 师德师风建设活动实施方案

 为深入贯彻党的十八大精神,切实抓好师德师风建设,确保全镇教师守好“政治、法律、道德三个底线”,做到“决不允许各种攻击诽谤党的领导、抹黑社会主义的言论在课堂出现;决不允许各种违反法律的言论在课堂蔓延;决不允许教师在课堂上发牢骚、泄怨气,把各种不良情绪传导给学生”。进一步弘扬高尚师德,提高教师的综合素质,增强教师教书育人的自觉性、光荣感、责任感和使命感,打造一支政治坚定、品德高尚、作风优良、学识渊博、为人师表、教书育人、人民满意的高素质的教师队伍,实现我镇教育事业又好又快发展,根据《教育部关于进一步加强和改进师德建设的意见》,结合我校实际情况,制定本实施方案。

 一、指导思想

 以党的十八大和十八届三中、四中全会精神为指导,紧密结合我镇师资队伍建设现状,以热爱学生、教书育人为核心,以“学为人师、行为世范”为准则,以提高教职工思想政治素质、职业理想和职业道德水平为重点,弘扬高尚师德,力行师德规范,强化师德教育,优化制度环境,不断提高师德水平,促进教职工队伍素质的整体提高和教育事业健康快速发展。

 二、目标任务

 (一)通过活动的开展,使全体教职工树立正确的质量观、人才观和教育观,增强从事教育工作的光荣感、责任感和使命感。

 (二)通过活动的开展,在全体教职工中形成以人为本、以德修己、以德治教、以德育人的观念,提高教师对建立和谐师生关系的思想认识,营造教师敬业爱生、学生亲师乐学的和谐教育氛围。

 (三)通过活动的开展,使全体教职工关注学生身心健康,促进学生全面发展,把“爱”这一教育永恒的主题,贯穿到日常的教育教学中,让每一名学生纵向有提高、横向有促进,整体有发展、个体有进步。

 (四)通过活动的开展,畅通诉求渠道,建立教师与家长之间和谐融洽的关系,广开言路,形成教育合力,切实提高学生、家长和社区对学校教育工作的满意度。

 三、基本原则

 师德建设工作坚持以下基本原则:

 (一)坚持以人为本的原则。要充分发挥广大教职工的积极性、主动性、创造性,把师德建设与教职工个人发展结合起来,增强教职工自我教育、自我完善、自我提高的自觉性,为教职工的全面发展创设良好外部环境。

 (二)坚持实事求是的原则。要把师德建设与促进学校各项工作紧密结合起来,标本兼治,突出重点,有针对性地开展工作,使师德建设更加贴近实际,切实解决问题。要注重实际效果,不做表面文章,力戒形式主义。

 (三)坚持以德促能的原则。师德是教育之魂,师能是发展之本。要以师德建设为先导,采取多种措施,大力加强师能建设,不断提高教职工业务能力和专业发展水平,以师德教育促进教师综合能力的提高。

 四、具体措施

 积极开展形式多样、丰富多彩的师德教育活动。各单位要落实好以下各阶段工作:

 (一)广泛动员,全面启动阶段(2015年3月)

 1、活动内容

 (1)健全组织机构,学校成立以校长为组长的师德师风建设领导小组。

 (2)各学校要召开师德师风建设工作动员大会,广泛动员,层层发动。针对当前师德师风存在的问题,组织教职工进行师德师风大讨论,进一步明确开展师德师风建设的目的和意义。

 (3)制定学校师德师风建设实施方案,3月28日前报泉林中心学校办公室。

 (二)自查自纠、民主评议阶段(2015年4-5月)

 1、活动内容

 组织教职工从思想和行为上回顾自己的从教经历,对照以下标准进行深刻剖析,写出2000字以上的书面材料。

 (1)思想方面有没有违背教育方针、政策,散布传播有害学生身心健康的思想言论;有没有只顾个人得失,不讲政治,不顾全大局,公开发表违背职业道德和社会主义核心价值观等违法言论或只教书不育人的思想。

 (2)工作方面有没有敷衍塞责、马虎从教,不备课,不批改作业,上班炒股,从事第二职业等行为;有没有拒不接受学校正常工作安排,消极怠工,甚至擅自脱岗;有没有不爱学习,不钻研业务,将他人的成果据为己有用于晋职晋级的行为;有没有讽刺、挖苦学生,歧视差生,体罚或变相体罚学生的行为。

