见。开会时机关党组织负责人列席的很少，到会的比率过低。会后整改措施不落实。有的单位的民主生活会，往往是议论社会问题多，分析本部门问题少；议论别人多，自我批评少；总结工作多，交流思想少；会上讲得好，会后老一套，根本解决不了什么问题。

　3、一些地方的组织部门在考核干部时，不征求机关党组织的意见，机关党组织对本单位本部门干部的任免、调动和奖惩，没有参与权和发言权。

　二、机关党组织落实《党内监督条例》，充分履行党内监督职责要把握的几个问题

　机关党组织对党员干部特别是党员领导干部的监督，是整个监督体系的重要组成部分，是一件大家“叫难”的事情，然而，却又是一件我们必须认真做好的事情。这是党章、《党内监督条例》和《基层组织工作条例》赋予机关党组织的神圣职责。机关党组织要抓好党内监督工作必须把握好以下五个方面的问题：

　坚持服务“第一要务”，围绕“中心”开展机关党内监督工作。维护党的团结统一，提高党的执政水平和领导水平，增强拒腐防变和抵御风险的能力，坚持党的先进性，始终做到立党为公、执政为民，是加强党内监督的根本目的。监督、协助是党章赋予机关党组织的职能。这个根本目的和职能决定了“服务第一要务”，围绕中心和大局开展工作，是对机关党建工作的必然要求，也是检验机关党组织监督工作效果的根本标准。各级党组织和广大党务工作者要努力形成“监督就是协助，监督就是服务”的共识，党组织要把坚持“服务第一要务”，紧紧围绕全党和本部门中心工作开展机关党组织的监督工作当作自己的自觉行动。要正确处理好机关党的工作和行政工作、监督制约和支持服务、党内监督和其它监督的关系。在工作方式方法上要注意把握好“度”，既坚持按有关规定办事，敢抓敢管，又体现对干部的关心爱护。这样才能取得“正”效应，达到“服务第一要务”，促进中心工作的目的。

　坚持依照党规党法实施监督的原则，规范机关党组织实施监督的途径。突出制度建设是贯穿《党内监督条例》的一条主线。党的建设实践证明，没有以制度为载体的监督是没有秩序的监督，没有以制度为保障的监督是软弱的监督。机关党组织的监督经历了监督制度不断健全完善的过程。党章明确规定：机关党组织“协助行政负责人完成任务，改进工作，对包括行政负责人在内的每个党员进行监督”。1998年中央颁发的《中国共产党党和国家机关基层组织工作条例》对机关党组织监督的目的、内容、方法都作了明确的规定，提出了监督的八项内容和七条途径，是对党章的具体化。新颁布的《党内监督条例》是对过去监督工作经验的总结，是一部党内监督系统、全面的法规。它的颁布实施，使党内监督工作纳入了规范化、法制化轨道。理论和实践已经证明，依规依法监督，依照制度监督是搞好机关党组织监督的必由之路。只有把贯彻落实《党内监督条例》和《基层组织工作条例》相结合，把贯彻落实这两个条例各项规定和本单位的各项制度有机结合起来，才能使机关党组织的监督逐步走上规范化、科学化的轨道。

　坚持积极争取党组、行政领导重视和指导，把机关党组织监督的各项工作落到实处。机关党组织要做好党内监督工作必须要有党组、行政领导的重视和支持。要获得重视与支持，必须既要积极争取，又要善于争取。一是经常汇报请示，求得领导的重视和指导。二是要积极深入宣传，使广大党员特别是党员领导干部明白机关党组织的监督是有法可依、有据可循的，是监督和爱护的统一，支持和接受机关党组织的监督是党员干部的义务。三是要创造性开展工作，以优良的工作业绩求得领导的信任和重视，亦即常说的“有为才有位，有为才有威。”

　坚持机关党组织监督和其它形式监督相结合，充分发挥监督的整体合力。机关党组织的监督是党内监督的重要组成部分，是其它任何形式的监督所不能替代的。但实施党内监督又不能搞“单打一”，唱“独角戏”，必须与其它形式的监督相结合，才能取得更好的效果。近年来，许多部门和单位在监督工作中，积极探索，大胆开拓，把机关党组织监督和干部人事部门的监督、派驻或内设纪检监察部门的监督、党外监督等形式结合起来，建立了党员干部参加组织生活会情况通报、谈话提醒、组织社会评议、走访服务对象等制度，既促进了机关党组织监督工作的开展，又推动了机关党内监督朝着“立体、宽带、刚性”的目标迈进，有效地提高了党内监督的实效。
