　 乡镇劳务输出经验材料

　推进“双带”工程壮大劳务经济

　　我们＊＊乡共8个村，万人，其中劳动力10605人。几年来，按照县委、县政府的统一部署，我们狠抓以“双带”工程为牵动的劳务经济发展，有效促进了农民收入的持续增长。今年初以来，全乡共转移劳动力6002人，占劳动力总数的57％，比去年同期增加980人。其中，村干部直接带领务工456人。预计到年末，劳务收入可达2400万元左右，同比增长14％，实现拉动全乡农民人均收入超千元的目标。我们乡的劳动力转移工作可以概括为，建立“四项制度”，推动“四个一批”，实现“四个转变”。

　建立“四项制度”，就是明确各级干部推动劳务经济发展的职责，最大限度地激发他们的积极性和创造性。一是一把手负责制。我们始终把劳务经济发展作为“一号工程”来实施。几年来，乡党委、政府的主要领导、主管领导坚持用不少于1个月的时间在外联系劳务输出工作，每村至少有1名干部直接带领输出。目前，全乡有5名村委会主任和3名村党支部副书记常年在外。二是目标管理责任制。制定了《全乡劳务输出工作考核细则》，并与各村签订了目标责任状。实施了“四个一工程”，即每个村必须有1名村干部带领农民外出务工，每个村至少培养或选聘1名“一元钱”村干部，平均每个农户要输出1个劳动力，每名党员干部至少为外出务工人员办一件实事。三是工资待遇挂钩制。我们将劳务输出工作与村级干部工资挂钩，具体数额为1500元。对完成工作任务，或单项工作超额完成任务的，给予一定数额的奖励，完不成工作任务的按照相应比例扣减工资。对于能直接带领农民50人以上、常年在外务工的劳务能人，乡党委、政府将其聘任为“一元钱”村干部。目前，全乡劳务能人已发展到176名，带出农民1955名，其中17名能人被选聘为“一元钱”村干部，正在带领922名农民在外务工。四是村里事务委托代管制。一般干部带民输出的，将其工作委托其他人代管，乡村给予代管人适当误补工资。主要干部带民输出的，由包村干部义务代行职能，遇重大事务经与其电话沟通无异后，由包村干部主持落实。在工作中，我们坚持做到了“三个不打扰”，即乡里常规性工作会议及活动不打扰他们，任何乡干部未经准许不得打扰他们，村里一般性工作不打扰他们。

　　推动“四个一批”，就是在干部和能人的带领下，我乡劳动力转移主渠道已经成形。一是举家搬迁转移一批。跃进村党支部书记＊＊联系三江友谊农场，为12户农民承包稻田2253亩。目前，全乡共举家搬迁520户，其8348亩土地均流转给本地农民。二是能工巧匠带出一批。20xx年，双丰村“一元钱”村干部＊＊发挥自己木瓦工的特长，带领本村120多名农民在沈阳中铁九局六公司打工，创收100余万元，人均7000多元。三是乡村干部领走一批。青山村村委会主任＊＊＊组织63人到大连市开发区南关岭镇建设活动板房，每人每月收入都在800元以上。进军村团支部书记、村委会主任助理＊＊＊，组织32名妇女到三江插秧，人均收入都在2500元以上。四是开发岗位安置一批。双丰村妇代会主任顾淑华利用冬闲时间组织53名妇女生产草柳编工艺品，年均创收万元以上。我们还大力扶持乡水泥瓦厂、黑土星米业等民营企业发展，常年平均安置劳动力270名左右。
