　 前几天，我们大家参加了市委举办的村党组织书记加强社会管理示范培训班。刚才，听了大家的发言，感到同志们收获很大，我也很受启发，相信大家在今后的工作中一定会学有所用，取得更大成绩。今天，我们各乡镇的党委书记分别谈了下半年的工作思路和具体措施，谈的都很好，关键是下一步要切实履行职责、抓好落实。下面，我根据省、市要求和县委研究的意见，讲两个方面的问题。

　 当前，农村经济社会发展形势发生了重大变化，中央和省、市、县委对农村基层党组织和村党支部书记职责任务以及应具备的能力素质，提出了明确要求。我认为要做到以下几点：

　 一是要当好落实政策的明白人。党在农村的每一项方针政策，都涉及每家每户，与群众的衣食住行都息息相关。比如农村综合改革政策、土地征用政策、水利政策、计划生育政策，等等。这些政策能否在村里落实，靠我们的农村党员干部，关键是看支部书记。政策落实得好，党支部在村民中就有威望；执行不好，群众就不满意，就会戳我们的脊梁骨，就会给党的形象抹黑。从这个意义上讲，政策落实得怎么样，事关党的形象，关系党的生死存亡。对这一点，我们村支部书记头脑一定要清醒，绝不能犯迷糊。首先自己明白政策，要认真参加会议，努力学习各项文件、法规，并切实执行好政策，将上级精神落实到具体工作中去。

　 二是要当好富民强村的领路人。村级组织换届是三年一次，一届管三年。如果抱定造福老少爷们的信心和决心，三年时间足够干一番事业；如果抱着混日子的想法，三年时间一晃就会过去。“不能带头富不能当干部，不能带民富不是好支书”。作为村支部书记，富民强村是第一位的职责，要一心一意带领群众致富，在富民中实现强村。近年来，我县农业农村发展形势很好，粮食连增产，农民持续增收，但也要看到，当前农业农村发展还存在一些突出问题。比如，农业基础仍然比较薄弱，资源环境对农业发展的约束日益突出；农业生产进入高成本阶段，给农业特别是种粮受益带来影响；农业产业化水平还不够高，农业竞争力不强，等等。特别是一些村集体经济薄弱、村级组织服务能力不强的问题日益突出，成为制约富民强村的一个重要因素。一是要寻找一条好路子。找到一条适合本村发展的好路子，是实现富民强村的关键。村支部书记祖祖辈辈生活在一个村里，村里发展有什么优势、有什么资源，心里都一清二楚。要通过资源优势、招商引资、社会化服务等方式，寻找适合本村的发展路子。二是带出一支好队伍，村看村，户看户，群众看党员，党员看支部。一个村要发展，不仅要有一个好支书、好班子，还要有一支充分发挥作用的党员队伍。三是练就一身好本领。支部书记有一身过硬的致富、带富本领，自己干事不犯难，群众也信服。

　 三是要当好为民办事的公道人。在农村，社会管理主要不是体现在惊天动地的大事上，更多的是体现在做好一件一件小事、实事上。比如，户口迁移、宅基地划分、计划生育指标、发放救济款等。这一件件小事，对每个家庭来说都是天大的事。如果一件事处理不好，就可能影响村庄的和谐稳定。老百姓最不满意办事不公、财务不清、服务稀松的干部，村干部特别是村支部书记，只有一心一意为群众办事，公开公正公平处事，群众才会信你、跟你，干部群众关系才会和谐，社会治安、村风民风才会好。要一碗水端平。村支部书记多数土生土长，是不脱产的农村干部，在村里都有个三亲六故。群众的眼里容不得沙子，我们办事是不是存有私心，群众看得很清楚。在这方面出了问题，群众就会有怨气。村支部书记办事一定要公公道道，一把尺子量到底，决不能有偏有向。

　 四是要当好农民群众的贴心人。胡锦涛同志在“七一”重要讲话中指出：“只有我们把群众放在心上，群众才会把我们放在心上；只有我们把群众当亲人，群众才会把我们当亲人”。村支部书记是村里的党员群众一张张选票选出来的，服务村民，是党支部的核心任务，也是村干部的职责所在。这次村“两委”换届，村党支部书记对任期目标都已经作出公开承诺，还有我们现在开展的xxxx活动的承诺践诺评诺“三诺”活动，也要公开承诺，“说出去的话，泼出去的水”，“开弓没有回头箭”，同志们要一诺千金、说到做到，决不能失信于民。