 (3)行为方面有没有做有偿家教,向学生、家长推销教辅资料等违反上级有关规定的行为;有没有接受或索要学生、家长财物等以教谋私的行为。

 (4)学校要认真查找是否有强制学生有偿补课,利用学校食堂、小卖部谋取小集体利益等办学行为不规范的问题。

 2、阶段要求

 学校要通过开展学生和家长问卷调查,召开学生和家长座谈会等方式了解本校教师的师德情况,也可在教师中开展无记名问卷互评,或聘请师德师风监督员等形式定期收集意见和建议,对反映出来的问题要及时告知教职工,并督促其认真整改。要坚持边学边纠的原则,把学习教育、查摆问题有机结合起来,在“学”中查,在“查”中“纠”,在“查”和“纠”的过程中进一步提高认识,巩固“学”的效果。对于存在的问题,要认真制定整改方案,突出整改重点、落实整改措施和整改时限,切实予以整改。各学校要在认真组织自查自纠的基础上,形成自查报告,加盖公章后于2015年5月10日前报中心学校工会。

 (三)集中开展活动,贯彻落实阶段(2015年6-10月)

 1、活动内容

 (1)组织学习,重点组织教职工学习《教师法》、《义务教育法》、《国家中长期教育改革和发展规划纲要》、《事业单位工作人员处分暂行条例》、《公民道德建设实施纲要》、《教育部关于进一步加强和改进师德建设的意见》、《中小学教师职业道德规范》、《中小学教师十不准》、《关于进一步加强和改进新形势下高校宣传思想工作的意见》、中央“八荣八耻”、“八项规定”“四德建设”等法律法规和相关文件政策,学习优秀教师的典型事迹,学习十八大和十八届三中、四中全会等重要会议精神。(组织者:办公室,教育工会)

 (2)开展拒绝有偿家教、推销教辅资料倡议活动。学校有倡议,教师有表态,学生家长有评价。(组织者:教育工会)

 (3)组织开展“说我身边的师德风范”征文评比活动,大力宣传身边的优秀教师事迹。(组织者:教育工会)

 (4)组织评选“师德模范”(组织者:办公室)

 (5)组织参评“泗水好人”(组织者:教育工会)

 (6)开展“师德教育月活动”(组织者:教育工会,)

 2、阶段要求

 各学校集中学习至少要安排8次以上,要有学习、有座谈、有讲座、有记录、有体会。每个教职工读书笔记不少于8篇,学习心得不少于4篇。通过开展各种活动,使学校干部和教职工从思想上真正认识到依法施教和为人师表的重要性和必要性,进一步转变教育观念,积极创建民主、平等、和谐、诚信的师生关系,营造和谐的校园环境。要表彰一批师德先进个人,用典型的力量带动人,用先进的力量引导人,用榜样的力量鼓舞人,最大限度地发挥其先锋模范作用,使广大教师学有榜样、赶有目标。

 (四)总结剖析,综合评价阶段(2015年11-12月)

 1、活动内容

 (1)组织考试,组织全县教师进行师德考试,内容为各项法律法规、公民基本道德和师德要求。(组织者:教育工会,办公室,教研室)

 (2)形成自查报告,对照学习材料和优秀教师,形成不少于3000字的自我剖析材料,剖析要深刻,要查找到自身存在的问题和不足,提出整改方案,材料要按照党的群众路线教育实践活动的自查报告标准来写,经校委会研究通过后留档保留。(组织者:教育工会、各学校)

 (3)积极开展“三评”活动。即学生评教师、教师评校长、家长评学校。要制定具体的评议方案,让干部的工作作风、教师的师德师风、教育教学质量及学校管理的方方面面自觉接受社会和学生家长的监督,评议结果要公开、公示,切实改变学校和教师的工作作风。各学校要按要求及时开展自评总结和分析,认真总结师德师风建设工作的经验和成就,通报师德师风建设情况,表彰一批师德先进个人,使全县的师德水平有大幅提升。(组织者:办公室、各学校)

 2、阶段要求

 各校要全面总结师德师风建设工作,形成书面材料报中心学校教育工会(2015年12月25日前);要把师德考核作为教师评优评先、职称评聘、绩效考核的一项重要内容。

 (五)总结提升,建立长效机制阶段(2016年1-2月)

 (1)建立教师师德档案,收集、整理、归档每位教职工师德师风、工作业绩、奖惩情况等方面的材料。(2)建立师德教育的学习体系,将师德教育列入校本培训;建立师德检查评价体系,科学、公正地考核、评价教师师德水平。(3)实行“师德一票否决制”,学年终,学校将每位教职工的师德考评结果进行公布,与绩效挂钩,与职称评聘、晋级晋职及表彰挂钩。建立师德师风责任追究制度,教职工发生不遵守师德师风规范的行为,师德不得分,在评优评先时一票否决。
