  在市委十二届六次全体(扩大)会议上,市委明确提出,要率先建成“三市”、共圆“三梦”,强力实施“三倍”、提升“三量”,这为我市未来发展描绘了宏伟蓝图,作出了战略部署。作为全市各级纪检监察机关和广大纪检监察干部,要落实好市委的决策部署,就必须忠诚履职、勇于担当,增强理解力、提升执行力、发挥创造力,始终做到围绕中心不偏离、服务大局不懈怠、促进发展不动摇,以纪检监察工作新作为、新举措、新成效,为率先建成“三市”、强力实施“三倍”提供坚强保障。

  一、围绕建成“三市”、实施“三倍”,加强监督检查,确保政令畅通

  纪检监察机关,只有围绕中心,才能找准方向,只有服务大局,才能彰显价值。这就要求我们要抓好中央、省市委重大决策部署的贯彻落实。立足新起点,服务新目标,要紧紧围绕如何保障率先建成“三市”、强力实施“三倍”,切实履行纪检监察两项职能,为经济社会发展保驾护航,确保上下同心同向、政令畅通和中心任务顺利完成。

  一是要督促决策部署严格执行。要围绕贯彻落实中央、省市委特别是市委全会精神,严明政治纪律,教育和引导广大党员干部统一思想和行动,形成全市上下意志统一、运作协调、合力推进“三市”建设的生动局面。要加强对建成“三市”、实施“三倍”、力行“五推”等重大决策部署落实情况的监督检查,重点查处落实政策“中梗阻”问题。督促各级各部门把执行力体现在各项工作具体方案、具体指标和具体措施上,对在贯彻执行市委决策部署过程中阳奉阴违、虚以应付、工作不力、有令不行、有禁不止的,启动问责程序,严格追究党纪政纪责任。

  二是要突出监督检查工作重点。要围绕建成“三市”、实施“三倍”,加强对推进产业发展、提升城市品质、加快城乡一体化进程、创新社会管理等重大工作部署落实情况的监督检查;重点加强对推进重大项目落地、打击非法营运专项治理、城乡结合部环境整治和城区市容市貌综合整治等工作的监督检查;突出加强重点项目建设的监督检查,督促破解征拆、融资、用地等难题,加快项目建设进度。坚决查处项目建设“半拉子”工程、“豆腐渣”工程背后的腐败行为和失职渎职行为,确保项目建设安全、高效、廉洁运行。

  三是要发挥巡查工作综合作用。市委创造性地出台了《中共长沙市委巡查工作办法(试行)》,这是巡视工作在基层的延伸和拓展,是反腐倡廉工作在推进“三市”建设中的探索和实践,有利于提升监督检查的科学性、针对性和实效性,增强发现问题的能力,达到促进发展的效果。要完善体制机制、改进方式方法,通过加强对推进“三市”建设的重点部门、单位的重点巡查,及时督促整改巡查中发现的问题,确保市委重大决策部署得到不折不扣的执行。要加大对巡查成果的运用力度,将巡查结果和巡查整改情况作为干部考核评价、选拔任用、奖励惩处和对干部进行调整、免职、降职等组织处理的重要依据。

  二、立足建成“三市”、实施“三倍”,优化发展环境,促进提速增效

  率先建成“三市”、强力实施“三倍”的前提,是要实现科学发展、跨越发展。而发展的好坏,取决于环境的优劣。环境既是生产力,也是竞争力,环境优,则发展好。因此,率先建成“三市”、强力实施“三倍”必须集中做好“软环境”这篇大文章。

  一是要提升行政效能。日前,省里向我市下放了45项省级经济社会管理权限,赋予长沙更大的目标定位空间、更大的先行先试权和改革自主权、更大的市场要素配置权。我们要把握这一契机,搞好对接与服务,推进简政放权,督促行政部门进一步精简审批项目,减少审批环节,压缩审批时限,优化审批流程。督促推进集中审批、并联审批,开辟“绿色通道”,建立健全委托办理机制,确保行政审批整体提速50%以上;督促建设好政务服务中心,实行“一窗式受理、一站式办结、一条龙服务”,坚决防止“体外循环”等现象;要加强行政审批电子监察,推行办事公开,实行“阳光政务”,杜绝“暗箱操作”。要全面清理部门条规、清算收费项目、清查审批事项,督促相关部门和单位切实把审批减到位,环节压到位,收费降到位,倾力把长沙打造成全国行政审批项目最少、行政效率最高、行政成本最低、行政过程最透明的城市之一。

  二是要强化执法监督。要督促有关部门严格执行工程建设招投标、经营性土地使用权出让、产权交易、政府采购等制度,加强对交易各环节的监督。深入治理公共资源交易明招暗定、虚假招标、“围标串标”等违法违纪问题。督促加强社会诚信体系建设,打造各类经济主体有序参与、公平竞争的发展环境。要加大对行政执法机关严格执法、文明执法、公正执法的监督检查力度,督促国家行政机关及其工作人员依法履行职责,维护各项法律法规的统一性、权威性和有效性;加强对执法司法领域工作情况的监督检查,不断完善制度规定,进一步压缩行政执法司法的弹性空间和自由裁量权。督促加强执法司法职业道德建设、推进执法司法公开,健全执法司法过错与违纪违法责任追究等制度,切实促进执法司法公正,提高执法司法效能,努力营造尊重法纪、崇尚制度的良好氛围。

