因事设岗，优化配置。结合当前工作要求高、考核压力大、学习任务重、在职干部人数少的现实情况。该局从实际出发，梳理岗位职责，制定《XXXX国家税务局专业化管理实施方案》和《XXXX国家税务局专业化管理岗位职责》。根据各部门的工作特点合理区分岗位类别，充分整合各部门人力资源。既考虑到税务干部个体的综合业务素质，又考虑到税务干部个体的业务特长，尽可能让所有人员找到最合适自己的岗位，基本做到了“人尽其才”，满足税收专业化管理的需要，使人员配置更趋优化，有效提高干部的工作积极性。

为了进一步强化XX县国税局干部的岗责意识，我局重点对办税服务厅人员、税收管理人员等岗位干部进行了岗责体系、岗责规程统的培训。多次集中组织全局干部对岗责体系设置和工作规程进行培训，以促使全体干部对该局责体系设置和工作规程有全面了解。让每个干部职工明确工作职责“是什么、干什么、怎么干”，重点解决工作中“干与不干一个样、干好干坏一个样”和“疏于管理、淡化责任”的问题。
三、量化岗责指标，强化督查考评
XX县国税局按照各岗位职责要求，制定具体岗责指标，明确各岗位要完成的数量、质量及时限等指标，并将岗责体系合理融入绩效考评，完善新岗责体系下的岗位职责考评办法，按照“岗责相称”的要求，不同岗位赋予不同的岗位职责，每个岗位职责均制定了工作事项、工作要求、工作时限，便于日常工作考核管理。综合工作量、工作难度、工作要求、工作风险等因素，合理设立岗位的细化考评标准，严格执法责任考评，根据工作责任轻重、风险大小确定扣分系数，做到奖惩分明、合理拉开差距，体现公平效率。

