　 在县城管执法大队解放思想大讨论个人发言

　 XX年12月6日，我局组织干部职工，认真学习十七大文件，展开解放思想大讨论。通过学习，我的思想收获很大，我认为：胡锦涛总书记把“解放思想”作为全党、全国人民当前和今后一个时期的头等大事，在十七大报告的主题词中郑重提出，并进一步强调：“中国特色社会主义伟大旗帜，是当代中国发展进步的旗帜，是全党全国各族人民团结奋斗的旗帜，解放思想是发展中国特色社会主义的一大法宝”，压滤机滤布说明“解放思想”是挣脱旧束缚、转变世界观的一个重要的理论武器，是指导我们思想和其它一切工作制胜法宝。

　 过去以为作为邯郸县城管执法大队的一名副中队长，在所辖范围内尽心尽责，比上不足，比下有余，已经差不多了，现在通过学习十七大，参加解放思想大讨论，结合我局提出的“构建和谐城管，打造一流城区”的口号，才真正从思想上、理论上认识到，其实，这种“差不多”、“可以了”、“还 行”的思想就是不行，认识上不去，思想不解放，什么工作都不会大的成绩来。认真总结以往工作，深刻剖析自身不足，觉得自己的工作当中还存在以下问题：

　 1、理论学习缺乏系统化。在学习上，只求字面上学会、学懂，没有把握它的精神实质，学习不深入。学习只是一鳞半爪，没有系统化学习，不能站在一定的高度去全面领会。

　 2、理论与实践结合不够。由于理论学习不能有效理解它的要义，致使理论学习与实践相脱离，不能把理论用于指导实践，使工作缺乏正确地理论指导，工作往往陷于主观盲动，收不到事半功倍的效果；

　 3、工作的主观能动性差。工作上领导叫干啥就干啥，叫干多少就干多少，但没有主动自觉想工作、干工作、谋划工作，工作缺乏主动性，使工作陷于被动应付，争先创优意识尚需强化；

　 4、缺乏全局意识。作为一名城管大队的副中队长，缺乏全局意识，没有把整个中队当作一盘棋来谋划，只管自己负责的区片，没有通盘考虑整个中队的大局，配合中队长做好全中队的工作还不够；

　 5、对同志关心不够。在执法工作中，只知道干好工作，没有很好的关心下属的生活，有时主观命令多，深入同志们生活实际少，缺少对同志们了解和关爱，没有较好的沟通；

　 6、理论调研欠缺。城管执法工作涉及千家万户，纷繁复杂，千头万绪，工作时间性强、流动性强、反复性强，执法难度大，需要多看、多转、多想、勤总结，但是，我的调查研究工作做的还很不够。

　 综上所述，通过认真而深刻的自我剖析，充分认识到自身的差距，在今后的工作中我一定认真学习，积极工作，做一名合格副中队长，具体措施如下：

　 一、认真学习党的方针政策，深刻领会精神实质，积极探讨理论内涵，提高理论素养，增强政治的敏锐性，深入实际搞好调研，掌握工作实际，分析存在问题，研究解决方案，探讨工作方法，总结工作经验，形成有效指导工作的理论；
