　日照船舶交通管理系统安全监督管理细则

　（征求意见稿）

　第一章

　总

　则 第一条

　为加强船舶交通管理，保障船舶交通安全，提高船舶交通效率，保护水域环境，根据《中华人民共和国海上交通安全法》、《中华人民共和国船舶交通管理系统安全监督管理规则》等有关法律、法规，制定本细则。

　第二条

　本细则适用于在中华人民共和国日照海事局船舶交通管理系统（以下简称 VTS 系统）覆盖区域（以下简称 VTS 区域）内航行、停泊和作业的船舶、设施（以下简称船舶）及其相关单位和人员。

　第三条

　中华人民共和国日照海事局是实施本细则的主管机关（以下简称主管机关）。

　日照海事局船舶交通管理中心（以下简称“VTS 中心”）依据本细则具体实施 VTS区域内船舶交通管理，提供船舶交通服务。

　第二章

　船舶报告 第四条

　除军用船、公务船、渔船和体育运动船舶外，下列船舶在 VTS 区域内航行、停泊和作业时，应向 VTS 中心报告：

　（一）外国籍船舶； （二）500 总吨及以上中国籍船舶； （三）50 米以上客船； （四）载运危险货物的船舶； （五）操纵能力受到限制的船舶。

　第五条 在 VTS 区域内，船舶应向 VTS 中心报告的船舶动态包括船舶抛（起）锚、进（出）航道、靠（离、移）泊以及 VTS 中心要求的其他事项。

　第六条

　船舶在 VTS 区域内发现助航标志或导航设施异常、有妨碍航行安全的障碍物、漂流物或其他妨碍航行安全的异常情况时，应立即向 VTS 中心报告。

　第七条

　船舶在 VTS 区域内发生或发现船舶交通事故、污染事故或其他紧急情况时，应立即通过 VHF 或其他一切有效手段向 VTS 中心报告。

　第八条

　按公约、法规和管理要求配备 AIS 的船舶应正常开启 AIS 设备，并确保 AIS 信息准确。

　第九条

　船舶在 VTS 区域内进行下列作业，除应遵守主管机关有关规定外，还应在作业前和结束后，向 VTS 中心报告：

　（一）拆检主机、舵机、锚机、锅炉以及其他影响船舶操纵性能的设备； （二）试车、试航；

　 （三）锚地并靠作业；

　 （四）拖航船舶或船组解系缆作业；

　 （五）其他可能影响通航安全的作业。

　第十条

　引航员引领船舶，应向 VTS 中心报告登（离）船的船名、时间、地点、引航员姓名或编号以及所引领船舶的动态。

　第三章

　 船舶交通管理 第十一条

　船舶在 VTS 区域内航行、停泊、作业，应服从 VTS 中心的交通管理。

　第十二条

　除因特殊情况经 VTS 中心同意外，引航员引领船舶进出港时，应在规定的地点登（离）船。

　第十三条

　禁止船舶在航道、港池和其他禁锚区锚泊，紧急情况下锚泊必须立即报告 VTS 中心。

　船舶在 VTS 区域内航行时，应避免穿越航道、锚地。

　第十四条

　船舶在 VTS 区域内航行时，应使用安全航速，并遵守以下规定：

　（一）客船不得超过 15 节，其他船舶最高航速不得超过 12 节； （二）未经 VTS 中心许可，禁止在港池、航道内实施追越、调头。

　第十五条 禁止在航道、锚地、港池及其附近区域试车、试航、测速、校正罗经等活动。

　第十六条

　VTS 中心根据通航环境情况、气象海况条件、船舶航行计划和交通流量状况等对船舶进出港实施交通组织。

　第十七条 VTS 中心对船舶进出港实施计划管理，码头所有人、经营人、有关代理人应向主管机关申报船舶计划。

　VTS 中心可根据交通组织的实际情况调整、变更船舶计划。

　第十八条 VTS区域内出现恶劣天气和海况、自然灾害、应急、水上水下活动、演习、军事活动等情况，VTS 中心根据有关规定可以采取限时通航、限速通航、绕航、单向通航、禁止通航等海上交通管制措施。

