镇(街道)党委书记导方法点评

　在镇（街道）党委书记领导（工作）交流会上的讲话

　镇（街道）党委书记是镇（街道）党政机关的主要负责人，是党政“一班人”的领导核心，在一个镇（街道）的各项工作中，起着举足轻重的作用，担负着兴一方经济，富一方百姓，保一方平安的重要职责。抓工作既要总揽全局，又不能统包统揽；既要对上负责，又要对下负责；既要集中力量保证整体目标的实现，又要充分照顾各方面的利益。其特点是权力小、责任大、事情杂，需要直接面对群众。刚才，XX同志等X位镇（街道）党委书记和挂职副书记结合实际，谈了各自的领导方法和工作方法。下面，我结合这几位同志所交流的内容，并结合近期对镇（街道）领导班子和领导干部届末考核所反映出来的情况，谈三个方面的内容：一是对我县镇（街道）党委书记领导方法的总体评价，二是镇（街道）党委书记领导方法中存在的主要问题，三是进一步加强和改进领导方法的途径。

　一、对我县镇（街道）党委书记领导方法的总体评价

　从刚才交流的内容和本次届末考核所反映出来的情况看，我县镇（街道）党委书记领导方法总体呈现三大特点：第一，在领导思维上，实现了由经验思维向理论思维的转变。主要表现为由感性思维更多地转向理性思维，由保守型思维全面向开放创新型思维转变，从常规思维向注重战略思维转变。第二，在领导手段上，实现了由权力调控向责任促动的转变。主要有三个方面的转变，一是由行政指令式转变为引导服务式，二是由重人治、轻法治转变为法治和德治并重，三是由高层拍板型转变为民主决策型。第三，在领导内容上，实现了在继承传统基础上的与时俱进。在抓牢党的建设、队伍建设的同时，更加突出经济建设、新农村建设、和谐社会建设等富有时代内涵的重点工作。

　综观我县各镇（街道）党委书记的领导实践，我认为比较有效的领导方法主要可以归纳为以下八种：

　1、以丰富的经验来领导。在座党委书记中，有的参加工作以来一直在乡镇工作，从一名普通干部一步一步成长为基层的主要领导，凭借多年在农村基层一线摸爬滚打的经历和积累起来的丰富农村工作经验，定思路，明目标，抓重点，看问题能准确地预测其前因后果，思考问题富有前瞻性，出台的思路具有针对性，采取的措施切实可行，能够采取“一把钥匙开一把锁”的办法来开展工作。如：在村“两委会”换届选举过程中，一些农村工作经验比较丰富的党委书记提前半年就开始了调查走访，提前掌握动态，针对各种“苗头”提前采取措施，保证了整个换届选举平稳有序。又如：去年有一位党委书记从经济相对薄弱的镇（街道）调到一个经济比较发达的镇（街道）任职，到任时该地刚发生一家企业因“资金链”断裂而倒闭，该企业涉及债务1.3亿，涉及担保企业三家，而这三家提供担保的企业又由其他企业为其提供担保，一旦引发骨牌效应，后果不堪设想，这位党委书记在情况比较陌生的情况下，凭借多年的领导经验，及时提出了“担保单位承担一点，银行损失一点，政府补助一点”的债务处理原则，问题得到了较为妥善的解决。接着又顺势而为，对由此引发的另两家企业的经营危机提前介入，由于操作得当，两家受影响企业得到重生，干部群众对新领导的第一印象相当好。

　2、以人格的魅力来领导。有的党委书记通过规范自己的一言一行，在工作中身先士卒，处处作出表率，抓工作注重走群众路线，注意树立自己在公众中形象，乐于吃苦，依靠自己的模范行为和工作作风来带动全体班子人员和全体机关干部干好工作。如：有一位党委书记曾经一段时间身体不是很好，但工作依旧兢兢业业，上下班早到迟走，节假日加班加点，甚至手术后在康复期间还坚持上班，获得了广大干部群众的口啤，进一步树立了领导者的威信。有的党委书记抓工作从不摆架子，具有较强的亲和力，工作中肯为下属挑担子，在严于要求的同时，以包容的眼光来对待每一位同志；与群众打交道也不以领导者自居，对群众的不理解、甚至过激言行能以宽容的心态对待。我们中就有这么两、三位党委书记，在对待普通群众、特别是上访群众时，能以换位思考的方式，站在群众的立场上设身处地地考虑问题，对于能解决的，及时督促有关人员予以解决，对于一些暂时不能解决的，晓之以理，动之以情，这些同志在开展工作中非权力影响作用比较明显，往往能较好取得群众对党委政府工作的理解和支持。

