　**县发发改局**年上半年依法行政政工作总结

　上半年，县发改改局在县委、县政府的正确领领导下，在县法治办的关心支支持下，坚持以“三个代表””重要思想为指导，紧紧围绕绕工作目标，坚持“学用结合合、普治并举”，认真落实行行政执法责任制，规范行政执执法行为，努力提高依法行政政效能，全局依法决策、依法法行政的能力和水平得到了提提高。我们的主要做法是：

　一、加强组织领导，完善工工作机制

　对依法行政工作，，局党组高度重视，将其摆上上重要议事日程，多次召开专专题会议，听取依法行政汇报报，分析解决我局依法行政工工作中存在的矛盾和问题。为为把依法行政工作落到实处，，成立了“县发改局依法治理理领导小组”，负责研究制定定全局推进依法行政方案、计计划，拟定各项工作制度，规规范、指导、检查、督促全局局依法行政工作，局长朱计元元同志亲自任组长，分管领导导和相关股室负责同志为成员员。领导小组下设办公室，负负责推进依法行政的有关具体体工作。根据全县法治工作要要点，结合部门实际，制定了了发改局**年至2014年年法治创建工作规划和**年年法治工作实施方案，进一步步明确了法治创建的指导思想想、目标任务和工作措施。局局机关领导与各科室都签订了了法治创建工作目标责任书，，层层细化分解任务，明确工工作任务和责任，形成了“主主要领导亲自抓，分管领导具具体抓，部门领导分头抓，各各级领导层层抓”的责任网络络。

　二、开展法制教育，注注重普法实效

　三、坚持学用结合合，推进依法治理

　学用结合合，这是做好普法和依法行政政工作的根本途径。实践证明明，普法工作必须与发展改革革各项业务工作紧密结合起来来。只有在工作中学习，在实实践中应用，才能取得实效，，才能提高依法行政的能力和和水平，才能解决好行政管理理中的重点、难点及群众关心心的热点问题。上半年，我局局坚持“一手抓管理，一手抓抓法制”的方针，将各项工作作纳入法制轨道。

　上半年，我局法治创建工作虽虽然取得了一些成绩，但也存存在一定的问题，主要表现在在：一是法制宣传教育工作开开展得还不平衡，深度不够；；二是具体工作中，依法行政政作为政府工作的基本原则尚尚未得到全面充分体现；三是是部分行政工作人员的依法行行政意识还不强；四是电子政政务的建设还要进一步提速。。

　依法行政是一项全局性和和长期性的系统工程。下半年年，我局将发扬成绩，查找不不足，进一步加大法治创建工工作力度，努力做好以下几方方面工作：
