　 党风廉政国庆讲话稿

　一、认清清形势，头脑清醒，高度重视视

　我局每年中秋节、国庆庆节都要召开全局党风廉政恳恳谈会，对节日期间的党风廉廉政建设提出严格要求，但今今天这次恳谈会，比以往的恳恳谈会更为特殊、更为紧迫、、更为重要。因为，我们面临临着中央、省、市反腐倡廉的的新形势、新要求，财政干部部一定要有新认识，真正做到到头脑清醒，政治敏锐，高度度重视。

　一是面对中央、省省、市反腐败力度不断加大的的新形势，一定要警钟长鸣。。十八大以后，从中央、省、、市的动作来看，新一届党中中央领导集体高度重视反腐败败工作，习近平总书记在中央央纪委二次全会上强调，反腐腐倡廉必须常抓不懈，拒腐防防变必须警钟长鸣。坚持有案案必查、有腐必惩，“老虎””、“苍蝇”一起打，把权力力关进制度的笼子里，以踏石石留印、抓铁有痕的劲头狠抓抓“八项规定”落实，体现了了党对反腐败的清醒认识和坚坚定决心。特别是中央对发现现的腐败案件，不管涉及到谁谁，不管官位有多高，发现一一个查处一个，决不姑息迁就就，李春城、刘志军、周镇宏宏、衣俊卿等一批高官落马，，呈现出惩治腐败的高压态势势。各级财政干部一定要认清清这一形势，牢记党的宗旨，，用好手中权力，遵守廉政准准则，警钟长鸣，廉洁理财。。

　二是针对落实中央八项规规定、开展群众路线教育实践践活动、狠抓作风建设的新形形势，全体财政干部必须转变变作风、密切联系群众。中央央高度重视干部作风建设，出出台了进一步转变工作作风、、密切联系群众的“八项规定定”，习总书记几次对八项规规定的落实提出明确要求。今今年上半年，中央又安排部署署了党的群众路线教育实践活活动，集中解决党员干部中存存在的形式主义、官僚主义、、享乐主义和奢靡之风这“四四风”问题，对干部作风建设设提出了明确要求，体现了中中央转变作风的决心和信心。。全局财政干部要认清这一形形势，以自身行动抓好八项规规定的落实，切实转变作风、、密切联系群众。

　三是按照照狠刹四风、禁止公款送节礼礼势在必行的新要求，过一个个风清气正的中秋节、国庆节节。狠刹“四风”是党的群众众路线教育实践活动的重要内内容。中央对狠刹“四风”问问题高度重视，习总书记作出出了“关于反对四风要持之以以恒”的重要批示。8月288日，习总书记在辽宁考察时时强调，重大节日是对干部作作风的重要检验；中秋节、国国庆节就要到了，要坚决刹住住公款送节礼、公款吃喝、公公款旅游和奢侈浪费等不正之之风，过一个风清气正的节日日。8月23日，中央纪委常常委会议作出纠正“四风”的的部署，要求坚决刹住中秋节节、国庆节公款送月饼送节礼礼、公款吃喝和奢侈浪费等不9月3日，中央纪纪委又专门下发双节期间党风风廉政建设的通知，重申纪律律，提出了四个严禁。9月44日我市又召开了全市党风廉廉政建设恳谈会，刹风整纪的的措施更具体、更务实，要求求更严格。全体干部要充分认认清这一形势，严格按照中央央规定和中央、省、市纪委要要求，做到不跑不收不送，决决不能往枪口上撞。

　二、严格格要求，严格教育，筑牢防线线

　为了做好双节期间的党党风廉政建设，按照局党组要要求，传达学习了市纪委《关关于强化xxxx年中秋国庆庆节期间党风廉政建设工作的的通知》，对双节期间的党风风廉政建设工作进行了安排部部署，提出了明确要求。全局局财政干部要认真学习通知精精神，切实贯彻各项要求。

　要严格教育。机关各科科室、局属各单位要切实加强强双节期间的党风廉政建设，，着力抓好教育，教育在先，，预防在前，筑牢防线。一要要层层召开党风廉政恳谈会，，科室主要负责人要亲自谈，，对分管干部要教育到位、提提醒到位、措施到位、防范到到位。各科室召开恳谈会的情情况，要于9月16日之前，，报局纪检监察室。二要开展展警示教育，9月3日我局已已组织全体财政干部到警示教教育基地参观，县级以上领导导干部要写出廉政承诺，科级级及以下干部要写出心得体会会，务于本周五下班前报纪检检监察室。三要抓好教育，解解决好贪欲之心。贪廉一念间间，荣辱两重天。欲望不加节节制，就必然

　要筑牢防线。双节期期间的党风廉政建设要抓好，，要抵制住“节日病”的侵害害，关键在筑牢防线。一要筑筑牢思想防线。要认识当前的的新形势，认识节日腐败的危危害，认识廉洁自律规定的严严肃性，认识顶风违纪的严重重性，思想上真重视，纪律上上真遵守，时刻给自己敲响警警钟，拉响警笛，拉起警戒线线。二要筑牢纪律防线。市纪纪委提出的“八个严禁”是明明确的纪律要求，也是局党组组提出的“八个严禁”的纪律律要求，是一条高压线，每位位财政干部要认真学习，铭记记在心，认真遵守，不触高压压线。三要筑牢自身防线。要要守住做人的底线，自尊自爱爱，洁身自好，明明白白理财财，清清楚楚做事，干干净净净做人，不给别有用心的人以以可乘之机。四要筑牢家庭防防线。对家人要约法三章，对对上门送礼者要拒之门外，防防止“后院起火”，防止防线线从内部攻破。