　3、以民主的作风来领导。领导者和被领导者的关系，从表面上看是指挥和服从的关系，实质上是代表和信赖的关系。目前我县越来越多的镇（街道）党委书记认识到了这一点，许多同志民主平等、协商共事的意识比较强，在议事、决策过程中做到严格按程序操作，注重集体智慧的发挥，遇事注重听取不同意见，集思广益，不搞“一言堂”。有的镇（街道）在日常工作中党委书记、镇长（主任）和几位副书记经常召开书记碰头会，每天下班后还要再碰碰头，共同分析全镇（街道）一天来的工作，研究、探讨下一步工作,相互之间拧成一股绳，真正发挥了党委书记在整个班子中的核心作用，民主的作风换来了党委书记在班子中的高威信，换来了整套班子较强的服从意识、协作意识和团队意识。有的镇（街道）只要是涉及经济社会发展的事项，都要在广泛征求不同意见的基础上，再召开班子会议集体研究决定，这样既调动了全体机关干部和班子人员的积极性，又使集体智慧得到了最大发挥。几年来这些镇（街道）均没有发生明显的决策失误现象。

　4、以规范的制度来领导。从考核情况看，大部分镇（街道）都建立了一整套比较健全且行之有效的工作制度，依靠制度建设来规范镇（街道）机关和村级组织的运行机制，以此来增强党委的号召力和各级干部的凝聚力、战斗力。如：有的镇（街道）通过建立日常工作动态考核制度，实行表扬和批评通报制，把干部的工作实绩与岗位目标奖金挂钩，通过考核激励，使干部的责任性、进取性得到较为充分的发挥，工作效率得到了村、厂基层的认可。有的镇（街道）通过制订完善机关各项管理制度，推行驻村指导员例会制、实事工程承诺制度、机关干部每月测评制等制度，狠抓机关作风建设，有效地提高了镇（街道）机关的办事效率，促进了机关干部思想和工作作风的切实转变。有的镇（街道）通过建立领导干部工作月交流汇报制度，每月让班子人员上台交流工作，由机关干部及村、厂干部群众测评打分，把领导干部的工作置于制度的约束和群众的监督之下，有效地促动了每位班子人员干净、干事。有的镇（街道）还在村一级设立了村民需求工作室，建立为民服务的长效机制，受理和帮助村民需要办理的事情，变村民跑为干部跑，既为基层群众解决了实际困难，又密切了干群关系。

　5、以科学的用人来领导。毛泽东同志对领导的定义是“出主意、用干部”，我县有几位镇（街道）党委书记在用干部上就做得很好。如：一些镇（街道）在干部管理使用过程中注重实施层级管理，采取书记抓班子成员，班子成员抓中层干部的办法，大胆地向下放权，工作切块到人，放手让下级去负责，并帮助他们在下一级干部群众中树立威信，充分发挥分管领导的作用。由于党委书记的放权和信任，分管领导更加能够尊重主要领导，更加能够认真贯彻执行主要领导的意图精神，维护班子的团结，使整个班子步调一致、决策统一、形成合力，特别是在遇到一些急难险重的情况时，整个班子就拉得出、打得响，体现出较强的凝聚力和战斗力。有的党委书记在干部管理上比较讲究领导艺术，注重做一人一事的工作，能经常与班子成员、机关干部进行单独面对面谈话交流，坦诚相见，交换思想和看法，时常为他们纠正工作和思想上的偏差，以此调动广大干部的积极性，干部之间、上下之间特别是班子内部关系比较顺，开展工作也就能很好地形成合力，抓出成效。

　6、以创新的思路来领导。我们有的党委书记比较注重理性思考，在工作中敢于吸收各种好的经验做法，领导者只有集中精力抓全局，议大事，才能争取工作的主动基层工作十分繁杂，“上面千条线，下面一根针”，什么都，整天，有大量，才能成大事。古人云：“将军额头能跑马，宰相肚里能撑船”。安于现状，思想窝在家里、守株待兔是等的走出家门，结交一批朋友，带回一批项目、一批资本、一批技术，发展