质量是提案工作的生命，决定着提案作用的发挥，关系到政协参政议政的成效。切实提高提案质量是加强和改进提案工作最重要的基础性工作。广大政协委员，政协各参加单位和各专门委员会是提案工作的主体，肩负着通过提案为国家经济社会发展建言献策的使命和责任。现在，各党派团体、各民族、各阶层的民主意识、政治参与意识越来越强，提案数量逐年增加。如今年省政协提案就达到766 件，有的委员连续几年提出提案都在10件以上。在提案数量逐年增加的情况下，如何有效地提高提案质量，这是摆在我们面前的一个越来越突出的问题。从某种角度来说，政协提案的质量代表了政协委员的水平，也反映了一个阶段政协工作的水平，代表了政协的形象，能够影响到政协组织在当地党委和政府部门心目中的地位，同时也直接影响到政协存在的价值及在群众心目中的形象。因此我们应当高度关注政协提案的质量，尤其是在当前各承办单位都越来越重视办理政协提案的情况下。因为各承办单位办理提案都要花费一定的人力物力，部分承办任务繁重的单位更是如此。拿省直单位来说，省财政厅今年办理总件数为102件，省教育厅为97件，承办数量在50件以上的有5家，20件以上的14家。如果提案质量不高，难以办出实际效果，不但让承办单位浪费人力物力，而且会给政协工作造成一定的负面影响。实事求是地讲，目前在提案整体质量不断提高的同时，确实有一些提案质量不高，缺乏调查研究，所提提案脱离实际，缺乏可行性，真正有价值，有分量，在社会上能产生较大影响，能引起党委、政府特别关注、重视的提案还为数不多，对此我们要有清醒的认识。在提案数量不断提高的情况下，到了需要特别强调提案质量的时候。要注意妥善处理好提案数量和质量的关系，不单纯追求数量多少，要坚持以质量求发展，想方设法提高提案质量。提高提案质量，一方面取决于政协委员的责任意识和自身素质，另一方面取决于政协提案工作是否到位，能否帮助委员们提出好提案。提案委员会要从o sum up, is divided into 9 main parts: 1. with regard to persisting and developing socialism with Chinese characteristics. 18 since the XIOn more than one occasion, General Secretary of the historical origin and development process of socialism with Chinese characteristics, the road of socialism with Chinese characteristics, System Info, system, uphold and develop the understanding of socialism with Chinese characteristics is determined to have been profoundly expounded, further strengthened the party and the people adhere to and develop the confidence and determination of the socialism with Chinese characteristics. 6、充分发挥高质量提案的示范带动作用，通过互联网和其它渠道更多的公开提案全文及办理复文，使委员了解高质量提案的要求，树立“精品”意识。如果我们认真抓好了这些重要环节的工作，相信提案的质量一定会有所提高。
三、把握好重点和关键环节，切实增强提案办理实效
提案办理工作是政协提案发挥作用、取得实效的关键环节。现在，各承办单位对办理政协提案工作日益重视，都能认识到办理政协提案是一项严肃的政治任务，是自觉接受人民群众民主监督，实现科学民主决策的需要，大部分都能积极主动地吸收采纳提案中的合理建议，将之作为决策参考和改进工作的依据。但我们也要看到，提案办理的结果与委员的要求和期望仍有一定的差距。提案办理工作中存在的办理落实不力，联系沟通不够，重答复、轻落实等多方面的情况还比较多，委员反馈的实际满意率还是不高，各方面对办理成效也还存在着不同的认识。在华东六省一市政协提案工作座谈会上，全国政协提案委员会负责同志也着重讲到，正确看待提案办理成效，是当前提案工作需要妥善处理的突出问题之一。
政协委员满腔热忱提出提案之后，对办理结果有很高的期望值，他们希望自己的劳动成果得到体现，所提意见和建议能被采纳。对办理和落实情况是否满意，直接影响到委员运用提案方式履行职能的积极性，也影响党和政府在委员和参加政协单位心目中的形象。政协提案往往反映了社会不同阶层、不同群体的愿望和要求。由于受到许多客观条件的限制，总会有一些问题得不到或者暂时得不到解决，总会有一些意见建议得不到或者暂时得不到采纳，这是很正常的现象。有的提案前瞻性较强，当年或近一段时期内采纳或解决不了，但对工作很有启发，也是有价值的。我们要全面看待提案的实效，既要看到具体提案所提建议被采纳的成果，也要看到提案虽未被采纳但通过协商达成共识的成果，还要看到提案在推进民主政治建设中的积极作用。对政协提案产生的效果也应该辨证客观的看待。办理结果大概有以下几种情况：1、所提建议立即被采纳，能很快产生积极效应；
2、所提建议部分被采纳; 3、所提建议具有超前性，值得研究、思考、采纳，但目前不能办；
4、建议合情合理，应该办，但因客观条件限制，暂时难办，可等条件成熟时再办；
5、对工作有警示；
6、所提建议确实无法办。应该说前5种情况提案效果都达到了，不能只认为提案立即办了才达到效果。政协组织要当好提案提出者和承办者之间的桥梁和纽带，多做沟通工作，多做推进工作。对能够解决的问题，一定要认真推动办理单位解决落实；
暂时不能解决，但创造条件可以解决的，要列入计划积极创造条件解决；
受客观条件限制确实无法解决的，要认真做好沟通协商工作，促进提、办双方相互尊重、相互理解，形成共识。

四、进一步推进提案工作的制度化、规范化、程序化建设
从同志们的发言和讨论中我们了解到，各地政协在推进提案工作制度化、规范化、程序化方面已经做了很多工作。如各地已经或正在进一步完善提案的审查立案标准、重点提案的产生办法和办理规定、优秀提案和先进承办单位的评选表彰制度等。这些制度的制定和完善，对政协提案工作整体水平的提高意义重大，是提案工作取得成效的重要保障。但我们也要看到，随着政协工作的不断推进，提案工作的制度建设还需要相应的重视和加强。我们在维护现有制度的严肃性、权威性和延续性的同时，要坚持与时俱进，根据新形势和新任务，对原有规章制度及时进行补充、修订和完善。对近年来提案工作实践中创造的新形式、新方法，要认真及时加以概括和总结，形成新的制度和规范，使各项工作有章可循。
在制度创新方面，我们可以扩展的空间还很大。比如：新形势下的提案选题调研和征集方式的创新；
关于建立提案质量评价体系；
关于提案办理成效的评价标准；
关于提案的跟踪落实和反馈机制；
政协专门委员会参与提案办理工作等等，都可以深入研究探索。提案工作的制度建设，要结合工作实际，简明有序、易于操作，要注重连续性和实效性，要有利于政协提案工作的发展。总之，要通过扎扎实实推进制度化、规范化、程序化建设，不断提高政协提案工作的效率和水平，使提案工作更加规范有序、富有成效。
同志们，人民政协事业在不断发展，提案工作在新的起点上应该有新的跨越。让我们在党的十七大和十七届三中全会精神的鼓舞下，积极进取，开拓创新，努力把提案工作提高到一个新水平，使政协提案在推动我省科学发展与建设和谐社会中发挥更大的作用。


