医院职工大会讲话

　 医院职工大会讲话20**年是我院由企业移交地方政府管理的第一年。一年来，在医院领导班子和全体职工的共同努力和辛勤工作下，医院紧紧抓住发展第一要务，不断进行管理创新、体制创新、技术创新和服务创新，医院建设日新月异，事业发展蒸蒸日上。特别是医院移交地方后，得到了旗委、政府及社会各界的极大关注和重视，仅20**年政府就投入？万元对医院进行了大规模的改造和建设，使医院发生了深刻而明显的变化，得到了广大人民群众的好评。这些成绩的取得靠得是全院干部职工的齐心协力和无私奉献，在此，我再次表示衷心的感谢。

　　刚才**院长就20**年的医院工作作了实事求是的总结和回顾，并对今年的工作作了周密的安排，我想，只要中心医院全体职工齐心协力，群策群力、团结拼搏，坚持解放思想、实事求是、与时俱进，就一定能圆满地完成今年的各项任务，医院也将得到进一步的发展。借此机会，我就中心医院的进一步发展问题提四点要求和希望。

　　一、医院的发展要有明确的方向和定位。

　　中心医院作为全旗设备先进、功能齐全、技术力量雄厚、管理完善的集医疗、预防、保健、科研、教学和计划生育管理为一体的综合性二级甲等医院，在全旗的医疗卫生事业发展中起到了积极的作用，在广大人民群众中树立了很高的威望，但是，我们的着眼点不能仅仅停留在旗内的中心地位，要争创市内一流水平，乃至自治区内一流水平的医院。医院的建设和发展必须要从国民经济和社会发展的大局出发，从适应全面建设小康社会对卫生事业改革与发展的要求和任务出发，从本地和医院自身的实际情况出发。要有正确的发展观，发展不仅要注重规模、外延的发展，更要注重内涵的发展（包括人才梯队建设、优势专科建设、科技创新、教学水平等）；不仅是房屋、设备、环境等硬件的发展，更是质量、服务、管理的发展；发展既要讲经济效益，更要讲社会效益，实现经济效益和社会效益的统一；发展既要促进物质文明建设，又要促进政治文明和精神文明建设，实现医院的全面健康发展。也就是说医院的发展要在“强”字上下功夫、要在练“内功”上做文章。

　　二、要转变服务理念，提供人性化的医疗保健服务。

　　医疗服务的对象是病人，病人首先是“人”。医疗服务不仅要提供良好的医疗技术服务，同样重要的是要在医疗服务过程中真正体现“以人为本”的思想，尊重病人，关爱病人，方便病人，服务病人。要切实改变“见病不见人”的单纯技术服务模式，牢固树立“质量第一”、“服务第一”、“病人第一”的理念。我们要认识到，随着全面建设小康社会新阶段的来临，群众到医院已经不仅仅是简单的看病取药，对于服务环境、服务流程、服务态度以及社会、心理、知识等方面服务的需求也日益增长，要求也越来越高。这就要求我们要切实转变服务理念，树立以人为本的观念，重视服务文化，改善就医环境和设施，改进服务流程，提高效率，改善服务态度，提供人性化的医疗保健服务以及社会、心理等方面的服务。

　　（三）创造满足需求的服务目标。医院所有的服务对象都是人，都有“人内在的情感，潜在智能、目的、爱好、兴趣等”，都有自己的心理需求、期待和愿望，因而医院的服务是多层次、多方面的。因此探求医院建设和发展的出路，应该研究和针对病人、服务对象的需求从大健康观念的多维层面创造服务目标，努力拓展服务领域，扩大服务项目，改变服务模式，完善服务设施，增加服务形式，提高服务技术，，降低服务成本等，构建病人、服务对象信任、满足、满意的服务目标体系，为服务对象提供生活、生理、心理精神全方位的综合服务。

　　（四）营造温馨宜人的服务氛围。加强医院服务文化的建设，必须努力营造温馨宜人的服务氛围，给病人、服务对象创造有利于保健、治疗、康复的温馨环境，体现更多的“以人为本”的人文关怀、人文服务。营造温馨的服务氛围，一要注重服务环境氛围，努力改观医院院容院貌；二是要注重服务文化氛围，体现和张扬人性化服务的温馨；三是要注重服务的人文化关怀，方便病人候诊、诊断、治疗，方便病人生活、修养，也要有利于保护病人的隐私，体现个性化的人文化关怀；四是要注重服务礼仪氛围，待人、接物、处事文明礼貌、从容有序，从而营造出美化、温馨、安全、舒适、健康宜人的医院服务文化氛围。

