  XX乡党委书记

  根据组织要求,现将本人2016年度履行岗位职责情况、遵守廉洁从政规定情况报告如下:

  一、履责情况

  党委履责情况:

  XX乡党委牢固树立集体领导理念,认真履行党风廉政建设主体责任职责,着力于做好以下几项工作:

  一是加强组织领导,选好用好干部。2016年初,乡党委依照全乡干部的专业与特长落实责任分工,促进了各项工作有序开展;9月下旬,乡党委对3名违纪党员作出了开除党籍处分,对1名农村党员作出了留党察看处分;近期举行的村“两委”换届选举中,撤换了3名村支部书记;本次换届中,针对丰林村近几年工作开展不畅的现状,乡党委下派了乡纪委书记XX同志到该村兼任支部书记,为凝人心、聚人力、干事业提供了组织保证。

  二是深化作风建设,维护群众利益。我乡切实推行 “一岗双责制”,要求党政班子成员既要抓好分管的业务工作,还要以同等的注意力抓好分管部门的党风廉政建设。乡机关实行“首问负责制”,乡党委要求每位干部,尤其便民服务中心工作人员,不得对前来办事的群众说“不知道、不清楚、这事不归我管”等语句,应由自己办理的业务,要耐心细致地办理,不归自己办理的业务,要引导群众到相应窗口办理,杜绝“门难进、脸难看、话难听、事难办”等现象,切实维护群众利益。全乡扎实开展“一个确保、两个关爱、三项整治”活动,确保了全乡每个村小组通水泥路,通道硬化率100%;关爱空巢老人、留守儿童,使他们得到了乡村组三级干部群众的关心和帮助;集中整治了殷河商业街环境较差、乱搭乱建、街面破损等现象,以实实在在的行动,维护了人民群众的切身利益。

  三是强化权力制约,加强廉政教育。我乡实行“权力清单制度”,将乡镇一级所掌握的公共权力公之于众,主动接受社会监督,从源头上预防腐败。2016年以来,全乡党政联席会议研究讨论党风廉政工作12次,组织乡干部及村“两委”班子集中学习讨论党风廉政工作4次,集体收听收看上级部门党风廉政工作

  电视电话会议3次,为加强廉政教育、推进源头治腐筑牢了第一道防线。截至目前,全乡没有1起党员干部严重违法违纪案件,为全乡经济社会全面快速发展创造了良好条件。

  本人履行党风廉政建设“第一责任人”职责情况

  对于怎样履行好党风廉政建设“第一责任人”的职责,我的理解就是9个字:“扛责任、强队伍、作表率”。

  一是扛责任。作为乡党委书记,本人时刻把党风廉政建设放在心上、抓在手上,在反腐倡廉问题上敢于坚持原则,敢于动真碰硬,做到分内之事不推诿、不逃避,切实担当起党风廉政建设工作责任。

  二是强队伍。作为党风廉政建设“第一责任人”,本人十分注重对干部进行党风廉政教育,通过召开学习讨论会、收听收看电视电话会、开展批评与自我批评等方式,及时发现问题并作出提醒、责令整改;今年6月初,本人就个别班子成员在公务接待中超标的行为进行了单独约谈,既保留了面子,又严肃了纪律;今年9月底,本人就个别干部经常迟到早退的行为,在大会上作了批评,督促、引导全乡干部按时上下班。通过扎实抓班子、严格带队伍,一支战斗力强、作风过硬的干部队伍已经形成。

  三是作表率。俗话说,言传不如身教,在党风廉政建设工作中,本人坚持以身作则,联系工作和生活的实际,带头讲廉政党课、带头作廉政承诺、带头查责任落实,以实际行动为全乡党员干部做好表率。

  本人执行廉洁自律有关规定的情况

  对照《廉政准则》要求,本人严格要求自己,没有任何违反“八项规定和省委若干规定”的行为,没有出现利用职务之便谋取不正当利益的现象;没有出现以婚丧嫁娶、乔迁履新等名义,收受下属及有利害关系的单位或个人的礼金的情况;没有出现出入私人会所、公款旅游等现象;没有出现利用公款赠送节礼、违规消费等情况。

  二、存在的主要问题和原因分析

  存在的主要问题

  一是干部作风不够严谨;二是个别干部工作动力不足。

  三.整改措施和2016年工作打算

  整改措施

  一是加强干部管理。严格执行机关干部工作制度,落实上班下班打卡签到制度,每个月底通报日常考勤情况;加强日常工作督查,分管领导不定期对所属各办干部到岗情况进行督查;完善机关效能建设,公布投诉电话,设立投诉受理登记薄,实行专人管理;强化干部警示教育,利用每周一、周五全乡学习例会,对干部进行党风廉政教育;以知识竞赛、授课培训等方式,筑牢拒腐防变的思想防线,推进全乡党风廉政建设健康发展。