  三是要严格行政问责。围绕“三市”建设中的重要决定、重大事项和社会反映的热点难点问题开展专项监察。严肃整治“乱收费、乱罚款、乱摊派”和“乱检查、乱评比、乱培训”等新老“三乱”问题。严格落实“十二条禁止性规定”,对那些有令不行、有禁不止、破坏经济发展环境的人和事,要用铁的纪律进行及时问责,为经济发展清除阻力、扫清障碍。对发生行政不作为、行政乱作为案件的单位,要严肃追究相关责任人和单位“一把手”的责任。同时,严厉禁止执纪监督部门对破坏经济发展环境的人和事姑息迁就、袒护包庇,如有发现,将从严从重处理,绝不姑息迁就。

  一是要正视当前干部队伍的不良状态。只有好的干部作风,才有可能营造风清气正的发展环境。从总体上看,我市绝大多数干部表现出了优良的作风、十足的干劲,各级机关服务效能不断提升。但我们也必须清醒地看到,干部队伍中还存在一些突出问题:如有的干部敷衍失职,在其位不谋其政,安安稳稳占位子,忙忙碌碌做样子,疲疲沓沓混日子。不负责任,说了不办,定了不干;遇到矛盾,能推则推,能拖则拖,能躲则躲。一些干部甚至以权谋私,变着法子向群众伸手;一些窗口部门、权力部门和执法部门,对群众办事故意隐瞒、拖延、刁难,不给好处不办事,给了好处乱办事。这些状态和问题,与我们率先建成“三市”、实施“三倍”是格格不入的,不容忽视、不可懈怠。

  二是要解决干部作风建设的突出问题。作风建设与廉政建设紧密相连,与加快发展息息相关。当前,干部作风不断面临新情况、新问题,这就要求我们在整治干部作风上也要有新举措、新办法。要更加注重建立健全干部作风建设的长效机制,定期开展明查暗访,发挥群众监督作用,从严整治党员干部吃请受礼、索拿卡要、敷衍失职等突出问题。作风建设要与“有错无为即问责、不换状态就换人”、整治违规收受红包礼金等结合起来。建立健全“有错无为皆问责”制度,既对有错行为进行问责,也对碌碌无为、不在状态干部进行问责。要敢于唱“黑脸”、当“包公”,发扬“钉钉子”精神,重点解决好少数领导机关、领导班子和领导干部存在的“四风”问题。要严格执行《党政机关厉行节约反对浪费条例》,坚持勤俭办一切事情,坚决制止各种铺张浪费行为。

  三是要纠正损害群众利益的不正之风。要牢固树立民生优先、“群众不认可的不是成绩”的理念,倍加关注民本民生,倍加维护群众利益。要对损害群众利益的人和事严肃查处、严厉打击,让广大市民充分共享建成“三市”、实施“三倍”的发展成果。要着力解决教育收费、医疗卫生、食品药品安全、安全生产、环境保护、征地拆迁、农村集体“三资”管理、矿产资源开发、惠民惠农资金使用等方面的突出问题,坚决查处严重损害群众经济权益、政治权益、人身权利的行为。继续对市直行政执法部门履职情况开展专项民主评议,促进依法廉洁行政。大力加强基层党风廉政建设。拓宽群众诉求表达渠道,认真解决群众反映强烈的信访问题,对遗留和长期重访的信访件,实行领导包案,明确责任,限时办结。

  四、着眼建成“三市”、实施“三倍”,加大惩防力度,保护干事创业

  纪检监察工作使命重大,岗位特殊,备受关注。以什么样的导向去开展反腐倡廉工作,以什么样的姿态去进行执纪监督,对率先建成“三市”、实施“三倍”,起到非常关键、举足轻重的作用。要正确处理惩治与保护的关系,以促进发展、干部成长、群众满意作为检验纪检监察工作的成效。

  一是要做到和坚持惩防并举,双管齐下。惩治和预防工作,是反腐倡廉建设的两个方面,两手都要抓,两手都要硬,缺一不可。一方面,要始终坚持利剑高悬,既严肃查处领导干部以权谋私、贪污腐化、失职渎职的大要案件,又注重查处群众反映强烈的突出问题案件和重点岗位工作人员滥用职权的案件,特别是要加大对干扰、破坏“三市”建设案件的查处力度。另一方面,在不放松查案的同时,要更加注重预防和治本。要加强对各级领导班子和重点岗位人员的廉政教育。要创新方式方法和宣传载体,提高宣传教育的针对性和实效性,让廉洁意识入脑入心,增强领导干部抵住腐败的正能量。健全网络舆情信息收集、研判、处置和引导机制,为反腐倡廉建设创造良好的舆论环境。同时,注重以案释纪、以案说法,发挥查办案件的政治、法纪和社会效果,推进整章建制、修补制度漏洞,达到查处一案、教育一批、管住一片的目标。

  五、服务建成“三市”、实施“三倍”,狠抓自身建设,提升履职水平

  纪检监察机关承担着维护党纪政纪、推进反腐败斗争的重要职责,政治性、政策性和业务性都很强。特别是当前,服务建成“三市”、实施“三倍”,不辜负市委和广大干部群众的期待和信任,必须以更高的标准、更严的纪律要求自己,切实加强自身建设。