　　（五）建立方便快捷的服务流程。医院的服务对象主要是病人，这是一个特殊的社会弱势群体。他们在接受诊断、治疗、护理、康复等医学卫生服务时，除了要考虑安全、效果等技术因素外，还要考虑医学卫生服务的成本和便捷程度。我们建设和发展医院，必须要为病人、服务对象提供安全、方便、快捷的服务流程：一是要做好导医、咨询服务，及时为服务对象提供信息、排忧解难；二是要有醒目准确的标志和告示，便于服务对象知情、选择和流动；三是要合理设置科室的位置，减少服务对象往返奔走所带来的时间、体力消耗，切实解决“看病烦”、“看病难”的问题；四是要在服务时间上有保障，便于不同层次病人有更大的选择空间；安排不同的服务模式，如社区服务、接送服务、电话预约、电话咨询等；六是努力缩短候诊、辅助检查时间，增加医患交流沟通的时间和空间，减少服务对象由于长时间等候、往返奔波或缺少沟通交流等造成的心里压力和烦恼，节约时间成本和体力、精力耗费成本。实现“以人为本”的人性化服务。

　　（六）提供精湛完美的服务技艺。著名医学家吴阶平指出“做一个好医生要有高尚的医德、精湛的医术和艺术的服务，三者缺一不可，并且都是无止境的。”医院的服务技艺包括服务技术和服务艺术，是医院及医务人员赖以生存和发展的基本手段，也是实现社会价值、服务人民健康的重要条件。医学服务技术包括所有为人民身心健康服务所采用的知识、手段、方法、技能、技巧，是实现医学崇高的目的，解决人民健康问题的基本功。医学服务艺术包括接诊艺术、诊治艺术、语言交流艺术、处理矛盾冲突艺术等，蕴涵着服务理念、逻辑思维、医患沟通和运用医学知识及技术的能力。建设和发展医院就要不断提升医院整体的综合的服务技术和服务艺术，做到精益求精和不断提高，为病人及服务对象提供精湛的技术服务和人性化、艺术化的服务，使病人及服务对象获得安全、有效、痛苦最轻、耗费最小、见效最快的高质量的医学卫生服务。

　　（七）树立情感关爱的服务态度。随着社会经济的发展、文化的进步、医学模式的转变、医疗市场竞争的日趋激烈，以及病人、服务对象对医疗卫生服务的多需求、高期望和维权意识的日益觉醒、成熟，医院强化法律责任、改善服务态度，显得尤为重要。建设和发展医院必须更加重视服务态度问题。医院要从“以人为本”服务理念出发，树立高情感关爱的服务态度，要有温情亲切的关爱行为、人文关怀的表情语言、细致周到的生活照顾、人性化的双向沟通，以优良的服务态度做好各项服务工作，这既是密切医患关系、促进患者健康和康复的重要条件，也是谋求医院生存和发展的一种优势。

　　（八）完善客观有效的服务评价。评价，是指人们对人、事、物的价值的判断。医院服务评价是医院提供的医疗卫生服务活动和服务产品的价值判断。建设和发展医院必须建立客观、公正、有效的服务评价体系和办法，通过评价及时发现问题，纠正错误，改进服务。医院服务评价要从国家、医院、职工、病人多个层面、多个角度进行价值判断，医院服务评价要从病人满意、社会满意、职工满意、政府满意来衡量，病人的满意最为重要。病人的满意包括最佳的技术效果、最好的服务、更好的信息交流、适宜的经费支出、安全舒适的疗养环境、和谐医患关系等，其实质是对病人的安全度、满足度、舒适度、信赖度、认可度等综合的满意程度，因此，必须重视和强化病人对医院服务满意度的评价，从评价结果中需求客观、公正、和谐的平衡点和结合点，努力改善服务工作，改善医患关系，以取信于服务对象。

　　三、加强以质量为核心的医院管理。

　　四、加快专业人才的培养。
