　 浅谈对河道垃圾清理的思考

　**县以国家卫生县城城和国家文明县城创建为契机机，广泛普及城乡居民卫生文文明知识，全县城乡环境卫生生面貌极大改善，群众卫生文文明素质不断提升。但由于城城乡河道垃圾监管不到位、群群众卫生文明习惯未养成、城城乡垃圾处理设施不完善等因因素影响，河道垃圾问题已经经成为影响群众生活的毒瘤，，成为社会关注的焦点，河道道垃圾治理刻不容缓。

　7320条，水域域面积占28万亩，河流总长长56934公里。其中100公里以上50条，集水面积积在100平方公里以上的99条，主要有**河、**河河、**河和**河，丰富的的水资源是我县人民群众生产产生活的重要依靠。俗话说，，水乃生命之源，河道是生命命的通道，**县历来重视河河道垃圾治理，采取多项积极极措施，取得了显著的成效。。一是投入力度加大。整合十十大城建工程、新农村建设、、**美丽乡村、陕南移民搬搬迁等项目资金，在城区建设设了1个生活垃圾填埋场，11个建筑垃圾填埋场，1个污污水处理厂，在营盘镇分别建建立**美丽乡村村建设等平台，加强对广大群群众的宣传教育，引导群众不不向河道乱扔垃圾、乱倒污水水、任意弃置废弃物，逐步改改变不良的生活习惯。在全县县中小学校通过“小手拉大手手”等措施下发倡议书，对群群众进行环境卫生知识宣教，，城乡群众环境卫生意识明显显增强。三是经常开展整治。。按照属地管理的原则，明确确13个镇122个村河道保保洁责任制

　一是环保意意识不强，宣传不到位。近年年来，我县由于国家卫生县城城的创建，相关部门对城区卫卫生投入较大，卫生环保的宣宣传力度也较大，城区周边河河道乱倒垃圾情况得到明显改改善，但在离城区较远的镇宣宣传力度仍然不够，乱倒垃圾圾、乱扔垃圾、向河道里排放放生活废水的现象仍然普遍。。尤其是在部分人口稠密的村村镇河道周边没有设置相关环环保标示，河道里垃圾随处可可见，城区环保宣传经验没有有有效推广。

　二是群众素质质不高，认识不到位。相当一一部分群众认为，治理河道垃垃圾污染是政府的事，与普通通人民群众没有关系。还有一一些基层干部群众哼着一句顺顺口溜：“垃圾靠风刮，污水水靠蒸发”，这其中既有无奈奈，也有无所谓。所以大多数数地方呈现出“屋内现代化，，屋外脏乱差”的状况。近年年来，生活垃圾占据河道和堤堤防垃圾的主要成分。因为村村庄靠近河道，村民将日常的的生活垃圾堆放在河道或堤坡坡上，诸如塑料袋、旧衣物、、蔬菜叶、药渣、破鞋烂袜等等随处可见。只要下一场雨，，这些垃圾就会流入河道，污污染水资源。一些村民或靠近河道的单位为了节省开支，，直接将破砖烂瓦、渣土等建建筑垃圾偷偷倾倒在防洪工程程或河道内，不但影响工程面面貌和河道行洪，也污染河道道。许多农村居民还没有定点点投放垃圾的习惯，也没有垃垃圾池的观念，更没有为垃圾圾分拣的意识，这些都是是河河道垃圾的不到治理的根本原原因。

　三是经费投入不足，，设施不到位。我县由于山大大沟深，经济发展相对落后，，经费投入不足，故除城区周周边外，大部分镇垃圾处理配配套设施建立不够完善。生活活垃圾、建筑垃圾、旅游垃圾圾等无法得到正确的处理，长长期堆积，不仅影响美观，对对环境影响也巨大。由于缺少少专门的垃圾处理厂，垃圾不不能得到有效处理，每当大风风刮起时，靠近村庄的堤防或或河道就会飞舞着白色塑料袋袋、纸屑等，这些垃圾是被风风力搬运而至，河道、堤防的的草坡上、树木上到处是白色色的垃圾。河道周边施工时在在河道或堤防上的临时厕所、、施工机械产生的油污、施工工生活垃圾等，在工程建设中中或施工完毕后没有及时进行行环保处理，形成污染源。
