　　20xx年，县级机关党的工作指导思想和总体目标是：以党的十七大和十七届三、四中全会精神为指导，深入学习贯彻科学发展观，紧紧围绕县委十二届九次全会提出的目标任务，坚持以党的建设为根本，以作风建设为重点，以文化建设为助推，以整体目标考核为抓手，努力做到全程服务中心、全力铸造品牌、全员奋勇争先，不断强化机关服务发展、服务基层、服务群众的效能，切实为我县实现“全面保增长，全面达小康”和“争当江苏沿海开发第一县”的奋斗目标提供坚强有力的组织保证。

　　一、巩固党的建设阵地，始终把发挥党组织的职能作用作为落实科学发展观的主要任务