刚才听了大家的汇报，我认为这次会议是筹备工作做得好、会风会纪好、经验建议好，总之是会议开得好，可以说听了各县、区（市）政协的汇报，和各委员同仁的发言，感觉都能够联系实际，各有特色，各有创新，各有经验。希望大家继续坚持过来好的经验、好的做法，并按照印发的我和长书的讲话材料要求，进一步改进和完善工作。

总之，这些都是没有尽到职责的表现，也就是履职不够；
从办理来讲重答复轻落实、重受理轻办理、重交帐轻实效问题。二是提案质量不高。有的三言五语一份提案，有的提案内容重复，根本达不到立案要求。三是“提”“办”不平衡。从市政协来讲，586名政协委员，今年以来共收到委员提案740余件，经审查立案648件，人均1份多，但实际由于党派团体、有的委员不只提一份提案，所以写提案的委员不足50%。“办”的方面，提案交办后，有的单位相当重视，认真办理，但有的单位，提案如泥牛入海，没有下文。
我的讲话材料已印发给大家，会后大家要阅读后，提出意见，下面，我结合自己的感受，再讲几点意见，可以用“四个强化”来概括，具体来说：
一、强化对提案工作的政治意识
（一）重视意义。提案是履行政协三大职能的体现，是委员履职尽责的体现，是委员参政议政的体现，是助推民主决策、科学决策的体现，是促进经济社会发展、保增长的体现，是权力公开透明、拉近干群关系的体现。所以说，重视提案工作，就是重视发展，重视提案工作就是重视民意、重视民生、重视民和、重视民安、重视自己的岗位和职责。
（二）把准定位。新时期政协提案工作的定位就是“四心”、“三助”、“三满意”，“四心”就是维护核心、服务中心、反映民心、凝聚人心；
“三助”就是协商助决策、监督助落实、参政助发展；
要做到“三满意”就是让提案者满意、让群众满意、让党委政府满意。这就是新形势下提案工作的新定位，要把准定位。

今天我们利用一天时间召开全市政协提案工作座谈会，传达贯彻全国政协和全省政协提案工作座谈会精神，认真贯彻落实《全国政协关于加强和改进提案工作的意见》，总结交流提案工作经验，研究部署进一步加强和改进政协提案工作，提升我市政协提案工作的水平。上午，7位同志就提案工作作了经验介绍和交流，农工民主党的"五个结合"，民盟的突出党派特色，劳动局的"四个百分之一百"，公安局等单位的"一把手抓到底"，刘颖委员谈提案的"科学性、可行性"，以及鼓楼区政协的一些好的做法都值得我们在以后的政协提案工作中学习和借鉴。接着，汪主席对如何加强提案工作作了很重要的讲话。下午，我和于基汾主席分别参加了小组讨论，也很受启发。下面，我想结合大家座谈中的发言，结合上午的经验交流，讲几点意见，我的讲话既是一个总结，也是个人的体会和发言，供大家参考。

一、充分肯定我市政协提案工作所取得的成绩
多年来，政协的提案工作在市委、市政府的关心支持下，在各民主党派、团体，广大委员以及政协机关的共同努力下，已经成为委员参政议政的重要渠道、重要载体，成为政协参政议政的一个很重要的窗口。每年，各民主党派、团体都会认真地组织集体提案，广大委员也积极提出提案，各承办单位都把提案工作作为建设社会主义和谐社会、作为转变政府职能、作为办实事、作为考评干部的一个很重要的工作。下午座谈中我听了几个单位的发言，感到提案办理工作制度化、规范化程度越来越高，像市交通局和市规划局都是一把手亲自抓、一抓到底，市教育局、市公安局、市环保局等很多局都是一把手亲自部署，分管局长具体抓。应该说，政府各个职能部门都把办理人大建议和政协提案作为重要工作来抓，正因为如此，提案者对政协提案办理的满意率和比较满意率每年都在95％以上。通过政协提案的办理，解决了很多宏观和微观上的问题；
通过政协提案，也协助政府一些部门做成了他们想做但还缺乏条件做的事。在此，我要感谢各党派、各部门对提案工作的重视，正因为他们如此认真对待政协提案工作，我们才取得了一定的成绩。我们实行了提案工作"四办"联席会议机制，这在全国是比较早的，很多地方只有"三办"， "四办"联席会议成为统筹全市提案工作的一个非常设机构，工作非常有效；
我们已经开展了政协主席督办重点提案、专委会督办重点提案工作，今年又开展了市政府领导领办重点提案工作；
我们开展了B类提案的"回头看"跟踪工作。我们正在改进提案办理的考评体系，这为今后如何更好地评价提案办理迈进了一步，希望通过新的考评体系能更客观地反映承办单位所做的工作。我们做的这些工作，有的得到了全国政协的肯定，也有的得到了省政协的认可。