  二是加强干部关爱。进一步完善基层干部激励机制,采用以奖代补的方式提高基层干部工资待遇,激励他们改进工作作风,致力于新农村建设;区别对待干部成长过程中的错误,充分肯定他们的进步与成功,做到多鼓励少指责;关注基层干部的心理健康,经常与基层干部沟通交流,给予他们心灵上的安抚和精神上的鼓励,保证基层干部个性的适度张扬和情感的顺畅释放。

  2016年党风廉政建设工作打算

  一是加强制度建设。继续坚持党风廉政建设责任制,继续完善监督制约机制,把党内监督与党外监督相结合,将权力关进制度的笼子,使公共权力在阳光下运作。

  二是加大宣传力度。继续加强反腐倡廉宣传教育工作,增强党员干部廉洁自律意识、拒腐防变能力,促进全乡各项事业有序推进,为增进党群关系、实现群众利益创造条件。

  三是拓宽诉求渠道。全乡党员干部要结合进村入户活动,建立乡村组联动机制,俯下身子深入群众,倾听群众诉求,了解他们所急、所需,切实为他们处理问题、解决难题,为党风政风的进一步好转付出行动、作出贡献。

  2016年,我乡党风廉政建设取得了一定的成绩,但与上级的要求和群众的期盼还有一定的差距。新的一年里,我们将进一步落实党风廉政建设责任制,继续坚持经济建设与党风廉政建设“两手抓、两手硬”的工作思路,建立一支干事创业的乡村干部队伍,打造风清气正、廉洁高效政府,为建设生态、和谐、幸福XX作出更大贡献。

  各位领导、同志们:

  按照大会安排,我向全会作述责述廉报告。

  2016年,在市委、市政府的正确领导下,在市纪委监察局的精心指导下,**办事处党委始终按照党风廉政建设责任制的要求,坚持把党风廉政建设与经济建设、项目建设和社会建设同谋划、同部署和同落实,坚持“力度统一论”深入推进全处党风廉政建设和反腐败工作。现将一年来履行职责和个人廉洁自律情况汇报如下,请各位领导评议。

  一、 强化思想认识,切实担当主体责任

  作为党风廉政建设第一责任人,一是我个人做到先学先行,不折不扣落实,及时学习领会党风廉政建设“两个责任”的深刻内涵,做到对党风廉政建设工作亲自部署、重大问题亲自过问、重点环节亲自协调、重要案件亲自督办,年初明确党风廉政建设工作思路和工作重点,年末抓工作落实和考核督办。二是严格按照“三转”的要求,第一时间落实了纪委书记的排名和分工,让纪委干部轻装上阵,真正做到聚焦主责主业。三是配强配齐纪检干部队伍,年初,在干部职数比较紧缺的情况下,党委研究新调整一名80后职前大学本科、政治素质高的年轻干部担任纪检干事,这次村民委员会

  换届选举后,所有村按照3—5名名额配齐了村级纪检监督员。四是明确责任主体,强化“一岗双责”。年初与村支部负责人和处领导班子成员签订责任书,将全年党风廉政建设任务细化分解,逢会必讲廉政课,在全处形成抓好党风廉政建设是本职,不抓党风廉政建设是失职的理念。五是处党委全力支持处纪委放心大胆开展工作,并为处纪委更好地履行监督责任搭建平台。一方面,我们定期听取处纪委工作汇报,及时解决工作中遇到的难点问题,对重点的人和难点的事处主要负责人亲自约谈和督办,另一方面,我们把党委中心工作的落实、项目建设的推进、干部住点帮村工作的完成等重要工作交给处纪委督办,每月由处纪委牵头,一月一拉练,一月一通报,一月一公示,有效地推进了各项中心工作的落实和干部作风的转变。

  二、夯实工作基础,筑牢拒腐防变思想防线

  2016年是各级抓党风廉政建设的风暴年,我们**办事处不断创新工作思路和工作模式,着力提高党员干部自觉遵守规定和纪律的政治敏锐性。一是开设“每月一期廉政课堂”活动。由办事处主要领导、纪委书记或邀请市纪委领导授课,每月一讲,主要围绕廉政形势教育、学习上级各项规定禁令、身边违纪违法的典型案例的分析剖析,让党员干部从真实的人物中对照找影子,从规定中找行为差距,教育全处干部时刻牢记廉洁从政意识,增强拒腐防腐能力。二是建立各项规章制度。通过干部去向公示、出台“五考”干部管理体系、强化“四有担当”精神、开展诺岗定责等多种形式加强群众对机关党员干部的监督管理,规定干部每周下村开展住点帮

  村工作不少于3次,并作好工作日志记载,由处纪委明察暗访,主要领导不定期抽查,每月26日将工作的落实情况在办事处政务公开栏和政府门户网站上进行公示,以此促使了全处干部作风的大转变。三是推进“一村一品”工作。为整体推进全处党风廉政建设整体上水平,结合各村实际,突出工作特色,**社区创建“亲民便民一站式服务新型社区”,梅府社区创建“清政廉政富裕和谐新社区”,**社区创建“听政议政阳光清政社区”,**社区创建“三资管理规范化社区”,创建示范点的村务工作发动群众参与、接受群众监督,让权力运行在阳光之下,干部的行为规矩了,基层的矛盾少了,信访量也减少了。四是围绕案件查处抓惩处。办事处党委全力支持处纪委主业主抓,把案件查处作为反腐倡廉工作的重中之重来抓,做到月初定目标,月底结硬账。2016年,我处纪委自办案件11件,协助市纪委信访室办理经济案3件, 4人开除党籍,留党察看1人,党内严重警告处分4人,党内警告2人,共追缴违纪资金万元,挽回集体经济损失120万元。