　 五是要当好廉洁自律的干净人。村支部书记虽然职位不高，但都掌握着一定的权力，自我要求一定要严，干事一定要干净。群众给我们权力，是让我们用来搞服务的。如果把它变成了谋取私利的工具，群众就会把权力收回去。随着农村经济的发展壮大，村里的经济活动越来越频繁，村干部要经常跟钱打交道，越是这样，越要时时刻刻绷紧廉洁自律这根弦。作为村支部书记，尤其不要参与违规违法的土地征收利用，不要插手工程项目和招投标事务，不能挪用和侵吞集体资产，不能克扣各类补贴和补偿金。对这类行为，群众深恶痛绝。要把集体的财产管好，把集体的钱用好，严禁花钱大手大脚。只要大家都能自觉做到公道清廉，一身正气，手不沾、心不贪、嘴不馋，群众就会选择你、支持你，你那里的事情就会办得顺、办得好、办得成。

　 村“两委”换届选举结束后，省、市相继召开会议，就下步基层党建工作提出明确要求，当前，我们需要重点抓好以下几项工作。

　 一是健全完善村级规章制度。要健全和落实任期目标承诺制和践诺奖惩制，加强考核管理，把落实竞职承诺、完成任期目标与村干部政治待遇和补贴报酬挂钩，严格兑现奖惩。我县在xxxx活动中创新推广的乡镇街道党委会到村召开制度、乡村干部周二、周五集中办公坐班制度、工作信息公开制度、双承诺双公示制度，这四项制度，得到中组部、和省市的充分肯定。下周，市委将在我县召开现场会，特别是党委会到村召开制和周二周五集中办公制，得到了绝大多数农村党组织书记的认可和赞同，在加强党的建设、促进农村发展方面发挥了重要作用。我们要继续落实好、总结好四项制度，对于发现有敷衍或落实不到位等情况的，严格按规定进行通报批评，与乡村干部政治经济待遇挂钩。

　 二是扎实做好“难点村”换届选举。村“两委”换届选举结束后，我县组织人员对全部村庄逐一进行电话抽查，通过抽查发现部分乡镇这项工作还不够扎实，甚至有的存在虚报现象，还有一些“难点村”和遗留问题。对余下的部分“难点村”，各乡镇党委要从大局出发，切实加强领导，把做好“难点村”选举工作列入重要议事日程。对剩余“难点村”要再进行一次认真梳理和深入分析，找准每个村的关键症结，认真研究对策措施，制定详细工作方案，精心组织好换届选举。要整合各方面力量，形成攻坚克难的强大合力。乡镇党委书记要认真履行 “直接责任人”职责，带头帮包“难点村”，亲自安排部署，靠上具体指导，针对每个村的不同情况，派驻强有力的工作班子，集中时间、集中精力，争取年底前全部完成“难点村”换届选举工作。市里在适当时机将按15%的比例进行抽查，看是否真的落实了换届选举，选举的程序是否规范合法，过程是否存在违规违纪现象，届时，如再发现哪个乡镇仍存在换届选举问题仍未解决，将对乡镇党委书记进行约谈。要高度重视信访问题。对群众反映与实际情况有差异的，要向群众说明情况，消除误解；对群众反映的问题一时解决不了的，要耐心解释，说明原因。对群众的来信来访，不能相互推诿，更不能简单地采取强制措施，防止激化矛盾。

　 三是做好下一步xxxx活动。要紧紧围绕“服务中心”这个主题，找准xxxx服务科学发展的结合点和着力点，进一步丰富实践载体，拓展创争平台，推动各领域活动扎实有效开展。着力完善“双十星”创评体系，努力实现创星活动经常化、评定方式规范化、公开途径多样化、结果运用科学化；深化落实“三诺”制度，组织开展新一轮承诺、践诺、评诺活动，切实运用好“公开承诺、领导点评、群众评议、评选表彰”的推进方式，促使广大党员干部亮身份、有作为、树形象；广泛开展丰富多彩的主题实践活动，以党性教育、结对共建、岗位奉献、示范引领为主要内容，引导党员明方向、做表率、学先进、争一流；突出特色，深化活动载体和平台，各乡镇街道要充分考虑功能区域定位、资源优势、工作基础等实际情况，确定创争目标和载体

　 四是实施好基层党建创新项目。基层党建创新项目是基层党建工作抓重点、破难题、创特色、求实效的有力抓手，是在基层党建工作关键领域和薄弱环节取得突破的有效途径。从目前项目落实情况看，我们的工作还不够细。大家要进一步健全和完善工作机制，加强调研和具体指导，实现由粗到细、由虚到实的转变，做到基层党建创新项目目标明确、措施具体、务实管用，对工作有指导性，能够引领和提升基层党建工作科学化水平。组织部分管负责同志，对基层党建创新项目要从谋划思路、研究措施到解决问题、总结提升各个环节，都亲自抓、直接抓、靠上抓，做到真研究、真推动、真投入，调动各方面资源推动项目实施，确保年底出结果、出效果，同时，加大创新成果的宣传推广力度，逐步创造一批过得硬、叫得响、推得开的基层党建创新品牌。