二是提高承办单位办理提案的质量。高质量的提案为办好提案打下了基础。办好提案第一要规范制度，每个部门要有一套规范的办理工作制度。现在许多部门都把提案工作作为正常的工作来部署，作为日常的工作来检查，这很好。这方面有些单位做到了，有些单位还没有落到实处，还停留在一般的布置上，所以第一要加强组织领导，各承办单位要从依法执政、科学执政、民主执政和加强多党合作的高度，充分认识办理政协提案的重要意义。要把办理政协提案的过程作为了解民意、为民服务的过程，作为接受民主监督、改进部门工作的过程，作为博采众议、提高工作水平的过程。要认真落实承办单位主要领导是"第一责任人"的工作要求，分工明确，责任到人。要把办理工作摆上议事日程，加强工作协调，提高办理实效。特别是对那些难度较大的提案，一把手必须亲自抓，综合部门直接协调，形成工作合力，才能使这些问题得以解决。第二要加强对提案的分析。在刚才的座谈讨论中，很多单位的领导都有这样的体会，与提案者往往要沟通几次，才能真正了解提案者的真实意图。有些提案可能涉及面较广，没有做到一事一议；
有些提案的文字表达和提案者本人的想法不完全吻合；

准确把握答复的真实性；

准确把握答复的实效性。"四个讲清楚"是：对已经解决的问题，要把办理的过程和结果讲清楚；

三是提高办理提案的协调能力和服务水平。这主要是对政府的综合部门和政协的提案委、专委会提的要求。每年的提案绝大多数由政府部门承办，要加强与政府部门的协调。往往是责任明确的一些提案较好解决，而涉及到几个部门的提案需要通力协作。尽管政府办公厅明确了某一个牵头单位，会办单位一定要服从牵头单位的协调。每个承办单位都是政府的组成部门，代表着市政府，有些工作不能都推到市政府办公厅督查处，希望政府各部门主动地站在全局高度来考虑和解决问题。确实有一些难办的问题，综合部门如发改委、建委要加以协调。陈家宝书记已经明确：一，重点提案由副市长领办。希望市政府办公厅落实好，主动和各位市长沟通，今年是第一年尝试，希望有一套程序；
二，涉及到多个部门的提案可以由一位秘书长牵头解决。所以加强提案工作的协调很重要。今天上午市政协社法委李凌主任介绍了专委会办提案的情况。专委会办提案是提高提案办理水平，提高提案综合协调水平的一个很有效的尝试。要通过专委会办提案，把提案工作与调研工作、与视察工作、与政府相关部门的沟通工作结合好。专委会要在去年基础上继续抓好重点提案的促督办工作。专委会全面参与提案工作可以发挥以下三个作用：一是提出集体提案中的主体作用，专委会都有联系的党派、部门，可以起到承上启下作用，围绕党政工作中心和全市经济、政治、文化、社会生活中的重要问题和人民群众关注的问题，提出具有前瞻性、可行性建议的提案，充分发挥专委会提案的表率和示范作用。二是在提出个人提案中的组织作用。专委会在组织本委委员开展学习、视察、调研活动中，要引导委员有针对性地了解情况，做好提案的选题工作，对委员拟提交的提案内容进行商讨，提出修改建议，共同把好提案质量关。三是对提案工作整体质量的提升作用。各专委会要发挥组织优势和专业优势，提高提案预审的质量、分析的质量、督办的质量和调研成果转化的成效，促进提案整体质量的提高。各专委会要重视从提案中遴选调研课题，把提案工作与调研、视察工作有机地结合起来，使专题调研的成果及时转化成集体提案，形成"调研-提案-跟踪督办-跟踪调研-再建议（提案）"的良性循环，运用提案形式推动协商议政中的意见、建议的落实，提高运用提案履行政协职能的水平。
提高组织协调程度还要进一步加强提案的规范化、程序化和制度化建设，上午的会上一些承办单位和党派都介绍了很好的经验，特别是鼓楼区政协介绍的要"抓紧、跟紧、贴紧"，在抓好规范化的同时提高见面率、办成率、满意率等，都很有借鉴意义。
三、进一步增强服务意识和创新意识，不断提高提案服务工作的质量