  三、严格要求自己,争做廉洁从政的表率

  作为一班班长,我带头坚持从我做起,从班子成员做起,以上率下。严明政治纪律和恪守政治规矩,在大是大非面前和原则性问题上始终同上级保持高度一致,认真执行落实市委决策,顾全大局,努力把自己打造成思想成熟、政治坚定、作风过硬的领导干部。在**任职三年多的时间里,我倍加珍惜和维护班子的团结,充分发扬民主,注重倾听各方面意见建议,做到重大工作事先商量,具体过程共同关注,急难问

  题及时研究,坚持“大事讲原则,小事讲风格”,绝不搞“一言堂”,也绝不“和稀泥”。在工作和生活中,时刻用领导干部廉洁自律的规定约束自己、要求他人,态度坚决地抓党风廉政建设,旗帜鲜明地反对奢侈浪费行为,始终坚持“君子之交淡如水”,在和客商真诚相处的同时,坚决拒贿防腐,做到不义之财不取,不正之风不染,不利之事不做。坚持依法从政,严格遵守政治纪律、经济纪律和组织纪律,时刻自重、自省、自警。同时积极落实班子成员民主生活会制度,认真开展批评和自我批评,时刻铭记习总书记“心中有党、心中有民、心中有责、心中有戒”的谆谆教诲。

  回顾一年工作,我深知自己做的还有很多不到位的地方,工作的成绩与上级和群众的要求相比,还有一定的差距。

 今后的工作中,我将进一步牢记宗旨、求真务实、勤思多想、廉政自律,努力开创**党风廉政建设新局面,为“主动担当发展主力军、建设美丽后花园”作出更大的贡献。

  2016年,本人牢牢恪守党员干部“为民、务实、清廉”的从政准则,在市委、市政府的正确领导和组织部门的培养关怀下,坚持立党为公、执政为民,不断加强学习,坚持以跳出农村看农村的眼光谋化大局,理清思路、突出重点,一年以来,本人狠抓了基层党组织建设和党风廉政建设,切实加强了领导班子和干部队伍建设,加快了推动经济发展和民生改善步伐,带头贯彻落实上级的各项决策部署,不断推动社会各项事业稳步发展。现将一年来的工作汇报如下:

  一、始终坚持党要管党、从严治党,巩固教育实践活动成果,全面加强和改进基层党组织建设

  抓好基层党建工作,乡镇党委是关键。作为镇党委书记,我切实履行“第一责任人”职责,牢固树立“党要管党、从严治党”的理念,切实把党层党组织服务发展、保障发展、促进发展作为党建工作的根本任务,有效发挥了镇党委的引领作用和嘎查党支部的战斗堡垒作用。

  加强镇党委自身建设,发挥党委龙头作用。今年以来,特别是党的群众路线教育实践活动开展以来,我镇进一步健全和完善了党委中心组学习制度,进一步规范了党委班子政治生活制度,强化了班子成员相互间谈心谈话制度,

  坚持民主集中制度,严格落实镇党委集体领导下的分工负责制,坚持重大问题必须由党委集体讨论决定,充分保证党委核心领导作用的发挥,切实提高了党委决策的权威性和科学性,提高了党委班子驾驭全局的能力。

  狠抓嘎查“两委”建设,筑牢党组织的“神经末梢” 一年以来,镇党委始终坚持把嘎查“两委”建设作为重点工作常抓不懈。一是坚持抓“两委”班子团结,着力建设互相信任,互相支持,互相谅解并且能够带头贯彻落实盟、市及镇党委的各项惠民政策的嘎查“两委”班子队伍,今年,镇党委选派了5名环节干部到嘎查村任职书记,这5名镇干部切实担负起了团结队伍、引领群众、落实政策的使命和责任。二是规范嘎查村两委议事规则和党内政治生活,实行党务、村务公开,推行党支部书记践诺服务和实绩考核办法,严格执行嘎查“两委”联席会议制度,深入推行嘎查村重大事项“532”工作法,落实“四议两公开”等管理制度,加强村务监督委员会建设,实行嘎查集体资源、资金和资产“三资一章”管理办法,着力解决好影响严肃认真开展党内政治生活的各种问题,进一步完善民主管理机制,有效预防嘎查村干部违规违章办事。三是探索推行嘎查村干部奖惩机制,对创新工作思路,工作表现突出,成绩显著的嘎查干部给予表彰奖励。对班子不齐、能力不强、党委政府的工作落实不了、人民群众满意度不高的村书记及时进行诫勉谈话。四是加强嘎查两委班子领导能力建设,不断提高嘎查干部执行农
