　 浅淡加强机关中层干部党风廉政建设

　何谓机关中层干部，本人理解是指担任一个单位、一个部门中的处和所属单位正副职领导职务的人员。他们所处的是一个单位的中层骨干、中坚力量，具有承上启下的作用；他们是政策法规的具体执行者，同时又是具体事务的直接承办者，尤其是直属单位的一把手，掌管一个单位的人财物，其权力相当大，可以说比其主管部门的副职领导还“牛”。综观近几年机关中层干部的素质，笔者认为，应该值得肯定和赞扬的，他们中不少同志是佼佼者，在其所处的工作岗位上兢兢业业，踏踏实实，忠实地履行自己的职责，付出了艰苦的努力，得到领导与同志们的认可，许多中层干部连续多年被评为优秀党员或优秀公务员。由于他们的辛勤劳作，一个单位的整体形象提升和集体荣誉的获得，功不可没，因此，许多中层干部得到了提拔重用，走上了上一级的领导岗位，有的被列为市、县管后备干部等等。然而，总有一些中层干部，淡漠理想信念，权欲财欲膨胀，目无党纪国法，少数人员“身在曹营心在汉”，工作应付，心想着炒股、经营等，极个别中层干部利用职务之便以权谋私。笔者举一个本系统现实的事例:椒江区民政局优抚安置科科长陶秀平，虽说是县局下面的一个科长，官不入品，但“官不在大，有权则灵”，仗着推荐安置复员军人工作的便利，自1997年至20xx年间，利用职务之便，贪污受贿539800元，被判处有期徒刑十七年。中层干部的素质如何，他们的党风廉政建设的好差，十分重要，将会直接影响一个单位的形象。对此，必须引起各级组织的高度重视，采取有力措施。那么如何加强中层干部党风廉政建设，提高其应有素质。笔者研究认为，应该从以下四方面加以强化:其一、强化学习教育。学习教育是基础，是根本，通过有效的学习教育达到从头脑中不想贪欲出现。现在学习教育常常在抓，不断在抓，精力花了不少，往往事与愿违，事倍功半。本人认为经常抓，不断抓学习、抓教育没有错，要一直抓下去，这根弦不能松。本人意见要突出本质性、力行针对性，讲究有效性。突出本质性，即从公务人员的本质属性出发，注重并强化职业道德教育，使其牢牢记住公职人员具备应有的素质，知晓应该怎么做，不应该怎么做，牢牢记住全心全意为人民服务的宗旨。力行针对性，何谓针对性，即一个时期或一年，中央或地方党委提出的开展某专项教育，如前几年开展的保持共产党员先进性教育，今年的作风建设年活动等等。通过这一有效载体，大张旗鼓地进行学习教育，同时深挖在公职人员身上存在的问题，有针对性地进行教育，使其彻底改之。讲究有效性，教育讲究效果非常重要，不讲效果等于白费劲，如何做到有效，可采取违法违纪典型案件的警示教育或违法违纪人员的现身说法等，从而达到震慑作用。其二、强化制度规范。“不成规矩，无成方圆”，制度具有约束作用，是从源头上遏止腐败的有效措施，建立健全各项制度，尤为重要，一要按制度办，按程序操作。如何发挥制度的威力，认为制度首先要有针对性；第二要可操作性，有标准，可衡量、可对照；第三要公开性，要公之于众，使所在单位人人知晓；第四要弱化权力，有些单位的中层领导掌握一定的财权和行政审批权，直属单位的一把手更大，因此必须削弱其权力，要控权，用制度要规范。对直属单位更要认真研究，可采取党政分设，财务由副职审批，一把手处于审核位置，大的事情集体研究，大宗物品采购、基建工程按规定程序办，我局就是这样做的；第五要有惩戒性，对违反制度的，严肃处理，决不含糊。其三、强化责任落实。落实责任，强化责任是加强党风廉政建设的有效手段，首先要确立责任意识，使中层领导不忘工作责任，更不忘党风廉政的责任；其次要落实责任，做到“谁主管，谁负责”，做到权力与责任相统一，有权必有责。作为单位或主管部门要切实负起责任，把责任落实到位，用党风廉政责任制形式固定下来，并履行签约和承诺，使之不忘责任。其四、强化监督检查。注重监督，有效监督是党风廉政建设的重要手段。剖析违法违纪案例，其中一个重要因素是监督不到位，如陶秀平案件贪污情节来看，该局不是没有制度，而是没有按制度执行，在执行和监督的环节上缺位、失职，制度形同虚设，一些问题如果发现早，及时纠正，不至于发生严重的后果。因此，切实履行监督职责，定期或不定期地进行检查或明察暗访等手段，这样可以达到事半功倍的效果，才能有效减少乃至防止干部犯错误直至犯罪的比率。只有通过上述四个方面强有力措施，才能使机关中层干部牢牢确立服务意识，角色意识，依法行政意识和廉洁从政意识，才能全心全力为两个社会建设作出应有的贡献，才能不辜负党和人民殷切期望，才能做一名人民满意的公务人员。<!--zjeg_