提案服务工作贯穿于提案工作的始终，服务质量直接影响着提案质量和办理质量。提案工作部门的同志要牢固树立服务意识，把不断提高服务工作的能力和水平作为加强和改进提案工作的一项重要任务。

二是要主动协商，不断提高组织协调能力。协商民主是我国社会主义民主的重要形式之一。提案作为政协履行职能的重要形式，无论是提出的过程，还是办理的过程都是广泛协商和充分发扬民主的过程。提案工作部门的同志要增强协商意识，积极主动地开展好协商工作。要加强与承办单位的协商，为提、办双方搭好协商平台，积极倡导承办单位运用协商形式开展办案工作，在协商中统一思想、形成共识。要加强政协内部的协商，加强沟通，搞好专委会参与提案工作的协调服务工作，为提案工作形成合力奠定基础。今年，市政府在提案办理上推出许多新举措，我们在看到市委、市政府对政协提案给予大力支持的同时，也要看到，这对我们政协机关、提案工作部门，以及各专委会和各民主党派团体是一个机遇和挑战，对如何积极做好衔接配合工作，主动提供服务，提出了新的要求。要加强与市政府办公厅的工作协商，努力形成互动机制。在重要提案的报送、市政府领导领办件的办理、综合提案的办理协调、敏感提案办理信息的反馈等重要问题上，政协提案工作部门要与市政府办公厅多联系、多沟通、多协商，不断营造协作配合的良好氛围，切实加强提案办理工作的良性互动。
三是要加强探索，不断提高创新能力。一要注重发挥界别优势，积极探索界别在提案工作中发挥作用的方法和途径。上午大家听了总工会刘颖主席的发言，工会界别作用的发挥是比较突出的。目前界别的作用发挥得还很不够。二要有超前意识，超前谋划，把工作做深做细。政协提案大都是老百姓关注的热点、难点和重点，有些事情可能与现行政策有矛盾。但是从这几年的实践中，我们深深体会到，要建立社会主义和谐社会，要以人为本，广大人民群众和广大政协委员迫切需要解决的问题往往也就是政府应该解决的问题，不然提案就失去了现实意义。凡是承办单位具有超前意识，真正树立以人为本的理念，就能以创新意识去解决现阶段尚不具备条件的一些问题。农工民主党市委介绍前两年提出的"农村独生子女养老问题"，当时全国也没有先例，但这确实是个社会问题，也是应该解决的问题。还有困难企业的医保问题，医保市财政是不托底的，但是17万困难企业职工的医保也牵动了几十万的人口，迟早必须解决。还有社会福利院安宁医院纳入医保的问题。这些问题的解决在当时都还不具备条件，政策上不允许，财政上没渠道，制度上没规定，得感谢市劳动保障局、市财政局、市计生委、市民政局等部门，他们以改革创新意识，解决了这些疑难问题。事实证明，只要我们以人为本，想人民所想，急政协委员所急，解放思想，在办理提案过程中多搞些"南京首创"，是完全有可能做到的。去年，教卫文体委员会和市红十字会为了"青少年大病救助基金"呼吁了一年，到兄弟城市去学习，但由于当时财政政策、教育收费等一些具体问题，尽管大家都认为这个问题需要尽早解决，但很遗憾，拖了一年这个问题也没有解决。今年我们继续把它作为重点提案来督办，可喜的是，全国人代会上温总理明确提出了"全民医保"问题。如果去年承办单位思想再解放一点，工作再主动一点，政策再放开一点，我们可能就又多了个"全国先行"的案例。承办单位要多从人大、政协的建议、提案里研究一下，哪些是合理的，有些虽然还不合法，能不能通过我们的工作使之合法起来。刚才交通局庞局长讲的例子又说明了一个问题，位于江宁区的云台山硫铁矿是个困难企业，矿区内有条道路是1994年修筑的，到现在已经13年了，损坏严重，周围一、两万居民怨声载道，去年委员提案提出后，办理单位态度很好，但解决不了。市交通局说这是区县道路，不是它主管的；