　第四章

　船舶交通服务 第十九条 VTS 中心可在必要时播发船舶动态、助航标识状况、水文气象、航行警（通）告和其他交通安全信息。

　应船舶请求，VTS 中心可随时提供上述信息。

　第二十条 应船舶请求，VTS 中心可为船舶在航行困难或气象恶劣环境下，或船舶出现故障或损坏时，提供助航服务。

　船舶不再需要助航服务时，应及时报告 VTS 中心。

　第二十一条 为避免紧迫局面的发生，VTS 中心可向船舶提出建议、劝告或发出警告。

　第二十二条 VTS 水域内存在 VTS 雷达盲区，船舶在 VTS 雷达盲区内航行时，应特别谨慎地驾驶。

　在 VTS 雷达盲区内，VTS 中心仅应请求向船舶提供信息服务。

　第五章 通信与值守 第二十三条 船舶航行、锚泊和作业时，应在 VTS 中心甚高频无线电话工作频道保持守听，确保与 VTS 中心联系畅通。

　VTS 中心甚高频无线电话工作频道：日照管理服务区为 14 频道，岚山管理服务区是 09 频道。

　第二十四条 船舶、设施及相关单位和人员应遵守公共通信秩序，不得占用或干扰 VTS 工作频道。当进行海上救助时，无关船舶不得影响遇险救助通信。

　第二十五条 船舶应加强对遇险报警设备的管理，一旦发出误报警，应及时采取有效措施消除影响，并立即报告 VTS 中心。

　第二十六条 VTS 中心工作语言为汉语普通话和英语。

　第六章

　法律责任

　第二十七条 对违反本细则的船舶、设施及相关单位和人员，主管机关将依据有关法律、法规给予行政处罚。

　第二十八条 本细则的实施，在任何情况下都不免除船长对本船安全航行的责任，也不妨碍引航员和船长之间的职责关系。

　第二十九条 为避免危及人命财产或环境安全的紧急情况发生，船长和引航员在背离本细则有关条款时，应及时报告 VTS 中心。因背离本细则造成人员伤亡、财产损失或海域污染的，依据相关国际公约或国家法律法规处理。

　第七章

　附

　则 第三十条

　本细则下列用语的含义：

　（一）“日照 VTS 中心”是日照 VTS 系统的运行管理中心，依法对 VTS 区域内的船舶实施交通管理，提供交通服务。

　（二）“日照 VTS 报告线”是指：

　1、日照管理服务区报告线为以下六点连线：

　A:35°22′.9N

　119°33′.7E； B:35°23′.7N

　119°38′.8E; C:35°19′.0N

　119°49′.0E; D:35°10′.7N

　119°43′.7E； E:35°16′.4N

　119°30′.5E; F:35°20′.3N

　119°30′.5E。

　2、岚山管理服务区报告线为以下六点连线：

　A:35°10′.5N

　119°23′.0E； B:35°09′.5N

　119°30′.4E； C:35°09′.5N

　119°40′.6E; D:35°00′.0N

　119°40′.6E; E:35°00′.0N

　119°25′.7E; F:35°04′.7N

　119°21′.1E。

　(三) “VTS 区域”是指日照 VTS 区域，包括：

　1、日照管理服务区，为日照管理服务区报告线内水域。

　2、岚山管理服务区，为岚山管理服务区报告线内水域。

　(四)“VTS 雷达盲区”包括：

　1、日照管理服务区内雷达盲区：以下四点连线内水域（A:35°22′.7N

　119°32′.0E；B:35°22′.7N

　119°33′.3E；C:35°21′.3N

　119°32′.8E；D:35°21′.3N

　119°32′.0E）和以下四点连线内水域（A:35°20′.7N

　119°31′.8E；B:35°17′.5N

　119°31′.8E；C:35°17′.5N

　119°30′.5E；D:35°20′.3N

　119°30′.5E）。

　2、岚山管理服务区内雷达盲区：以下四点连线内水域（A:35°10′.5N

　119°23′.0E；B:35°10′.2N

　119°25′.1E；C:35°06′.3N

　119°25′.8E；D:35°03′.3N

　119°22′.6E）。

　第三十一条 本细则自 2019 年 x 月 x 日起施行。2015 年 5 月 15 日以中华人民共和国山东海事局通告 2015 年第 2 号公布的《日照船舶交通管理系统安全监督管理细则》《日照 VTS 用户指南》同时废止。

　引言：本指南旨在向用户简明介绍日照船舶交通管理系统（以下称日照 VTS 系统）的概况、日照船舶交通管理中心（以下称日照 VTS 中心）有关船舶交通管理和服务方面的要求，以保障船舶航行安全，提高交通效率，保护水域环境，增进 VTS 中心和用户之间的理解和合作。

　日照 S VTS 系统的组成：

　日照 VTS 中心（35°23′.4N, 119°31′.0E）

　东港雷达站（35°21′.3N, 119°33′.0E）

　甜水河雷达站（35°06′.7N, 119°21′.6E）

　日照 S VTS 系统的主要技术设备及性能：

　雷达监控系统：16 海里作用距离，具有自动跟踪与重放功能。

　船舶数据处理系统：船舶数据处理能力 5000 艘次。

　VHF 通信系统：24 海里作用距离，具有连续录音功能。

　AIS 系统：24 海里作用距离，具有船舶识别和发送/接受 AIS 信息功能。

　气象自动观测系统：全天候实时气象数据监测。

　CCTV 监控系统：视频辅助监控港口作业和船舶动态。

　管理和服务对象：

　1、外国籍船舶； 2、500 总吨及以上中国籍船舶； 3、50 米以上客船； 4、载运危险货物的船舶； 5、操纵能力受到限制的船舶。

　在 VTS 雷达盲区内，VTS 中心仅应请求向船舶提供信息服务。

　INTRODUCTION: This guide is intended to provide users with a brief introduction on Rizhao vessel traffic service system(hereinafter referred to as Rizhao VTS system ), including the requirements of Rizhao vessel traffic service center(hereinafter referred to as Rizhao VTS Center)about vessel traffic control and services, in order to ensure the safety of navigation, to raise the traffic efficiency, to protect the marine environment, and to promote the understanding and cooperation between users and VTS Center.

