　2016年度医院财务运行情况良好，预计本年度总收入达2.4亿元、总收支结余达1100万元。从这一收支结余结果看，医院自从药品政策、医疗价格政策、医保定额结算三大政策影响以来，第一年突破收支结余1000万元的大关，财务状况正处于稳步健康发展的趋势。财务科在院务委员会和分管院长直接领导下，本年度较好地完成了全年财务管理、会计核算、会计监督、绩效工资核算等各项工作。为进一步做好2016年度财务各项工作，现总结如下：

　　一、2016年度主要工作回顾

　　1、做好资金科学运行工作： 做好资金科学运行工作是财务科最重要的一项工作之一。具体为：一是根据“轻、重、缓、急”的原则，科学合理安排资金，保障医疗活动日常正常运行，保障每月人员经费的按时发放；二是有约付款，对药品、卫生材料等应付款推迟2-3个月付款，一方面缓解医院支付压力，另一方在这空间期内根据银行理财产品特性，利用理财产品多为医院获取较好银行利息，为医院获得更好的收益；三是对于当月要支付的单位，与其友好协商，以银行一年期贷款率的利息贴付医院，从而使医院又获得较好的收益。

　　2、预算管理工作更趋于科学化： 根据市财政局编制度文件精神和医院总体工作目标，分别采用5种预算编制方法编制医院年度收支预算和每月预算。预算编制更趋于科学化、合理化，在整个医院经济运行中特别是在控制支出费用中发挥了良好的作用。总收支预算符合率达到预期的工作目标。

　　3、完成起草完善综合目标责任工作： 医院综合目标责任方案实施细则自实施以来已有3个年头，很有必要作进一步的完善。因此，院务委员会决定对医院综合目标责任制实施细则进行修改完善。财务科根据院务委员会具体的要求，对开始执行的《医院综合目标实施方案细则》进行了进一步完善工作，该项工作已起草完毕，待医院院务委员会研究后付诸实施。

　　4、按三甲医院标准撰写财务报告： 根据浙江省医院评审标准要求，撰写每季全面的财务与预算执行情况分析报告，针对增减原因深入的查找原因并加以分析，并提出相应的措施与建议供领导参考。依据变动因素较大支出科目还进行了专题分析报告。如医院管理费用、百元卫材消耗专题分析报告。提出整改意见供领导决策作为依据。所撰写的全面财务与预算分析报告符合省医院评审标准要求。

　　5、依据财政法规做好会计核算工作： 根据《会计法》、《医院财务制度》、《医院会计制度》等法律法规和医院财务管理制度，进行会计核算与会计监督工作，按上级主管部门规定的要求完成全年会计核算工作任务。根据财务科考核小组每季度考核结果看，使用会计科目正确率符合规定要求。

　　6、依据资金结算法规做好资金出纳工作： 依据《现金管理暂行条例》、《银行结算制度》和医院财务管理制度，较好地完成全年所有货币资金收付出纳工作，根据财务科考核小组季度考核结果看，所办理资金收付手续的正确符合规定的要求。

　　8、做好医院与婺城区妇保院技术协作经济核算工作： 自去年6月份起医院与妇保院开展技术协作工作。为了搞好医院与妇保院的核算工作，财务科专门设置收支台帐，核算双方协作资金运作情况。此项工作虽规模不大，但核算资料牵涉到方方面面，财务科认真细仔地好各项有关联的收支资料工作，认真做好每月的核算工作。医院与妇保协作取得较好的直接与间接的社会效益和经济效益。预测本结算年度内医院将会获得100余万的纯利润，它将成为医院获得更多收支结余的一个增长点。

　　9、加强财务人员培训工作提高综合素质： 本年度在院领导的重视下，财务科参加省卫生厅举办的《医院管理培训班》两次；全体财务人员参加了市财政局举办的《财务人员继续教育培训班》一次；财务科本级举办了《加强内部控制管理》、《财务人员职业道德教育》两期学习班，通过各类培训的学习，进一步提高财务人员业务素质，提高了财务人员的职业道德水平，医院的内控各项制度得到有效的落实。

　　10、积极撰写论文： 本年度财务科通过医院财务管理内控制度的进一步贯彻执行，善于总结管理经验，撰写了《医疗机构全成本核算中存在的问题与对策》、《医院实行全面预算的方法与体会》、《绩效评价法律法规建设的思考》等3篇论文在省级财会、经济管理杂志上发表。通过总结撰写论文，一方面提高写作理论水平；一方面提高了会计核算、会计内控专业水平，并逐一形成一种善于总结提高综合素质的氛围。

　　11、进一步加强内部考核工作： 依据医院财务管理制度和考核职责，财务科考核小组每季度不定期对属下各岗位职责进行考核。从考核结果看，各岗位人员责任性更强、岗位职责落实更到位，医院财务管理制度进一步得到有效的落实，财务内控管理工作又上了一个新台阶。

　　12、积极完成领导临时交办工作任务：（1）积极参与申报成立婺

　　2、食堂财务相关内控工作有待解决： 食堂财务属财务科管理，从管理上规范了管理模式，符合省厅规范管理的要求。但对食堂库存物资盘点考核工作做得力度还不够；职工每月职工工作餐补贴输入工作现在还没有归属食堂财务人员担任，不符合内控管理的要求。在新的一年里加大力度完善这两方面的工作。