三、进一步增强创新意识，努力推动提案工作不断发展
我们正处在一个经济社会飞速发展的时代，人民政协的提案工作面临着许多新情况、新问题。政协提案工作必须适应时代发展的要求，不断进行创新。要在坚持和发扬过去好的做法和经验的基础上，不断探索提案工作的新思路、新方法和新途径，使提案工作取得新的进步。
创新提案工作，要坚持解放思想、与时俱进的精神，紧密结合各地、各单位实际，注重对在实际工作中形成的新形式、新方法、新经验进行提炼、概括，上升为制度和规范，用以指导实践，推动工作发展。近年来，全省各级政协在实践中探索总结了一些特色鲜明、行之有效的形式和方法，这次提交会议讨论的省政协《关于加强和改进提案工作的意见（征求意见稿）》对其中带普遍性的经验进行了概括。我们要通过这次会议，进一步加强交流与借鉴，互相学习，取长补短，使提案工作的制度化、规范化和程序化建设不断加强。

四、进一步增强全局意识，切实加强对提案工作的领导
提案工作是人民政协一项具有全局意义的工作，任务重，责任大。加强和改进提案工作，推进提案工作不断发展，就要充分认识提案工作的全局性，加强对提案工作的领导，创新工作机制，整合各方面力量，整体推进提案工作。

提案工作既涉及到提出提案的各个方面，包括各民主党派、人民团体、政协各专门委员会和政协委员，又广泛涉及到办理提案的党政机关和有关职能部门。从政协自身来讲，提案工作不仅仅是提案委员会一个部门的工作；
从提案办理来讲，提案工作也不只是政协组织自身的工作。切实发挥提案的作用，就要统筹各个方面的力量，共同做好提案工作。政协主席会议、常委会议要从工作全局出发研究、部署提案工作中的重要事项。办公厅（室）要综合协调各专委会和相关部门的工作。提案委员会与其他专委会及政协相关部门之间，提案委员会与党派团体之间，全省各级政协之间，要加强协作与配合，共同参与提案工作，共同研究解决问题。
要自觉服从党委的统一领导，主动争取党委和政府进一步加强对提案办理工作的领导和协调，把提案办理工作摆上重要位置，对提案办理工作提供人力、物力支持。承办单位要将提案办理工作纳入重要议事日程，纳入目标管理考核内容，认真部署，专人负责，规范程序，加强督促，务求实效。

一、近年来我市政协提案工作成效显著

又如采取协商复办的方式，组织委员参加提案办理工作通报会、座谈会和视察活动，促进提案办复过程中的协商沟通和形成共识；
还如加强联合督办和坚持电话催办、信函催办、重点催办等复合式督办方式，确保提案按期答复办结。我认为，政协换届以来提案工作的新特色，主要在于认真做了四个“20”的文章：一是每年形成20来件份量较重的党派、团体、界别和专委会等集体提案，提高提案整体质量；
二是每年遴选20来件重点提案，报送市委、市政府主要领导批办和市政协主席会议成员督办，提升提案工作位置；
三是每年确定20来个提案承办部门开展走访督办活动，促进提案办理落实；
四是每年选取20来件提得准、办得好的优秀提案进行总结表彰，扩大提案工作影响。