　 航 路 规 则 Route Regulations （一）禁止船舶在航道、港池和其他禁锚区锚泊，紧急情况下锚泊必须立即报告 S VTS 中心。

　Anchoring in the channel，basin or the other forbidden anchor area are prohibited. If anchoring in emergency situation, shall report to VTS Center at once. （二）在 S VTS 水域内 , 客船最高航速不得超过 5 15 节，其他船舶不得超过 2 12 节。

　In the VTS area, all vessels shall proceed with the speed not exceeding 12 knots, except for the passenger vessel, the speed of which should not exceed 15 knots.

　禁止在航道、锚地、港池及其附近水域试车、试航、测速、校正罗经等活动。

　Testing main engine, sea trial, speed-test, calibrating magnetic compass are prohibited in the channel, anchorage, basin and adjacent waters. （四）未经 S VTS 中心许可，禁止船舶在港池和航道内追越、调头，禁止穿越航道、锚地。

　Without approval, overtaking and U-turn are prohibited in the basin and in the channel. Crossing channel and anchorage is prohibited also. （五）进出港池的船舶，禁止在防波堤口门会遇。

　Vessels entering or leaving the basin are prohibited from meeting at the entrance of the breakwater.

　（六）遇有下列情形之一时，禁止船舶进 出港或移泊：

　1 1 、港口海上风力 8 8 级及以上（含阵风）；

　2 2 、港区能见度低于 5 50 00 米；

　3 3 、港区海上涌浪为 3 3 米及以上；

　4 4 、其他严重影响船舶航行安全的情况。

　Vessels are prohibited to enter or leave the port or shift berth in one of the following circumstances:

　1. Wind force scale 8 or above;

　2. The visibility is less than 500 meters;

　3.Sea wave 3 meters or above;

　4.Other circumstances that affects vessels’ safety navigation seriously. 超大型油轮、LNG 等特殊船舶进出港作业应满足有关安全限定条件。

　Inbound and outbound special vessels such as VLCC and LNG should meet the relevant safety conditions.

　注意：特殊情况或紧急情况下背离上述规定时，须征得 VTS 中心的批准。

　When carrying out the following operations, before operation and after the end of operation, ship and\or person involved should report to VTS center.

　1.Overhauling main engine, maintenance of steering gear, windlass, boiler and other important navigational equipments 2.Testing main engine, ship trail 3.Mooring side by side in anchorage 4.Towing vessels engaged in mooring operation 5.Other operations impairing the safety of navigation 要求的其他信息 Ship’s name, position, contents of activities and other information required by the VTS 批注 [A3]: 删除原条款第（5）项进行压载水排放报告，原因是进行压载水排放不影响通航安全。

　强制引航 下列船舶在日照水域航行或移泊应当向日照港引航站申请引航：

　1. 外国籍船舶；

　2. 依法应当申请引航的中国籍船舶。

　Pilotage Compulsory Following vessels must apply to Rizhao Pilot Station for pilotage when navigating or shifting berth within Rizhao Port waters: 1. Foreign vessels;

　 2. Other Chinese vessels that shall request pilotage according to national regulations.

　日照港区引航员登( ( 离) ) 轮水域

　一号登 ( ( 离) ) 轮水域：以 35°18′.28N

　119°38′.48E 为圆心，半径为 750 米的圆形水域，船舶吃水＜16 米； 二号登 ( ( 离) ) 轮水域：以 35°17′.30N

　119°40′.82E 为圆心，半径为 750 米的圆形水域，16 米≤船舶吃水＜19.5 米； 三号登 ( ( 离) ) 轮水域：以 35°16′.48N

　119°46′.68E 为圆心，半径为 750 米的圆形水域，船舶吃水≥19.5米。

　四号登 ( ( 离 )轮水域：

　以 35°15′.50N/119°35′.00E 为圆心，半径 500 米水域。

　Rizhao Port Pilot Boarding Area Area 1: the water area with 35°18′.28N /119°38′.48E as the center and 750m as the radius(vessel ’ s draft less than 16m); Area 2: the water area with 35°17′.30N/119°40′.82E as the center and 750m as the radius(vessel’s draft 16m or more, and less than 19.5m);

　Cultivation area Cultivation area exists in the water area of Rizhao Port，Lanshan Port and adjacent waters, the location of which may change at different season. Meanwhile, many fishing vessels exist in these areas.