　三、严守纪纪律，严格自律，不送拒收

　要严守纪律。严格遵守市市纪委提出的“八个严禁”，，认真遵守《廉政准则》要求求的“八项禁止五十二个不准准”，凡是纪律明确规定的，，就要不折不扣的执行，凡是是纪律明确禁止的，都要一丝丝一毫不能违背，决不允许有有禁不止、有令不行，决不允允许打折扣、做选择、搞变通通。要把各项纪律做为对照自自己言行的一面“镜子”，照照照镜子，正正衣冠，洗洗澡澡，治治病，自觉做一个守规规则、讲原则、遵纪守法的财财政人。

　要不送拒收。省委常委、省省纪委书记曾说过：“送礼就就是送错误，送钱就是送镣铐铐”，对财政干部来说，“过过节就是过关”。不管是送礼礼还是收礼，双方都是负担，，既违反纪律，又徒增隐患。。因此，要求大家把“不送礼礼”和“不收礼”作为双节期期间最重要的一条纪律，纪检检组、监察室要把这一要求做做为监督检查的重点，要求大大家认真遵守，坚决做到“四四不四拒”：不公款送礼，不不公款相互宴请、不公款旅游游，不公车私用；拒收礼品，，拒收礼金，拒绝宴请，拒绝绝旅游、健身、娱乐等高消费费。同志们不送，领导们拒收收，这样才能过一个轻松廉洁洁的中秋节。对已经收了的礼礼，坚决退还，退不掉的上交交局纪检监察室或581账户户。

　双节期间间的党风廉政建设工作成效如如何，关键是看各科室负责人人的责任落实的如何。各科室室要高度重视节日期间党风廉廉政建设工作，站在讲政治的的高度，始终把党风廉政建设设作为关系全局的大事来抓，，做到措施到位，落实到位，，抓出成效。

　要对同志们真关心心。对同志们严格要求，严格格教育，不仅是领导干部的责责任，更是对同志们的真正关关心和爱护。在落实双节纪律律方面，单是领导干部个人严严守纪律、洁身自好是远远不不够的，更重要的是勇于承担担起对科室的责任、对工作的的责任、对同志们的责任，教教育财政干部职工遵守纪律，，在本科室形成一个风清气正正的好氛围。要立足教育、着着眼防范，对同志们严格要求求、严格教育、严格监督、严严格管理，出现问题严肃处理理，这才是对同志们的关心爱爱护。通过加强教育、强化预预防、及时警醒、查早查小，，把问题消除在萌芽状态。

　要管住亲属子女和身边工作作人员。家庭观念，人皆有之之，领导干部也不例外。科级级以上领导干部既要管好自己己，又要管好配偶子女，还要要管好身边工作人员，是我们们党历来对领导干部的一项政政治要求，也是对领导干部廉廉洁性的考验。从公布的案件件看，有一些领导干部，违背背党纪国法，利用自己的职权权和影响，为配偶子女谋取不不正当利益，或为他们经商办办企业大开方便之门。有的领领导干部对配偶子女目无法纪纪、胡作非为听之任之，不加加管教，最后害了自己，也害害了家人。科级以上领导干部部要切实管好亲属子女和身边边工作人员，经常对他们进行行思想教育，提出严格要求，，防止他们利用自己的职权和和影响做违纪违法的事，发现现问题的苗头，就要及时加以以制止和纠正，绝不袒护。

　五、严肃查处，严格追究

　 “双节”期间，市纪检监察察机关将加强监督检查，发现现并严肃查处几个反面典型，，以严格的纪律手段保证各项项要求的落实。一是铁面执纪纪。市纪检监察机关按照中央央、省纪委的要求，发挥职能能作用，强化监督检查，铁面面执纪，不留情面，对顶风违违纪者坚决查处并不断给予曝曝光，向全市释放执纪必严的的强烈信号。二是成立督察组组，开展明察暗访。市纪委已已设立举报电话，鼓励单位和和个人对双节期间的违纪违法法问题进行举报。成立检查组组，在节日期间重点对公车私私用、公款旅游、违规收受礼礼品、礼金、有价证券等问题题进行明察暗访。节后，市纪纪委监察局还将会同财政、审审计等部门组成联合检查组，，对各单位落实中央“八项规规定”情况进行检查。三是严严肃查处。对检查中发现的违违纪违法问题，不管涉及到谁谁，都要坚决查处，严肃处理理，决不姑息。情节严重、影影响恶劣的，该处分的处分，，该免职的免职，该没收车辆辆的没收，该移送的移送。同同时，加大公开曝光力度，对对查处的典型案件要在新闻媒媒体上公开曝光，以儆效尤，，用严肃的惩处，狠刹不正之之风。四是严格追究。对不认认真履行一岗双责，党风廉政政建设措施不力、抓得不紧，，分管范围内出了问题的领导导干部，严格追究责任。对我我市查处的顶风违纪者，今年年要加重处理，对单位领导干干部进行责任追究。对被省、、市纪委或省内新闻媒体在暗暗访中发现的，违纪者和单位位领导同志给予党政纪处分。。对被中央纪委发现，并造成成一定影响的，一律先组织处处理，再给予党政纪处分。