二、当前提案工作需研究和改进的几个问题
在充分肯定提案工作在取得成绩的同时，也面临着一些新情况新问题。比如，有的提案建议笼统，有的提案重复提交，有的政协专委会参与提案工作的主动性不强，提案工作与政协大会发言、委员视察、专委会调研、反映社情民意等相关工作结合不够紧密等。具体讲，一是眼界低。反映某个单位、某个团体利益甚至个别人的提案较多，而从大局出发，站在宏观层面考虑问题的提案不是很多。二是选题窄。一些简单的小问题完全可以通过社情民意来反映，一些要求改变单位拨款性质、增加机构编制、人事安排等问题，完全可用专题报告的形式上报党委、政府，不宜以提案的形式提出。三是调研少。不少提案光提问题，没有情况分析和解决办法，即便提出了一些解决办法，也缺乏可行性和操作性。四是不平衡。如何发展经济方面的提案偏少，要求解决具体问题的“民生”提案偏多；
在一些代表地方和部门单位提出的提案中，要钱要物，多切“蛋糕”的提案较多，如何生财生钱，把“蛋糕”做大的提案偏少。五是不规范。所提问题多而散、牵涉面广，导致有的连承办单位都难以确定，这就容易造成沟通协调不足，甚至出现相互推诿的情况发生。
我们必须从三个方面着力克服上述不足，抓好三个“标准”：一是要严格提案审查立案标准。这是保证提案质量的基础环节。《全国政协提案工作条例》规定了提案的基本要求，是有情况、有分析、有具体建议，并规定了不予立案的十种情况。但在实际操作中，有的提案既难以送交承办单位办理，又不属于不予立案的范围。针对这些问题，就要进一步研究、细化提案审查立案的标准。对选题重要而内容不充实的提案，商请提案人修改、完善；
选题一致、内容雷同的提案，商请提案人作并案处理；

三、关于提升提案工作整体水平的几点意见
加强和改进提案工作，是一项复杂的系统工程，不可能一蹴而就。要统一认识、明确任务，理顺关系、多措并举，抓住重点、注重实效。应该说提案工作增强实效、扩大影响面临良好机遇，什么机遇——贯彻民主决策机遇、科学发展机遇、关注民生机遇、推进政协履职三化机遇，如何抓机遇上水平，在具体工作中，要从“五个方面”下功夫：一是加强协调服务。提案工作涉及面广，政治性、政策性强。提案委员会作为提案工作的服务部门，起着协调各方、联系内外的桥梁、纽带作用。增强提案工作合力，提高提案工作质量，需要提案委进一步加强组织协调，做好服务工作。协调很有可为，协调也是一种创新。要加强“提”“办”双方的协调，积极拓宽提案者知情明政的渠道，及时向党政部门反馈提案者对办理工作的意见建议，为“提”“办”双方交流情况、增进共识营造和谐的氛围；
要加强同党委、政府以及有关职能部门的协调，争取党委、政府的重视和职能部门的支持；
要加强对党派团体提案工作的协调，通过召开通气会、座谈会等形式，协调有关提案选题、前期调研、重点提案办理等方面的工作，增强党派团体提案工作的成效；

上午，邢元敏主席在百忙之中接见我们，邢主席介绍了下一步天津市政协的工作思路，怎样让政协走进人民，人民走进政协，怎样让委员更好地深入群众，延长会期，更广泛地征求人民的意见，界别的调整改革等等措施。使人深受启发，深受鼓舞，天津的这些工作和经验一定能够对全国政协的工作产生积极的推动作用。从提案工作来讲，全国政协提案工作委员会一定认真借鉴和推广天津市政协提案工作的成功经验，积极吸纳有价值的意见和建议来改进我们的工作。我想借此机会，代表全国政协提案委员会向今天发言的同志，向天津市政协长期以来对全国政协提案工作的大力支持表示衷心的感谢。

一、提高提案质量，增强办理实效
贾庆林主席多次强调指出：“质量是提案工作的生命。”“提案质量的高低决定着提案本身的价值，也反应了政协参政议政的水平。”“办理工作是提案发挥作用的关键环节，办理质量直接关系到提案工作的成效。”目前，如何进一步提高提案质量和办理质量，已是各级政协的共识。全国政协提案委也做了积极的探索。比如，向国家有关部委征集工作重点、难点，据此整理为提案参考的选题，在每年的大会之前，发给全体委员，以增强提案的针对性。十一届政协以来，我们每年在大会前夕召开国家有关部委工作情况通报会，拓宽委员知情明政的渠道。今年大会前，我们邀请了国家九个部委的负责同志向在京的委员做情况通报。以全国政协提案委员会的名义向全体委员发出了《关于进一步提高提案质量的建议》，提出了“选题力求准、情况务必真、建议应当实、格式要规范”的提案撰写要求。此外，通过定期召开各民主党派中央和全国工商联提案工作会议，加强沟通协调，充分发挥民主党派和工商联高质量提案的示范带头作用。多年来看，规律性的现象是，以党派中央和全国工商联名义提出的提案，不仅数量多，更重要的是调研深入、问题抓的准、提出的意见建议水平也比较高，所以党派、工商联提案的质量对于整个政协提案工作的质量都很重要，全国政协也非常重视。又如，在提案数量持续增加的情况下，为推动提案整体办理质量的提高，我们坚持分层办理机制，通过报送《重要提案摘报》、加强重点提案督促办理、跟踪办理、召开办理工作座谈会、办理协商会等多种方式，推动承办单位加强与提案人的沟通协商，提高承办单位对提案办理工作重要性的认识，引导提案人全面看待办理成效，增进“提”、“办”双方的理解和共识。

二、总结经验，加强工作研究
在长期的实践中，提案工作不断总结、积极探索，创造了很多很好的做法，形成了一些好的传统。随着改革开放的不断深入和社会主义民主政治建设的有序推进，提案工作也面临着一些新情况和新问题。比如，从大的方面来说，我们应该如何看待提案工作和人民政协职能的关系、提案工作和政协全局工作的关系、提案工作与中国民主政治建设的关系等。从提案工作自身来说，如何扩大提案工作的开放度，如何加强平时提案的工作，如何评价提案的质量和办理成效等都是我们面临的突出问题。例如，全国政协大会期间一收就是5000份提案，集中在半个月时间里，但是一年中其他11个半月，收到的平时提案就只有200多份，仅占百分之四五，不成比例。这个情况带来一个问题，特别是去年尤为明显。去年两会的热点是如何控制经济发展过热，大量的提案都集中在这个方面，各个部门办理提案也集中在这方面。可是从去年五六月份开始，金融危机出现，我们面临的问题已经发生了根本的变化，不是要限制控制经济过热的问题，而是怎么样保增长、保稳定的问题。但这方面提案就很少，这意味着我们的政协、政协委员在保增长、保稳定这个问题上提案工作没有跟上去。到今年两会提案委写提案工作报告的时候，就很为难。这就使我们深深感到，加强平时提案的工作非常重要。把平时提案的工作搞上去，一方面能更紧密贴近社会经济发展的问题和变化，另一方面也有利于缓解各办理部门在相对短的时间集中办理大量提案的矛盾。所以今年提案委提出的一个重要任务就是怎么样加强平时提案的工作。
我们应以纪念人民政协成立60周年为契机，把研究解决当前提案工作中的突出问题和建立长效机制紧密结合起来。系统地总结提案工作经验，认真研究新时期提案工作的规律和特点，以理论指导实践，实践丰富理论，使提案工作更好地适应新形势，更加具有政协特色、更加具有时代气息、更加规范有效。

三、加强提案工作宣传，扩大社会影响
加强提案工作宣传是人民政协宣传工作的一个重要组成部分，是充分展示中国特色民主政治生动实践的需要，也是积极赢得全社会关心政协事业、支持提案工作的需要。近年来，全国政协在宣传提案工作方面采取了多项措施。今年又试行在全国政协网站上公开部分提案及办理复文，引起了社会各界的广泛关注，取得了较好效果。天津市政协和各区县政协提案宣传工作，比全国政协启动得要早，各具特色，成效明显。希望大家继续发挥优势，充分利用宣传平台，加强同新闻媒体合作。利用电视、广播、网络、报刊等多种途径，在搞好提案工作程序性报道的同时，着力加大重点提案、典型提案宣传力度，不断丰富宣传形式，增强宣传效果，使提案工作既接受社会监督，又扩大社会影响。在这里提一个新的情况，近几年，随着社会媒体对两会介入的不断加深，也出现了对提案负面报道的情况。比如，今年地方两会期间，广东省委员提出了禁止外地农民工进入广东打工的提案，遭到媒体和社会舆论的痛批；
在全国两会期间，一些委员的提案和发言，被媒体列为十大“雷人”提案和发言。这样的报道频频出现，而且在社会上引起非常大的反响。报道有些是准确的，也有一些是失实的，甚至有一些有相当大的夸张。一些当事的委员或单位对此还是很重视，做了很多解释和消除影响的工作。但有的委员，单位，政协，采取及时的行动，快速反应，有所作为，还不太够。这种情况今后必将越来越多的出现，我们的宣传工作怎么样适应这样的情况，趋利避害，促进提案的办理，避免一些负面效应，对我们来说也是新的课题。
四、加强自身建设，提高工作水平
